Mayor D. Backer and Members of Council:
On November 14, 2016, Council of the Corporation of the Town of Mattawa authorised the CAO to
post for a Temporary CUPE employee for the municipality. Two individuals were hired as
Temporary Employees, and both have since secured Full-Time employment with the municipality.
Our call-in employees pool has once again dried up and Council’s permission is solicited to
advertise for two more Temporary employees. Management is recommending to hire within specific
skills set. One would be for the Parks and Recreation Department and the other for the Public
Works Department.
If approved, an internal posting will be circulated as per the Job Posting provision under Article 13
of the Collective Agreement. Staff will also need Council endorsement to advertise externally
through the Mattawa Recorder and the Municipal Website.
The Temporary employees will provide, on a call-in basis, services within established
classifications and shall be remunerated as per Schedule “A” in the C.U.P.E. Local 1465-01
Agreement 2016.
Recommendation:
That the Mayor and Council of the Corporation of the Town of Mattawa authorize the CAO to post
and advertise externally through the Mattawa Recorder and the Municipal Website. Furthermore
that these Temporary Employees will bring specific skills set for call-in duties in both the Parks and
Recreation and Public Works Departments. These call-in positions will work within the various
classifications and shall be remunerated as per C.U.P.E. Local 1465-01 Agreement 2016.

With the recent reorganization of the Administration office the municipality was left with only one
lottery licensing officer. The CAO/Treasurer Raymond Belanger decided it would be wise to
appoint another person to help Mr. Chaput with the reviewing of lottery applications and the issuing
of licences when he is on vacation or out of the office.
Mrs. Sabrina Poullas has been in training for almost eight months and has attended one training
course with Mr. Chaput. Sabrina has agreed to take on this role if accepted by Council.
A By-law is recommended to be adopted which will appoint Mrs. Sabrina Poullas as a Lottery
Licensing Officer for the Town of Mattawa.
Recommendation:
It is recommended that Council adopt By-Law 17-30 which will appoint Mrs. Sabrina Poullas
as a Lottery Licensing Officer for the Town of Mattawa.

BY-LAW 17-30
BEING a By-law to appoint a Lottery Licensing Officer for the Corporation of the Town of
Mattawa.
WHEREAS the Municipal Act, 2001, as amended, provides that a Council of a Municipality may
pass a By-law for appointing such officers and servants as deemed necessary for the purposes of the
Corporation;
AND WHEREAS it has been deemed expedient to appoint a second Lottery licensing Officer;
NOW THEREFORE the Council of the Corporation of the Town of Mattawa enacts as follows:
1. That Sabrina Poullas is hereby appointed as a Lottery Licensing Officer for the
Corporation of the Town of Mattawa.
2. That this By-law shall come into force and take effect the 14th
day of November 2017.

The Ministry of Labour, Occupational Health and Safety Division, conducted a Field Visit of the
Mike Rodden Arena & Community Centre on October 11, 2017. A list of deficiencies was reported
to the Recreation & Facilities Services Manager and remedial actions were taken.
Under Section 30 of the Ontario Health and Safety Act RSO 1990 with a focus on asbestos and lead
and as a result of the Ministry of Labour inspection OHS Case ID: 00952LRQ186. The Employer
was ordered to have a Designated Substance Survey conducted for the Mike Rodden Arena and
Community Centre and must be completed by January 31, 2018.
Staff, with the assistance of Jp2g Consultants Inc., have solicited appraisals for conducting a
Designated Substance Survey (DSS) as requested by the Ministry of Labour, Occupational Health
and Safety Division.
We have received a total of four proposals from the following firms: Pinchin Ltd., Golder
Associates Ltd., BULLER CRICHTON ENVIRONMENTAL INC., and InAIR Environmental Ltd.
The analysis of the proposals is as follows:

Based on the analysis of the proposals, staff is recommending that the Designated Substance Survey
for the Mike Rodden Arena and Community Center be awarded to Golder Associates.
Recommendation:
That the Mayor and Council of the Corporation of the Town of Mattawa authorize staff to enter into
an agreement with the firm of Golder Associates Ltd. to provide a Designated Substance Survey for
the Mike Rodden Arena and Community Centre at a cost of $2,995.00 plus HST. This is an
unexpected and unbudgeted Health and Safety expense to account 1-70-700-583-000.

