In order to face the financial and economic crisis, which has created a period of strong uncertainty, Eurocopter, the world leading helicopter manufacturer, has launched a new corporation program called SHAPE. This initiative is aimed at adapting the company to the new economic context, while maintaining sustainable growth and leadership in the market.

SHAPE succeeds VITAL, which was launched in 2005 and enabled the company to handle the huge ramp up over the past three years. With recurring costs savings secured during this period of time and a significant customer support improvement, VITAL has been a major success and a key component for managing the growth. Today, in response to the current downturn in the market and a fierce competition, Eurocopter adjusts its organisation through SHAPE.

Eurocopter announces the new SHAPE programThe SHAPE Program

SHAPE is based on three main pillars: Save, Improve, Invest.

1) SaveEurocopter has to save money

in the short term in order to get through the crisis period. Different actions have been launched to reach this objective.

- A cost reduction plan to save about 200 M€. It is a key lever to increase profitability and includes contribution to “Future EADS”

- A cash improvement project, through the reduction of inventories

- A resource optimisation programme, whose aim is to reorient and redeploy employees, while fostering their competencies and motivation

2) ImproveThis module is designed to both

deliver productivity improvement in Eurocopter processes and generate more sustainable revenues on a mid to long term

basis. A major focus is on speed and simplification of processes.

3) InvestEurocopter’s growth during

the next decade depends on its ability to maintain a competitive product and services portfolio. “New” competition will lead to increased confrontation on international and emerging national markets. The capacity to maintain innovation and product policy efforts in the coming years is imperative for the preservation of Eurocopter’s leadership position in the industry. Already in 2008, the company increased its self-funding investment in R&D by 40%, and in 2009 by another 25%. Even in times of crisis, Eurocopter will continue to increase budgets for the development of new products and services.

One of California’s premiere aviation museums honors a great innovator in aviation technology.SAN CARLOS, CA—The Hiller Aviation Museum inaugurates a new tradition with the presentation of the first annual Stanley Hiller, Jr. Intrepid Pioneer Award to aviation legend Burt Rutan who will receive the award at the Museum’s Annual Benefit Gala on October 17, 2009. Innovation, risk-taking and inspiration are qualities Burt Rutan shares with Stanley Hiller, Jr. who built and flew a helicopter and started a helicopter manufacturing company in 1942, at the age of eighteen. As a bold visionary of aviation possibilities, combined with a gritty ability to make things happen, Burt Rutan embodies the same pioneering spirit.

In the aviation world, the name “Rutan” is synonymous with originality and out-of-the-box thinking. His early aircraft designs, including the Long EZ and the Defiant (both of which are displayed in the Hiller Aviation Museum), startled the general aviation world into taking seriously the use of lightweight composite materials and reminded engineers that airplane control surfaces such as wings and stabilizers could be arranged in efficient and innovative configurations beyond what had become conventional since the early 20th century.

The evolution of Rutan’s engineering concepts has moved the aerospace industry in new directions and helped introduce a new era of private space travel. The company Burt founded, Scaled Composites, LLC, produced the first privately built and funded vehicle to reach space, an achievement rapidly commercialized with the creation of Virgin Galactic, a part of Sir Richard Branson’s Virgin Group, where the latest Rutan design is scheduled to deliver its first passenger flights into suborbital space in just a few years.

”The individual accomplishments of Burt Rutan are impressive

enough, “ said Jeffery Bass, President & CEO, “but the sheer joy and excitement he brings to the aviation universe, an enthusiasm which inspires new generations of young pioneers, is an important reason we honor Mr. Rutan at our Benefit Gala.”

The Hiller Aviation Museum, founded and opened to the public

in 1998 by helicopter designer and inventor Stanley Hiller, Jr., features over 50 aircraft from over 100 years of aviation history. The museum celebrates the spirit of discovery and innovation in the aviation pioneers whose creativity made the dream of flight a reality. The museum is a unique cultural asset and lifelong learning resource for

the diverse communities of the San Francisco Bay Area. Since opening, the museum has served over 700,000 visitors, including more than 42,000 school children. Core activities include standards-based programming that supports K-12 school curricula in math, science, and history, including unique gallery tours and interactive, hands-on programs developed in partnership with NASA. Many of these programs are incorporated into offerings for the general public and families on weekends and holidays.

