    Fatal accident

    A local ather and son were killedin a single-vehicle crash on StrasburgRoad in Warren County at approxi-mately 3:50 p.m. on uesday, Nov.3rd.

    Virginia State Police Public Inor-mation Ocer Sgt. F.L. yler saidthat a 1987 Ford Ranger pickup truckwas traveling eastbound at RogersMill Road on Rt. 55/Strasburg Roadin Warren County when it let theroad rounding a curve, overturnedand crashed into trees.

    Dead at the scene were the driver,William Harold Dodson, 84, and hisson William Taniel Dodson, 5.

    Both men had Front Royal addresses.yler said both men had been wear-ing seat belts at the time o the acci-

    dent. Te investigation is being con-ducted by VSP rooper A.E. Clark.Clark was assisted at the scene byother state troopers, units rom theWarren County Sheris Oce, aswell as Warren County Fire & Rescueunits rom Front Royal and Forts-mouth.

    Main Street Mill owner AliceBarnhardt conrmed that thesource o a re that damaged thekitchen area o the well-knownlocal eatery on Nov. 14 was akitchen rag bin located outsidethe kitchens rear door. Te likelyculprit was a carelessly discardedcigarette butt and still-live ashesthat made their way into the bin

    ull o greasy kitchen rags on awindy day.

    Te re occurred around 4:30p.m. during Sunday businesshours with customers on both

    the restaurants rst oor and theaverns second oor. Once rein the wall and ceiling area on thekitchens north side was identi-ed, sta evacuated everyone

    without incident. Damage waslargely conned to the kitchenarea with some minor smoke andwater damage elsewhere.

    It happened about 4:30 on Sun-day. Mike in the kitchen smelledsomething that didnt seem right,so he had been looking aroundtrying to see where it was comingrom, Barnhardt told us as cleanup work continued on Nov. 19.

    Barnhardt said she let thepremises around 3 p.m. that dayand got a call rom her cook say-ing something wasnt right inthe kitchen. About two minutes

    later they called 911. Te re ac-tually started in the back alleywhere we keep a bin with our dis-carded linen, she said.

    Barnhardt said it was a windyday, which likely contributed tokeeping the believed source othe re, a carelessly discarded

    cigarette, alive to the point o cre-ating a re that climbed the out-side wall and made its way intothe space between that wall andthe roo.

    Barnhardt said she may havebeen lucky in getting a quick andully staed response rom Coun-ty Fire & Rescue. It was perecttiming. Tey had just nished

    wall. And it went straight up andinto the attic part o the kitchenbetween the raters and the dry-wall ceiling. And what Mike wassmelling was evidently the burn-ing o the electrical wires andwhat was in the ceiling there.

    Barnhardt said repair work, pri-marily to the kitchen area and itsroo, would proceed in the com-ing weeks. She hopes to have therestaurant re-opened within amonth o the re early to mid-December. As we suspected roma recent upsurge in the numbero Warren County Reports dis-tributed at our Mill location,

    Barnhardt reported that businesshad been picking up rom the re-cession-induced slowdown thatseems to have hit all local eateriesover the past year. She added that

    she had insurance to cover lostbusiness time, and that buildingowner William Billy Biggss in-surance covered the damage tothe building itsel.

    Incident report

    Warren County Fire & Rescueissued the ollowing press releaseon the re and response:

    Warren County reghterswere dispatched to the MainStreet Mill on Sunday (Nov. 14)or a re on the loading dock.Fireghters arrived to nd a windblown re outside the rear othe restaurant and extending upinto the attic and roo area overthe kitchen. A combined interiorand exterior attack by reghtersbrought the re under control inapproximately 10 minutes, butnot beore re had extended intothe roo area. Fire damage waslimited to the exterior stairs and

    storage, as well as roo area abovethe kitchen. Damage to kitchenwas limited to re control andsmoke damage. No damage wasdone to the dining areas o therestaurant, even though dam-

    age to the kitchen and roo willrender the restaurant closed orapproximately 3-4 weeks. Dam-age estimate by Fire and RescueDepartment is $100,000.

