Parish Council Report - October 2015
With the deadline for the ‘Star’ falling just before the Meeting on 22nd
October, here is a note of some of the items to be discussed. Parish Council Vacancy - there is one vacancy that can be filled by co-option. If you are in-terested in the work that your Council does please come along to meetings and also speak to any Councillor. Vehicle Activated Signs (VAS) - At long last a response has been received from County Highways authorising VAS sites on Lion Road (both directions), Crossing Road (downhill), Denmark Hill (downhill) and opposite the entrance to the Community Centre on Upper Rose Lane (westbound). Permission has already been given by the owners for siting the posts/signs on the frontages of their properties on Crossing Road and Denmark Hill and we thank them for the swift co-operation. As there is no other suitable site on Upper Rose Lane, it has been suggested that additional road markings be applied at the start of the 30 mile/hr speed limit there and also on Lion Road. County Cllr Jessica Fleming is to provide the posts and road markings from her Highways budget, but any work is unlikely to take place before the New Year. ‘Access Only’ Road - The scheme being prepared by County Highways is also unlikely to be ready for discussion until the New Year. Footway Lights - Conversion of those along Lows Lane and Crossing Road scheduled for November. Cemetery - A review of the Fees and Charges will have been discussed. Parish Clerk & Finance Officer - An appointment will have been considered. More details next month. Next meeting will be held on Thursday 10
th December - 7.30pm in the Community Centre.

PALGRAVE WALKING GROUP
Our group, which now regularly attracts between 20 and 30 walkers, meets on the second and fourth Tuesday of each month leaving Palgrave Community Centre at 9.45 a.m. Everyone is welcome to join our friendly group but it is regretted that dogs cannot be allowed on our walks. Additionally Palgrave Walking Group, or its walk leaders, cannot be held liable for any injury sustained whilst on any walk they organ-ise. November 2015 Walks Tuesday 10 November Sam and Eileen will lead us on one of their favourite walks from Saxlingham Nether-gate. Although the walk is in an area slightly further away than usual, they feel it is worth the few more miles. They are due back from holiday shortly and will let us have further details then. Tuesday 24 November Diane, Bette and Carol will lead us on a walk starting at Old Buckenham, parking in the road opposite the pond, by the pub, The Gamekeeper. This will be closed by then! The walk is 4.5-5 miles on level ground with no stiles. Advise wellies or waterproof boots as parts of the walk are still very overgrown with high stinging nettles, so no shorts Sam! We go through the hamlet of Stacksford then back to Old Buckenham where a part of this is on quite a busy road. Drinks afterwards will be at The Fighting Cocks in Winfarthing. If you wish to join us on these walks (or any future walks) please be at Palgrave Community Centre car park ready to leave for the starting point at 9.45 a.m. Future Walks We now have leaders for all dates for the rest of the year and are now looking to book up for 2016 so if you feel able to plan and lead a walk on any second or fourth Tuesday from January onwards please let us know so that we can add your name to the list. Details of any walk can be supplied at a later date although we do have a deadline for inclusion in the Palgrave Star of approximately the 17
th of the previous
month. Sam and I will be off on our travels on the 29
th August and not returning until the 21
st

PALGRAVE GARDENING AND SOCIAL GROUP
On Monday the 5th October the group met at 6 Denmark Court for a talk on "Wormaries" by Keith Pittman, it was informative as well as comical at the same time. Many had no idea what was in-volved or how to start it off or look after it. He talked us through the different stages by showing us the one he had brought with him ad had started a few weeks earlier. The next meeting is on 2nd November at 8 Clarke Close, the talk will be by Helen Smith on "The Lit-tle Ouse Head Waters" and "Wild Life on our Doorstep". The is no meeting in December as the group are having their Christmas Lunch on the Wednesday the 2nd at the White Horse Stoke Ash. MEANING OF FLOWERS BEGONIA ~ Beware BLUEBELL ~ Humility BUTTERCUP ~ Desire for Riches Recipe of the Month Chicken Liver and Almond Pâté Serves 6-8 4 oz unsalted butter One small red onion, finely chopped. 8 oz chicken livers (preferably organic or free range) One teaspoon of mild French mustard One teaspoon freshly grated nutmeg. 