Risk Factor The Risk Factor for any given hazard is based on two distinct areas that should be included when producing your Risk Assessment. The likelihood of something occurring and, should it occur, the severity of the injury.

Likelihood x Severity = Risk Factor For example: A person climbing an unsupported ladder that is in poor condition. The likelihood that something may happen is high and the resulting injury should they fall could be major. Using the table (Risk Matrix) on the right:

This figure falls into the darker shaded area indicating that the level of risk is unacceptable and as a result action is required to either eliminate or greatly reduce the hazard level. 1. Contractors Managers are to monitor their work force to ensure no alcohol is consumed onsite during working hours.

2. Floor Managers and H&S Manager to monitor on site so far as is reasonably practicable (Sfairp) and will take appropriate action – work stopped in severe cases and NEC security informed;

3. Large areas of stored alcohol should be avoided and security maintained to eliminate pilferage;

4. Strict control over the storage area is to be maintained to eliminate any chance of fire. Signage should be placed stating that it is a no smoking area;

5. Minimum amount of alcohol possible should be stored on the stands. Enough to get through one days exhibition;

6. Only prescription medication is permitted onsite at any time. Any person found to be under the influence or using illegal substances will be referred to NEC security;

1. All those listed under ‘Who to action?’ will attend an exhibition breakdown meeting where details of the breakdown will be reviewed;

2. No Vehicles, including FLT’s, will be permitted entry or exit from the halls until all visitors have departed;

3. No exhibit vehicles will be permitted to move off of the stands until visitors have departed;

4. Emergency gangways will be maintained clear Sfairp;

5. VE Doors will be maintained clear of obstructions and security staff & FM’s to be briefed to understand the importance of maintaining clear passage;

A Breakdown meeting will take place during the event in which all aspects of this phase will be discussed. Particular attention will be paid to timings, electricity cut off and clearing the halls of visitors. Some stands will require electricity to be maintained for decommissioning of equipment and safe removal. 1. Children under 16 are not allowed within the halls for the entire duration of build-up & breakdown periods, even in the cabs of vehicles as they will be turned away. Special attention must be made with regard to foreign contractors arriving from overseas.

1. Toolbox talks will take place onsite;

2. Safety info provided pre-show by Manual, Safety Bulletins and checks made on their RA’s and MS’s;

3. Safety signage is in place onsite;

4. Contractors are the specific responsibility of the hiring company;

5. Safety team and FM’s will monitor working practices Sfairp to try and ensure that contractors are not putting themselves and others in danger. Specific attention will be paid to working at height and compliance with regulations;

6. Should warnings go on unheeded, then a prohibition notice will be issued, the controlling company informed and possibly the removal of the culprits from site;

7. Hazard sheets will be issued to all FM's and H&S Monitors on which non-conformities will be recorded and what action has been taken to resolve those problems. These sheets will be collated and from them a trend analysis will be carried out resulting in remedial plans for future events;

8. Work will only resume once the H&S Manager, or one of his team, are satisfied that it is safe to do so;

9. Stand Managers are briefed prior to arriving on site regarding procedures and responsibilities. Stand contractors are UK based and work in the events industry.

10. Safety signage will be placed by each entrance detailing safe working procedures / requirements.

All staff to be briefed before the build up starts for special hazards to watch out for;

It may be required to take additional time with contractors from overseas who are not fully conversant in English. UK Standards in Health & Safety are considerably higher than some other countries. Discretion should be used but should a situation require it, then work should be stopped at once. Work should not be permitted to recommence until the unsafe working practices have been resolved.

1. The floorplan has been designed to maximise aisle widths to avoid overcrowding which is unlikely as the site is very open with adequate space for the projected attendance;

2. Suitable space around the stands monitored by H&S and Security to ensure a comfortable level of Visitors is maintained;

3. If, in the event that the crowd levels become too dense, the access to the halls will be restricted until levels ease;

4. Disabled facilities at the venue are adequate and gangway widths have been designed to give easy access;

5. Entrances will be monitored to ensure that overcrowding is avoided and that they do not become congested;

6. Visitor Managers are used who experienced in monitoring crowds within the building;

1. FM and H&S to visually monitor portable power equipment brought on site (Sfairp) by all contractors and exhibitors;

2. Exhibitors are responsible to ensure that their contractors use appropriate equipment and are competent to do so correctly;

3. If there is any doubt that an item is safe, the main electrical contractor will be requested to check it. Should be deemed unserviceable it will be removed from the halls;

