    Charity clothing bins - good cause or get-rich scheOut-o-state, non-prots may be pocketing millions while doing little or charity

    Since last year you may have seenthem sprouting like weeds theblue bins claiming to be charitableClothes and Shoes DonationsCenters.Sounds harmless enough and

    they always seem to be at highlytraveled and convenient locations.Te ones I was initially aware o,rst two, then three in the RoyalPlaza Shopping Center in ront oK-mart, are oten overowing intothe parking lot despite the admon-ishment to Please do not leave anyitems outside the bin.Others have since cropped up in

    locations, including the car washat Fith Street on Commerce Av-enue, the old Jiy Lube at NorthRoyal and 14th Street, and the re-opened Liberty Gas Station at 5thStreet and North Royal Avenue.

    However, a reader inquiry aboutexactly who was collecting andwhat charity was proting romthese collection bins led us to acloser inspection o the inorma-tion on the bins.

    Te donated items will be soldand ater expenses Charity re-ceives guaranteed xed monthlyrevenue without risk o nancialloss, the second paragraph underthe logo o the Childhood DiseaseResearch Foundation (CDRF)reads.     receives guaranteed xed monthlyrevenue immediately raised alarmbells.Okay, Im used to seeing used

    clothes and what not sold to thebenet o a charity or civic orga-nization operating discount stores

    LOCALLY. Among those thatinitially come to mind are Te Sal-

    vation Army Store on South Street,the Abused Womens Shelter Sec-ond Chance Store and Blue RidgeHospice Trit Store, both on EastMain Street.But Charity capitalized in a

    third-person context under the

    logo o an alleged medical researchoundation o unknown locationstruck this cynic as suspicious.Te rst paragraph on the bin ex-

    plained that the CDRF was a non-prot and operating division oOptimal Medical Foundationwhose mission is to provide publicawareness to promote and urtherresearch, treatment and educationprograms on disease aecting chil-dren and adults.Nice, i somewhat vague.Once home, we did on online ex-

    ploration o both organizations.CDRF and OPM share a Fremont,

    Caliornia mailing address and a(905) 681-3135 phone number. On

    websites reerencing it we couldnot nd an OPM website, onlymyriad sites reerencing it OPMis listed as a 501-C-3 non-protwith most recently reported (009)annual revenue o $5,31,406 withassets o $64,415; an asset rangeo $100,000 to $499,999; and an in-come range o $5 million to $9.999

    I am a Warren County resident con-

    cerned about the work orce to bebrought in by Zachry ConstructionCorporation (based in exas) or theconstruction o the new Dominionpower plant on the countys north

    side. Being a proud Local Union 60pipetter, I contacted my businessagent about who is going to manthe job or construction. He went toZachry Construction on site here andwas told under no uncertain terms

    that they will be bringing in theirown work orce rom exas.Like I said, I am a union worker, but

    my concern is not about a pro union/non-union issues. Rather, this isabout taking care o our employmentbase in Warren County and Virginia.Warren County is suering 6.3-per-cent unemployment right now. Tisnew plant will take 700-plus con-struction workers to build. My con-cern is why should we be arming allthis work opportunity to out-o-statepeople? When Washington D.C.awards bids or construction proj-ects in the District, it is contingentthat the contractor will use a givenpercentage o the local work orce toman the project.

    What Dominion has oered us is a

    tiny appeasement deal to satisy lo-cal government that sees the uturetax revenues promised, but orgetsabout the local people struggling tosurvive in this recession. Te tem-porary inux o out o town workers

    might help some local businesses ora short period o time, but this doesnothing or the local trade peoplethat are more than qualied to buildthis plant, and who would keep their

    income here, insteadback to exas.

    Okay, you can stop laughing now.I know this was not a vehicle that a

    young, testosterone-primed male o the

    1980s could worship as it rattled alongthe Interstate pow-ered by an enginethat roared like an electric toothbrush.

    So ater driving around unknowinglyor weeks with a Ram Me sign some-one had at-tached to the back bumper,I realized it was time to trade up to a

    vehicle with a name boasting a littlemore panache a Tunderbird.

    Car names are important to automo-bile manuacturers. Tey are keenlyaware that public recognition and ac-ceptance o a name can inuence a ve-hicles commercial success in a highlycompetitive industry.

    Consider the Jeep Wrangler a greatearthy name or a car. But the Kia Kick-it probably wouldnt inspire much con-sumer condence.

    Vehicles are oten christened withnames that intrigue or arouse our sense

    o adventure and excitement. Whatbold driver wouldnt want to be seentrekking through the rugged wilder-ness in a Pathnder, Explorer, Outback,Expedition, or Navigator?

