City of Los Angeles 8150 Sunset Boulevard Mixed Use Project SCH No. 2013091044 ES1 EXECUTIVE SUMMARY This chapter of the Draft Environmental Impact Report (“Draft EIR”) is prepared pursuant to the California Environmental Quality Act (“CEQA”) for the proposed 8150 Sunset Boulevard Mixed‐Use Project (the “Project”). In accordance with CEQA Guidelines Section 15123, this chapter provides a brief description of the Project; identifies significant effects and proposed mitigation measures or alternatives that would reduce or avoid those effects; describes areas of controversy known to the lead agency; and presents issues to be resolved. A. PROJECT LOCATION The Project Site is located at 8150 W. Sunset Boulevard in the Hollywood community of the City of Los Angeles, at the foot of the Hollywood Hills, approximately seven miles northwest of Downtown Los Angeles. The site is well served by a network of regional transportation facilities. Various public transit stops operated by the Los Angeles County Metropolitan Transportation Authority (Metro) are located in close proximity to the Project Site, the Hollywood Freeway (State Route 101) is approximately two miles northeast of the site, Interstate 10 is approximately four miles south of the Project Site, and Interstate 405 is approximately six miles southwest of the site. B. PROPOSED PROJECT The Project Site is located at 8150 W. Sunset Boulevard in the Hollywood community of the City of Los Angeles, at the foot of the Hollywood Hills, approximately seven miles northwest of Downtown Los Angeles. The Project Site is located within the block bounded by Sunset Boulevard on the north, Havenhurst Drive on the west, Crescent Heights Boulevard on the east, and multi‐family residential uses within the City of West Hollywood on the south. The Project Site is located in the western portion of the Hollywood Community of the City of Los Angeles, and therefore the site functions as a part of the eastern gateway to the Sunset Strip. The Project vicinity is highly urbanized and generally built‐out. The Project Site, with frontage on Sunset Boulevard, lies in the more active regional center of Hollywood with its mixed‐use blend of commercial, restaurant, bars, studio/production, office, entertainment and high density residential uses. The Project would include approximately 111,339 square feet of commercial retail and restaurant uses within three lower levels (of which one level is subterranean) and one rooftop level, and 249 apartment units, including 28 affordable housing units, within twelve levels representing 222,564 gross square feet of residential space. The project would also provide a new, approximately 9,134 square‐foot public space at the northeast corner of the Project Site (this area is, and will continue to be, owned by the City, although the Applicant will be required to improve and maintain the area), a 34,050 square‐foot central public plaza at the site interior, public rooftop deck/garden areas along Sunset Boulevard, a private pool and pool deck area for residents, as well as other resident‐only amenities totaling approximately 6,900 square feet that would include a residential lobby, resident recreation room, fitness center, business center, changing rooms and library. Parking for all proposed uses would be provided on‐site via a seven‐level (of which three levels are subterranean or semi‐subterranean) parking structure housed within the podium structure that includes 849 total parking spaces (295 for residential uses and 554 for commercial retail and restaurant uses). Short‐ and long‐term bicycle parking totaling approximately 985 spaces would also be provided on‐site, including

EXECUTIVE SUMMARY

A. PROJECT LOCATION 

The Project Site is located at 8150W. C.  PUBLIC REVIEW PROCESS 

AsfurtherdescribedinChapter1,Introduction,theCitycirculatedaNoticeofPreparation(“NOP”)toState,regional,andlocalagencies,andmembersofthepublicfora33‐dayreviewperiod,commencingSeptember13,2013andendingOctober15,2013. Thepurposeof theNOPwasto formallyconveythattheCitywaspreparingaDraftEIRfortheproposedProject,andtosolicit inputregardingthescopeandcontentof theenvironmental information to be included in the Draft EIR. See Appendix A‐1, Initial Study/Notice ofPreparation,ofthisDraftEIR.