2 tablespoons of brandy Juice of half an orange Two tablespoons single (or any) cream 1oz whole blanched almonds*, chopped. Salt and black pepper. Dry and trim the livers. Melt one ounce of the butter in a frying pan and gently cook the onion until soft. Turn up the heat a little, add the livers and cook gently for about 5 minutes, turning once or twice. Add another 2 oz of the butter to the pan together with the nutmeg, mustard, salt and pepper. As soon as the butter has melted, remove the pan from the heat and add the brandy, orange-juice and cream. Whizz the mix-ture in a liquidiser until smooth, stir in the chopped nuts and transfer the mixture to an earthenware dish. Melt the remaining ounce of butter in a pan, leave it to cool for a minute and then pour it through a fine sieve over the top of the pâté. When it sets it will form an airtight seal which will en-able the pâté to be kept in the fridge for several days. NB If you prefer you could instead make several small pâtés in white soufflé dishes. Any not needed for the moment could be frozen very successfully. * To blanche almonds, pour boiling water on them, leave for a minute and then pop them out of their skins JAL Tip of the Month A good stocking-filler for a keen gardener would be Biochar Soil Improver. A 1kg tube costs about £7. Clean and easy to use, this product contains highly beneficial bacteria and fungi as well as charcoal and is particularly helpful for plants kept long-term in containers. Annual General Meeting of the Palgrave and District Community Council
This year’s Annual General Meeting will take place on Thursday, 12th November at 7.30 pm in the Community Centre. The meeting is open to all members of the Community Council. This meeting is your opportunity to hear my report of the year’s activities of the PDCC Committee, to ask questions, and to make suggestions about future activity. You will be able to scrutinise the PDCC accounts for the year, and ask the Treas-urer how we’ve spent your money. Most importantly, perhaps, this meeting is the occasion when Officers and a Committee will be elected for the coming year, to look after your interests. Please make every effort to attend the meeting. The new Committee, I’m sure, will want to reflect the wishes of the Council’s members in what they do next year, and this meeting is a chance to get your views across. If any members would like to have particular matters discussed at the Annual Gen-eral Meeting please let me know, and I will try to get them time on the Agenda. The Gislingham and Palgrave Federation has now expanded to include Bardwell primary school, and we are also in partnership with Old Newton primary school, who we hope will join the Federation next year. The schools are now branded as The Tilian Partnership, and under this umbrella each school has its own School Governance Committee concentrating on the needs of the school, comprising representatives of the Tilian governing body, staff, parents, the Church, and the community. We are seeking to strengthen the Palgrave committee by recruiting another parent and a community resident who have an interest in primary school education and believe they can offer skills and experience that will enable then to make a contribution to giving Pal-grave primary pupils an excellent educational experience. Many constituents have written to me regarding the debate in Parliament on Rob Marris MP’s Assisted Dying Bill. Back in 2012, when assisted dying was being debated in Parlia-ment for the first time in a generation, I wrote about my concerns of the impact the bill will have on vulnerable people. The circumstances faced by patients with terminal illnesses are always challenging and unique to that person and their family, and I am still doubtful whether these can effectively be written into law. As you are probably aware, as well as being a Member of Parliament, I am also an NHS hospital doctor, and my work as a frontline NHS professional has given me an insight into the nature of death and dying. I was at one time a strong supporter of individuals with ter-minal illnesses being given greater power to end their lives. Who was I to stop someone with a terminal illness from ending their life when they had expressed a consistent wish to do so? But an experience as a junior doctor changed my views. Alice (not her real name) was a woman in her 40’s with advanced multiple sclerosis, no longer able to speak, and com-pletely dependent on family and carers for all her activities of daily living. She was regu-larly admitted to hospital with chest infections, and on this occasion had been admitted with a pneumonia that was not responding to antibiotics. She was