You’ve heard of the International Helicopter Safety Team (IHST) and its ambitious goal to reduce the worldwide helicopter accident rate by 80% in 10 years. Our work is in progress. We’re nearing the end of four years of proactive safety work and are on the way to achieving our safety goal. The IHST’s US Joint Helicopter Safety Analysis Team (US JHSAT) is looking for a few motivated men and women to continue the work begun following the International Helicopter Safety Symposium in 2005.

JHSAT positions are not funded by IHST. They are voluntary positions, funded by participating government agencies, manufacturers, operators, and associations. Team members must have helicopter or safety experience that complements the skills and experience brought

by other team members in our collective effort to reduce the risk of helicopter accidents. Our work involves team analysis of accident reports and determination of intervention strategies that would reduce accident risk. The on-going work of the US JHSAT will involve completion of its third year report and proactive safety education work that will communicate safety messages based on safety data analysis.

Our current needs are for persons who can represent helicopter operators. The JHSAT needs the assistance of persons experienced with public-use, EMS, offshore, heavy lift, flight training, aerial application, and personal flight perations and/or maintenance.

The team has two scheduled 4-day meetings in the Dallas-

Fort Worth area later this year, after which it expects to meet approximately quarterly with some independent work and teleconferencing between meetings in the coming year. Please refer to www.ihst.org for more information about the

Enstrom Helicopter Corporation has selected Safe Flight to provide the Powerline Detection System (PDS) on its turbine 480B helicopters for the Thailand Army. In addition, the Powerline Detection System will be sold to all other Enstrom 480 and 480B Operators as a production option or as a retrofit.

Safe Flight has applied to the FAA for a Supplemental Type Certificate (STC) for the Enstrom 480 and 480B. A system has been supplied to Enstrom for installation and developmental flight testing which is to begin shortly with certification expected in the 1 st quarter of 2010.

Safe Flight offers both a 50 Hz. and 60Hz. system. Installation is based on the location of the aircraft operations and the power source in that geographic

region. Safe Flight and Enstrom will certify both systems allowing for global distribution and offer the system to its customers as a production option and as a retrofit.

Safe Flight’s Powerline Detection System is a small, lightweight system that alerts the aircraft pilot and crew when approaching an energized power line. The system detects the electromagnetic field that radiates from the lines and alerts the pilot with both a visual and aural warning. As the aircraft approaches the danger the aural warning intensifies allowing the pilot to avoid contact with the hazard.

Safe Flight’s PDS has been FAA and EASA certified and is currently operating around the globe. Unlike traditional

wire cutters that are intended to cut power lines and add significant weight and structural requirements to an airframe, Safe Flight’s PDS system weights less than 3 pounds installed and is designed to avoid contact altogether. The installation

requirements are minimal and can be performed by any reputable avionics shop. Safe Flight offers an installation kit that provides all the required installation hardware, including the antenna and installation data.

PHOENIX, AZ -- Honeywell has announced that its latest Enhanced Ground Proximity Warning System (EGPWS) for helicopters has received technical design and production approval from the Federal Aviation Administration (FAA).

“Honeywell’s technology ensures that all helicopter pilots can have EGPWS in their cockpits today to help avoid terrain and obstacles such as towers,” said TK Kallenbach, Honeywell Vice President, Program Management. “Our EGPWS systems are specifically engineered for rotary-wing operation and helicopter flight characteristics, and will make helicopters equipped with this technology much safer.”

Helicopter Terrain Awareness and Warning Systems (HTAWS) and Honeywell’s Mark XXI and XXII Helicopter EGPWS are the first to receive approval that meets the new standard from the FAA.

“Honeywell’s Helicopter EGPWS provides superior and potentially life-saving information for flight crews, even when flying in changing weather with poor visibility, in rough terrain, or at low altitudes,” Kallenbach said. “More than 1,300 helicopters are already flying with our EGPWS and there have been no controlled flight into terrain (CFIT) incidents with an operational Honeywell EGPWS system on board.”

challenges of traffic, terrain and weather, helping to ensure safe flight and guard against Controlled Flight Into Terrain (CFIT), weather related hazards, and collisions with obstacles and other aircraft. Honeywell, which produced the first terrain avoidance system for commercial aircraft, produces a full range of aircraft equipment, from engines, auxiliary power units and other mechanical systems to Health Usage Monitoring Systems (HUMS) and avionics. IRVINE, CA -- The Boeing A160T Hummingbird unmanned helicopter successfully completed 20 test flights from Aug. 31 to Oct. 8 with the Foliage Penetration Reconnaissance, Surveillance, Tracking and Engagement Radar (FORESTER). The tests, conducted at Fort Stewart, GA, validated the radar-carrying A160T’s flight characteristics with more than 50 hours of flying time.

