    PublicAct221of2007,createdtheTransportationFundingTaskForcetoreviewtheadequacyofsurfacetransportationandaeronauticsserviceprovisionandfinanceinMichigan.Thetaskforcesmissionappliestoroads,transit,&aviationItissupportedbyMichiganDepartmentofTransportation(MDOT)staffandassistedbyCitizensAdvisoryCommittee(CAC).Theprimaryfocusofthetaskforceistoexaminealternativestotheportionoftransportationfundingthathasfueltaxesasasourceandtosuggestorrecommendalternativerevenuecollectionsystemsfundedthroughuserpaymethodsormethodsotherthanuserpaymethods.Thetaskforceshallincludeananalysisofthefeasibilityofalternativemethods.Thetaskforcemaymakerecommendationsforimplementationofpilotprogramstotestfeasiblealternativestoreplacetheportionoftransportationfundingthatcomesfromfueltaxes.ThetaskforceshallmakeapreliminaryrecommendationonpilotprogramsbyOctober31,2008.ThefollowingmembersoftheCitizensAdvisoryCommitteetotheTransportationFundingTaskForceservedontheCACIntermodalPassengerSubcommittee:

    Introduction AsdirectedbytheMichiganTransportationFundingTaskforce,theIntermodalPassengerSubcommitteeoftheCitizensAdvisoryCommitteemetoverthepastseveralmonthstosolicitinformationfromMichigansbusinesses,organizations,citizenry,governmentalentities,transitproviders,andvariousstakeholdergroupsonMichigansintermodalpassengertransportationsystem.Overthistimeperiod,fivepublicmeetingswereheldtoresearchandcollectdataontheneedsineachofthefollowingareas:

    IntercityBus Intercity/InterstatePassengerRail LocalTransit CarpoolLots BicycleandPedestrianTransportation.

    Thepurposeofthisreportistodescribethecurrentstateinvestmentlevelinthesefivepassengertransportationmodesanddescribetheneedsassociatedwithagoodandbetterlevelofinvestment.SectionOneprovidestheresultsforthefollowingpassengertransportationmodes,whicharesupportedwithstatefundingfromtheComprehensiveTransportationFundandfederaltransitfunds,primarilyawardedbytheFederalTransitAdministration.