    Exotic places also sell cars: Dakota,Monte Carlo, Malibu, Park Avenue, a-hoe, and Yukon all exciting destina-tions and, presumably, exciting cars. ALincoln Lubbock might never make ito the showroom oor.

    tion donation box, in the secondparagraph it states that donateditems deposited will be sold andater expenses the charity gets rev-enue Many times or prot com-panies will team up with charitiesso those organizations are gettingsome money, but, o course, itsreally a prot organization thatsrunning the whole thing.

    While the Detroit V reportnoted that some municipal gov-ernments have passed codes thatdo not allow such drop boxes tobe placed in their community, thatis apparently not the case here in

    Front Royal and Warren County.

    A business proposition

    According to Janice Hart, whomanages tenant relations at RoyalPlaza Shopping Center where Irst saw the CDRF drop boxes, sheencountered no local code require-ments when approached about ac-quiring rental space or the dropboxes in the Royal Plaza parkinglot. Hart told us the space or theboxes is essentially leased by theproperty owner to the box pro-

    vider much as store ront space is.Hart, who is also the FRPD Com-munity Relations Specialist, said to

    her knowledge there were no localmunicipal code regulations thatapplied to the boxes since they areleased on private property. Bothtown and county ocials were ex-amining any applicable local codes

    that might apply to the boxes whenwe went to press.While Hart said she chooses to

    donate to local charities like BlueRidge Hospice and the WomensShelter, she pointed out you cantcontrol with whom people choseto donate items like clothes to thebenet o which charitable causes.Well, hopeully a little knowl-

    edge will go a long way in helpingpeople make a more inormed de-cision based on what will help themost reputable charities to the ac-tual benet o those in need, par-ticularly in our own community.

All o us are pay-ing town taxes, purchasing busi-ness licenses and creating revenueor this beautiul town that we livein, as well as doing our part to helpthe less ortunate in our communi-ty maintain a better quality o lie,whether it be Blue Ridge Hospiceproviding quality end-o-lie care;or other local organizations suchas Salvation Army, which helpshomeless get back on their eet; or

    Ive been reading your col-umn for several years, al-though Im not sure why.Other than helping to passthe time while sitting on thepot, I dont like it all thatmuch. And my wife thinks

    our pet pig is funnier thanyou. Anyway, I need somefinancial advice. I recent-ly came in to some money.

    Well, ater ve years o talkingabout it, ground was nally brokenon the Eastham Park to provide apark or us dogs and, as ar as I know,I was the rst to squat on the grass-- at 9:47 a.m. Saturday, March 31 -- while a bunch o mostly male dogswere out there sning around orprecisely the right spot. So lets hearit or us emales, guys!

    By the way, girls and boys, dogso all ages, when the park nallyopens or business (pun not intend-ed), be sure to turn let at the end

    o Luray Avenue or youll end up inthe Shenandoah River. I wooed acouple o times at amily matriarchAlene Eastham, and Jim and DeniseEastham, even though Denise is thecurrent Human Society president,but they were too wrapped up inthings to pay me much attention.Denise had a small dog with her, butI didnt pay much attention to himeither so there! Tat past, he toldme his amily had donated the landor the dog park, and the trail, andeverything else that was so beautiularound there. You dogs are gonnalove it!

    First, there will eventually be divid-ed areas or big dogs (that includesme, a Siberian Husky) and smalldogs (thats probably most o theothers, including the Easthams dog

    whose name I ailed to get). Terellbe a bunch o entry gates to get romone enclosure to another (thats whatKelly Walker and her olks need themoney or) but well gure out howto go over or under these ences inno time at all. You bet! For the peo-ple we take to the park, there will benine benches to sit on. I read roma piece o paper lying on the groundthat said, not in dog language, that,apart rom the areas designated towe honored dogs, this was a multipurpose acility that will containathletic elds, trails, (the aoremen-tioned) dog park, a parking lot in-tended to serve the park and boatramp located on an adjacent prop-

    erty... I think maybe the boat rampis or those dogs traveling to the dogpark by water.

    Tere were a bunch o high a-lootin olks in attendance by 9 a.m.when Doug Stanley, a big name in thehood, began calling the shots on theopening o the Eastham Park rail.He held out the hand o welcome toall o us (which I was tempted to bite,then thought better o it). Several othe biggies stood in a line with pairso scissors and cut a red tape, whichwas a bit strange to we dogs. Also, Idiscovered later, this really had noth-ing to do with us. Te dog park stucame later, but we had to wait alongwith everyone else, to get to the im-portant bit which or many o the 40or so dogs in attendance was whenMayor im Darr announced thetown would donate three used rehydrants to the park association.

