To: API Lubricants Group Cc: Lubricants Group Mailing List API Motion to Ballot Seq. IIIHB at Seq. IIIGB Equivalency During the February 2, 2018 Lubricants Standards Group Teleconference the LSG considered the BOI/VGRA recommendation to ballot the inclusion of the Seq. IIIH in Table F-1—Technical Principles for New Viscosity Grades and Read Across. The BOI/VGRA proposal (Option B) is given below:

After review and discussion, the LSG agreed by voice vote to send to Ballot the recommended Option B for the inclusion of the Seq. IIIH into Table F-1—Technical Principles for New Viscosity Grades and Read Across. The BOI/VGRA Presentation recommending the inclusion of the Seq. IIIH in Table F-1 is provided in the Ballot Support documentation. The presentation on Interim Sequence IIIH BOI/VGRA Base Stock Interchange Guidelines is provided in the Ballot Support Documentation to illustrate the options considered before recommending Seq. IIIH Option B – Table F-1 Technical Principles. A draft of Annex F with the Seq. IIIH included in Table F-1—Technical Principles for New Viscosity Grades and Read Across is provided to demonstrate how the revise Table F-1 will be incorporated into API 1509.

Lubricants Group Members should use the API eBallot System to cast their vote and make comments. The eBallot Link is: http://Ballots.api.org The Lubricants Group Member votes will be counted, and all received comments reviewed and considered before the ballot results are final. Non-Lubricants Group Members should comment on the Ballot Motion using the eBallot system. The eBallot Link is: http://Ballots.api.org All comments on the Ballot Motion will be reviewed before the ballot results are final. This eBallot will close on February 28. All Votes and/or Comments must be received by the close date. If approved the Effective Date of the Change to API 1509 will February 2, 2018.

BOI/VGRA Recommendations

• BOI/VGRA Recommends Inclusion of Seq. IIIH in Table F-1

• After review of three options Option B was recommended by Majority of the BOI/VGRA Task Force.

• Option B includes both the IIIH and the IIIHB in Table F-1 Technical Principles

• Lubricants Standards Group is being asked by teleconference on Feb. 2, 2018 to authorize an eBallot “Seq. IIIH in Table F-1—Technical Principles for New Viscosity Grades and Read Across”

Viscosity modifier content must be no more than 1.5 times higher than the viscosity modifier content in the oil on which the test was run.5. For dispersant-type VM, the VM content of the read-across viscosity grade must be equal to or higher than the original viscosity grade.6. Read-across viscosity grades must contain an equal amount of the same Group V base stock (e.g., ester) in the finished oil blend if a Group V base stock is used in the original viscosity grade.

Similar technical principle to IIIGConsistent with limited test data showing no harm with modest increase in VM

Interim Guideline for Seq. IIIHBBOI/VGRA TF Recommendation to Lubricants Group

10

Lubricants Group unanimously agreed to ballot the replacement of the 2nd paragraph in API 1509 E.2.2.4.1 with:

API 1509 Annex E

Additionally, once a combination of 5 passing Seq. IIIGB and/or Seq. IIIHB* tests has been demonstrated on a unique technology (a Unique Technology is a single additive package (DI) at a constant treat rate) then no additional Sequence IIIGB or Sequence IIIHB* testing is required for that unique technology.

*Seq. IIIHB at Seq. IIIGB equivalency

What-If Scenarios

14

Scenario Description Consequence

1 Full matrix testing conducted with hardware shown to meet discrimination expectations confirms technical principles assumed during interim period

Interim VGRA table (Slide 7) represents most restrictive guidance

Possibility for expanded reads to be evaluated by Task Force

2 Simple 2-test matrix testing fails to support no harm assumption of technical principles (increasing BOV, decreasing VM beneficial)

No VGRA until full matrix executed

3 2-test matrix confirms no harm technical principle assumption; hardware subsequently shown to be non-discriminating

VGRA per slide 7 permitted until full matrix executed

BC5 hardware adjusted to meet discrimination expectations

Will need to fund repeats of two tests

4 Full matrix testing conducted with hardware shown to meet discrimination expectations does not confirm technical principles assumed during interim period

Oils qualified under assumption of interim read rules must be tested, or qualified under the final read rules (API to add check box for SN PLUS licensing to indicate whether interim VGRA guidance applied)

5 Seq. IIIH with BC5 pistons not demonstrated to have desired discrimination capability even after hardware adjustments

To be determined
