1.0 Introduction 1.1 This report comprises a Transport Statement in support of a planning application for the
proposed renovation of the William Knibb Centre located at Montagu Street in Kettering. The William Knibb Centre is a Northamptonshire County Council (NCC) owned building which currently has multiple users, including office space for NCC staff. The Council proposes to modernise the way employees work through a ‘Next Generation Working Project’ as well as a ‘Mobile Working Project’ by removing the need for fixed equipment on desks.
1.2 The objective of this report is to provide the Local Planning Authority (LPA) and Local
Highway Authority (LHA) with sufficient information to consider the highways issues of the proposed development. This report will be written generally in accordance with Paragraph 15 of the ‘Travel plans, transport assessments and statements in decision-taking’ section of the Planning Practice Guidance website (PPG, Para 15).
1.3 National Planning Policy / Guidance 1.3.1 Paragraph 32 of the National Planning Policy Framework (NPPF, Para 32), states that
all developments generating a significant amount of movement should be supported by a Transport Assessment. See Section 6.0 for further details regarding vehicle trip generation.
1.3.2 Paragraph 13 to the ‘Travel plans, transport assessments and statements in decision-
taking’ section of the Planning Practice Guidance website (PPG, Para 13), states that Local Planning Authorities must make a case by case judgement as to whether a proposed development would generate significant amounts of movement.
1.3.3 In accordance with the indicative thresholds for Transport Assessments contained in
Appendix B of the former DfT publication, ‘Guidance on Transport Assessment’ (GTA), there is no requirement to provide an assessment for land use – ‘B1 – Offices and D1(C)(III) – Training and conference centres’, where the GFA is below 1,500 m2 and 500 m2 respectively. However, the applicant has decided to provide this report based on a Transport Statement.

2.0 Site Description and Proposed Redevelopment 2.1 Existing Site Description 2.1.1 The existing site occupies approximately 0.53 ha of land between Montagu Street and
Alfred Street in Kettering, Northamptonshire. The site has a central Grid Reference SP 87085 78919 and is shown on the location plan enclosed in Appendix A.
2.1.2 The William Knibb Centre consists of a former school building built in 1892 and a later
1960’s three storey extension. Also attached to the site is the Children's SureStart Centre, which shares and has a dedicated allocation of the main car park. The adjacent Kingdom Hall shares the smaller car park with the William Knibb Centre. The layout of the site is shown on the topographical survey plan enclosed in Appendix B.
2.1.3 The site is accessible to pedestrians via Montagu Street. To the rear, Alfred Street
provides both pedestrian and vehicular access to the two separate car parks serving the site. The larger, eastern car park is approximately 1,350 m2 (not including the allocation for SureStart) and does not have marked bays. The existing ground surfacing is generally poor, comprising a mixture of tarmac and loose gravel. The smaller car park to the west of the site is approximately 675 m2, accommodating approximately 20 spaces including 1 marked disabled space.
2.1.4 The William Knibb Centre is an NCC owned building which currently has multiple users,
including NCC office space for some 72 staff, (52 full-time equivalent FTE). 2.1.5 The total existing GIFA of the entire William Knibb Centre complex is 3,043 m2, of this
the current area of NCC offices and Child Protection Centre which are the subject of this application are – NCC Offices GFA – 1,300 m2 and Child Protection Centre – 230 m2. The internal arrangement of the building is shown on the measured building plan enclosed in Appendix B.

