A 2012 Ford F150 being driven by David Simpson, 81, of Oberlin was heading North on K123 when he stopped at the stop sign at the K123/K383 intersection. Simp- son did not see a 2013 Peterbilt Semi being driven by Roger Owens, 64, of Revenna Nebraska who was heading east and pulled out in front of the Semi. The pickup was then struck on the driver's side causing Simpson, who was not wearing his seat belt, to become partially ejected from the pickup. The semi came to rest facing East on K383 in the South ditch. The Simp- son pickup ended up facing East on K383 partially in the South ditch. Simpson died at the scene. Owens was taken to the De- catur County Hospital with suspected minor injuries. MPCC BOARD OF GOVERNORS MEETING The Mid-Plains Community College Board of Governors met in McCook last night for their monthly meeting. Area Vice Presi- dent of Academic Affairs and NPCC Dr. Jody Tomanek intro- duced Lana Stewart to the board as the new area registrar. Tomanek also introduced the board to Colorado high school student Aidan Schwarz who was on campus for an internship. Former board member Dr. Mike Owens was recognized with the 2019 President’s Award from McCook Community College. The Board approved the low bid from Wagner Chevrolet in the amount of $53,900 for four cars and also approved the low bid from Janssen Motors in the amount of $94,461 for one pick-up and four mini vans. Next month's meeting will be back in North Platte. EMERGENCY DECLARATION Governor Pete Ricketts has issued an emergency declaration following the collapse of a major tunnel that transports water from Whalen Dam in Wyoming to Scotts Bluff County. Disrup- tion of the water supply, which is vital for irrigation, is having an adverse impact on Ag producers in the Nebraska Panhan- dle. “Our farmers in Western Nebraska have lost access to wa- ter at a critical time in the growing season,” said Governor Ricketts. “Since the canal failure, I have been in frequent com- munication with Wyoming Governor Gordon, Senator Erdman, and Senator Stinner about the situation both personally and through my staff and Director of Natural Resources. Today, I’ve issued a disaster declaration in response to this significant hardship as we work together to get our farmers and ranchers the help they need.” Governor Ricketts will visit the Scottsbluff area today to consult with local officials. The emergency decla- ration took effect today and allows resources to flow into the affected region. Hickman ran the table in the Class B State Juniors Base-

ball Tournament, shutting out Central City 15-0 yester-

day to win the state title yesterday at the Jaycee Sports

Complex. The MNB Bank Seniors will face Springfield in

their Class B state tournament opener on Saturday in

Gering. Springfield, the top-seed in the Class B2 district,

knocked off fourth-seeded Wahoo in the title game last

night.

The 11 head coaches of the Rocky Mountain Athletic Con-

ference voted the Chadron State College football team

as the preseason choice to finish third in the fall 2019

season, the league announced Wednesday. Picked to

finish first is Colorado State University-Pueblo, with 10

first-place votes, followed by Colorado School of Mines,

with one. ‘Players to watch’ were another feature of the

RMAC’s preseason offering, with one or two student-

athletes per member school highlighted. CSC junior

quarterback Dalton Holst and senior linebacker Tyler

Lewis received such a spotlight for the Eagles. Holst is

the top returning passer in the league, and he returns

the 14th-most passing yards in NCAA Division II. He was

selected to the Omaha World-Herald’s 2018 All-

Nebraska Division II Team.
