THE COUNTY OF LOS ANGELES The County of Los Angeles is the largest employer inSouthern California with more than 111,000 employeesacross 35 departments and an operating budget of $30billion. With a population of over 10 million residents, theCounty of Los Angeles serves the needs of the 88municipalities that lie within its boundaries. Los AngelesCounty is governed by a five-member Board of Supervisorselected on a nonpartisan basis to serve four-year, staggeredterms. The Board of Supervisors serve as both the executiveand legislative authorities of the County of Los Angeles.

THE CHIEF EXECUTIVE OFFICEThe Chief Executive Office (CEO) is the central executive,strategic, and administrative agency serving the County ofLos Angeles. The CEO is responsible for a wide range ofactivities including management and direction of budget andoperations, employee relations, compensation, assetmanagement, strategic integration, legislative affairs,intergovernmental relations, risk management, strategicplanning, and Countywide communications.

THE ASSISTANT CHIEF EXECUTIVE OFFICER,LEGISLATIVE AFFAIRS &INTERGOVERNMENTAL RELATIONSThe CEO of Los Angeles County is seeking well qualifiedcandidates with a successful track-record of legislative andintergovernmental management experience in local government,or other relevant experience, to serve as the new Assistant ChiefExecutive Officer. This is an unclassified position that serves as thefocal point for the coordination of State and federal legislativepolicy and strategy for the County of Los Angeles. This positionreports to the Chief Executive Officer and Chief Operating Officerand provides leadership to a talented staff of about 30. Inaddition to maintaining liaison with the Board of Supervisor’soffices, County departments, and the County’s intergovernmentalsystem, this position oversees the work of the Office of Protocol

that interacts with foreign consulates on issues of concern to theirconstituents and assists with the arrangement of visits of foreigndignitaries and delegations.

ESSENTIAL DUTIESThis position oversees analysis of proposed state and federallegislative actions that impact the constituents of Los AngelesCounty, assesses the potential impact of proposed actions, anddevelops advocacy strategies that address issues of concern tothe County’s diverse populations. Examples of the typical dutiesof this position are: • Representing the County and directing advocacy efforts on

County positions and interests in the California StateLegislature, U.S. Congress, U.S. Senate, and the CaliforniaState and federal administrations

• Producing annual updates to the State and federal legislativeagendas, including preparation of economic analyses andhighlighting important policies and priorities in coordinationwith County departments for consideration by the CEO andBoard of Supervisors

• Producing analyses of legislative bills, proposals andinitiatives based on County policies and priorities

• Producing analyses of State and federal budget proposals todetermine impact on County programs, services andresources

• Overseeing the Sacramento and Washington, D.C. offices,including the hiring of staff and contract lobbyists responsiblefor advocating the County’s legislative positions, prioritiesand interests

• Maintaining relationships with the Los Angeles County Stateand Federal Legislative Delegations, key representatives ofthe state and federal administrations, as well as elected andappointed officials, keeping them advised of Countypositions, issues and interests

• Representing Los Angeles County and working in coalitionwith the California State Association of Counties, the UrbanCounties Caucus, the National Association of Counties, andother mutual interest associations

THE COUNTY OF LOS ANGELES — AN EXCEPTIONAL OPPORTUNITY

• Coordinating the policy agenda and logistics for theannual visit of members of the Board of Supervisors, theChief Executive Officer and other key County officials toWashington, D.C. and Sacramento to advocate thepriority positions and issues as necessary, andcoordinating other individual advocacy visits asrequired

• Maintaining policy guidelines for legislative analysisand advocacy of County positions at the state andfederal level; and providing training to Countydepartments and commissions on the policy guidelines,legislative and budget processes, and preparation oflegislative analyses

• Administering all County advocacy and ConsultantAgreements for Sacramento and Washington, D.C. andGeneral Services Agreements for the provision ofCounty services with cities and other governmental entitieslocated in the Los Angeles County area

MINIMUM QUALIFYING EXPERIENCEThe successful candidate will possess five years of highlyresponsible administrative experience or staff capacity in theanalysis and resolution of problems related to governmentrelations, budget, project management, organization or otherlegislative programs, one year of which must have beenresponsible for active oversight of local State and federallegislative issues and directing legislative advocates, andrelevant experience with intergovernmental issues andprocesses, or an equivalent combination of education, skillsand experience.

LICENSE: A valid California Class “C” driver's license or theability to utilize an alternative method of transportation whenneeded to carry out job-related essential functions.

ADDITIONAL QUALIFICATIONS OF THE ASSISTANT CHIEF EXECUTIVE OFFICER • Demonstrated experience building and nurturing

professional relationships with appointed and electedstate and federal government officials, legislators, andstakeholders in representing and protectingorganizational interests

• Demonstrated experience answering to and interactingwith appointed officials and framing legislative strategyfor advocacy efforts that maintain balance of sometimesdiffering and distinct positions

• Demonstrated experience analyzing legislation andbudget proposals and their potential impacts on theprograms and resources in County government

• Demonstrated knowledge of the federal and Statelegislative, regulatory, administrative, and budgetprocesses

• Demonstrated experience handling sensitive issues andbridging political differences

• Extensive administrative management experience, andhighly competent problem-solving and negotiating skills

• Extensive experience and knowledge of federal, State,and county government structures and functions, andtheir programs and services

• Strong public presentation and written communicationsskills and the ability to address complex County issuesclearly and persuasively in all settings

• A Bachelor’s degree from an accredited college or university

THE IDEAL ASSISTANT CHIEF EXECUTIVE OFFICER, LEGISLATIVE AFFAIRS &INTERGOVERNMENTAL RELATIONSThe ideal candidate for this position will be a seasoned,respected legislative and government relations manager withhigh energy who has successfully served a public-sector entity ofsimilar size and operational complexity. The ideal candidate willhave the ability to effectively facilitate successful Countypositions and outcomes through regular collaboration with awide variety of constituent groups and individuals.

An ideal candidate will value results, be nimble and flexiblein the management of legislative and intergovernmentalrelations issues within a fast-paced environment, and lead ateam of dedicated legislative advocates in Sacramento andWashington, D.C. and other support staff to workproductively and efficiently with the California StateLegislature, congressional delegations, state and federalagencies, other associations and potential partners.

Additionally, the desirable background, qualifications,experience and characteristics of the ideal candidate for thisposition would be someone who: • Has the ability to understand the broad range of public

policy issues in county government and will seek outopportunities that are in the interest of quality countygovernment

• Understands and appreciates the forms of localgovernment in California, and for the tradition of homerule and local control

• Is able and willing to lead and supervise a diversegroup of dedicated staff professionals with differingviewpoints and opinions, assuring that they functioncollaboratively as valuable, accessible and helpfulresources to County officials, embracing a strong cultureof service, creativity and excellence

• Has emotional maturity and is able and willing to makesound and timely decisions

• Has impeccable integrity, is committed to high ethicalstandards and transparent government operations, andis able to establish a high level of credibility with Countyofficials, departments, employees and constituents

• Is committed to maintaining productive working relationshipswith partner governmental entities to help advance theinterests of Los Angeles County and its constituents

COMPENSATION AND BENEFITSThe salary range for this position is $193,409.88 -$292,741.80 annually. The starting salary will be basedupon the experience and qualifications of the successfulcandidate. This unclassified position is subject to theprovisions of Los Angeles County’s Management Appraisaland Performance Plan (MAAP), and is compensated atMAPP Range R19.