TITLE: SALE OF MUNICIPAL LAND AT 305 PARK STREET

Mayor D. Backer and Members of Council:
Mr. Romeo Algieri, made application to the municipality in 2016 to request to purchase municipally
owned property located at 305 Park Street and described as Plan 6, South Part Lot 27, Range I. Mr.
Algieri purchased 325 Park Street in a tax arrears sale tender process last year which is the lot
situated directly behind 305 Park Street and to which has no frontage on a municipal road.
However, the purchase of this property will provide the ability to merge both lots into one for future
residential construction.
Mr. Algieri made application under the municipality’s existing Surplus Land Policy and according
to the former policy, this subject property was declared surplus by Council, September 12th
, 2016 by
Page 195 of Resolution Number 16-68. The property was appraised with a total value of $10,000
and Mr. Algieri, as part of the policy requirements, had a survey prepared which forms part of the
attached By-law.
The final step is to adopt a By-law authorizing the sale of this land therefore the following is
recommended:

That Council of the Town of Mattawa approve By-law 17-31 which authorizes the sale of 305 Park
Street as per the attached legal survey Plan 36R-14125 Part 1 and 2, Part of Lot 27, Registered Plan
No. 6, PIN 49102-0144 (LT) to Mr. Romeo Algieri.

BY-LAW NUMBER 17-31
BEING A BY-LAW TO AUTHORIZE THE SALE OF MUNICIPAL LAND
WHEREAS it is deemed expedient and in the interest of the Town of Mattawa to sell municipal
land being 305 Park Street described as Part 1 and 2, Part of Lot 27, Registered Plan No. 6, PIN 491
n 02-0144 (LT) to Mr. Romeo Algieri.
AND WHEREAS Plan 36R-14125 registered in the Land Titles Office for Nipissing, attached as
Schedule “B”, form part of this By-law;
AND WHEREAS Council for the Corporation of the Town of Mattawa declared the land surplus on
September 12th
, 2016 by Page 195 of Resolution Number 16-68;
AND WHEREAS Council for the Corporation of the Town of Mattawa authorizes the sale of the
said land to Mr. Romeo Algieri, as per Schedule “A”, land appraisal, for the sum of Ten thousand
dollars ($10,000.00).
NOW THEREFORE, the Council for the Corporation of the Town of Mattawa hereby enacts as
follows:
1. That 305 Park Street, Designated as Part 1 and 2, Part of Lot 27, Registered Plan No. 6, PIN
49102-0144 (LT) be sold and transferred to Mr. Romeo Algieri for the sum of Ten
Thousand dollars ($10,000.00).
2. That Schedule “A”, being the land appraisal and Schedule B, being Reference Plan 36R-
14125 form part of this By-law.
3. That the Mayor and Clerk for the Corporation of the Town of Mattawa are hereby
authorized to execute such documents as may be necessary and to attach the corporate seal
thereto.
4. This By-law shall come into force and take effect upon the date it is passed and when a
certified copy is registered in the Land Registry Office, at North Bay, Ontario, pursuant to
Subsection 34 (1) of the Municipal Act, 2001.

Our current Garbage Collection Services Contract is set to expire on December 31, 2017 unless the
option to renew for a three year period is exercised. A report to council (dated August 28, 2017)
provided options for council to consider. After presenting the options, council was in agreement to
pursue the three year renewal option, based on the renewal prices tendered by Paul Lafreniere
Contracting and the minor changes required by the Process & Compliance Technician (PCT).
Staff has worked hard to make the changes in the contract documents, including bringing clarity to
the municipal garbage can collection schedule and the fuel surcharge calculator.
A motion is now ready to be tabled to enter into an agreement with Paul Lafreniere Contracting for
the three year extension (2018—2020 inclusive).
Recommendation:
That Council of the Town of Mattawa adopt By-law 17-32 which will authorize the signing of a
Garbage Collection Services Extension and Amending Agreement with Paul Lafreniere Contracting
for the municipality’s garbage collection services for a renewed period of three (3) years from
January 1, 2018 to December 31, 2020.