FORESTER is being developed by the Defense Advanced Research Projects Agency (DARPA) and the U.S. Army to provide enhanced coverage of moving vehicles and dismounted troops under foliage, filling the current surveillance gap. The Fort Stewart tests were conducted under a contract with DARPA.

“The success of these test flights points to the operational readiness of this important capability,” said Vic Sweberg, director of

Unmanned Airborne Systems (UAS) for Boeing. “The FORESTER is a unique radar, and the A160T is a unique helicopter. Together, they make a formidable system.”

The 53 flight hours at Fort Stewart pushed the total flight hours for the A160T past the 220-hour mark. The helicopter’s longest flight at Fort Stewart was 5.8 hours and its average flight time was 4.2 hours.

The A160T is a turbine-powered unmanned helicopter that can perform numerous missions, including intelligence, surveillance and reconnaissance, communications, and precision resupply. It holds the world record for endurance for its class (more than 18 hours unrefueled), can hover at 20,000 feet and can carry up to 2,500 pounds of cargo.

The Hummingbird recently was selected to participate in the

U.S. Marine Corps Warfighting Laboratory’s Immediate Cargo Unmanned Aerial System Demonstration Program. Boeing will demonstrate that the A160T can deliver at least 2,500 pounds of cargo from one simulated forward-operating base to another in fewer than six hours per day for three consecutive days.

Finally, they are correcting a sentence in the preamble to conform to the final rule regarding the use of flight training devices.

HAI hosts Russian delegationHAI hosted a Russian delegation at HAI headquarters. HAI President Matt Zuccaro, in conjunction with Rebecca Tollefson, Program Officer, Visitor Exchange Program from the World Learning organization in Washington, DC, organized the delegation, whose purpose was to come to the U.S. to examine helicopter safety and general oversight.

The delegation’s program goals were to:

· Gain an overview of the U.S. Federal Aviation Administration’s safety, oversight and general accountability measures for rotorcraft vehicles;

· Uncover lessons learned in the analysis of rotorcraft accidents and the resulting best practice and policy prescriptions;

Bell Helicopter Simulators and Training Programs Qualified by Aviation Authorities in Europe and BrazilFlightSafety International has received Joint Aviation Authority Type Rating Training Organization approval from the United Kingdom Civil Aviation Authority for its Bell Helicopter 212/412 and 430 training programs.

In addition the Bell Helicopter 212/412 simulator has been qualified by the European Aviation Safety Agency and the Bell Helicopter 430 simulator has also been qualified by the National Civil Aviation Agency of Brazil and EASA.

ERA09LA436DATE: Saturday, August 01, 2009 LOCATION: Deer Island, MEAIRCRAfT: Eurocopter EC130INjuRIES: 4 Minor.On August 1, 2009, about 1656 EDT, a Eurocopter EC 130B4 was substantially damaged during a forced landing on the water near Deer Island, Maine. The pilot and the three passengers received minor injuries.

In communications with a representative of the pilot, it was reported to the Safety Board that the flight departed from the motor yacht at approximately 1650, it was flown to the coastline at approximately 400 feet above mean sea level, the pilot began maneuvering the helicopter and it then began loosing altitude. Prior to impacting the water, the pilot deployed the emergency flotation devices mounted on the skids of the helicopter in order to prevent the helicopter from sinking. The pilot did not report any mechanical malfunctions with the helicopter prior to the accident.

A review of copies of the helicopters maintenance logbooks revealed that on August 26, 2008, the helicopter had undergone a 50/100/annual/star inspection at aircraft total time 77.1 hours A six month phase inspection was completed on January 22, 2009, and at that time the helicopter had accumulated 83.4 total hours of service.

ERA09TA440DATE: Tuesday, August 04, 2009 LOCATION: jacksonville, fLAIRCRAfT: Eurocopter AS 350B3INjuRIES: 1 Minor, 1 uninjured.On August 4, 2009, about 1630 EDT, a Eurocopter AS 350B3 helicopter was substantially damaged while maneuvering at the

Herlong Airport (HEG), Jacksonville, Florida. The CFI sustained minor injuries and the pilot under instruction was not injured.

