edition. Editor Lisa Gervais is leaving the newsmagazine to pursue a career in Teaching English as a Second Language and is en route to India. Replacing her in time for the Aug. 8 edition will be John Bird. Gervais oversaw some major changes at the paper this year, including our new masthead and a shift to city-wide coverage. She bumped up our news section whilst maintaining the community offerings that our readers love. “We are going to miss her,” publisher Max Miller said. “We believe she took the publication to another level and we look forward to continuing in that direction.” Gervais said she had enjoyed her time at The Kawartha Promoter. “There is something uniquely satisfying about working at a small-

Readers Support Canada Day Parade I would like to share my thoughts in response to your reader’s letter “Parade Turn-Off” (July 11, 2014). After the First Nations Peoples, Canada was founded by fur trappers and peasant farmers. These three groups should hold a place of honour and pride at patriotic celebrations. Foresters, miners, fisherfolkand thoseekingouta livingby toilandsoil are still the backbone of our great nation. The man driving the well-worn tractor is the Canada Day equivalent to Santa Claus. And if, like Santa, he wants to smoke, all the more reason to celebrate being Canadian. I am a non-smoker and my Canada includes rusty-old-tractor-driving smokers. No one is harmed by his “behaviour,” not anymore than one is already harmed by the fumes and particles from asbestos brake-pads that are distributed by any motor vehicle, on any regular day. Anyone going to a crowded parade knows that they will be exposed to noise, dust and fumes, as well as germs and viruses. There are bound to be people doing all sorts of things someonemightfindunpleasantorevendangerous.If you don’t like what someone is doing, teach your children to act differently, to stand back from the floats, to put garbage in the proper place and towash hands regularly. Freedom and tolerance are what make Canadian nationhood possible. How ironic that intolerance and exclusivity should rear their ugly heads at our one and only patriotic event.Leeshia BarwickKinmount

All shapes and sizes I would like to respond to the new resident to Bobcaygeon who found fault with one of our participants in the Canada Day parade. I don’t know where she came from to think she has a right to criticize how we do things in Bobcaygeon. One would think she came here for a simpler life but she obviously wants to recreate an environment that she was trying to escape from. My Canada Day parade has Canadians of all shapes and forms. You could be fat or thin. You could be a kid or a senior, a mom or dad, single, married or divorced and certainly a man riding a beat up old tractor smoking a cigarette. Legal to smoke Regarding Carol Chellew’s remarks about a man on a tractor smoking a cigarette, a sight that apparently has “marred” our Canada Day parade tobeher“firstandlast.” Wow! Smoking may not be a smart thing to do and even cost non-smoking tax payers in health care but it is still legal here. Sure, it may even be bad form to do it while riding in a parade but if you allow such a thing to mar your enjoyment of a little town’s (where you have recently arrived) 29th Canada Day parade, then you must be new not only to the town but to Canadian culture and history as well. Please note: Yes, our soldiers smoked in the day’s Canada Day celebrations! They did like a chimney! My father was one of them. Smoking or not, his legacy to me (and I don’t smoke cigarettes) still stands as one of the heroes who fought for freedom to be had in this beautiful land. And, pioneers who built Bobcaygeon, the dams, the canals, you know the watermen and the loggers, they all smoked in the old days! The farmers smoked. Many still do today! And you know what, they do it while they grow the food to feed us! Ifanything,Ifindyourremarksofinsinuatingsome substandard “screening process” by which the town delegates “who will be in the parade” grossly prejudicial, very disrespectful and nit picking. You may want to spend some time here and absorb the culture before making such hasty comments. I don’t even want to open the door on Ms. Chellew’s comment regarding “screening” of who is allowed. Most objected to:• aproposed400percenthikeindevelopmentcharges, as outlined in the draft• aproposaltointroducethehikesimmediatelyand completely in one step, rather than phasing

them in • the lack of engagement of both the trailerpark owners and developers in the process that produced the draft• that the draft appears to levy developmentcharges against park model trailers in seasonal parks at the same rate as for four-season homes. The proposed new bylaw, which council hopes to see revised and passed before the old bylaw expires September 9, would raise development charges by approximately 400 percent in one step. If the draft were passed in its current form, a permit to build a single-family home in Lindsay would cost $27,000. Rural areas would be charged less, but percentage increases from current rates would be comparable. If a new bylaw is not in place when the old one expires, the city will not be able to levy any development charges against builders. When such agapbetweenbylawsoccurredfiveyearsago,saidstudy author Adam Found, manager of corporate assets, there was a run by builders to acquire permits before a new bylaw could be passed and implemented. In the process, the city lost several hundred thousand dollars in revenue. Development charges are normally levied against new developments to help a municipality pay for the costs of providing increased infrastructure (roads, water, sewage treatment, garbage collection, policing, libraries, etc.).