    Te re started on the outsideo the building at a rear entranceand stairs to the kitchen in acontainer o soiled rags, etc. Tecause is still under investigationby Warren County Departmento Fire and Rescue re investiga-tors, but is not considered suspi-cious.

    Council scurries or justication on Graham rCouncil on solar consultants: we approved it; we just dont know anything about it

    Faced with citizen questions thatwont go away about the legality andreasons or an essentially closed doordecision, out o the public eye ringo a popular and business-orientedtown manager, Michael Graham,elements o the Front Royal ownCouncil have taken to a strategy oMonday-morning actually sixweeks ater the act quarterback-ing.

    Tat stab at what appears to be arevisionist history o respective

    roles in town spending on solar con-sultants suraced not rom the ocialchannels rst requested by some 00citizens on Oct. 1, but you guessedit, rom the Drop Box Heaven o atleast one anonymous council source the Northern Virginia Daily.

    First on Nov. 8, Leonard Sherp,and then on Nov. , John Krogsundreminded council that the 00 citi-zens who signed and rst submitteda letter to council on Oct. 1 seek-ing answers about both the legalityand reasons or Grahams ring haveyet to get a reply rom the towns le-gal department as rst requested amonth earlier. On Nov. 8, Sherp not-ed his appearance was the third o-cial reading into the council meeting

    record o the public request or thoseanswers.

    But rather than any direct answer tothose citizen inquiries, ve days aterSherps appearance beore council anarticle appeared in the NVD insinu-ating Graham had acted improperlyin writing checks to cover consul-tant expenses three o the reerencedcouncilmen (Chris Holloway, CarsonLauder and om Sayre) were instru-mental in approving.

    Te Divine Comedy o councilpublic relations took another inter-

    esting turn at the Nov. meetingwhen Sayre appeared to be present-ing a legal deense rom the councildais to justiy his own ignorance osolar consultant expenditures de-spite his work session and town -nance committee roles in orwardingand approving them.

    But prior to Nov. , the publishedcomments o those sitting electedocials about the red town man-agers role in paying solar consult-ing ees created an uproar amongboth public critics o Grahams ringand those councilmens roles (director indirect) in it, as well as rom the

    sitting mayor and vice mayor at thetime those consultant expenditureswere approved (see related storiesand opinion pieces).

    At issue is $15,000 paid to orthrough Blue Ridge Power Agencyor solar related projects. O thatamount $17,000 was paid to GDSAssociates o Marietta, Georgia, whohandled the solar RFP process romstart to nish. During the periodrom September 009 to September010, Blue Ridge Power Agency waspaid a total o $81,000 in consultingees, apparently shocking several othe councilmen who approved thoseexpenditures, as well as the NVDstown beat reporter (details o theseexpenditures are explained in the

    ewalt-Hrbek letter/opinion circu-lated to local media).

    Short-term memory loss?

    Primarily at question appears tobe one procedural issue and severalpersonal competency issues:

    First, once council authorizes ex-penditures is town sta supposed toimmediately inorm individual coun-cilmen the day checks are written tocover those expenses or is it appro-

    priate to simply include the expendi-tures in the towns monthly nancialreport? And second, are certain council-men suering rom convenient, shortand/or long-term memory loss andi so, does that act impact their com-petency to hold oce?

    Despite the act they all approvedthe expenditures and even were in-strumental, along with own Attor-ney om Robinett, in orwarding theGDS expenditure or a solar RFP tosee i a better deal than the originalone brought to them by SolAVerde

    through Grahams oce could beachieved, both Carson Lauder andChris Holloway were quoted in theNVD stating they were not properlyinormed in advance o the expen-ditures themselves, or o Grahamssigning o checks to cover those con-sultant expenses. Lauder adds theopinion Grahams background in theprivate business sector, rather thanmunicipal government, could be re-sponsible or the alleged ailure o

    the town manager to act properly incovering town expenses Lauder andhis colleagues had already approved.