2.2 Proposed Site Description 2.2.1 It is proposed to renovate the NCC Offices within the William Knibb Centre and
update/refurbish the associated car parks. 2.2.2 The Council is modernising the way people work through a “Next Generation Working
Project” closely aligned to a “Mobile Working Project” that is equipping staff with latest mobile devices to work out in the field, and introducing enabling technologies in the work space including Wi-Fi and video conferencing, removing the need for fixed equipment on desks.
2.2.3 It is proposed to provide 142 flexible working spaces and 73 bookable meeting spaces,
as well as accommodate the requirements for the child protection conferencing facilities. 2.2.4 Due to the ambiguous nature of the existing planning use class of the building, it was
requested that any application should formalise the change; the development proposal is therefore for B1 Office and D1 Training/Conference uses. The revised internal layout for the proposed redeveloped building is shown on the floor plans enclosed in Appendix C.
2.2.5 As an integral part of the proposals there is a requirement to provide suitable self‐
contained accommodation for Child Protection Conferences which also requires its own secure separate access to the building.
2.2.6 The existing highway access to the eastern car park will be improved to allow
incorporation of access control in future and improve pedestrian and vehicle intervisibility.
2.2.7 The existing splayed wall section will be removed and the access widened to facilitate
two-way entry and exit system. Ducts / infrastructure will be installed for automated access barrier system, to be installed in the future. Pedestrian access to be provided to either side of the barrier.
2.2.8 The extent of the site layout for the proposed redevelopment is shown on the external
layout plan enclosed in Appendix C.

3.0 Surrounding Highway Infrastructure 3.1 The surrounding highway infrastructure for the site is shown on the plan enclosed in
Appendix D. 3.2 The site has two existing vehicular highway accesses off Alfred Road. Access to the
main car park is via a splayed entrance approximately 9 m wide, narrowing to 3.5 m, 2 m back from the edge of the footway. Splaying is necessary due to visibility being impaired by 2 m high brick walls defining the entrance. Access to the smaller car park is 6.8 m wide, allowing two-way traffic. Metal gates provide a break in the brick wall to increase visibility when entering and exiting, further increasing the width to approximately 11 m. This includes a gated pedestrian access on one side.
3.3 Montagu Street forms part of the A4300 and is the main A-road connecting the east of
Kettering with the town centre’s one-way system, joining to it shortly past the site. Montagu Street is a mixture of residential, retail and business use and is approximately 7.5 m wide, with further provision for designated parking bays along the northern edge. Montagu Street is subject to a speed limit of 30 mph.
3.4 Alfred Street runs parallel to Montagu Street and is predominantly a residential side
street, varying in width from approximately 5.6 m to 6.4 m, widening for junctions at either end. Cars generally park on both sides of the road, effectively narrowing it to a single lane. There are illuminated footways approximately 1.6 m wide on both sides of the carriageway, however, cars generally encroach the southern footway when parking. Alfred Street is subject to a speed limit of 30 mph.
3.5 The closest bus stop is located directly outside the centre on Montagu Street, heading
towards the town centre. Kettering’s bus interchange is located a short walk away, connecting to all areas of Northamptonshire.

4.0 Sustainable Forms of Transport 4.1 The site is well located for sustainable transport, being positioned centrally within the
town and only a short walk from town center amenities and transport hubs. The available sustainable transport infrastructure resources within the vicinity of the proposed development are set out below. Details are correct at the time of writing the report. The distances to sustainable transport facilities are shown on the plan enclosed in Appendix D.
4.2 Walking 4.2.1 The surrounding local highway infrastructure is described in Section 3. Walking distances
to sustainable transport facilities are shown on the plan enclosed in Appendix D. 4.2.2 Suggested acceptable walking distances for commuting purposes which were produced
by the former Institution of Highways Transport (IHT) are shown in Table 1 below. It can be seen on the plan enclosed in Appendix D that the whole of Kettering town centre is within the preferred maximum walking distance of 2000m.

Table 1: Extract of Table 3.2 from ‘Providing for Journeys on Foot’ - IHT 4.3 Cycling 4.3.1 The proposed renovation will provide 10 cycle parking spaces and connects with the
surrounding local highway infrastructure which provides adequate facilities for cyclists. Cycling to / from the site will provide an alternative to transport by private motor vehicles for employees. A copy of the town cycle map is enclosed in Appendix E.
4.3.2 Cycling has the potential to substitute short car journeys less than 5km and form part of a
longer journey by public transport (Planning Policy Guidance 13: Transport, Para 78). All of Kettering is located within a 5km cycling distance from the site.
4.3.3 When using recommended cycle routes, a reasonably fit and competent cyclist would be
expected to travel a 5km distance in around 19 minutes, i.e. travelling at an average speed of 10mph.
4.4 Public Buses 4.4.1 The site is served by bus stops located on Montagu Street – ‘o/s William Knibb Centre’
and Victoria Street – ‘opp School Lane’. Kettering bus interchange is located approximately 500 m from the site, around a 6 minute walk; buses from here frequently depart to all areas of Northamptonshire. A summary of the bus routes in Kettering is included in Appendix E.