    Ten the crowd clapped like crazyand we dogs went nuts when LindaGlavis talked about a legacy or gen-erations (and dogs) to come. Lindaused the and dogs part which gotall our attention plus a lot o barks,growling and carrying on. In act, alot o barking, growling and snort-ing made much o the speechiyingincomprehensible to most. We didget to hear the mayors tribute to Ms.Kelly, whom he said was the drivingorce behind the establishment othe dog park so, on a personal note,Id like to thank her in behal o allo Front Royals canines or her workand undraising that she did and isdoing. A group o my male riends

    grued and wooed about not orget-ting a vote o thanks or the used

    re hydrants. SomeoMcGinnis got a big hthere, so didnt hear it

    Recently the South Warren Fire De-partment hosted a very special party.Wright Broadhead, mom Cara, nineo Wrights riends and their parents

    visited the Warren County Fire &Rescue Volunteer Fire Company tocelebrate Wrights third birthday.

    It was Cara Broadhead and her sonsway o saying thanks to the SouthWarren Fire Company personnel orhelping them toward Wrights third

    birthday. Just over two years earlier itwas personnel rom that departmentthat were rst responders to a carwreck a pregnant Cara Broadheadand her not quite two-year-old son

    had on an ice-strewn BrowntownRoad.

    In a March letter o appreciation toCounty Fire Chie Richard Mabie orthe South Warren companys hostingo her sons birthday party on Feb. 5,Cara Broadhead explained, Withouta doubt, the visit was the highlighto my sons birthday. Whats more,is that we werent just celebratingWrights special day, but also ourcommunity In December 010,my son and I were involved in a caraccident on a dreadully icy Brown-

    town Road. Fireghter [Fred] Reyn-olds was a rst responder Beingour months pregnant and with mynearly two year old in the vehicle, Iwas overwrought about their saety

    and well being.A lasting impression was o the

    kindness and care that I received,

    which came ooding back when Isaw Mr. Reynolds again. FireghterReynolds was a calming presence inwhat was denitely the scariest inci-dent o my lie. His concern and careor us reassured me that we were go-ing to be all right. And we were.

    In lieu o presents, the amily askedguests at Wrights party to make do-nations to the South Warren Volun-teer Company.

    We are happy to report that wewere able to collect $300, CaraBroadhead wrote Chie Mabie, add-ing, Tough just three, my son knewquite well that he was sharing hisbirthday with the reghters. Whenwe advised him we collected a lot omoney, he happily declared, Tis willmake the reghters very happy!

    boys looking or the right dress orsuit, ood and drink, riends and am-ily, and a joyul party atmosphere.

    Te colorul dress, shoe and jewelrycollection reected the sparkle andbeauty o the day outside. Te kind-ness, vision and energy o Pam Wa-ters, Jackie Jenkins, ara Smith andSheri Mitchell-nicknamed the FairyGodmothers-has worked to createa magical place where hundreds ogorgeous ormal dresses and dressysuits or boys, can be accessed orupcoming spring proms.

    good time. As the day slipped to-ward dusk, a vote was taken onwhat to do or dinner, and the con-sensus was the Subway sub shopon North Royal Avenue at SixthStreet.Te Subway was close by and

    it would be a quick way to eedthe sizeable Tomas brood, nowhungry and tired and not wantingto wait on dinner when they gothome.Christina loaded up the bus, the

    amily moniker or her 15-passen-ger Dodge Ram van.We drove to the Subway, and

    when we got there, there just wasntenough space in their small parkinglot or the van, Tomas says.What she did next would inadver-

    To the Taxpayers in the Town of Front Royal,

    I am writing to you today to express my strong concern about decisions, being

    current Front Royal Town Council, that have signicant long-term nancial imp

    Front Royal taxpayers but that have been reached without the backing of adequa

    information. As a candidate for Town Council in the upcoming May 1st election

    to ensuring that future decisions of that Council are made based on solid, detaile

    and nancial data and analysis that show that the Councils action is truly in theinterest of the Town and its citizen taxpayers. If elected, I will ensure that the se

    engineering consulting rm with at least 25 years of experience in the design an

    of water and sewer infrastructure -- including recent design and cost analysis ex

    pumping stations, water treatment plants, wastewater treatment plants, water an

    associated earthmoving and grading, and bid supervision is hired by the Town

    engineering and nancial aspects of proposed development proposals requesting

    or sewer services to ensure that these proposals are in the Towns best interests a