Inaddition,apublicscopingmeetingwasheldonOctober2,2013from5:30P.M.to7:30P.M.attheWillandAriel Durant Branch Library, located at 7140 W. Sunset Boulevard, Los Angeles, California 90046. Thepresentationmaterialsandotherdocumentation from theScopingMeetingareprovided inAppendixA‐3,ScopingMeetingMaterials, of this Draft EIR, while public comments received at the ScopingMeeting arecontainedinAppendixA‐4,ScopingMeetingPublicComments.ThisDraftEIRwillbereleasedforaminimum45‐day public comment period. Following the public comment period, a Final EIRwill be prepared thatincludesresponsestothecommentsontheDraftEIR.

D.  AREAS OF CONTROVERSY/ISSUES TO BE RESOLVED

Significant unavoidable impacts could occur as a result of Project impacts, cumulative impacts, and as asecondary effect from the implementation of a mitigation measure. Based on the analysis contained inChapter4,EnvironmentalImpactAnalysis,andChapter6,OtherCEQAConsiderations,theProjectwouldresultin significant historical resources impacts, significant construction noise and vibration impacts, andsignificantconstruction‐relatedtrafficimpacts.

F.  ALTERNATIVES 

The State CEQA Guidelines, Section 15126.6(a) require an EIR to “describe the range of reasonablealternatives to theproject, or to the locationof theproject,whichwould feasibly attainmostof thebasicobjectivesoftheprojectbutwillavoidorsubstantiallylessenanyofthesignificanteffectsoftheproject,andevaluatethecomparativemeritsofthealternatives.”TheStateCEQAGuidelinesemphasizethattheselectionofprojectalternativesbebasedprimarilyontheabilitytoreducesignificantimpactsrelativetotheproposedproject,“evenifthesealternativeswouldimpedetosomedegreetheattainmentoftheprojectobjectives,orwouldbemorecostly.”1TheStateCEQAGuidelinesfurtherdirectthattherangeofalternativesbeguidedbya“ruleofreason,”suchthatonlythosealternativesnecessarytopermitareasonedchoiceareanalyzed.2

Asdescribed indetail inChapter5.0,Alternatives,of thisDraftEIR, the followingeightalternatives to theProject were analyzed: 1) No Project/No Build Alternative; 2) Existing Zoning Alternative; 3) ReducedHeightAlternative;4)ReducedDensityAlternative;5)BankPreservationAlternative;6)ReducedHeightandBankPreservationAlternative;7)On‐MenuAlternative;and8)ResidentialandHotelAlternative.Basedonan analysis of these alternatives, an environmentally superior alternative is identified. The eightalternatives,aswellastheenvironmentallysuperioralternative,aresummarizedbelow.

1.  Alternative 1:  No Project/No Build Alternative 

UnderAlternative1,theNoProject/NoBuildAlternative,theProjectSitewouldnotbeimprovedorchangedfrom its current condition. Existinguses, including80,000square feetof retail, bank, restaurants,offices,and art storage, would continue to operate as under existing conditions. Parkingwould remain at 222spaces.ThereconfigurationoftheadjacentCity‐ownedtrafficislandatthesouthwestcornerofSunsetandCrescentHeightsBoulevardstoprovidea9,134‐square‐footpublicspace(i.e., theCornerPlaza)wouldnotoccur.

2.  Alternative 2:  Existing Zoning Alternative 

Under Alternative 2, the Existing Zoning Alternative, all existing buildings would be demolished and theProjectSitewouldbedevelopedwith111,339squarefeetofnewcommercialusestobelocatedinthreenewbuildings. Thisrepresentsanetincreaseof31,339squarefeetofcommercialretailusescomparedtotheexisting80,000squarefeetofretail,office,restaurant,andbankuses. Totaldevelopmentwouldconsistof111,339squarefeetoffloorarea,whichwouldbethesameamountofcommercialdevelopmentasundertheProject,butwithamaximumFARof1:1andmaximumbuildingheightsof45 feet (asmeasured fromthelowestelevationontheProjectSiteatthesouthwestcorneroftheproperty).NoresidentialuseswouldbedevelopedunderthisAlternativeandtheadjacentCity‐ownedtraffic islandat thesouthwestcornerof theSunsetBoulevard/CrescentHeightsBoulevardintersectionwouldnotbeimprovedtoprovideapublicplaza.Vehicular site access would be provided via at‐grade driveways on Sunset Boulevard, Crescent HeightsBoulevard,andHavenhurstDrive,andon‐siteparkingwouldbeprovidedviaasurfaceparkinglotandnewstructuredparkinglevels,withrooftopparking.

