Hi Jeannie,
I just signed the MOU with Hirsch/Green Transportation Consulting, Inc. for a new mixeduse project at 8150 W SunsetBlvd. Back in April they were discussing this project with Tommy, Western District and the Pedestrian group. Theproject is in CD 4. That means Hollywood/Wilshire District, right?
The project is proposing to change the southwest corner of Sunset & Crescent Heights. Currently, the eastbound rightturn lane on Sunset is separated from the main roadway by a median island. They would like to move the rightturn laneback to the main roadway and incorporate the island into the intersection. Attached is the conceptual site plan whichwas included in the MOU and following you'll see Brian Gallagher's comments on the previous conceptual design. Previously, the conceptual site plan did not include a valet dropoff on Crescent Heights.
The total net project trips are: 1,055 daily, 220 AM peak hour, 211 PM peak hour. The project will replace about 80,000sf retail/commercial use with 111,000 sf retail/commercial uses and 249 apartments.

Please look at the attachment. There is a proposed project to remove a rightturn lane and relocate it onto the mainroadway. This will allow us to connect a large median island to the rest of the block at the southwest corner. This isalso a busy commercial area. I see that in addition to what is being proposed, it might be able to be made into apedestrian area if they work with your group.

I like this project, but am concerned about the loss of capacity at the intersection by replacing a long, uncontrolled rightturn lane with a shorter, signal controlled lane that will be blocked by a bus stop. I will support this project if the busstop is relocated to the far side of the intersection, AND if we have the opportunity to add N/B LT phasing + E/B RTphasing at the signal, if determined to be justified by the District, so that the RT overlap phase could minimize thereduction of capacity. This intersection is heavily congested, and we need to try for at least capacity neutral projects ifpossible.

I have passed this to Roy for comment as well, but I do agree with Brian. Also, I don't like the valet zone on Crescentheights especially if it queues and blocks the curb lane, it will be down to one lane and EB right turn won't be able to turnand SB curb lane will be blocked creating gridlock at this intersection which already bad.

Bus Stop should be relocated as Brian suggested.RT lane may need to longer depending on the capacity anaylsis.Should go with wider turning radius? Design issue.

This project presents anopportunity that we believe will not only benefit the project’s access on Crescent Heights Boulevard, but willclean up the intersecĕon of Sunset Boulevard and Crescent Heights Boulevard by removing the sweeping right‐turn “cut‐through” lane (eastbound to southbound) that is stop‐sign controlled at its intersecĕon with CrescentHeights Boulevard, located approximately 130‐feet south of Sunset Boulevard.
I have aĥached a graphic illustraĕng the conceptual design for the reconfiguraĕon of this intersecĕon and welook forward to meeĕng with you on Monday to further discuss the possibiliĕes of pursuing this idea.

Please look at the attachment. There is a proposed project to remove a rightturn lane and relocate it onto themain roadway. This will allow us to connect a large median island to the rest of the block at the southwestcorner. This is also a busy commercial area. I see that in addition to what is being proposed, it might be ableto be made into a pedestrian area if they work with your group. Tomas, Rudy......... I like this project, but am concerned about the loss of capacity at the intersection by replacing a long,uncontrolled right turn lane with a shorter, signal controlled lane that will be blocked by a bus stop. I willsupport this project if the bus stop is relocated to the far side of the intersection, AND if we have theopportunity to add N/B LT phasing + E/B RT phasing at the signal, if determined to be justified by the District,so that the RT overlap phase could minimize the reduction of capacity. This intersection is heavily congested,and we need to try for at least capacity neutral projects if possible.