According to a CBP representative, the pilots were practicing maneuvers with the hydraulic system turned off, to simulate a hydraulic system failure. The pilot was conducting a practice approach to runway 25, with a transition to a hover, when the helicopter contacted the ground, spun and rolled over.

The helicopter came to rest on the south side of the runway. The fuselage, tail rotor and main rotor drive systems were substantially damaged.

Examination of the helicopter by a FAA inspector did not reveal any pre-impact mechanical malfunctions. Nor did either pilot report any mechanical abnormalities.

CEN09WA506DATE: Wed., August 05, 2009LOCATION: Mont Laurier, CanadaAIRCRAfT: Enstrom f28INjuRIES: 2 fatal.On August 5, 2009, at 1000 EDT, an Enstrom F28C helicopter was destroyed when it impacted wires and terrain near Mont-Laurier Airport (CSD4), Mont-Laurier, Quebec, Canada. The pilot and passenger were fatally injured. The accident flight originated from CSD4.

CEN09CA517DATE: Tuesday, August 11, 2009LOCATION: Covert, MIAIRCRAfT: BELL 47G-2AINjuRIES: 1 uninjured.The pilot topped off the fuel tanks prior to takeoff. Approximately two hours later, a loss of engine power was experienced. The pilot performed an autorotation to a field, however, the tail rotor contacted a 4x4 wooden post during the

landing. This resulted in substantial damage to the tail boom. Inspection of the helicopter revealed the left fuel tank was empty and the right fuel tank was full. Inspection of the fuel system revealed the right tank fuel vent was completely blocked by mud dauber debris along with the remains of two mud daubers. The left fuel tank vent was partially blocked by mud dauber debris. Both tanks feed to a central line which provides fuel to the engine. In addition, the nut on the T-fitting from the left tank fuel line was found finger tight.

ERA09LA460DATE: Wed, August 12, 2009LOCATION: Acworth, GAAIRCRAfT: MD 369EINjuRIES: 1 Serious, 1 Minor.

On August 12 2009, at about 1000 EDT, a MD 369E lost engine power during a descent and collided with the ground in Acworth, Georgia. The pilot received minor injuries and the passenger was seriously injured. The helicopter was substantially damaged by impact forces.

The pilot stated that he and an observer were conducting an aerial observation of power lines. He said that he climbed to 1,400 feet MSL, and was awaiting clearance from McCollum Field, Georgia (RYY) to enter its airspace. He said that after receiving clearance to enter RYY he began a descent. Approximately 5 to 10 seconds into the descent he heard a “’bang and breaking” noise. Subsequently, he received an “ENG OUT” audio and caution lights. He then made an emergency autorotation into a field.

Examination of the helicopter by an FAA inspector revealed that the helicopter collided with a runoff ditch behind residential homes. Examination of the airframe and

flight control system components revealed no evidence of pre-impact mechanical malfunction. The helicopter was recovered from the ditch and a cursory examination was conducted on the engine. During the examination, visible damage was noted at the power turbine section. Further examination revealed that there was a broken blade on the third stage turbine wheel. The upper and lower magnetic chip detectors were removed, and both were contaminated with metal.

WPR09GA397DATE: Thursday, August 13, 2009 LOCATION: Lancaster, CAAIRCRAfT: Eurocopter AS 350 B2INjuRIES: 3 Serious.On August 13, 2009, at 1230 PDT, a Eurocopter AS 350 B2 landed hard following a practice 180-degree autorotation at William J. Fox Field (WJF), Lancaster, California. The helicopter was substantially damaged. The two pilots and a passenger were all seriously injured. The flight departed Van Nuys Airport (VNY), Van Nuys, California, at 1130.

Fox Field issued a special weather observation report at 1237, which reported winds from 240 degrees at 13 knots gusting to 18 knots.

Prior to the accident, the flying pilot had completed several practice autorotations without incident. On the accident maneuver, after completing the first 90-degree turn, the check pilot observed that the helicopter was not going make its intended landing spot. He advised the flying pilot that he was reapplying power to execute a go-around. However, the helicopter had reportedly established a high sink rate, which the pilots were unable to arrest prior to the helicopter impacting the ground.