3.  Alternative 3:  Reduced Height Alternative 

Alternative3,theReducedHeightAlternative,wouldincludethesamedevelopmentintensityastheProjectwithamaximumFARof3:1,butwitha25percentreductioninthemaximumheightoftheProject.AswiththeProject, thisAlternativewouldentail thedevelopmentof249residentialunits, including28affordablehousingunits,and111,339square feetofcommercialusesoveracentralpodiumstructure. TheReducedHeightAlternativewouldhave the samedevelopment intensity and floor area as the Project, but a loweroverall buildingheight, representedby a four‐story reduction at the taller tower component of the SouthBuilding and a one‐story increase at the lower component of the SouthBuilding. BuildingheightswouldrangefromtwostoriesfortheNorthBuildingalongSunsetBoulevard,tenstoriesattheeasternportionoftheSouthBuilding,comparedtoninestoriesundertheProject,andtwelvestories,comparedto16storiesunder the Project, at the western portion of the South Building.3 All uses, including residential, retail,restaurant,supermarket,healthclub,andwalk‐inbank,wouldhavethesamefloorareaastheProject. AllotherProject‐relatedimprovements,facilities,andamenities, includinglandscapedplazas,streettrees,andtheconversionoftheCity‐ownedtrafficislandtoprovidea9,134‐square‐footpublicspace,wouldbesimilartothoseoftheProject.UnderthisAlternative,allexistingbuildingswouldberemovedfromtheProjectSite.

4.  Alternative 4:  Reduced Density Alternative 

Alternative4, theReducedDensityAlternative,wouldreduceoveralldevelopment intensityby25percentrelative to the Project. Thiswould allow for 187 residential units, including 21 affordable housing units,comparedto249unitsincluding28affordableunitsundertheProject,and83,500squarefeetofcommercialuses,comparedto111,339squarefeetundertheProject,foramaximumFARof2.25:1. Thegrocerystorefloorareawouldbe18,605squarefeet,comparedto24,811squarefeetundertheProject.Totalresidentialfloorareawouldbe167,585squarefeet,comparedto222,564squarefeetundertheProject.Totalfloorareawouldbe251,377squarefeet,comparedto333,903squarefeetundertheProject.Buildingheightswouldremain the sameas theProject, ranging from twostories at theNorthBuilding to16 stories at theSouthBuilding. The reduced floor area would result in similar building footprints but an overall reduction inmassingbyremoving two floors fromthe lowerportionof theSouthBuilding foraheightofseven floors,while maintaining taller 16‐story South Building tower and the two‐story North Building as under theProject.4 All other Project‐related improvements, facilities, and amenities, including landscaped plazas,street trees, and the conversion of the adjacent City‐owned traffic island to provide a 9,134 square‐footpublicspace,wouldbesimilartothoseoftheProject.UnderthisAlternative,allexistingbuildingswouldberemovedfromtheProjectSite.

5.  Alternative 5:  Bank Preservation Alternative 

Alternative 5, the Bank Preservation Alternative, would include the development of a mixed‐useresidential/commercialprojectontheProjectSiteatthesameoverall intensityastheProject,whichhasamaximumFARof3:1. However,thisAlternativewouldincreaseresidentialunitsanddecreasecommercialfloorareacompared to theProject. TheBankPreservationAlternativewouldpreserve theon‐siteChaseBankbuilding in its current location. Specifically, thisAlternativewouldentail the removalof all existing3 DuetotheslopingnatureoftheProjectSite,the12‐storyportionoftheSouthBuildingwouldappeartobe16storiesinheightatthe

southwestareaoftheProjectSitealongHavenhurstDrive.4 DuetotheslopingnatureoftheProjectSite,the16‐storyportionoftheSouthBuildingwouldappeartobe20storiesinheightatthe

southwestareaoftheProjectSitealongHavenhurstDrive.