clearly in great pain and distress. Conversations with her family suggested that much as they loved and cared for her, they believed her illness was at a stage where medical treatments were prolonging her suffer-ing. Her husband said "she would never have wanted to be like this". The palliative care team were called to provide specialist care and advice for what was likely to be the last days of Alice's life. Against all odds, Alice pulled through, and left hospital. Several weeks later, I met her husband again at the hospital shop. He told me the involvement of the palliative care team meant that she and her family had received specialist care and support in the com-munity. He said he felt guilty for having even questioned the value of contemplating the end of her life. As an NHS hospital doctor, I have witnessed at first-hand how palliative care can help pa-tients and their families better deal with very difficult issues and circumstances of death and dying, as well as providing support in coping with the long term pain that often ac-companies terminal illness. My experience tells me that the ability to end life prematurely could in some circum-stances be abused, and undue pressure brought to bear on the vulnerable and terminally ill. As a result I believe that we should give greater priority and funding to the develop-ment of high quality palliative care services, both nationally and locally for patients in Suf-folk. Palgrave Nature Notes
Mid autumn, a significant changeover time in nature's holiday home! Summer migrants have almost all gone and so far not many winter visitors have appeared, whilst our hardy residents - plants, ani-mals and humans - have begun preparing for the life-threatening rigours of winter. This was the theme of Antony Lloyd's e-mail sent in mid October. As I cannot match his magical prose I am taking the liberty of repeating his message here: "I've just got in from a Tigger walk on this lovely sunny autumn day. It seemed to me that anyone not able to walk in it is missing one of the great annual nature shows. The fruits that load the bushes and trees are at their very best, with plenty of blackberries which I hope will not now be picked for surely the devil has had enough time to get round our bushes as they say he does after the first of the month. Sloes, rose hips, rowan and hawthorn berries all had their uses as did the black berries of the dogwoods, whose leaves are currently turning a lovely deep purple and red. Conkers are in good supply despite the awful, debilitating leaf miner. In days gone by young boys (including me!) would have harvested the best for an activity presumably now banned by the H&S brigade! Great fun it was too. You almost always spotted the bakers because they could not improve on na-ture! Another wonderful source of reds and purples in our hedgerows is the hornbeam, which those driving to Norwich will see highlighted along the Dickleburgh bypass - what a lovely contribution by a thoughtful road planner! The leaves will however soon be stripped by the inevitable high winds and the fruits by bands of redwing and fieldfare (and possibly waxwings too?) which will soon ar-rive. Writing of migrants, the other day I saw a murmuration of starlings on electricity lines below Millway Lane. They were about 100 strong, many less than they used to be but still able to wheel as they flew en masse with never a casualty. Were they avian refugees or simply young birds of our own?" Yes, I too have been entertained by the very same starlings (though I've yet to see a murmuration in the shape of a figure 2, as per the current advert for 'Autumnwatch'!). I feel Antony may have been a little conservative with his estimate (it seems to me to have been >200 occasionally) but no matter, it's really good to see large numbers once again of what is after all on the red list as a species of con-servation concern because of breeding declines over 25 years. Thank you very much, Antony. Elsewhere in Palgrave. David Kershaw has seen a little egret on the Waveney, the third report of late: this time he says it was an immature, which could be good news, indicating that the species may have bred in the area (Lopham Fen?). Janet Lockett has heard a large flock of finches close to her house (looked to be a mixture of green-, gold- and chaffinches), and Mike Bootman sent a 'photo of the young grass snake seen on their patio - but no mention of it enjoying a 'g & t', so perhaps it was too young! Finally some really good news. Paul Whiting told me some months ago that a pair of barn owls have successfully reared two young this summer on his farm and hopefully it is now safe to include in these notes.
