During the Brussels plenary on Wednesday from 15.00 to 21.00, MEPs will discuss the new Strategic Energy Union Framework with Commission Vice-President Maroš Šefčovič, discuss the outcome of the recent informal meeting of heads of state or government with Council President Donald Tusk and Commission President Jean-Claude Juncker and review the ECB's 2013 activities with its President Mario Draghi. Committees Greece. Eurogroup President Jeroen Dijsselbloem will visit the Economic Affairs Committee to discuss Eurozone developments, and in particular the current talks with the Greek government. (Tuesday) EU PNR. A new draft text on the proposed EU system for the use of Passenger Name Record (PNR) data, and a possible timetable for approval, will be presented by lead MEP Timothy Kirkhope (ECR, UK) and debated by the Civil Liberties Committee. At its latest plenary session in Strasbourg, the full Parliament pledged to seek agreement on the EU PNR Directive by the end of the year. (Thursday) European Fund for Strategic Investments. The first debate on the proposed EU fund for strategic investments, to finance the “Juncker plan” to unlock public and private investments, will be held in the committees on economic affairs and budgets, which will be responsible for this legislation. (Monday) ETS market stability reserve. A draft law to reform the EU Emissions Trading Scheme (ETS), designed to reduce industrial greenhouse gas emissions by trading greenhouse gas emission allowances, will be put to a vote in the Environment Committee. The measure aims to tackle the low carbon price due to a surplus of allowances. (Tuesday) Biofuels. A reform of the EU biofuels legislation, prompted by concerns over the negative environmental impacts of conventional, "first generation" biofuels and aiming to promote cleaner ones, will be put to a vote in the Environment Committee.(Tuesday) EU 2016 budget. The parliamentary review of the progress achieved in the talks with the USA on theTransatlantic Trade and Investment Partnership (TTIP) continue in various committeesthroughout the week. The Development Committee, in particular, will vote on itsrecommendations. The European Parliament aims to adopt proposals in May to be takenon board by the TTIP negotiators. President’s diary. President Schulz will meet European Council President Donald Tuskon Tuesday morning. At 11.00 he will meet Călin Popescu-Tăriceanu, Speaker of theRomanian Senate, and at 16.00 Volodymyr Groysman, Chairperson of the VerkhovnaRada of Ukraine. On Wednesday, he will welcome Their Majesties, the King and theQueen of the Belgians, for a visit to the European Parliament, before opening the plenarysession at 15.00. On Thursday afternoon, he will meet Chiril Gaburici, Prime Minister ofthe Republic of Moldova.

Proposed by the Commission in 2013, the smart borders package aims to improve themanagement of the external borders of the Schengen member states, fight againstirregular immigration and provide information on over-stayers, as well as facilitate bordercrossing for pre-vetted frequent third country national travellers.