buildingsontheProjectSiteexcepttheBankbuilding.Alternative5wouldcomprisethedevelopmentof291residentialunitsincluding32affordablehousingunits,comparedto249residentialunitswith28affordableunitsundertheProject,and62,231squarefeetofcommercialuses,comparedto111,339squarefeetunderthe Project. Total residential floor areawould be 271,969 square feet, compared to 222,564 square feetundertheProject. Grocerystorefloorareawouldbeupto15,000squarefeet,comparedto24,811squarefeetundertheProject.Totaldevelopmentwouldconsistofapproximately334,200squarefeet,comparedtoatotalof333,903squarefeetundertheProject. BuildingheightsunderthisAlternativewouldrangefromtwostoriesattheSunsetBoulevardretailfrontageto16storiesattheSouthBuilding,andthemassingofthebuildingswould vary from that of the Project.5 Specifically, the South Buildingwould include two towerelements,onealongHavenhurstDriveat16storiesinheight(orapproximately200feetabovegrade)andthe other along Crescent Heights Boulevard at eight stories in height (or approximately 110 feet abovegrade), while the central portion of the building would be a maximum of six stories in height (orapproximately75feetabovegrade).TheSunsetretailfrontagewouldincludetheexistingBankbuilding,anewretailstructurewestoftheBankBuildingatthecornerofHavenhurstDriveandSunsetBoulevard,andanew “flagship” retail building east of the Bank building at the corner of Sunset Boulevard and CrescentHeights Boulevard. Given the preservation of the Bank building, no rooftop activity would occur at thenorthwestcorneroftheProjectSite.Inaddition,arooftopbar/loungewouldnotbedevelopedatthetopoftheSouthBuilding. Preservationof theBankbuildingunder thisAlternativewould increase thedepthofexcavationnecessarytoconstructbelow‐gradeparkingsincetheareaundertheBankbuildingwouldnotbeusedforparking,asitwouldbeundertheProject.AlthoughtheBankPreservationAlternative,aswiththeProject, would provide three subterranean parking levels, additional excavation would be requiredcompared to the Project to provide parking. All other Project‐related improvements, facilities, andamenities, such as landscaping and the conversion of the adjacent City‐owned traffic island to provide a9,134square‐footpublicspacewouldbesimilartothoseoftheProject.

Under the Bank Preservation Alternative, as noted above, the Bank building would be retained andrehabilitated for commercial use in conformance with the Secretary of the Interior’s RehabilitationStandards(Standards).Alterationsnecessaryforcommercialusewouldincludereplacementoftheexistingnon‐original ground floorwindows and replacement of exterior ground floorwalls on the south and eastelevations with new compatible windows, to improve transparency and views through the building. Inaddition, theexisting false clerestorywindowswouldbe replacedwithnewcompatiblewindows toallownaturallightintotheupperfloorandprovideviewsthroughthenewclerestorywindowsofthefolded‐plateroof.Thedouble‐heightinterioratriumspacewouldbeclosedbyfillinginthemezzaninelevelwithanewfloor. Thenewsecond floorwouldbedesigned tobe reversible, and the existingmezzaninebalconyandrailingswouldberemovedandstored,sothattheatriumcouldbereinstatedatafuturedate.Theinteriorwouldberepurposed for thenewcommercialusewhichwouldrequire relocationofRogerDarricarrere’sdalle de verre stained glass Screen, either within the Bank building, elsewhere within the Project, or toanother appropriate sitewhere itwould be preserved. The floating concrete stair at theBank building’snortheast cornerwouldberetained inplaceor rotated180degrees. Thealterationsandadditionsat thewest end of the Bank building would be removed. 6.  Alternative 6:  Reduced Height and Bank Preservation Alternative 