4. It remains the contractor’s responsibility to ensure that all of their equipment is in good order and PAT tested. This is highlighted in the Exhibition Manuals;

5. All stands will be ‘signed off’ by a qualified electrical engineer prior to being energised;

The NEC has the responsibility of maintaining crowd control throughout the event in the public and show areas. Owing to the size of the floor space and numbers of visitors, they do not

1. Electrical engineers install the main electrical supply to all stands and check installation prior to energising;

2. All orders for electricity must be placed before the deadline to ensure resources not stretched onsite;

3. Flashing signs are not permitted on stands and other lighting must not project in any beyond the area of the stand floor space;

4. No more than two appliances may be fixed to any one switch socket;

5. Stands wishing to use laser equipment must clear it with the Organisers, have a complete RA, MS and liability insurance certificate and comply with the UK Laser Regulations;

1. The current numbers of exits from the halls are adequate;

4. Exits will be checked to ensure that they are not blocked by rubbish or vehicles, inside & out, at any time;

5. Random checks will be made to ensure that ‘push bars’ operate effectively on Emergency Exits;

6. Any defective Emergency Exits will be reported to the NEC contact without delay;

7. As the halls can all be accessed via the Piazza, there should be no difficulty for anyone in a wheel chair to affect an exit. Either via the Piazza entrances or through the Emergency Exits;

The NEC App. Form 11 should be completed to approve lasers at the event 14 days prior to the event. It is extremely unlikely that there will be any exhibitors displaying equipment that contains a laser at this event;

1. The emergency gangways will be marked on the floor plans and all gangways must be kept clear at all times. At this event, there is more than adequate space for personnel and machinery to move around the site with ease;

3. Cleaning takes place during the build-up of the exhibition which will assist in maintaining the gangways free of obstructions;

4. During breakdown, the NEC does not permit their cleaning crew to enter the halls until all exhibitors have departed. They are permitted to clean up oil spills and broken glass;

1. The Emergency Procedures will be supplied to all exhibitors in the Exhibitors Manual and stand dropped;

2. The H&S Manager will do a spot-check onsite to see who has a copy on their stand and if they know of the exact procedures;

3. Should the alarms be raised, all staff will be have been instructed on their immediate actions during the build-up phase of the exhibition;

4. On hearing an alarm in the halls, staff will be instructed to ensure those in the Organisers Office are aware of the situation as Tannoy broadcasts cannot always be heard in those locations;

5. Should the halls be required to be cleared then an alternative location maybe required for the Organisers to operate from;

1. All exhibitors are chased and checked to ensure that they have undertaken a suitable and sufficient Risk Assessment (RA’s) prior to the show, as set out in the show’s rules and regulations. Organisers to request, and chase for, EVERY official exhibitor for their H&S Declaration Form (1);

2. Hard hats will be enforced on all complex stands where and when required. This will also be enforced when companies that have been given permission to use their own lifting equipment are completing the installation and removal;

3. No electrical power is supplied to the area of the stand until it has been checked and signed off by the official electrical contractor;

4. Don Walker will carry out structural inspections of all complex space only stands throughout the exhibition. Structural calculations and drawings are supplied to him prior to arriving onsite. Once the drawings have been approved, a build certificate is issued. Once Don Walker has inspected the construction of the stands, they are signed off and a copy of the document is issued to the Organisers;

5. Should stands be found during the BU phase, that have not been previously identified and require structural checks, Don Walker will be informed;

6. As a result of structural checks, modifications may be required to be made to the stand to ensure that it complies with UK & Venue Regulations. The Organisers & Don Walker’s decision is final;

1. A DAILY Hot Work Permit is required for all welding, cutting and grinding being carried out in the grounds. The NEC Safety Team will issue permits on request prior to tenancy or on request during BU & BD;

2. Hot work is monitored on stands, and if required, and the H&S officer will enforce the following: use a fire extinguisher, suitable guards must be in place, area cleared of flammables and competent operator to wear suitable PPE;

3. All control measures should be implemented from Exhibitor’s own RA;

4. Co-ordination with the Venue Fire Officer if there are large amounts of ‘hot work’ being undertaken;

5. Register of ‘Hot Work’ to be kept and maintained in the Organisers Office;

6. FM’s to be informed over the radio if ‘Hot Work’ is being undertaken in their hall;

1. There sufficient catering areas onsite to cater for the numbers of contractors and visitors expected;

2. Catering requirements are outlined in the exhibition manual;

3. Catering staff can sometimes suffer numerous small burns due to incorrect use of equipment by inexperienced staff. All staff require training in H&S & Food Hygiene issues to minimise this risk;

