The Week Ahead 23 February – 01 March 2015 Plenary and committee meetings week Plenary Energy, ECB, EU summit. During the Brussels plenary on Wednesday from 15.00 to21.00, MEPs will discuss the new Strategic Energy Union Framework with CommissionVice-President Maroš Šefčovič, discuss the outcome of the recent informal meeting ofheads of state or government with Council President Donald Tusk and CommissionPresident Jean-Claude Juncker and review the ECB's 2013 activities with its PresidentMario Draghi. Committees Greece. Eurogroup President Jeroen Dijsselbloem will visit the Economic AffairsCommittee to discuss Eurozone developments, and in particular the current talks with theGreek government. (Tuesday) EU PNR. A new draft text on the proposed EU system for the use of Passenger NameRecord (PNR) data, and a possible timetable for approval, will be presented by lead MEPTimothy Kirkhope (ECR, UK) and debated by the Civil Liberties Committee. At its latestplenary session in Strasbourg, the full Parliament pledged to seek agreement on the EUPNR Directive by the end of the year. (Thursday) European Fund for Strategic Investments. The first debate on the proposed EU fund forstrategic investments, to finance the “Juncker plan” to unlock public and privateinvestments, will be held in the committees on economic affairs and budgets, which will beresponsible for this legislation. (Monday) ETS market stability reserve. A draft law to reform the EU Emissions Trading Scheme(ETS), designed to reduce industrial greenhouse gas emissions by trading greenhousegas emission allowances, will be put to a vote in the Environment Committee. Themeasure aims to tackle the low carbon price due to a surplus of allowances. (Tuesday) Biofuels. A reform of the EU biofuels legislation, prompted by concerns over the negativeenvironmental impacts of conventional, "first generation" biofuels and aiming to promotecleaner ones, will be put to a vote in the Environment Committee.(Tuesday) EU 2016 budget. Parliament’s key requests for next year’s EU budget will be put to a votein the Budgets Committee. The line taken in these requests, showing what Parliament

thinks the European Commission should aim for in drawing up the 2016 budget, is likely tobe followed throughout the autumn budget negotiations with the Council of Ministers.(Thursday) TTIP. The parliamentary review of the progress achieved in the talks with the USA on theTransatlantic Trade and Investment Partnership (TTIP) continue in various committeesthroughout the week. The Development Committee, in particular, will vote on itsrecommendations. The European Parliament aims to adopt proposals in May to be takenon board by the TTIP negotiators. President’s diary. President Schulz will meet European Council President Donald Tuskon Tuesday morning. At 11.00 he will meet Călin Popescu-Tăriceanu, Speaker of theRomanian Senate, and at 16.00 Volodymyr Groysman, Chairperson of the VerkhovnaRada of Ukraine. On Wednesday, he will welcome Their Majesties, the King and theQueen of the Belgians, for a visit to the European Parliament, before opening the plenarysession at 15.00. On Thursday afternoon, he will meet Chiril Gaburici, Prime Minister ofthe Republic of Moldova.

Proposed by the Commission in 2013, the smart borders package aims to improve themanagement of the external borders of the Schengen member states, fight againstirregular immigration and provide information on over-stayers, as well as facilitate bordercrossing for pre-vetted frequent third country national travellers. The input of nationalparliaments is sought not only in general terms but also against the background of verydiverging national situations (as regards their geographical location, the types of borders,the travel flows etc.) and experiences (as regards, for example, the use of nationalentry/exit systems or types of registered traveller programmes).The meeting will provideinput for the committee rapporteurs, Agustín DÍAZ DE MERA (EPP, ES) and TanjaFAJON (S&D, SL), while awaiting revised proposals announced for late 2015/early 2016by Dimitris AVRAMOPOULOS, European Commissioner for Migration, Home Affairs andCitizenship.