    Despite being a member o thetowns nance committee, Sayretold the Daily he was not aware howmuch money was being spent on so-lar consultants, adding a cryptic My

    original solar energy proposal (thosethree councilmen, Holloway, Lauderand Sayre, are currently deendantsin a $30-million deamation andintererence in a business contractlawsuit against the town). Not co-incidentally both Hrbek and ewalt,two o Grahams biggest supporterson council, were deeated in the Mayelection. Tus ar those bribes rstreported in the NVD in early April

    So to me its a scramble, just try-ing to nd a way to cover up theiractions because they know what they

    did is potentially illegal and certainlyunpopular with the people that aregoing to be remembering aroundthe next Election Day or beore ia certain group o citizens have theirway, Hrbek said.     At a Nov. 15 work session theFront Royal own Council heard asummary o the Blue Ribbon Com-mittee on Finance report on thetowns budget, revenue and spend-ing trends. Te reports summaryand conclusions were presented

    by committee Chairman and lo-cal Republican Committee activ-ist Matt ederick. Te commit-tee had trouble with membershipduring its months o existence,with several members resigningor regularly missing meetings. Inone case, ormer CouncilwomanEileen Grady resigned in protest othe new council majoritys general

    direction and actions ollowing thering o own Manager MichaelGraham.

    O seven appointed member-ship spots one by each council-man and the mayor ederick(Holloway appointee) ended upacknowledging the participationo only our members other thanhimsel. Tose were Wilma Swiger(Tarpe), retired businesswomanand wie o ailed 010 Republicancouncil candidate and Party strat-egist Joe Swiger; ormer town Fi-nance Director John ONeill (Laud-er); ormer Mayor and Bank Oneexecutive Jim Eastham (ewalt,retained by Darr); and Seton Home

    School board member and pro-lieeducational cause nancial consul-tant James Kelly (Sayre). At the onecommittee meeting this reporterattended only ederick and WilmaSwiger were present rom the com-mittee.

    ing is warranted. Our job, I think,and what we did is come up withrecommendations pointing out ar-eas in their budget that have growntremendously. Go into those areas

    the committees general conclusion

    is that despite losing an estimated$600,000 to $800,000 in meals taxee revenues last year due to the5 Corridor restaurant lawsuitdecision, the own o Front Royalhas NO REVENUE CRISIS butrather a SPENDING CRISIS.

    By whatever name recommen-dation, advice or consideration most o the committees wordsreect a shrinking government phi-losophy, recommending amongother things: reductions in contributions tocivic and cultural programs oragencies, including Samuels PublicLibrary, the ree Stewards, BlueRidge Arts Council, public trans-

    portation (ormerly FRA bus,now trolley); delays in equipment replace-ment; a draw down o und reserves; reductions in employee benetcontributions; reductions in employee hours; Freezes or reductions in operat-ing expenses; Freezes in hiring or replacingtown employees; consequent cuts in town servicesand programs and potential priva-tization o some o those unc-tions.

    Despite these suggestions to re-duce spending and consequentlythe unction o municipal govern-ment, there is one suggested ad-dition raising town employeescontribution to their health carecoverage costs.

    We asked about the use o gen-eral economic trends like inationand growth statistics as a means omaking recommendations or spe-cic actions to be taken within thetowns budget process, particularlysuch potentially ar reaching ac-

    tions as depleting reserves, cutting

    sta hours and benet contribu-tions, town services and even thetranser o government unction tothe private sector.

    Pick & choose

    It is an economic generaliza-tion, Shae Parker observed o thecommittee report. Personally Ielt there were recommendations Iwould not even consider; others Ielt had merit.

    As or the use o general eco-nomic trends as measuring sticksor the towns expenditure andspending history, Parker added,Ination and population growth

    are the trends they choose to use,but you have to keep in mind in-ation and population growth arealso used in some circles to justiytax increases. We are the sixth larg-est own in the Commonwealth,with one o the lowest tax rates inthe Commonwealth. Is there roomor improvement and more s-cal responsibility? Yes. We cantake their recommendations and

    see the easibility and cost savingso implementing them. But as waspointed out to us by the committeeitsel, some things are blurred bysmoke and mirrors. And until youlook at the actual inormation the

    analysis is based on you cant get aclear picture o what will help andwhat wont.

    Parker also took issue with thereports uber conclusion about aspending crisis.