4. Food & Hygiene Regulations will be enforced;

5. Food waste to be collected and disposed of in the correct manner by a licensed waste company (via the venue). No food waste to be left onsite overnight to assist in the elimination of an infestation;

6. All catering staff must be trained to at least basic food hygiene levels, ideally having attended a Foundation Food & Hygiene course. Particular attention is to be paid to eliminating cross contamination;

7. Rest and catering areas must be kept in a high state of cleanliness;

8. Food areas First Aid kits must be on hand if required;

9. Hand washing sinks must be provided for catering staff with separate sinks for food preparation;

10. All chiller cabinets and stores, refrigerators etc. must comply with current regulations and be checked on a regular basis. Checks to be recorded;

11. Exhibitors stands that involve food will be inspected on a continual basis ensuring that they are complying with regulations when supplying products to visitors and staff alike;

13. The UK Regulations stipulate that all shellfish must be purified for a period of no less than 42 hours;

17. A plentiful supply of ice shall be made available for exhibitors for the storage and presentation of their products;

18. Hand washing & food preparation sinks will be available for the exhibitors. These areas will be kept clean and free from waste. Hand towels and soap will be provided;

19. Waste food will be disposed of by a registered disposal agency (via the venue) who will ensure that no waste food is left within the confines of the halls which will help to reduce the chance of an infestation;

20. The power supply for the stands; refrigerators and chiller cabinets will be on for the duration of the event. It will be monitored during out of show hours. Should the power fail and products damaged, they will be disposed off in the correct manner;

21. Chiller cabinets; refrigerators & freezers are to be switched on before exhibitors arrive to enable the equipment to gain the correct temperature prior to food being placed in them. Power may also be required at the close of the show until food has been removed;

1. All stands will comply with the venue’s and organisers rules and regulations as laid down in the ‘E-Guide’ and Exhibition Manual;

2. Only trained, competent and qualified personnel will install, operate / demonstrate any product or machinery on the stands;

3. No visitor will be permitted to take part in a demonstration unless under direct supervision of a qualified person on the stand staff;

4. All waste materials, especially food products, will be cleared away regularly and disposed of in the correct manner. No food waste is to be left on the stands overnight so cutting down the chance of an infestation;

5. The areas of the stand will be checked on a regular basis to ensure that no bags / packages have been left un-attended;

6. Fire Extinguishers & Blankets will placed in the vicinity of the stand;

7. It is recommended that any person involved in the preparation and serving of food products has attended a minimum of a Foundation Food Handling Course;

8. All electrical equipment being used on the stands must be PAT tested prior to use;

9. Vehicles will have minimal fuel onboard and have batteries isolated.

A delivery schedule will be formulated to enable all large exhibits (vehicles) to be installed into the halls giving them enough manoeuvring space to move safely. Floor Managers & Safety Staff will patrol the halls to control working practices and ensure that banksman is used when large vehicles are being reversed. It has been indicated that there are no planned Special Features or Theatres at this event. Should that situation change, the parameters set down in this section should, if followed, be adequate; The NEC has opted to use the E-Guide and therefore every effort must be made to comply with that guide. E-Guide regulations are transmitted to the exhibitors and contractors. There can be no guarantee that they will comply with the regulation but every effort (Sfairp) will be made by the organising crew to ensure compliance. The contractors and exhibitors have a duty to comply with all regulations.

10. Theatres and presentation areas will comply with venue regulations in that any runs of chairs etc, will be locked together;

11. Presentation areas will be checked after each session by the stand staff to ensure they remain free of hazards;

12. Noise levels from presentation equipment will be checked and set prior to the event cutting down the chance of hearing damage or disrupting adjacent stands;

13. Entrances to stands and halls will be kept clear of obstructions and have been designed to permit a good through flow of visitors into and from the event;

14. Regular checks will be made by the stands supervisors to ensure that they are in good working order. Any remedial work required will be reported to the organisers without delay. This is especially important in the entrances where ‘foot traffic’ will be high;

15. Carpets and flooring will be checked prior to opening the show each morning. Remedial work will be carried out as and when required;

16. Only qualified, authorised staff will be permitted to have access to any demonstration areas. Members of the public are not permitted access;