4.4.2 Bus and other public transport information for areas around the UK can be found using the ‘Maps’ phone app created by Google Inc. The Google app is compatible with most smartphones and tablet devices. The app is free to download and provides up to date information for persons planning journeys using alternative methods of travel to the private car. Potential patrons are not able to purchase tickets using this app, however information on how to do so is usually provided.
4.5 Trains 4.5.1 The site is located approximately 1.1 km from Kettering train station. The station
connects with Corby, Nottingham and Sheffield to the north and London to the south. A copy of the East Midlands Trains route map is enclosed in Appendix F.
4.5.2 General train departure frequencies from Kettering are in the order of 3 per hour for
services to London and 3 per hour to the north. 4.5.3 Personalised train timetables can be created using the National Rail website feature
located at http://www.nationalrail.co.uk/times_fares/timetables.aspx. By providing the relevant origin/destination train stations, a daily/weekly/monthly timetable can be created specific to the times required.
4.5.4 ‘National Rail Enquiries’, ‘thetrainline – times & tickets’ and ‘London Midland On Track’
are three widely available smartphone apps which together, cover the entire British rail network. The apps are free to download and are compatible with most smartphones and tablet devices. Potential patrons can use the apps to view timetables, service updates, monitor live arrivals/departures as well as purchase tickets.
4.6 Motorised Two Wheeled Vehicles 4.6.1 The proposed site highway access and the existing surrounding highway infrastructure
enable the use of motorised two wheeled vehicles as a means of transport to the site. 4.7 Disabled Access 4.7.1 The site has ramped access via the car park to ensure that it is accessible to users with
varying levels of disability in line with Building Regulations. 4.8 Summary 4.8.1 The site is shown to be served and accessible to more sustainable means of transport
providing an alternative to the private car.

5.0 Parking 5.1 Existing 5.1.1 The existing site has two separate car parks, both accessed off Alfred Street. The car
parks are shared between the William Knibb Centre, the Children’s Centre and Kingdom Hall.
5.1.2 The main car park is used by staff and visitors, with no definition between vehicular and
pedestrian access. It is generally in poor condition; the surface is a mixture of tarmac and gravel, with numerous potholes. The exact number of spaces is unknown as there are no marked bays, but it can accommodate approximately 52 spaces including 2 marked disabled bays. It is approximately 1,350 m2 not including SureStart’s dedicated allocation of this car park as part of their lease.
5.1.2 The smaller car park on the west of the site is for staff only, measuring approximately
675 m2. There is a gated pedestrian entrance to the side of the vehicular access, however, there is no barrier on the vehicular access. The car park is in a reasonable condition and currently accommodates approximately 20 vehicles including 1 marked disabled bay, through a mix of marked and unmarked spaces.
5.1.3 There is currently no provision for cycle parking on site. 5.2 Proposed 5.2.1 Both car parks are proposed to be retained and improved. Specifically, measures will be
taken to address the larger car park which was initially designed as a playground, and as such, does not have the strength required to support vehicles, hence the poor condition.
5.2.2 Parking spaces will be more clearly defined, improving efficiency and reducing space
wastage. Disabled bays will be included in accordance with KBC’s SPG, along with a pedestrian footpath skirt around the building.
5.2.3 It is proposed to provide a total of 73 spaces across the two car parks, including
incorporating 2 electric car charging points into the smaller car park. There will be provision for 10 cycle spaces.
5.3 Guidance 5.3.1 Parking will be provided in accordance with Kettering Borough Council’s Supplementary
Planning Guidance (SPG) (adopted 16th July 2003). 5.3.2 The guidance states that B1 land use should provide a maximum of 1 car parking space
per 30 m2 and a minimum of 1 cycle parking space per 200 m2 gross internal floor area (GIFA). For D1(C)(III) land use, a maximum of 1 car parking space per 35 m2 and a minimum of 1 cycle parking space per 10 staff plus 1 per 10 students should be provided
5.3.3 The recommended parking provisions are set out in Table 2 below. It can be seen that
the recommended maximum car parking provision is 43 spaces and the recommended minimum cycle parking provision is 10 spaces.