Alternative6, theReducedHeightandBankPreservationAlternative,would include thedevelopmentofamixed‐use residential/commercial project on the Project Site at the same overall intensity as the Project(maximum FAR of 3:1), but would increase residential units and decrease commercial floor area. ThisAlternativewould also preserve the on‐site Chase Bank building in its current location. Specifically, thisAlternativewouldentail the removalofall existingbuildingson theProjectSiteexcept theBankbuilding.Totaldevelopmentwouldconsistof291residentialunits,including32affordablehousingunits,and62,231squarefeetofcommercialuses,includingareducedgrocerystoreuseofupto15,000squarefeet(comparedto 24,811 square feet under the Project). Building heights under this Alternativewould range from twostoriesat theSunsetBoulevard retail frontage to16 stories at theSouthBuilding, and themassingof thebuildingswould vary from that of the Project.6 Specifically, the South Buildingwould include two towerelements,onealongHavenhurstDriveat14storiesinheight(orapproximately178feetabovegrade)andtheotheralongCrescentHeightsBoulevardat12storiesinheight(orapproximately155feetabovegrade),whilethecentralportionofthebuildingwouldbeamaximumofsixstoriesinheight(orapproximately75feetabovegrade).TheSunsetretailfrontagewouldincludetheexistingBankbuilding,anewretailstructurewest of the BankBuilding at the corner ofHavenhurstDrive and Sunset Boulevard, and a new “flagship”retailbuildingeastoftheBankbuildingatthecornerofSunsetBoulevardandCrescentHeightsBoulevard.DuetothepreservationoftheBankbuilding,norooftopactivitywouldoccuratthenorthwestcorneroftheProjectSite. Inaddition, therooftopbar/loungewouldnotbedevelopedat the topof theSouthBuilding.PreservationoftheBankbuildingunderthisAlternativewouldincreasethedepthofexcavationnecessarytoconstructbelow‐gradeparkingsincetheareaunderneaththebankbuildingwouldnotbeusedforparking,as it is under theProject. AlthoughAlternative 6, aswith theProject,wouldprovide three subterraneanparking levels, additional excavationwould be required compared to theProject to provideparking. UndertheReducedHeightandBankPreservationAlternative,asnotedabove,theBankbuildingwouldberetained and rehabilitated for commercial use in conformance with the Secretary of the Interior’sRehabilitationStandards(Standards).Alterationsnecessaryforcommercialusewouldincludereplacementof the existing non‐original ground floorwindows and replacement of exterior ground floorwalls on thesouthandeastelevationswithnewcompatiblewindows, to improve transparencyandviews through thebuilding. Alternative 7, the On‐Menu Alternative, would involve the construction of a new 28‐story residentialcondominium towerover retailusesandstructuredparking levels,butwouldretainanumberofexistinguses on the Project Site, including the existing Chase Bank building and fast food drive‐thru restaurant.Under Alternative 7, the Bank building would be retained and rehabilitated for commercial use inconformancewiththeSecretaryoftheInterior’sRehabilitationStandards(Standards),asunderAlternatives5and6describedabove.TheOn‐MenuAlternativewouldqualifyfora3:1FARforaportionoftheProjectSite pursuant to LAMC Section 12.22‐A,25(f)(4)(ii) and a 1.35 FAR for the balance of the Project SitepursuanttoLAMCSection12.22‐A,25(f)(4)(i).TheAlternativewouldhaveanoverallFARofapproximately2.5:1.ThisAlternativewouldprovide146residentialunitsincluding30affordablehousingunits(comparedto 249 unitswith 28 affordable units under the Project). Commercial uses, including existing uses to beretained and new retail construction, would comprise approximately 47,500 square feet of floor area(comparedto111,339squarefeetofcommercialfloorareaundertheProject),areductionofapproximately57‐percentcomparedtotheProject.Totalresidentialfloorareawouldbe228,032squarefeet(comparedto222,564 square feet under theProject),which includes resident‐only amenities such as apool/pooldeck,recreation room, resident bar/lounge, fitness room, business center/library, changing rooms, and privateterraces. Total floor areawould be 278,032 square feet,which represents an over 17‐percent reductioncompared to the Project, which has a total developed floor area of 333,903 square feet. The residentialcomponentwould include 116market rate units (31 one‐bedroom, 50 two‐bedroom, 23 three‐bedroom,and12four‐bedroomunits)and30affordableone‐bedroomunitsin23storiesoverfivelevelsofstructuredabove‐ andbelow‐gradeparking. Commercial useswould include retail space, sit‐down restaurants, fast‐food restaurants (existing), and awalk‐in bank (existing). Building heights under this Alternativewouldreachamaximumof28stories. Becausecommercial floorareawouldbesubstantiallyreducedandretailuses,suchasthegrocerystoreproposedundertheProjectwouldnotbeprovided,parkingrequirementsforthe On‐Menu Alternative would be substantially reduced compared to the Project. Thus, the Project’ssubterraneanparkingLevelB2wouldbeeliminatedandasizeablereductioninProject‐relatedgradingandexcavationvolumeswouldbeachieved.On‐siteamenitieswouldincludepublicandprivateopenspace,suchastheCornerPlaza,CentralPlaza,roofterraces,andpooldeck,aswellaslandscapingandtheconversionoftheadjacentCity‐ownedtrafficislandtoprovidea9,134square‐footpublicspacewouldbesimilartothoseoftheProject.

