is located in McKees Rocks,

the first suburb west of

the City of Pittsburgh,

accessible by roads, rail,

and barge. Its proximity to

state and federal highways

and the economic engine

of downtown Pittsburgh

provides convenient access

to the entire Pittsburgh

MSA. And, the Intermodal

transportation options

offer strategic advantages

to companies looking to

expand or relocate their

business.

WHAT IS INTERMODAL/ MULTIMODAL RAIL?

THE ROCKS INTERMODAL PARK

INTERMODAL ›› Intermodal transportation involves using multiple modes to move

container freight, without any handling of the freight itself while changing modes. It allows

shippers to combine the long-haul efficiencies of freight rail with the short-haul flexibility of

trucks to achieve cost-effective, efficient and reliable freight transportation service.

MULTIMODAL ›› Multimodal transport is the transportation of goods under a single

contract, but performed with at least two different means of transport; the carrier is liable

for the entire carriage, even though it is performed by several different modes of transport.

PITTSBURGH CSX INTERMODAL TERMINAL ››

The Pittsburgh Intermodal Rail Terminal includes CSX investment of more than $60 million to redevelop a brownfield site where the former Pittsburgh & Lake Erie Rail Yard operated for more than a century.

The terminal is located in Stowe Township and the Borough of McKees Rocks, near Pittsburgh.

The project has received broad-based support from local, county, state and federal officials; economic development associations; and community organizations.

Construction is expected to be completed mid-2017.

The new facility will connect shippers in western Pennsylvania directly to CSX’s extensive intermodal freight rail network, shifting long-haul freight from highways to railways and strengthening the transportation infrastructure that supports the regional economy.

› The terminal is an important connection in CSX’s $850 million National Gateway public-private partnership, which is creating a more efficient and environmentally friendly transportation network. It allows shippers to take advantage of the economics of double-stacked containers between Mid-Atlantic ports and Midwest consumers.

TRANSPORTATION & LOGISTICS

DIRECT RAIL ››

THE ROCKS Intermodal Park has direct rail serviced by Genesee & Wyoming railroad which

interchanges with Norfolk Southern and CSX. This combination will create transportation options

and savings.

INTERMODAL with MULTIMODAL ››

The CSX Intermodal terminal in conjunction with THE ROCKS will add efficiencies to

rail-road-distribution freight networks: less time, lower drayage, and speed from rail to

staging-warehousing-distribution channels. DIRECT RAIL & DIRECT ROAD access has the

potential to significantly reduce the drayage by using yard hostlers and lowboy trailers running

on the shared local, public road between CSX and THE ROCKS facilities.

RIVER ››

Port/barge access is 0.4 miles away (Ohio River, milepost 4.0 RDB).

With 35 million tons of cargo, Pittsburgh is the second busiest inland port and the 17th busiest port

of any kind in the nation.

Pittsburgh is larger in tonnage than Newport News, Philadelphia or Seattle.

The Port of Pittsburgh encompasses a 12-county area in southwestern Pennsylvania covering

200 miles of commercially navigable waterways.

It includes the three major rivers: the Allegheny, the Monongahela and the Ohio and a system

of 17 locks and dams.

The Port of Pittsburgh offers full intermodal services and supports over 200 river terminals and

barge industry service suppliers, including privately owned public river terminals.

ROAD ››

Convenient road access to major interstates via state highways (multiple routes), downtown

Pittsburgh, and the Pittsburgh International Airport

ASSETS WITHIN A DAY'S DRIVE or 500-MILE RADIUS

INDUSTRIAL AND COMMERCIAL MARKETS ››

INCENTIVES

The property comes with a 10-year sliding scale LERTA

tax abatement on all new construction from all three

taxing bodies: county, municipality and school district.

The abatement is 100% in year-1 and decreases by

10% every year (the year-10 tax abatement is 10%).

This is the equivalent of 5.5 years of NO real estate

taxes over the 10 year period.

Located within the Ohio River Towns Enterprise Zone

(ORTEZ). The benefits of an Enterprise Zone are as

follows:

› PENNSYLVANIA INDUSTRIAL DEVELOPMENT

AUTHORITY LOANS – a low interest loan

program for applicants requesting financing to

buy, expand or build a facility

› MACHINERY AND EQUIPMENT LOAN FUNDS

– a low interest loan to acquire and install

new or used machinery and equipment or to

upgrade existing machinery or equipment

› SMALL BUSINESS FIRST LOANS – low-interest

loan financing for land and building acquisition

and construction; machinery and equipment

purchases and working capital

› SOCIALLY AND ECONOMICALLY RESTRICTED

BUSINESSES – firms located in the zone are

provided advantage in bidding on state

government contracts

› NEIGHBORHOOD ASSISTANCE, ENTERPRISE

ZONE TAX CREDIT PROGRAM (NAP/EZP) –

eligible to apply for 20% tax credits against the

state corporate net income tax for the value of

the improvements

The Borough of McKees Rocks does NOT have a

local Payroll Expense Tax. This tax typically levied on

employers translates into an additional savings of

0.55% on gross payroll (tax is separate and distinct

from the EIT that the employer withholds from the

earnings of employees).

Ability to become a subzone of Foreign Trade Zone

#33 within thirty days.

“I am pleased that CSX has chosen to invest their resources in Southwestern Pennsylvania for the construction of the Intermodal Rail Terminal. This terminal will have a lasting impact on the region’s economy and will help modernize the rail system, creating jobs while opening western Pennsylvania’s businesses to the global marketplace.”

- Bob Casey U.S. Senator

“This terminal will help connect Western Pennsylvania’s businesses to the global marketplace…”

- Rich Fitzgerald Allegheny County Executive

“Together, we are making an investment here in Stowe Township and McKees Rocks that will transform an industrial space into a modern, state-of-the art facility.”

- Clarence GoodenPresident, CSX

WORKFORCE AVAILABILITY & ATTRACTION

Access to over 100,000 people in a three-mile radius.

Visible to 22,000 vehicles per day traveling across the McKees Rocks Bridge.

Public transportation to McKees Rocks provided by the Port Authority of Allegheny

County. There are four routes that stop at the bus stop located less than one hundred

yards from the site. Buses pick-up/drop-off every 30 minutes starting at 5:51 AM

and ending at 11:00 PM.

Because McKees Rocks is a walkable

community, employees will be able to walk

to restaurants, retail shopping and other

amenities such as farmers markets, a public

library, arts center, churches, and indoor and

outdoor concert venues.

Montour Fitness Trail is being extended through

McKees Rocks (adjacent to the site/possibly

through it). Upon completion, the multi-use

non-motorized recreational rail-trail will

ultimately extend 46 miles from the Pittsburgh

International Airport through downtown

Pittsburgh to Clairton. The trail connects to

the Great Allegheny Passage (GAP), a trail

system that stretches over 330 miles from

Pittsburgh to Washington, D.C.