Without such a charge, the cost of extending those services would fall unfairly on current taxpayers and ratepayers, said Found. Most people seemed to accept Found’s statement that current development charges are extremely low and need to be raised. But some objected to his suggestion that high charges encourage growth by signaling a municipality is development friendly. One builder pointed out that the Municipality of Minden Hills, adjacent to where he works in the Coboconk area levies no development charges at all. The city’s Director of Development Services, Ron Taylor, told The Promoter that staff will try to arrange two round-table meetings with interested parties to work on revisions before bringing the next version of the bylaw to the August 12 council meeting. That’s the last meeting before the current bylaw expires September 9.

Microtunnelling tender awarded Council voted 12-3 to award a tender for microtunnelling under the Scugog River in the Northwest Trunk Sewer project to Coco Paving of Bowmanville. That brings the total cost for the project to nearly $19 million. It’s an increase of $2 million over a March 2013 estimate, a 10 percent jump that Councillor Gord James said he could not support. “We could have had a bridge over the river” for the sewer trunk for a much lower cost, added Councillor David Hodgson. “I could never support this; it’s appalling.” Staffer Ron Taylor said original estimates for the bridge option had been around $8.5 million.

Bridge work delayed Citing “some inclement weather and construction issues,” the city said last Thursday (July 17) that its contractor doing bridge works on Highway 36 coming into Bobcaygeon needs two more weeks to compete the job. The main road entrance to the village from the south has been reduced to one-lane most of the summer and construction is now estimated to go until Aug. 21.

Environmental round up days There is a free environmental round-up day slated for Saturday, July 26 at the Bobcaygeon Roads Depot at 62 Duke St. from 9 a.m. to 1 p.m. They will be accepting electronics, household hazardous waste and small scrap metal items (non-Freon). Also, 22 gallon recycling boxes will be sold for $5 cash each including taxes if there are any left. Broken recycling boxes will be accepted.

QUARRY CONCERNS HIGHLIGHT NPLRA MEET

Quarry development concerns in Trent Lakes and CKL dominated an all-candidates forum at the North Pigeon Lake Rate Payers Association (NPLRA) annual general meeting Saturday July 19.Meeting chair, Ross Morton, also announced progress towards the long-sought goal of protecting Pigeon Lake’s Boyd Island as a natural conservancy forever. He added that the Nogies Creek area is being investigated by archaeologists for its historical importance as a First Nations’ travel route.Morton opened the meeting at the Bobcaygeon Lawn Bowling Clubhouse with an overview of the NPLRA’s mission to reign in run-away quarry development, monitor water quality, address concerns about operation of the Trent-Severn waterway, and question municipal taxation levels. Following the AGM, 14 candidates for municipal councils in CKL and Trent Lakes answered a series of questions in an all-candidates forum. The audience sought candidates’ opinions on quarries, especially the Dewdney Mountain Quarry proposal in Trent Lakes and the CKL Aggregate Secondary Plan proposal. They also asked about the future graphite mining initiative, and candidates said the two municipalities need to cooperate more in future to keep on top of industrial development in the area. STILL TIME TOCOMMENT ON PARKING

LINDSAY – While free on-street metered parking is over, the city is still gathering information to better plan the city’s future parking needs. Parking had been free from June 16 to July 11 as part of an initiative management project on downtown parking use. The city said in a press release that during the month-long initiative, 63 in-person surveys and 327 online surveys had been completed. But it also said that people who have not had an opportunity to complete the survey can still do so during phase two of the project. The goal of the project is to determine whether on-street parking meters play a role in the use of parking downtown; whether people are familiar with the city’s off-street parking lots; their reason for visiting the downtown, and how much and by what method people would prefer to pay for parking. The information will assist with decision-making around parking, the city said. As well, the information provides insight for downtown merchants and business owners about customer’s needs. HEARING RECONvENES Citizens For Responsible Aggregate Development (CFRAD) says it expects a full house when the Ontario Municipal Board (OMB) reconvenes its hearing Friday July 25 on the challenge to the rezoning of the proposed Dewdney Mountain Farms quarry. “The community continues to come together out of concern for the potential negative effects this application may have on our way of life due todramaticincreasesintrucktraffic,”saysCFRADspokesperson Janet Klein. She says the group, which is the appellant in this hearing, is concerned about “the potential degradation of our environment and adverse effects on our local economy.” Dewdney Mountain Farms has been asked to

produce revised reports on noise and blasting, and afirst-timedustreport. The OMB hearing will reopen at 10 a.m., at the Trent Lakes Municipal Building (the same location as previously), and is currently scheduled for just one day. Colin Hefferon will continue to chair the hearing.

