Let’s go back in history, way before the Triangle Shirt Waist fire.
The earliest known written building code is included in the Code of Hammurabi, which dates from circa 1772 BC. The book of Deuteronomy in the Bible stipulated that parapets must be constructed on all houses to prevent people from falling off.

Let’s go back even further, way before the time when Deuteronomy was written, back to Code of Hammurabi, a well-preserved
Babylonian code of law from ancient Mesopotamia written about 2100 BC
228: If a builder build a house for a man and complete it, (that man) shall give him two shekels of silver per SAR of house as his wage.
229: If a builder build a house for a man and do not make its construction firm, and the house which he has built collapse and cause the death of the owner of the house, that builder shall be put to death.
230: If it cause the death of a son of the owner of the house, they shall put to death a son of that builder.
231: If it cause the death of a slave of the owner of the house, he shall give the owner of the house a slave of equal value.
232: If it destroy property, he shall restore whatever it destroyed, and because he did not make the house which he built firm and it collapsed, he shall rebuild the house which collapsed from his own property (i.e., at his own expense).
233: If a builder build a house for a man and do not make its construction meet the requirements and a wall fall in, that builder shall strengthen that wall at his own expense.

There are between 22 and 28 State Regulated States
The numbers vary based on who the state’s regulations cover, IE both private and state & local governments or just covering the state & local governments
Section 35 of the Washington State Constitution (1889)
“The Legislature shall pass necessary laws for the protection of persons working in mines, factories and other employment dangerous to life or deleterious to health, and fix fines and penalties for the enforcement of same.”

Story about Bellevue College’s S Building and the T Building
The Construction Phase of the S Building was July 2007 to April 2009.
The Construction Phase of the T Building (picture on the right) was July 2013 to April 2015. I was there for the entire design phase but not construction.
On both buildings the parapet wall is not high enough to be an adequate fall restraint device.
Both buildings have their elevator going all the way to the roof level (a great aid to the Maintenance Team).
During the construction phase for Building T there was an accident and a young Ironworker perished.
Joe’s comments after the incident will always stay with me, and I want you to hear them!

In Closing
Building Codes have a long history; and yes they are often written after blood and ashes events.
You now understand the difference between an Occupational Health and Occupational Safety Incident.
Always look for the Energy Sources when seeking to identify HAZARDS.
Use the Hierarchy of Controls Pyramid to help you mitigate HAZARDS and remember that PPE is your last defense and the
least effective on our Controls Pyramid!