CORPORATION OF THE TOWN OF MATTAWA
BY-LAW NUMBER 17-32
BEING a by-law authorizing the signing of a
Garbage Collection Services Extension and Amending Agreement
with Paul Lafreniere Contracting
WHEREAS the Council of the Town of Mattawa wishes to exercise their option to renew the
contract for an additional three (3) years, as per the original agreement adopted by By-law 12-04 on
the 23rd
day of January 2012 for a period of six (6) years and expiring December 31, 2017 with Paul
Lafreniere Contracting for the municipality’s garbage collection services program.
AND WHEREAS the Contractor, Paul Lafreniere Contracting and the Town of Mattawa have
agreed to further extend the first renewable term of three years in an Extension and Amending
Agreement as set out in the attached Schedule “A” to this By-law.
AND WHEREAS the original agreement known as Schedule “A” to By-law 12-04 are hereinafter
collectively referred to as supporting documentation to the extension and amending agreement.
AND WHEREAS Schedule “B” known as the Garbage Fuel Surcharge Calculator which forms
part of the attached extension and amending agreement is attached and forms part of this By-law.
NOW THEREFORE the Council of the Corporation of the Town of Mattawa enacts as follows:
1. The Mayor and Clerk are authorized to execute the Garbage Collection Services Extension
and Amending Agreement, Schedule “A” on behalf of the Corporation of the Town of
Mattawa.
2. That this agreement, Schedule “A” shall be effective and shall remain in effect and force in
accordance with the terms of the agreement subject to any amendment thereto or the
termination of the said agreement.
3. That the provisions of the By-law shall come into force and effect upon the date of its
passing.

Mayor D. Backer and Members of Council:
Our current Recycling Services Contract is set to expire on December 31, 2017 unless the option to
renew for a three year period is exercised. A report to Council (dated August 28, 2017) provided
options for Council to consider. After presenting the options, council was in agreement to pursue
the three year renewal option, based on the renewal prices tendered by Paul Lafreniere Contracting
and the minor changes required by the Process & Compliance Technician (PCT).
Staff has worked hard to make the changes in the contract documents, including minor wording
changes and clarifying the fuel surcharge calculator.
A motion is now ready to be tabled to enter into an agreement with Paul Lafreniere Contracting for
the three year extension (2018—2020 inclusive).
Recommendation:
That Council of the Town of Mattawa adopt By-law 17-33 which will authorize the signing of a
Recycling Collection Extension and Amending Agreement with Paul Lafreniere Contracting for the
municipality’s recycling program for a renewed period of three (3) years from January 1, 2018 to
December 31, 2020.

BEING a by-law authorizing the signing of a
Recycling Collection Services Extension and Amending Agreement
with Paul Lafreniere Contracting
WHEREAS the Council of the Town of Mattawa wishes to exercise their option to renew the
contract for an additional three (3) years, as per the original agreement adopted by By-law 12-05 on
the 23rd
day of January 2012 for a period of six (6) years and expiring December 31, 2017 with Paul
Lafreniere Contracting for the municipality’s recycling program.
AND WHEREAS the Contractor, Paul Lafreniere Contracting and the Town of Mattawa have
agreed to further extend the first renewable term of three years in an Extension and Amending
Agreement as set out in the attached Schedule “A” to this By-law.
AND WHEREAS the original agreement known as Schedule “A” to By-law 12-05 are hereinafter
collectively referred to as supporting documentation to the extension and amending agreement.
AND WHEREAS Schedule “B” known as the Recycling Fuel Surcharge Calculator which forms
part of the attached extension and amending agreement is attached and forms part of this By-law.