SCOW M-16NATIONAL REGATTA

BOBCAYGEON – The Pigeon Lake Yacht Club is hosting the SCOW M-16 National Regatta on the weekend of July 26-27. Organizers said they are expecting several scow boats from the United States. What’s a scow? Imagine a windsurfer with interior space. The wide andflathullof a scowcan skimacross thewaterquickly, depending on conditions. And though these boats are quite stable, participants may still get wet. “Since our American friends are very skillful sailors, the competition will be very exciting,” organizers said. LINDSAY RIBFEST DUCK DERBY

LINDSAY – Organizers of this year’s Lindsay Ribfest expect more than 25,000 people for their sixth annual event to be held Aug. 14 – 17 at Old Mill Park. The family-oriented community event raises money for charity and attracts tourists to the city. In 2014, proceeds will be donated to Community Care City of Kawartha Lakes and the Canadian Mental Health Association’s Haliburton Kawartha and Pine Ridge branch. In addition, it is the only Ribfest in Ontario that allows other charities to attend for either a reduced vending fee or for a small donation to the main charitable beneficiaries. New this year is the Duck Derby on Aug 17. The public can purchase a duck for $5 or three for $10 at 229 Kent St. W. Organizers added that they have booked the

town trolley for this year and will host a luncheon for the doctor recruitment program. But, as the name would suggest, Lindsay Ribfest brings professional ribbers to town and features live music all weekend along with a midway and vendors. Other features include: an HD outdoor movie (The Goonies) with free popcorn for the kids Aug. 14; a rib eating contest Aug. 15; a pancake breakfast Aug. 16 from 8 to 11a.m.; an antique boat show by the Trent-Severn Antique Boat Association Aug. 17; the finale of Kawartha Lakes’GotTalentAug. 17 and a backyard cook-off featuring amateur chili cookers vying for top honours Aug. 17. The bungee run is just one of several attractions organizers are bringing to this year’s madness, according to spokesperson Bob Hughes. The concerts are hosted by Faith Tabernacle and Trinity Pentecostal Church. During the past nearly 30 years, many top-notch gospel singers have given concerts and many have gone on to become well-known recording artists. Everyone is welcome to attend and is encouraged to bring their own lawn chairs and enjoy the outdoors, or sit in their car during the concerts. COMMUNITY CARES The Ontario Government has re-introduced its pre-election budget. It is a time for community health agencies such as Community Care City of Kawartha Lakes to say that we are “cautiously optimistic” about what is in the budget, as far as health care funding is concerned. Though there are freezes on overall health care spending, the budget does indicate increased support for the community health sector, and a number of measures addressing the determinants of health. That interests community support service agencies such as Community Care, and the thousands of clients that the agency assists each year. While there is no additional health funding, the province has shown a willingness to shift support within health care so that home and community support services will see slight rises in 2014/15. In addition, a Community Capital Fund is to be created to help shift care from hospitals to community settings. This should result in agencies such as Community Care being supported in their work to help people remain in their own homes, rather than having to face hospitalization or long-term care facilities. People in Ontario would prefer to age in their own homes whenever possible, and providing that kind of support is less expensive to the taxpayer than hospital or institutional care. We also look forward to a new Ontario Poverty Reduction Strategy that will include expansionofhealthbenefitstoalllow-income children. The budget also commits to making health and dental benefits available toall low-income Ontarians over the next 10 years. Our society certainly is in the midst of interesting times. SHARE THE ROADKAWARTHA LAKES – In a ‘sign’ of the times, provincialpolice,healthofficials,anddrivingandcycling enthusiasts are encouraging people on bikes and in cars to share the road. More of the yellow Share the Road signs (purchased through an Ontario Ministry of Transportation grant) have been installed along area roadways and for the second straight year, the local health unit, Kawartha Cycling Club, and the CKL OPP detachment are teaming up to promote the ‘share the road’ message. Just like cars, bikes are considered vehicles undertheOntarioHighwayTrafficAct,whichmeanscyclists have the right to ride on public roadways, said Const. Carrie Lanning of the CKL OPP. “It puts

the legal onus on both motorists and cyclists to share the road and be courteous and respectful of each other. Put simply, it’s a case of: same roads, same rules, and same rights.” Motorists should slow down and give at least one metre clearance when passing a bike and only pass when the road ahead is clear; drivers should never honk at a bike and always yield to bicyclists when turning; and check for passing cyclists before opening a vehicle door. The responsibility also lies with cyclists, says Art Hornibrook, an avid cyclist and member of the Kawartha Cycling Club “and that means cyclists usingcareandcautionbyobeyingall trafficlaws,signs and signals,” always bike on the right with

traffic,signalallturns,ridestraightinapredictablemanner,useaproperly-fittingbikehelmet,andbevisible by wearing bright colours and using lights in the early evening and night.

