President's MessageAs everyone knows who has been caught intraffic, stood in restaurant lines, or entertainedhouse guests, the season is in full swing. Withall that is going on in our lives, finding timefor League business is sometimes difficult.The question might be, "Why do it at all?"

Aside from the obvious response ofwanting tocontribute to good government, I like thecomment I heard recently from a long-timeLeague member: "I just love the League; itkeeps your mind from turning to mush."

Attend a stimulating committee meeting,write a good letter to your legislator advocat­ing a League position, or make a well orga­nized presentation to the Board of CountyCommissioners and you'll know what thismember meant. Ifasked to take on a job, say"Yes": excercising that gray matter betweenthe ears just feels good.

Case in point: Our General Meeting onindigent health care was an excellent workout.Three speakers outlined the problem ofpro­viding hospital care to those in our area whocannot afford the treatment they need. Thankyou Ann Campbell and committee members.

Another case in point: Our Know YourCounty Government progTam teaches highschool students how local governmentoperates. Organizing six sessions that interestand stimulate this age group is a real chal­lenge for any couch potato.

Even mind athletes have to relax once in awhile, however, so circle April 5 (note changein date) for our Anniversary Celebration.This is a time to look back on LWVUS's 75years mid LWVCC's 20 years ofadv~.Plan to share memories ofoUl past whileanticipating the challenges of the future.

March 20 General Meeting:

Participants in modelU.N. conference lookat world problemsThe United Nations is 50 years old this year andcommerations are being planned worldwide. To keepour League up to date on this world forum, partici­pants at a model U.N. conference will address ourGeneral Meeting at 12:30 p..m., Monday, March 20.

High school students from Collier, Lee, Charlotte,Hendry and Glades counties were part ofa simulatedU.N. conference on Feb. 24-25 in Naples. Theconference was an outreach project of the NaplesCouncil on World Affairs, under the direction ofLeague member Sloane Robbins.

Acting as delegates from 35 member nations, thestudents debated, negotiated and drew up resolutionson such issues as disarmament and internationalsecurity, economics, social and humanitarianmatters, and decolonization problems.

Ermil Stohler, social studies and American historyteacher at Barron Collier High School, served ascoach of the Collier team. He and two of his studentswho participated in the conference will discuss SOIneof the issues and decisions reached.

Stohler has received numerous awards includingTeacher ofthe Year in 1985 and Outstanding SocialStudies Teacher, 1986-87.

J ustice Committee. In February we met withRuss Howland, new commander of SheriffHunter's D.R.I.L.L. Academy, a military style

"boot camp" facility for young offenders. Scheduledto open in August, it will be located at theImmokalee jail complex. Initially it will house upto 30 male recmits, ages 13-17, who have commit­ted either nonviolent 2nd degree felonies such ascar theft, breaking and entering, dmg sales orburglary, or repeated misdemeanors.

Commander Howland said that the goal of theprogram is to "reduce juvenile crime by trainingknown offenders in the use of mental and physicalself-discipline to deter further criminal activity."He outlined a rigorous program ofinspections,school, drill, and study ball, beginning at 5:30 a.m.In noting that the recruits will be incarcerated forfour to six months before release, he emphasizedthat a strong follow-up after care component wasessential to the success of the program. This 'willinvolve drill instructors in ongoing contact and

Growth Management Plan Review: The Leaguespoke at the Board of County Commissioners(BCC) requesting that the BCC ensure that effortsbe taken to maximize the opportunities for thepublic to participate in the review process. We alsostated that the League was involved in drafting theoriginal plans and would like to be involved in itsreview. Department of Revenue: Kathleen Siebodnikappeared before the BBC to state our continuedsupport ofthis proposed new department, citingcost savings by consolidating staff and a system toaccommodate the more complex revenue sourcesenvisioned for the future.

help for the juvenile and his family, if any, so thathe can make better decisions about returning to thesame environment which led to the original deviantbehavior.

The state will fund the major portion of the acad­emy cost of$1.17 million for first-year construction,start up and programs. The County Commission hasauthorized about $400,000. Collier County schoolswill provide two teachers and two aides, withemphasis on vocational schooling.

The plan calls for counseling and psychologicalservices to be provided and a team approachinvolving the drill instructors and teachers as theSheriff's program seeks to modify the delinquentbehavior of its charges in an environment empha­sizing discipline and structure.

Natural Resources Committee. Twoboatloads offriends and members of theLWV toured Rookery Bay Estuarine

Preserve on a brisk, bright, Feb. 6. "Cruise~'

directors were Rookery Bay staff members GingerHinchcliff and Tom Fish, who guided us tosignificant areas in the preserve.

We saw computerized water quality monitors,pelicans and ospreys, mangrove and beach areas,the children's Shell Island monument, and rollick­ing dolphins. A Day to Remember!

On Feb. 24 our committee met with GaryBeardsley, environmental consultant, to review indepth the outline and questions posed by the FloridaLWV Water Study. In spite of Collier County'stremendous population growth, we know watermust always be available for people. The bigunanswered question in discussing a "now andfuture" water budget is: Which other category(ies)will ((give up" to people? Will or should it beagriculture (currently, by far the largest user),industry, mining, natural resources?

The next committee meeting will be at 9 a.m.,Friday, March 24 at the League Office. We will becontinuing our water discussion and planning forthe April General Meeting when we plan to sharewith you what we've learned about water.

Meet Collier~new LibraryDirector at Lively LeagueIssue session' on March 20John Jones, director of Collier County Libraries,will be guest speaker at our Lively League sessionbeginning at 10:45 a.m., Monday, March 20, beforeour General Meeting.

Jones will fill us in on Collier's current librarysystem, where we are heading and whether we arebeing well served under the present system.

League members will also learn how they can assistthe librarian in his efforts to provide the best servicefor all users in the county.

Plan to attend this Lively League Issues session­these meetings are always interesting, informal, andan excellent way to meet fellow Leaguers.
