Working with 30-50 economists including Nobel Laureates, 100+ sector experts, government, donor organizations, civil society, development agencies, businesses, youth, across rural and urban areas to identify, analyze and prioritize interventions that will deliver greater benefit per gourde spent, helping move Haiti towards a more prosperous long term future.

Copenhagen Consensus Center organized roundtable discussions

with an aim to figure out smarter solutions to the most problematic

issues facing Haiti.

These roundtables are one of several sources

for research ideas.

Legal Framework;(1 of 1)

• Make an inventory of legislation on ICT.• Put the Electronic Commerce Act into effect.• Put the e-signature law into effect.

Infrastructure;(1 of 2)

• Make an inventory of existing facilities to make them accessible to all.

• Setting up a centralized system and also strengthening the standards and procedures across government to standardize.

• A standard training for departmental managers learn how ICT can help them simplify tasks. All this framed by a comprehensive plan to ensure the uptake of ICT in government departments.

• The decentralization of public services, based on ICTs.• Have a computer lab in every school to be built.

• Extending coverage of electricity 100%.• Increasing the amount of fiber optic line installed 8000

km present.

• Development a tracking mechanism for ongoing initiatives and projects.

• Invest in higher education to develop our own local capacity in terms of human resources and in terms of ICT production.

• Reduce the cost of credit for the development of the ICT sector and improve access to credit for SMEs working in the ICT sector.

• Prioritize the production and creation, not just consumption of ICT.

• Prioritize human resources and local SMEs in the bidding starts by inserting a clause in tenders requiring the participation of Haitian firms.

• Strengthen value chain of ICT.• The establishment of an electronic voting system to

create a market.• Develop and market software applications and in Creole

and French.• Putting ICTs in the hands of children from the preschool

years: Introduce courses ICT, maths and science at the preschool level to ensure that the end students mastered French, Creole and computer language. The insertion of language and ICT courses earlier in the education system so that the Haitian can see the value of ICT in their daily lives.

• Set up a technical center and innovation (Silicon Valley of Haiti).

• Investing in institutions of higher education to reclaim the $ 180 million that benefit the Dominican institutions.

• Establish a National Innovation Price by CONATEL.• Establishment of a platform for the interconnection of

schools: for innovation competitions, exchanges, courses shares, mathematics and science among high school students.

• Develop standards and norms for the provision of public services.

• Develop standards and standards for building construction.

• Reduce costs and make it more affordable ICT consumers.

• Reduce operational costs for operators including measures to protect against theft, legal protection and other types of insurance to encourage private investment.

• The awareness of women as major consumers to develop the potential consumer market of ICT.

• Give tax incentives to operators to lower operating costs.

• Develop a public policy and develop an implementation plan to serve as a locomotive to revitalize the public leadership in the sector to better coordinate and harmonize the various actors.

• A policy of "red carpet" to encourage investment by SMEs, --not only foreign investment.

• Increase the production of content and services Haitian.• Tax and social incentive to attract the jurisdiction of the

diaspora and also to enlarge the market for it to buy our products.

• Make an inventory / catalog of technological offers in Haiti, human resources in ICT.

• Develop an e-government management system for more effective decision making and implementation of interventions.

• Strengthen the standards and procedures of public administration.

• Promote a culture of research and innovation.• Increase the promotion and learning of ICT in order to

stop the hemorrhage of human resources: to offer apprenticeships, creating a market, etc.