17. All Gas (including LPG) & Electricity shall be isolated and disconnected prior to the BD Phase;

18. All stands are required to submit a risk assessment / method statement and PLI covering the activities on the stand.

gangways, pedestrian & vehicle access routes clear at all times;

8. Continual monitoring will be carried out during the event, especially as stands may be exhibiting manufacturing processes, to ensure, Sfairp, that stands remain in a safe condition. If there is any doubt whatsoever, then power to the appliance, and in extreme cases the stand, will be terminated until the problem has been resolved;

9. If visitors are invited to take part in a demonstration on a stand, it will be strictly controlled and any electrical equipment shall be connected to a residual circuit device (RCD);

1. All hot work has to be cleared and authorised prior to

commencement by the venue Fire Officer.

2. A Hot Work Permit will be issued once the stand / process has been checked to ensure all measures are being taken and the systems in place are safe;

3. Full precautions are enforced ensuring that the likelihood of a fire is reduced as far as reasonable practicable. Equipment on the stand should include fire extinguishers; correct clothing; screens; fire blankets and PPE;

1. All stand material should comply with BS476. This is checked Sfairp, during the BU phase of the exhibition. Realistically, it is impossible to ensure that all materials comply but every effort is made to do so;

2. This is a diverse event with a great variety of materials being used, not only in stand build but exhibited as well. Staffing levels set by the organisers with the correct skill levels have been planned to give the best possible chance to maintain a high standard of control. It is unrealistic to guarantee that every problem with ,materials will be resolved prior to arriving on site Sfairp;

1. All areas will be checked and cleaned on a regular basis. Rubbish etc, will not be permitted to build up causing a potential fire hazard;

2. Good signage is imperative for the quick evacuation of staff and visitors in the event of an evacuation. Existing signage will be checked and, if required, additional signs will be installed to reduce the chance of confusion and enhance the speed of an evacuation;

3. All areas will be checked on a regular basis to ensure such things as bags and briefcases have not been left behind by delegates. Any suspicious packages will be reported to security immediately who will take the relevant action;

4. All electrical appliances will be checked prior to the opening of the event and cables will be secured so that they do not become a trip hazard resulting not only in possible injuries but shorting circuiting and fires;

5. Only competent electrical engineers / sound engineers will be permitted to install electrical equipment;

6. All electrical equipment will be switched off when not in use;

1. All gas cylinders for all skill areas, including any required

replenishment cylinders are to arrive at the NEC on Monday 16th November 2015 and be stored in a bay on the Triangle between Halls 3a & 4. Currently the footprint required is 14m x 4m. This is to be sufficient for one arctic sized space for the cylinders plus work around area;

2. The storage area will be secured with a double line of Herras Fencing and will be installed on the 13th November 2015;

3. From this onsite storage, which was confirmed to be available by the venue, a member or members of the Air Products team on site will pick and pack the cylinders by skill area. This is due to the fact that all the cylinders look quite similar and it will be more effective and accurate for the Air Products team to ensure the right cylinders go to the right skills areas. The cylinders will be secured by members of Air Products onto a specialized pallet designed to transport gas cylinders which will be provided by Air Products;

4. A member of Agility will pick up the pallets from under the

lorry way and deliver them into the skill area on demand;

5. Replenishment of cylinders will be completed in the same manner as above at the end of every day between 6pm and 8pm as required by the skill area;

6. Empties will be returned into the storage area by Agility and all cylinders will be picked up by Air Products during the breakdown phase. Exact date TBD;

1. Full risk assessments and method statements for these

skills areas have been obtained and are on file;

2. All 'students' are strictly managed to ensure that correct methods are used at all times;

3. According to the submitted RA, LPG is not required for this activity. During the build-up phase, the area of the stand will be inspected to ensure that changes to this state have not been made;

4. Chargers for all cordless drills / drivers and cutters will only be used during breaks and overnight;

5. Solvents and glues will be used and full COSHH precautions will be undertaken. Applicator bottles are fitted with nozzles that will help to minimise spillage. Bottles will be refilled outside of the building;

6. Ventilation is essential and, therefore, no work will be carried out in confined spaces;

7. All staff on the stand shall be trained in the safe use of adhesives and solvents and should be made aware of sparks & naked flames. All students will be instructed on the actions to be taken in the event of fire;

8. All waste materials will be cleared away on a regular basis;

There will be a considerable number of welding sets on this stand in Hall 3.