    I do not agree that we have aspending crisis. I think the Com-mittee reviewed the various de-partments and based their re-sponses on 5 and 10-year trends orthe town. In that time most everydepartment has been reorganizedin some capacity, which would re-ect in increased spending on thesurace. But looking deeper intoa department would show thatemployees who may have been

    classied in one department, orexample the Street Department,are now classied as HorticulturalEmployees, showing a jump in thatdepartments spending due to em-ployee reclassications.

    As or increasing the nancialburden on employees, I want to beclear in emphasizing these are thepeople actually providing the ser-

    vices to our citizens. We need tokeep them happy so we can keepthe customers receiving those ser-

    vices happy. Recommendations bythe commission to shop around orless expensive insurance is a goodrecommendation, however, pass-ing more cost or the insurance onto the employee or taxpayer is nota solution. We need to take care othe ull time employees we haveand not put a larger burden onthe system with urloughs and thelike. Can we look at part-time em-ployees and contracted labor? Yes,lets look there but remember theseare all just recommendations andnothing is set in stone.

    Conkey took a similar tone regard-ing the committees recommenda-tions targeting town sta or ur-ther cuts and additional nancialburdens.

    We have a really remarkable

    town sta and our people have notgotten a raise in at least three years,Conkey points out. Doing thingsto hurt our sta in order to reducethe tax rate may well be penny wisebut pound oolish. Furloughs wererecommended, but urloughs onlysave money when a department isoverstaed. I we urlough the po-lice department, or instance, wewould probably need to pay some-one overtime to cover anotherpersons unpaid time o. Tat just

    I think the quality o lie is im-portant to our citizens and we havea responsibility to help maintainthat quality even i it costs a bit. AsI said, our citizens came out quite

    vocally and in signicant numberswhen it was suggested that we cutthe library unding and were over-whelmingly against cutting theirunding. Te library, or instance,

    provides services to our citizensthat help educate our children andhelp our adults nd and qualiy or

    jobs or better jobs.Isnt that something we should

    Project Lead the Way propels engineering care

    Future engineers are gettinga head start on their careers inWarren County high schools.

    Just in its third year, students atSkyline and Warren County highschools are involved in a our-year course which also counts ascollege credit. Teyre learninghands-on skills geared mostlytoward engineering, but the prin-ciples will be useul in whatevercareer they choose. Te our-yearcourse is made up o 90-minute

    classes taken every day or onesemester a year.

    Tese classes would benet anystudent, helping them to developproblem-solving skills, work ingroups, and get prepared or lieater high school, said MelodySheppard, Director o echnol-ogy and Director o Career andechnical Education in WarrenCounty Public Schools.

    Originally presented to eighthgraders in a school assembly,the program attracted about 85students. Both programs nowhave an enrollment o 109, with10 girls enrolled. Students were

    very interested ater the assem-bly, said Sheppard.

    She talked to math and scienceteachers and targeted studentswho were doing well in thosesubjects. PLW students gener-ally have higher math and sciencescores. A student may have hada B in those classes beore andthe course helps raise it to an Abecause they can see what theclasses are or, she said, and add-

    ed that another one o the goalsis to increase the number o girlsin the program and PLW hasbrochures that target emales, tochallenge them to take the classesand see where it develops romthere.

    Matt Keel is the PLW en-gineering course instructor atSkyline High School and BarryPotter teaches at Warren CountyHigh School. On a visit to Keelsclasses, it was obvious that thestudents were enthusiastic. Teysat in ront o their computers,listening and ollowing Keels di-

    rections. Okay, class, listen up!First bring up a cube, he said.Magically, a cube appeared oneveryones screen. A student hada question and his screen wasbrought up or everyone to lookat. Te entire class was given theopportunity to see the problemand hear the answer rom theteacher. Te image was also pro- jected on the screen in back othe teachers desk. Te instructorcan also interrupt their work on-screen, i he wants them to lookat something or his own teach-ing purposes, and show what hestalking about on all screens.

    First-year students, mostly 9thgraders, are introduced to Au-todesk Inventor 3D, an engineer-ing modeling sotware, whichthey use to create a Puzzle Cube.Tey design a ve-piece puzzleand each piece is created romthree-quarter inch wooden cubesand then glued together.

