The County is currently seeking Assistant Directors, Human Resources to direct and lead the strategy of administering and driving: (a) recruitment, assessment, placement, and workforce development; and (b) employee benefits, employee engagement, and employee health and safety Countywide. DEPARTMENT OF HUMAN RESOURCES The Department of Human Resources (DHR) is committed to providing innovative and efficient HR solutions to support public service by recruiting, developing, and retaining a highly qualified, diverse workforce. DHR serves as the County’s central human resources agency and partners with line departmental HR operations to provide an integrated approach to human resources management with a centralized-decentralized balance. The goal of DHR is to deliver the mission, vision and strategic direction of the County through its employees: the individuals who make the difference in providing services for the citizens of the County of Los Angeles. DHR’s budget is over $74 million, with over 400 budgeted positions.

THE ASSISTANT DIRECTOR FOR...

Talent Management Branch Recruiting, assessing, placing, and developing a large and diverse population of employees requires a human resources executive with vision and determination. The Assistant Director, Human Resources for the Talent Management Branch formulates and implements strategies and programs in areas including talent acquisition, internships, examinations, and workforce and employee development. Key responsibilities of the Assistant Director include updating and improving the County’s capabilities in identifying and attracting candidates who bring cutting edge approaches to municipal governance, streamlining the assessment process in a civil service environment, and advancing both the concepts and capabilities in developing the workforce. Partnering with line departments, this visionary and transformative leader works to meet the County’s goal to Realize Tomorrow’s Government Today.

Employee Benefits Branch This is a newly created position within DHR, and requires an innovative thought leader. With professional staff responsible for execution of employee and dependent health and life insurance benefits, paid time off policies, deferred compensation, employee wellness, return-to-work, occupational health, and other workplace programs, the Assistant Director, Human Resources directing the Employee Benefits Branch serves to play a key role in retaining the employees of the County of Los Angeles. Working with the Chief Executive Office, labor organizations, benefits consultants, and a variety of insurance and financial benefits companies, the branch touches the lives of the County’s employees and those in the larger community. Key responsibilities of the Assistant Director include fostering a global wellness strategy; managing the implementation and maintenance of the County’s employee benefits programs; and developing engaging and informative communications programs.

QUALIFICATIONS The individuals qualified for these positions will have at least three years of experience in a senior human resources leadership role – including leading management level positions – in a large and complex organization. Additionally, each position requires seven years of comprehensive experience within the discipline directed. An undergraduate degree is minimally required for consideration.

For the Assistant Director position in the Talent Management Branch, expertise

in managing staffing for a large public sector organization, or in an organization subject to government oversight and audit, including managing testing and selection, talent acquisition, and workforce development.

For the Assistant Director position in the Employee Benefits Branch, expertise in

corporate benefits design and development, including managing collectively bargained benefits plans, management of deferred income plans, implementation of effective wellness and occupational health initiatives, and full knowledge of employee leave, health care reform, and other critical issues.

The ideal candidates will demonstrate as many of the following qualifications as possible: An advanced degree in from an accredited college or university in public

administration, business administration, human resources management, law, organizational development, or closely related field.

Appropriate senior professional certifications from recognized associations such as

ATD, IFEBP, IPMA-HR, NAGDA, SHRM, or World at Work. A track record of successfully developing, implementing, and administering

innovative human resources practices in a large and well-established culture. Success working in a State, county, or municipal organization, responding to the

goals of elected officials, as they meet the needs of constituents. Inspiring, motivating, and nurturing, and where necessary renewing those skilled

staff who are indispensable to the department’s success. Demonstrated ability to think strategically and execute tactically, including managing

multiple high priority initiatives and implementations simultaneously. Excellent analytical skills and the ability to perform complex cost and financial

analyses, and effectively present complex and analytical information in an understandable manner.

Outstanding organization and project management skills. Exceptional communication (verbal and written) and customer service skills in

interacting with a wide range of internal and external customers/clients. These are unclassified (at-will) positions, and report to the Chief Deputy Director, Department of Human Resources.