5.3.6 It should be noted that 10% of all car parking space should be provided to mobility
standards (minimum width 3.6 m). No less than half these spaces should be designated as being for the exclusive use of disabled persons. Currently, the proposed layout in Appendix C shows 6 mobility bays; this would need to be increased to 8 to conform to the standards for 73 spaces.
5.3.7 As stated previously, there is to be no gain in car park area; only improvement and
formalisation of the existing to increase efficiency and provide parking of a suitable standard. Considering that the car park is shared with the Kingdom Hall, parts of the William Knibb Centre not associated with the renovation, and the SureStart centre, the recommended maximum number of 43 parking spaces should not be compared with the proposed total of 73 spaces.

6.0 Vehicle Trips 6.1 This section of the report will consider the possible vehicular impact on the surrounding
highway network as a result of the proposed redevelopment. 6.2 The proposed renovation of the William Knibb Centre is for the most part internal; there
are to be no extensions to the existing building and the total floor area will remain the unchanged. The alterations are required to bring the use and operation of the building up to modern standards and to provide a suitable working environment for the staff.
6.3 Externally there is no change to the area of parking available, the works proposed will
provide safer surfaces and circulation for vehicles and pedestrians and where hard pavings are extended these formalise and improve adhoc parking arrangements that already occur.
6.4 A planning application has been sought to properly formalise the use class of the
building and clarify what was considered potentially an ambiguous but legal planning use. The building has already been in use for the purpose identified for some time, however the works to modernise and improve the building were considered the appropriate time to clarify the planning use.
6.5 The formal use class for the building will be generally B1 offices with a small element of
D1 conference facility. To consider the potential traffic generation of this use, reference has been made to the TRICS database. TRICS is a nationally accepted online database containing survey information for a large number of sites across the UK. The database is capable of providing a base for reliable trip rate data which can be used in vehicle trip calculations. As a result, sites which are most similar to the proposed office renovation will be taken from the latest available TRICS 7 database.
6.6 The results of the TRICS system interrogation are given in Appendix G. A variety of
similar office uses have been analysed for a town centre / edge of centre location, not including the City of London. In summary, the use can be expected to produce 184 trips overall during a typical day with 27 trips in the AM peak (0800-0900) and 23 in the PM peak (1700-1800).
6.7 It is important to note that the TRICS data represents a typical use of the space and may
not reflect the particular characteristics of the proposed user, however the planning use applied for is a generic use and is not personal to the proposed end-user. Similarly the trips referred to are not considered wholly new to the network as the building is already in use.
6.8 It is noted that whilst the building is proposed for B1/D1 use the employer is proposing to
apply ‘next generation’ flexible working practices – these are covered in more detail in the associated planning submission documentation and briefly in section 2 above. These measures are expected to change the distribution of trips through the course of a day and should particularly help to reduce travel during the traditional AM and PM peak travel times. It is anticipated that whilst there will be a potential for intensification by more efficient use of the existing floor space, without fixed times to be in the office for, employee trip rates will distribute much more evenly throughout the day. This will reduce the demand on the network during the peak AM and PM hours.
6.9 The user will have in place a travel plan which will seek to reduce reliance on the private
car.