I recently ran across an interesting thread on an aviation web forum. Even though this was a fixed wing forum, the conversation applied equally to rotorcraft since insurance rates for helicopters are generally higher, our experienced rotorcraft pilot force is aging and there are fewer training facilities and opportunities for young pilots relative to the fixed wing community.

While the conversation began along the topic of training, spiraling training costs and getting experience for low time pilots, the subject of insurance was quickly broached. Here is a summary of some of the major points made on the thread:

The insurance underwriters are driving the training requirements and using a “cookie cutter” template for their rating decisions with little regard to identifying or rewarding the safest and best operators. It was suggested that instead of being part of the solution, insurance companies current methods of rating a risk were part of the problem. It was suggested that if you were big, you must be good because the biggest operators always got the best rates. In addition, by failing to reward the “good/safe” companies and punish the “bad/unsafe” companies, the aviation insurance companies were somehow abdicating their responsibility and not being held accountable.

Rather than classifying operators in terms of “good” and “bad” or “safe and unsafe”, I tend to view operations on a sliding scale from “minimum standard” to “excellent”. Certainly there are some “bad/unsafe/substandard”

operators, however I have found very few operators who didn’t believe they were conducting a safe operation—at least in accordance with minimum FAA standards.

Underwriters rate brokers based on the quality of the risks they bring to the table. In addition we have a moral and ethical obligation to accurately represent a client or risk to the underwriters so an informed decision can be made on how to rate the risk.

While I don’t always think it is fair, I agree that size matters. Every underwriting company has their own methods and rating scales, but most employ fleet and multi-aircraft discounts in relation to total premium on an account. In a similar manner, hull rate reductions are given to higher value aircraft.

Not all underwriters are the same just as not all flight operations are the same. Right or wrong, once the deal is negotiated, an underwriter will usually put the file away until something happens. For the “minimum standard” operator, that can be a good thing. For the “above standard to excellent” operators, it may not be. Working with your broker to continue building the relationship with your underwriter throughout the year can go a long way to separating you from the rest. All underwriters prefer to insure clients who are perceived as the lowest risk. Some underwriters like to visit their customers or potential customers, but it isn’t possible to visit them all. However, they still can be a good resource in helping you find a way to do it better and safer without a personal visit. A

proactive broker will look for an underwriting company who fits your operational style and work to help find a mutual solution to your operational needs. Everyone should be interested in the same thing—a safe and efficient flight operation that sees and avoids accidents.

Underwriters use standard rating procedures for many similar risks. It is a little more complicated than it may appear to the casual observer. It is a manual process and very subjective according to the underwriter’s best judgment based on the underwriting criteria they have been given by the insurance company and with the information they have available about the risk. All they have to go on are their internal resources, what the broker gives them and in turn, what you give the broker. If your broker submits only the standard information then you are probably going to get a standard result. Cultivating the confidence and understanding of the underwriter can, and does, make a difference, not only in premium, but in flexibility, such as giving experience to a lower time pilot. All of that impacts the “total cost” equation of a flight operation.

While it may not be apparent, underwriters are held accountable by their insurance company and re-insurers. When there is a loss, the underwriter gets the opportunity to “explain the risk”, especially when there is what appears to be an avoidable loss. If there is some impropriety, like the use of a pilot that doesn’t fit the open pilot warranty, you can bet the broker is going to get a call to query whether the underwriter was

given a complete description of the operation to the best of the broker’s knowledge. Bottom line, if a broker breaches the trust of an underwriter, they could lose their appointment with that company as well as get involved in an Errors and Omissions law suit. If the underwriter continues to show a loss on his underwriting activities, he won’t be around long. If the insurance company does not make a profit, they will not be able to get the re-insurance necessary to stay in business.

The market place is changing. Rates have leveled at historic lows and are starting to creep up in certain segments of the market. Underwriters have already become more selective in what new business they want to pursue and what they are willing to bid for them. Their biggest dilemma continues to be how to tell the difference between a “standard” risk, an “excellent” risk and the one they feel falls outside their underwriting guidelines. When in doubt, the number they put on the page will tend to get bigger or they will simply stamp the submission declined.

If you are offering crop spraying services, then you need to be able to optimise efficiency by controlling the rate of delivery of the pesticide. Further, when your first load is exhausted and you go back for more, then when you return you need to know exactly where it was you left off

spraying. Without that information, some areas could get more coverage than they need (wasting product and adding cost), while others could get no coverage at all. You may

also need to

control the spraying so that you avoid buildings, road, lakes and rivers.