    compensating the Town for both the capital and on-going operating cost of these

    A fairly recent such action which was taken without the benet of such experti

    Councils commitment to Dominion Virginia Power (DVP) to provide a primary

    line plus a secondary backup water line to the proposed DVP plant to be located

    limits in Warren County in exchange for a contribution of only $3.5 million from

    construction of the secondary backup water line. (DVP requires a secondary em

    line in the event of a disruption of the primary line.) While $3.5 million may so

    person like a substantial commitment from DVP, in fact, the cost of building a t

    secondary backup water line is likely to run 3 to 4 times what DVP has agreed t

    is expected to pay the balance of the infrastructure costs? The taxpayers of Fron

    though the DVP plant will not be located within the Town limits and therefore w

    Town taxes that might offset the capital (construction) cost of that infrastructure

    obviously have to pay the Town for the water it uses; however, they also got the

    to agree that they would only have to pay the same rate as Town users, not the dother users in the County currently pay. While I support efforts to bring new bus

    to Front Royal and Warren County and concur with DVPs need for a secondary

    line, I do not support taxpayers of Front Royal having to foot the bill for infrastr

    businesses such as DVP which will not return tax dollars to the Town to offset t

    that infrastructure.

    I believe that it is imperative that future Councils have on-call engineering an

    expertise available to advise them and provide recommendations when billion d

    such as Dominion Virginia Power come before the Council asking to connect to

    or when decisions need to be made on cost-sharing between developers, the Cou

    the Town Council on projects such as the Leachs Run water line and roadway.

    It turns out that C&J owing andRecovery, owned and operated byJohn H. Smedley, Jr., has a contractwith Richard Simpson, the ownero the barber shop at 54 NorthRoyal Avenue, to tow any vehicleparked in his lot that is not a pa-tron o his business. Asked how heknows whos in the barber shop andwhos not, Smedley had this to say:Id rather not go into how we

    know who to tow. But i I drive by,or one my drivers does, and its notduring business hours at the barbershop and theres someone parkedthere, were contracted to tow the

    vehicle out o the lot.Asked i the rate is always the

    same, Smedley said that it can vary.Sometimes its more, sometimesits less, depending on the time oday or night it is.I pointed out that i it is during

    business hours, C&J couldnt pos-sibly know who is in the shop bylooking at the cars parked in thelot. One might conclude that thetowing company drivers lie in waitnearby or make a regular circuit

    Te Front Royal own Councildiscussed a charter called grosslyoutdated by the councilman whobrought the issue to a March 19 worksession.

    Noting there are reerences to both1949 tax maps and a our-personcouncil in the towns enabling mu-nicipal document, Shae Parker toldhis colleagues, It would be nice tobring the charter into the times.

    Other shortcomings mentioned byParker were a November successionprocess or the vice mayor that doesnot match existing procedures or rel-

    evant election schedules and a coun-cil appointment/removal processor members o the Board o ZoningAppeals that is currently done by thecourt.

    Parker also suggested the town ex-plore potential benets o becominga city.

    We are the sixth largest town inVirginia, Parker pointed out. Hesaid that with boundary adjustmentsunder consideration as a potentialmeans o solving corridor revenue is-sues and the towns size and popula-tion increasing were that to happen,not to consider all options would beoolish.

    Parker said despite the opinion osome county ocials he spoke with

    that a town would have to have apopulation o at least 50,000 when itmoved to become a city, his researchindicated that rather, certain citydesignations require only a popula-tion o 5,000.

    Te smaller city status would enablethe new, small city to establish a con-tract with the existing county publicschool system, rather than have toestablish its own city public schoolsystem.

    Even i we decide its a bad idea, Ithink we should start thinking morelike a city, Parker later told us .

    Mayor im Darr noted the charter,obsolete or not, gave him the au-thority to appoint committees. Tatobservation led to a humorous ex-change on Parkers being appointedto take the point as a town commit-tee to study the city option.

    Republican Executive CommitteeSecretary Mary Kay Clark and Coun-cilman Sayre, to nominate partisanRepublican candidates to town elec-tions. Such a move that would haveremoved incumbent Mayor Darrsparticipation as long as he remainsemployed by the ederal governmentdue to Hatch Act restrictions.

    Responding to a question rom Car-son Lauder about the rationale orthe ballot by petition change, Con-key deadpanned, o avoid partisanelections where our beloved mayorwould be unable to participate.

    Conkey also suggested requiringthe mayor to vote on all issues, ratherthan just break ties as he does now.

    Darr has since stated opposition tosuch a change, including at the re-cent Chamber o Commerce-spon-sored Candidates Forum, as did hisopponent, im Ratigan.

    Parker concluded the conversationhe began by adding that contact withstate representatives would be nec-