7.0 Highway Access 7.1 Existing Highway Access 7.1.1 Highway access is from the rear of the site off Alfred Street via the two separate car
parks serving the site. Alfred Street is a predominantly residential street, varying in width from approximately 5.6 m to 6.4 m, widening for junctions at either end.
7.1.2 Eastern Most Access 7.1.2.1 The access splay to the larger (eastern most) car park is 9 m wide at the back of
footway, narrowing to 3.5 m wide, 2 m back. The access splay and car park boarder are defined by a 2 m high brick wall, separating them from the footway. This arrangement restricts visibility, and so 2 convex mirrors have been placed on either side of the splay to aid visibility when exiting the car park.
7.1.2.2 The access crosses a 1.5 m wide footway before joining onto Alfred Street, which is
straight in either direction. Parking at this point on Alfred Street is on both sides of the road, which coupled with a width at the access of approximately 6.3 m, essentially narrows the road to one lane.
7.1.3 Western Most Access 7.1.3.1 The access to the smaller (western most) car park is somewhat wider than the eastern
most access. There are designated entry and exit lanes, albeit with no central island between the two, totalling 6.8 m wide. Adjoining the vehicular access is a pedestrian gate and metal railings 3m in width leading to an on-site footpath. This provides a break in the brick wall, aiding visibility to the east for any vehicles entering and exiting.
7.1.3.2 Immediately to the west of this access is a slight kink in Alfred Road, aiding visibility.
Double yellow lines restrict parking from approximately 1.5 m to the east of the pedestrian access, to approximately 10 m west of the access, along the kink. Alfred Road is approximately 5.8 m wide at this point, widening to 7.5 m after the kink and towards the Victoria Street junction.
7.1.4 The outline and position of the existing highway access is shown on the topographical
survey enclosed in Appendix B. 7.2 Proposed Highway Access 7.2.1 The accesses are proposed to remain in their current locations. The existing splayed
wall section on the eastern most access is to be removed; this will enable the access to be widened to accommodate separate entry and exit system. Infrastructure is to be put in place for an automated access barrier system to be installed in the future. Pedestrian access is to be provided either side of the barrier.

7.3 Visibility Splays and Stopping Sight Distances 7.3.1 BCAL commissioned an Automated Traffic Count (ATC) to be carried out to determine
the speeds of vehicles in either direction on Alfred Street. The counts were carried out for 7 days from Monday 25th to Sunday the 31st January. Two sites were surveyed: site 1 was located approximately 20 m to the east of the western access, attached to a lighting column, and site 2 was located approximately 40 m to the east of the eastern access. A summary of the results for both sites, including the 85th Percentile speeds recorded and the site locations are enclosed in Appendix H.
7.3.2 To calculate the appropriate visibility from each access, stopping sight distances (SSD)
will be calculated in accordance with Manual for Streets 2 (MfS2). The 85th percentile speed has been taken from the 5 day average for the working week
between the hours of 07:00 and 19:00 as this is when the site will be in use. The results are summarised in Table 3 below:

Alfred Road is a side street, with HGV and bus proportions of less than 1% of the total
road use; therefore, using Table 10.1 of MfS2, SSDs will be calculated based on cars and light vehicles. As the road speed is less than 60 kph, a reaction time of 1.5 s will be used, along with a deceleration rate of 0.45g.
Gradients have been calculated from a topographical survey. A copy of which is
enclosed in Appendix B. 7.3.3 Eastern Most Access 7.3.3.1 Currently, visibility to the left is approximately 41 m. The gradient has been calculated

sight distance of 27.4 m is needed. 7.3.3.2 Currently, visibility to the right is approximately 27 m. The gradient has been
calculated between two levels of 91.69 m and 90.98 m, 37.1 m apart, to give a gradient of 1.9%.

Using an 85th percentile speed of 20.5 mph, and using the values above, a stopping sight distance of 23.3 m is needed.
7.3.4 Western Most Access 7.3.4.1 Currently, visibility to the left is approximately 40 m. The gradient has been calculated
between two levels of 91.93 m and 91.31 m, 43.4 m apart, to give a gradient of -1.4%. Using the 85th percentile speed of 22.2 mph, and using the values above, a stopping
sight distance of 26.1 m is needed. 7.3.4.2 Currently, visibility to the right is approximately 35 m. The road at this section is
essentially flat, so a gradient of 0% has been applied. Using an 85th percentile speed of 19.1 mph, and using the values above, a stopping
sight distance of 21.1 m is needed. 7.3.5 It is suggested in MfS2 to add 2.4m to the calculated SSD to account for position of the
driver. Table 4 below shows a summary of the calculated SSDs, along with the actual visibilities:

7.3.6 As can be seen in Table 4 above, visibilities are generally around 11 m greater than
those required based on MfS2 stopping sight distance based calculations. However, visibility to the right for the eastern most access is only slightly above the desired distance; whilst this is perfectly acceptable, the new access is to remove the wall, thus increasing visibility further.
7.4 Summary 7.3.1 Alfred Road is a predominantly a residential street, straight for the most part with a very
slight gradient. Parking is generally all along the street on both sides, effectively narrowing it to a single lane.
7.3.2 Based on 85th percentile speeds between 19-23 mph obtained from an ATC speed
survey, stopping sight distances were calculated for vehicles in each direction at both accesses. The results in Table 4 show that there is sufficient visibility to comply with the appropriate standards set out in the MfS2.
7.3.3 Given that the existing accesses already exceed the required visibility splays, and that
the proposals are to retain or improve what is already there, the proposals are considered suitable for the development.

8.0 Recorded Accident Data 8.1 Recorded road traffic accident data was obtained from Northamptonshire County
Council for the latest three year period. The data provided shows all accidents within the vicinity of the site between 01/01/13 and 31/12/15. A copy of the recorded accident data summary and plan can be found in Appendix I.
8.2 From the recorded accident data there have been multiple recorded accidents within the
vicinity of the site. As seen on the enclosed plan, a large proportion of the accidents occurred on Montagu Street, which is a busy main road. The closest accident to the site access is at the crossroad of Alfred Street and Thorngate Street, recorded as very likely to have been caused by the driver disobeying the road markings. There are no recorded accidents on Alfred Road.
8.3 Based on the recorded accident data, it is not considered that there is a specific accident
problem associated with the development site, which may adversely affect the safety of the adjacent road network.

9.0 Conclusions 9.1 This report comprises a Transport Statement in support of a planning application for the
proposed renovation of the William Knibb Centre located at Montagu Street in Kettering. The William Knibb Centre is a Northamptonshire County Council (NCC) owned building which currently has multiple users, including office space for NCC staff. The Council proposes to modernise the way employees work through a ‘Next Generation Working Project’ as well as a ‘Mobile Working Project’ by removing the need for fixed equipment on desks.
9.2 It is proposed to renovate the NCC Offices within the William Knibb Centre and
update/refurbish the associated car parks. It is proposed to provide 142 flexible working spaces and 73 bookable meeting spaces, as well as accommodate the requirements for the child protection conferencing facilities.
9.3 The site is well located for sustainable transport, being positioned centrally within the
town and only a short walk from town center amenities and transport hubs. 9.4 Two separate car parks serve the William Knibb Centre; both are proposed to be
retained and upgraded including resurfacing, marked bays and designated pedestrian areas. A total of 73 spaces will be provided across the two car parks, including 2 electric car charging spaces.
9.5 Potential traffic generation has been calculated from the TRICS database using sites
similar to the proposed office. In summary, the use can be expected to produce 184 trips overall during a typical day with 27 trips in the AM peak (0800-0900) and 23 in the PM peak (1700-1800). It is important to note that the TRICS data represents a typical use of the space and may not reflect the particular characteristics of the proposed user, however, the planning use applied for is a generic use and is not personal to the proposed end-user. Similarly, the trips referred to are not considered wholly new to the network as the building is already in use. The employer is proposing to apply ‘next generation’ flexible working practices which are expected to distribute trips much more evenly throughout the course of a day, and in particular, should help to reduce travel during the traditional AM and PM peak travel times.
9.6 As a result of the redevelopment, it is proposed to use the existing vehicular highway
access to the smaller car park, whilst improving the existing access to the larger car park; the wall will be removed to improve visibility and infrastructure will be put in place for an automated barrier entry/exit system to be installed in the future. The visibility for the existing site accesses already exceed the calculated requirements, therefore the proposals are considered suitable for the development.
9.7 Recorded Accident Data was obtained from Northamptonshire County Council for the
three year period between 01/01/13 and 31/12/15. Based on the recorded accident data, it is not considered that there is a specific accident problem associated with the development site, which may adversely affect the safety of the adjacent road network.

above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus
departures). Within each of these main columns are three sub-columns. These display the number of survey days where
count data is included (per time period), the average value of the selected trip rate calculation parameter (per time
period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of
the table.
To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days
that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals
(whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated
time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated
calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip
rates are then rounded to 3 decimal places.