There are similar issues in helicopter fire fighting operations: knowing exactly where you dropped your last load can be a critical factor in how quickly the fire is brought under control.

In short, the key to running a successful and profitable helicopter business is the ability to take the guesswork out of the operations.

There are also safety considerations. The CAA puts the onus on the helicopter operator to ensure

safety with slung loads, and the final responsibility for the acceptance of any load for flight rests with the captain of the helicopter concerned. The total mass of any slung load has to be determined accurately. Performing an accurate ‘All Up Mass’ (AUM) calculations (covering the weight of the load itself plus any slings, nets, strops, swivels and shackles) before the helicopter lifts off is critical, but an accurate

measure of load once the helicopter is airborne

can certainly offer additional assurance.

The cockpit display provides the pilot with a full colour, 5.7in TFT touchscreen computer, running Windows XP embedded and LabVIEW on a 1GHz processor. The cockpit display runs from a DC input of between 11 and 32, enabling it to be powered from the in-helicopter supply.

The combination of the familiar Windows operating system and the implementation of LabVIEW provides a user-friendly interface with highly intuitive operation. The cockpit display gives the pilot a real time measure of the load, while the GPS facility relates this data to position and time. The information presented is accurate to the kilogram-metre, and the system also logs all of this data for any subsequent analysis.

For applications such as crop spraying, the system can also be configured to provide flow indication and/control. Flow indication highlights the flow of product from the hopper in a variety of standard units (kg/sec, lb/sec, litre/sec, litre/m or kg/m) all with GPS position recording. The display can also indicate whether the flow is too fast or too slow for the actual ground speed of the helicopter. An active option provides accurate flow control, with feedback to the hopper or bucket to maintain an even application rate according to the ground speed of the helicopter. It also takes into account the reducing force at the opening (and hence reducing flow rate of the product) as the product is used up, actively

adjusting the flow rate accordingly.The load and position data is also

send to the ground-based remote receiver over the same 2.4GHz band, enabling data to be checked and double-checked, and ensuring that returning buckets are indeed empty.

The HeliNav-LoadMaster system provides a host of data analysis functions, and also provides features such as the generation of billing reports. Not only can detailed reports be generated instantly and emailed to the customer, but operators can be sure that their billing is absolutely accurate, with no room to quibble. Customers are able to see exactly what they are paying for, with complete transparency.

Looks like New York City’s jet setters will have to stick to the “old” way of getting into the city; at least for the time being. U.S. Helicopter has suspended service, saying, “We are temporarily halting all service as we regroup to add aircraft to our fleet and introduce new routes.”

AD #: 2009-19-51This Emergency Airworthiness Directive (AD) is prompted by a mandatory continuing airworthiness information (MCAI) AD issued by the European Aviation Safety Agency (EASA), which is the Technical Agent for the Member States of the European Community. The MCAI states that while taxiing, the tailboom of a Model AW139 helicopter bent and collapsed. Also, EASA had received previous reports of evidence of debonding on some tailboom panels of the specified Agusta model helicopters. This condition, if not corrected, could result in failure of a tailboom and subsequent loss of control of the helicopter.

The FAA has reviewed Agusta Alert Bollettino Tecnico (ABT) Nos. 139-193 and 139-194, both dated September 3, 2009. These ABTs refer to the aircraft maintenance publications for inspecting the affected tail panels for signs of debonding. If you find evidence of debonding, the ABTs also advise you to contact the manufacturer for repair instructions.

EASA has issued AD No. 2009-0198-E, dated September 4, 2009, which supersedes EASA AD No. 2008-0157, dated August 13, 2008, to correct an unsafe condition for the specified model helicopters. The latest EASA AD requires repetitive inspections of the tailboom panels at closer intervals. In case of debonding, the EASA AD requires you to mark the debonded areas for identification, contact the manufacturer for instructions, and follow their corrective actions.