    Brandon Sizemore, one o thestudents intending to take all ouryears o the classes, likes the actthat they get to make things. Hesaid, One o our class projectswas to make a cube and I invent-ed an armrest with something tohold popcorn. Im good at mathand science and I like to take

    apart and put together toys andmotors. I have a remote controlcar at home and I play aroundwith that. His goal is to be a me-chanical engineer and work at theFerrari auto plant in Milan, Italyone day.

    Keel listed several o the goalsor the rst year. Students willcreate, assemble, and present acomplete set o working drawingsor 10 parts in Autodesk Inventor3D modeling sotware. Tey willalso conront a design challenge,ater reviewing a ew possibili-ties, such as designing a lockerorganizer, desktop organizer, or

    candy dispenser, and create thenew design in Inventor with a ullset o working drawings.

    Students will also be exposed toreverse engineering. Tey mustbring in a mechanism rom homethat consists o six-to-ten partsand complete a visual and op-erational analysis. Teyll take itapart and model all o the partsin Inventor, then use Inventor tomake design improvements tothe mechanism.

    One very important compo-nent o the course work is the vir-tual design challenge. Studentsrom separate classes at Skyline

    and Warren County will worktogether to design a new productin Inventor. Keel said, Commu-nication and planning is a hugepart o this as the students mustcommunicate via e-mail and out-side o class time. Tis simulatesreal-world situations closely.

    Another motivated uture en-gineer, Seth eachout, a ninth-grader in Keels rst-period class,said he likes the work because,were doing a lot o interest-ing stu that Ill get to do in reallie. He said he wants to be ableto help people in the world withcivil problems that they have indaily lie. He continued, I want

    to go to college and study aero-nautical engineering to designairplanes. My uncle is a Navy pi-lot and my grandpa. Dad is also apilot. I want to be a pilot, too andjust started trying to get a pilotslicense.

    In the third year, digital elec-tronics is the ocus. Teyll cre-ate more elaborate devices like:

    Majority Vote - an electronic voting machine that will deter-mine the winner based on certainvoting criteria; Elevator Door - a

    machine that will determine anddisplay the position o an eleva-tor door; and Boe-Bot Micro-controllers, which programs amicrocontroller that will tell asmall robot what to do and howto make decisions.

    In the nal year, seniors will putto use everything theyve learnedso ar in Engineering Design andDevelopment (EDD).

    According to Keel, the studentswill be working on one large de-sign challenge throughout theyear which is a capstone projectsimilar to a thesis.

    He said, Its similar to a science

    air project except or one thing.At a science air students are re-proving a scientic phenomenon,in EDD the students must solvea problem that hasnt been solved yet. So here are the steps theyollow to do it: Problem ID, Re-search, Decision Process, Design,Build, est and Present.

    Tey might work indepen-dently or in a team, they mightwork on something that servesa community need, compete ina national engineering compe-tition, or work on an inventiontheyve always had in the backo their head. When they nishthey are required to present thenal product to a board that willbe made up o members o boththe academic community andthe local proessional communitythrough the PLW Partnershipeam.

    Tis high-quality program, ac-cording to Sheppard was initi-ated by Warren County SchoolsSuperintendent Pamela M. Mc-

    Beginning with spring-ower-ing May, continuing through highsummer then traveling throughautumns alling leaves to its hol-iday-sparkling December nale,Main Streets merchants haveopened up in the evening everythird Tursday o the month andhosted an Art Walk.

    Te event, in its second year,gives everyone a chance to meetartists, dine out, enjoy ree re-

    reshments and unhurried con-versation in participating stores,listen to music at the Gazebo,and experience Main Streetstores open to a later time.

    Te theme on Tursdays walk,Wish List, gave strollers a chanceto visit shops and get a consider-able range o ideas or the ast-approaching season o git giv-ing.

    Blue Ridge Arts Council(BRAC) gallery gave many artiststhe chance to display their workthis year. Recent artists included

    Kelly Walker, who loves to paintanimals, has her own gallery, and

    teaches art classes to children.Jewelry artist, eddy Shea, whowas eatured at BRACs galleryon Tursday wore an intricatesterling silver sugalite pendantand displayed her NeptunesDaughter Collection which shesaid was inspired by visits to theocean.