8.  Alternative 8:  Residential and Hotel Alternative 

Alternative8,theResidentialandHotelAlternative,wouldremoveallexistingbuildingsfromtheProjectSitefortheconstructionofresidentialcondominiums,afull‐service,180‐roomhotel,andrestaurantspacewithinthehotel.TheAlternativewouldhaveanFARofapproximately3:1,andwouldhaveanearlyidenticaldesignto the Projectwith a 9‐ to 16‐story South Building containing hotel and residential uses and a two‐storyNorth Building containing hotel accessory uses over a single podium structure.7 This Alternative wouldprovide 115 residential units including 13 affordable housing units (compared to 249 units including 28affordable units under theProject). Thehotel and related accessoryuseswould comprise approximately153,381 square feet of floor area (compared to 111,339 square feet of commercial floor area under theProject).Totalresidentialfloorareawouldbe179,888squarefeet(comparedto222,564squarefeetundertheProject).Totalfloorareawouldbe333,269squarefeet,whichrepresentsasmallreductioncomparedtotheProject,whichhasatotaldevelopedfloorareaof333,903squarefeet.Thehotelusewouldcomprise135standardroomsand45suitesinthe9‐storyportionoftheSouthBuildingoverstructuredabove‐andbelow‐grade parking. Hotel accessory uses would include a restaurant, bar/lounge, fitness center, and meetingrooms. Becausecommercialfloorareawouldbesubstantiallyreducedandretailuses,suchasthegrocerystoreproposedundertheProject,wouldnotbeprovided,parkingrequirementsfortheResidentialandHotelAlternativewouldbesomewhatreducedcomparedtotheProject.Thus,theProject’ssubterraneanparkingLevel B2 would be reduced in area by over 50 percent, and thus a sizeable reduction in Project‐relatedgrading and excavation volumeswould be achieved.8 On‐site amenities, whichwould include public andprivateopenspace,CentralPlaza,roofterraces,pooldeck,androoftoprestaurant/lounge,landscaping,andtheconversionoftheadjacentCity‐ownedtrafficislandtoprovidethe9,134square‐footpublicCornerPlazawouldbesimilartothoseoftheProject.

9. Environmentally Superior Alternative 

Section15126.6(e)(2)of theStateCEQAGuidelines indicates thatananalysisofalternatives toaproposedprojectshallidentifyanenvironmentallysuperioralternativeamongthealternativesevaluatedinanEIRandthatifthe“noproject”alternativeistheenvironmentallysuperioralternative,theEIRshallidentifyanotherenvironmentally superior alternative among the remaining alternatives. With respect to identifying anEnvironmentally Superior Alternative among those analyzed in this Draft EIR, the range of feasibleAlternatives includes the No Project/No Build Alternative, Existing Zoning Alternative, Reduced HeightAlternative, Reduced Density Alternative, Bank Preservation Alternative, Reduced Height and BankPreservationAlternative,On‐MenuAlternative,andResidentialandHotelAlternative.

