1. Janahita : Urban Local Body in Karnataka were receiving public complaints in hard copy form or through centralized complaint number, or Whatsap, or Facebook, or Twitter, or Council Representative telephone calls. It was difficult for the public to register the complaints. It was equally difficult for the ULBs to track the complaints and hence timely redressal of the complaints was difficult. The Government of Karnataka, as part of its reforms process, introduced the Public Grievance Redressal System in the ULBs of Karnataka.

Building License : Municipal Building Plan Approval is aims to improve the efficiency, increase transparency and enhance the citizen satisfaction with the ULB's service delivery.

As with the entire Municipal product suite, Municipal Building Plan Approval is fully internet-enabled - this would make it possible to provide the system to the users at all the locations within the jurisdiction of the government. Building plan application coversthe complete lifecycle of the building plan approval starting from accepting the citizen's application, approval/rejection of application to the generation of the sanction/refusal license. The software has a checklist of documents required for a valid application, calculates the fee payable based on the type of the building. The software also automatically routes the citizen's application directly to the concerned Municipal employee. The software also captures the important details of the building to enable the municipal employee to decide

if the building complies with the guidelines prescribed by the ULB. Citizens can view the status of their application online over the internet. Timelines can be specified for approval for individual types of building plan approval applications and can be escalated to the higher authorities if the building plan is not approved with in the approved timeline. Integration Building Plan approval is integrated with the Municipal Property Tax application. Any changes in the building (area/usage) are directly updated in the Property tax system. This results in a regular updating of the Property Tax database. Building plan application is also integrated with Municipal Financials. All revenue collected is automatically updated to Municipal Financials resulting in increased efficiency and reduced errors.



Jalanidhi : “JalaNidhi” is an application developed to capture

property and water tap connection details of citizens across the 190 ULBs of Karnataka excluding ULBs for which water supply is maintained by KUWS&DB. Its objective is to capture the applicants relevant details and provide a reliable database for the municipal administration to govern at ease. The application includes features like maintenance of applications in draft mode, approved mode and approving facilities by designated authorities and report generation facilities as well to track the progress of the commissioning of this programme across the ULBs.

A Water tariff of Jalanidhi is the price assigned to water supplied by a public utility through a piped network to its customers. The term is also often applied to waste water tariffs. Water and wastewater tariffs are not charged for water itself, but to recover the costs of water treatment, water storage, transporting it to customers, collecting and treating wastewater, as well as billing and collection. Prices paid for water itself are different from water tariffs. Water tariffs vary widely in their structure and level between user categories (residential, commercial, industrial or public buildings). The mechanisms to adjust tariffs also vary

widely. • financial criteria (cost recovery) • economic criteria (efficiency pricing based on marginal cost) and sometimes • environmental criteria (incentives for water conservation) The ‘Jala Nidhi’ application is conceived and conceptualized based on the manual processes being followed at ULBs across the state of Karnataka and with an objective to computerize most of the manual processes being followed at ULBs so as to achieve transparency and better governance and administration thereby augmenting the revenues to ULBs and to the government.