CARE WALK RETURNS LINDSAY - Officials at Community Care Cityof Kawartha Lakes are excited to once again be presenting a special event designed to raise funds for the agency, to promote physical wellness and health, and to draw attention to one of the many great walking trails in this municipality. The 5th annual Care Walk in support of Community Care will be held on Saturday, Aug. 23 along the 1.5 km Rotary Trail in Lindsay. Pledge forms for participants are now available at any of the agency’soffices. Members of the public are invited to join Community Care in taking part in the event. INSTRUMENTSOne of the ways that hearing instrument manufacturers are distinguishing their products from the devices produced by their competi-tors is through the introduction of smartphone “apps” (or “applications”) typically in the form of small, specialized programs downloaded onto mobile devices linked to their hearing instruments. Among other things, these new apps can help users utilize their hearing instruments as headphones to stream phone calls. One new app enables users to remotely configure settings on their hearing instruments (such as volume, treble, and bass) as well as to remember particular settings for different venues. That way, users can make an adjustment that “geo-tags” their location so that their hearing instru-ments will remember the settings the next time they are there. HELPING YOUTHFIND WORK

KAWARTHA LAKES - VCCS Employment Services and the City of Kawartha Lakes have partnered for a third consecutive year to enhance youth employment potential in rural areas of the city. The project is funded through the Canada Summer Jobs program. VCCS Employment Service will be holding a number of workshops at regional library branches to teach students valuable skills that will assist them in their search for summer employment. Students will have a chance to learn and practice their skills working with an experienced youth employment counsellor

before they enter the job market. Two separate workshops will be presented for this year’s youth outreach program.During the firsttwo weeks of July, students were invited to learn more about how to build an effective resume to attract the attention of local employers. PARKING METER PROCEEDSRegistered charitable organizations in the CKL still have a chance to get in on the Lindsay Downtown Business Improvement Association’s (LDBIA) Charity Meter program. The LDBIA will select twelve charitable groups to receive money collected from six designated “charity parking meters” on Kent Street. Thefirstsixgroupsselectedwillreceivemoneycollected from July 1, 2014 to June 30, 2015 and the next six groups will receive proceeds from July 1, 2015 to June 30, 2016. THE TEMPEST IS COMINGBOBCAYGEON - The Driftwood Theatre Group is returning to Bobcaygeon’s Kawartha Settlers’ Village Aug. 1 with a presentation of The Tempest. The longest running outdoor tourism theatre company in Ontario is celebrating its 20th year withWilliam Shakespeare’s masterpiece tale filledwith magic, fascinating characters and creatures, a powerful love story and the endearing relationship of a father and his daughter. The 7:30 p.m. show is sponsored by the Kawartha Promoter.

Artistic director D. Jeremy Smith says, “The Tempest is, at its roots, a play about the nature of family. Driftwood has been blessed over the course of its 20-year history with an incredible family of artists, supporters and audiences who make it possible for us to bring the works of history’s greatest playwright to life in the twilight enchantment of a summer evening. And so our 20th season puts the spotlight on family as we seek to understand the bonds which hold us together, the responsibility we owe to those we love (and love to hate), and the legacies we strive to pass on to our future generations.” The cast includes Richard Alan Campbell, Christopher Darrock, Madeleine Donohue, Peter van Gestel, Steven Burley, Miriam Fernandez, Kaleb Alexander, Christina Gordon and Farah Merani. FIDDLE AND STEP DANCEBOBCAYGEON – More than $8,000 is up for grabs as the 45th annual Ontario Open Fiddle and Step Dance contest hits Bobcaygeon the weekend of July 25 and 26.The contest begins 6 pm. IT’S AN HONOUR BOBCAYGEON – A mobile exhibit - designed to connect, honour and inspire Canadians - will be on Canal Street near the library building July 28 and 29. Mounted in a specially designed 1,000-square-foot vehicle, the “It’s An Honour” interactive exhibit is travelling across Canada to celebrate the Canadian Honours System, which includes all the awards and medals that the Governor General hands out each year to Canadians, be it for bravery, military valour, service to the community, or extraordinary achievement. The travelling exhibit is free, wheelchair accessible and fully bilingual. It was officiallylaunched in the fall of 2013 and is housed inside a large 18 wheeler truck which is 27 metres long and 9.2 metres wide when fully expanded. Between 10 a.m. and 5 p.m. each day, visitors can see and touch some of the awards and medals, read recipients’ stories and learn how they too can nominate deserving individuals from their communities for these awards and honours.