The No Project/No Build Alternative is considered the overall environmentally superior Alternative as itwouldavoidnearlyalloftheimpactsthatwouldoccurundertheProject.Itshouldbenotedhowever,thatalthoughmostimpactswouldbeavoidedundertheNoProject/NoBuildAlternative,beneficialaspectsoftheProject, such as the upgrading of the property with distinctive architecture and landscaping and thefulfillmentofnumerousregionalandCityplanandpolicygoalsfortheareawouldnotoccur. Asindicated

In accordance with the State CEQA Guidelines requirement to identify an environmentally superiorAlternative other than the No Project/No Build Alternative, a comparative evaluation of the remainingAlternatives indicates that the Reduced Height and Bank Preservation Alternative would be theenvironmentallysuperiorAlternative.ThisAlternativewouldeliminateasignificantunavoidableimpacttohistoricalresourcesthroughpreservationandreuseoftheBankbuilding,wouldreducebutnoteliminateasignificantunavoidabletemporaryimpactassociatedwithconstruction‐relatednoise,andwouldotherwisereduce themajority of Project‐related impacts to some degree. More specifically, this Alternativewouldresultinreducedimpactsassociatedwithviews,shade/shadow,operationalairquality,historicalresources,greenhousegasemissions,landusecompatibility,constructionnoise,localintersectiontraffic,neighborhoodroadway segment traffic, and solidwaste. TheReducedHeight andBankPreservationAlternativewouldresult in similar impacts regarding visual character, light and glare, AQMP consistency, construction airquality, geology and soils, consistencywith GHG reduction plans, land use plan consistency, constructionvibration, operational noise and vibration, population growth, housing supply, fire protection, and policeprotection. ThisAlternativewould result in incrementally greater impacts for other topicsdue increasedexcavation and an increase of 42 residential units. As with the Project, and with the exception ofconstruction traffic, these impacts associated with employment, libraries, water supply, and wastewaterwouldbelessthansignificant,andimpactsassociatedwitharchaeologicalandpaleontologicalresourcesandparksandrecreationwouldbelessthansignificantwithmitigation.Assuch,theReducedHeightandBankPreservationAlternativeisconsideredenvironmentallysuperioramongthevariousbuildAlternatives.

None of the build Alternatives, including the Reduced Height and Bank Preservation Alternative, wouldeliminate the significant unavoidable temporary impacts related to construction noise and vibration, andonlytheExistingZoningAlternativewouldeliminatethetemporaryconstructiontrafficimpact.ThreeoftheAlternativeswouldpreserveandreusetheexistingBankbuilding(BankPreservationAlternative,ReducedHeight and Bank Preservation Alternative, and On‐Menu Alternative), thus eliminating a significantunavoidable impact to historical resources. While both the Bank Preservation Alternative and ReducedHeightandBankPreservationAlternativewouldresultinthefewestsignificantunavoidableimpacts(threesignificant unavoidable impacts) of the build Alternatives, the Reduced Height and Bank PreservationAlternative would, overall, reduce more impacts relative to the Project than the Bank PreservationAlternative.

Additionally,theReducedHeightandBankPreservationAlternativewouldonlypartiallymeetthreeofthekey Project objectives related to provision of commercial uses for on‐site residents and the surroundingcommunity and increasing economic activity and employment opportunities. Specifically, the ReducedHeight andBankPreservationAlternativewouldprovide convenient andhigh‐quality commercial uses toserve both Project residents and the surrounding community, and also enhance the character of theneighborhood,butitwouldnotcontributetoasynergyofsiteusesattheleveltheProjectwouldduetothereducedcommercialfloorarea.Further,thisAlternativewouldmaintainandenhancetheeconomicvitalityof the region by providing job opportunities associatedwith the construction and operation of proposeduses, and would attract commercial and residential tenants to the Project, but would provide fewer jobopportunitiesandreducedon‐siteeconomicactivityduetothereductionincommercialuses.However,thisAlternativewouldachievetheremainingProjectobjectives.