These helicopter models have been approved by the aviation authority of Italy and are approved for operation in the

United States. Pursuant to our bilateral agreement with Italy, EASA, their technical agent, has notified us of the unsafe condition described in the MCAI AD. We are issuing this AD because we evaluated all information provided by EASA and determined the unsafe condition exists and is likely to exist or develop on other helicopters of these same type designs. Therefore, this AD requires inspecting the tail panels for debonding as follows:

• Using the large end of the head of a specified part-numbered aluminum hammer, tap inspect the full skin surface of the tailboom between Stations 8700 and 11019.5 for a hollow or dull sound. A bond separation will give a hollow or dull sound. A good bond will make a solid or clear sound. Do the inspections at the following intervals:

° For helicopters, serial number (S/N) 31006, 31020, 31022, 31042, 31136, 31157, and 31248, within 5-hours time-in-service (TIS), unless done previously, and thereafter at intervals not to exceed 50-hours TIS.

° For all helicopters, except S/N 31006, 31020, 31022, 31042, 31136, 31157, and 31248, within 25-hours TIS or 30 days, whichever occurs first, unless done previously, and thereafter at intervals not to exceed 50-hours TIS.

• If you find bond separation, use the small end of the head of the hammer to identify the edges of the debonded area. If the debonded area goes beyond the strake, remove the strake. Using a marking pen or chalk, mark the edge of the debonded area.

° Measure the surface area of each debonded area, the distance between the edges of the

debonded areas, and the distance of the edge of each debonded area from the edge of the bond joint.

° Before further flight, repair the tailboom using FAA-approved data and procedures if:

° The debonded area exceeds 320 mm2 (0.5 in2),

° The distance between the edges of any two debonded areas is less than or equal to three times the largest debond dimension of the two debonded areas measured on a line between the centers of the two debonded areas, or

° The edge of any debond area is less than 3 mm (0.118 in) from the

edge of the panel bond joint.This AD differs from the MCAI

AD in that we refer to flight hours as hours TIS. Also, we do not require you to contact the manufacturer nor do we reference their ABT, which references the maintenance manual. We have also inserted the inspection requirements and the debonding limits in this AD as required in the maintenance manual.

This rule is issued under 49 U.S.C. Section 44701 pursuant to the authority delegated to me by the Administrator, and is effective immediately upon receipt of this emergency AD.

The last couple of years have been a tough time for many companies. Profits are down. Used aircraft values have decreased dramatically. Aircraft manufacturers have cut production and laid off thousands. Congress passed the “American Recovery and Reinvestment Act of 2009”. How do these factors influence an aircraft purchase or major aircraft improvement decision? If money is one of the deciding factors affecting your decision, please check with your tax counsel and advisor to confirm the financial impact of your decision after tax. What are

some common sense money considerations affecting an aircraft purchase decision?

The timing of an aircraft trade or current major aircraft improvement decision can have a significant impact on your after-tax cash flow. Evaluate your situation while there is time remaining to make decisions on equipment changes and performing major improvements on existing equipment before the end of the tax year. By evaluating your current business year now, you might be able to change your timing on financial items that will help you receive additional tax deductions this year.

Purchasing or trading for a new aircraft offers accelerated bonus depreciation. Bonus depreciation provides extra depreciation in the year a new aircraft is placed in service. Will your profits allow you to benefit from this extra depreciation this year? What is the historical percentage resale value after five years of the new aircraft being considered? The resale value has a big impact on total ownership cost. Even in this tough market today, I believe the new aircraft percentage resale value (after five years) will be about the same as history shows. Purchasing the new aircraft at a discount might change the resale percentage, but be careful about jumping to conclusions. New aircraft offer greater reliability and lower operating cost than used aircraft. If you are trading a used aircraft for a new aircraft, the trade value offered will impact the amount of depreciation. Will the resale value of the used aircraft increase in the future?

Purchasing or trading for a used aircraft is an alternative. Used aircraft values are depressed. After five years, what will be the percentage resale value of

the used aircraft? Due to the depressed market today, the used aircraft could actually appreciate in value. Remember, the resale value has a big impact on total ownership cost. Since bonus depreciation applies to capital improvements on any type (new or used) aircraft, making major improvements to your current aircraft or purchasing a fixer-upper might be considered.

The difference between the new bonus depreciation and normal depreciation deserves comment. The total amount that can be depreciated, using either method, is the purchase price plus sales tax. The difference between the new bonus and normal depreciation is the year in which the depreciation is deducted as an expense. The new bonus depreciation can offer more depreciation this year. To really evaluate the difference, look at the after tax cash flow difference that depreciation and resale values make in your situation. What is the Net Present Value (NPV) of both the new and used after tax cash flows? You might be surprised with the results of this calculation. Please check with your tax advisor prior to making a decision.
