11 July 2014 New Mayor appointed Justin Steyn A new mayor has been appointed in the town of Bela Bela. This comes after former mayor, Councillor Freddy Hlungwane was requested to resign from his position via the ANC Provincial Executive Committee. Councillor Lucas Nhlapo was elected and sworn in to office on Wednesday, 2 July at the local municipality’s Council chambers. At his inauguration, Nhlapo stated that he will serve the entire local community. “I hereby swear to serve the entire com- munity and not just a section. My aim is to take this municipality further,” he said. Nhlapo took note of several issues which the town faces and planned to take these head on. “In our town, road infrastructure, housing, storm water- issues and the general upkeep of the town must be dealt with more seriously. The local municipality must ensure that these issues are dealt with more rapidly and effectively.” He said. Nhlapo described the town as a tourist destination that should be attractive to its visitors. This, he said, is hampered by overwhelming poverty which must be eradicated. Nhlapo further noted that the municipality must complete all planned projects on their intended due dates. “A big challenge that the Bela Bela municipality is faced with is the completion of planned projects. I would like to tell the public that come the end of this financial year, all planned projects should be com- pleted without any delays taking place,” he said. On issues regarding youth development and crime, Nhlapo said that he plans to build more sports and recreational centres where the youth can be safe and develop valuable skills for their future. “Currently, there is a big gap for the youth. Sports centres and recreational facilities must be built to ensure that our children are safe and can develop their full potential without harm. Drug abuse is killing our community and the municipality, local authorities and the community at large must work hand in hand so that this problem can be eradicated”’ he said. Nhlapo concluded that he will be commu- nicating with various stakeholders on issues such as crime and HIV. Members of the local community who attended the inauguration said that they are pleased with Nhlapo’s appointment and expect great things from the newly elected Mayor. “Under Hlungwane we suffered in poverty and general service delivery has been poor. We trust that Nhlapo will change these situations so that the town can flourish,” they said. Police in Bela Bela arrested two intoxi-cated drivers on Saturday 5 July.According to the local police spokes-

person, Constable Glen Manamela, bothincidents occurred whilst police wereconducting patrols.In the first instance a 26 year old man,

Musa Sithole, was driving a silver Toyotain Extension 5 of the local township.Manamela said that Sithole had beendriving the vehicle during the eveninghours without any headlights indicated.She added that a patrol vehicle stopped

Victims of an attack in Leeupoorthave returned home after a fewmonths.Manie and Rachel de Beer, who

were viciously attacked by five men,one of whom was allegedly carryingan axe, at their home in Leeupoort inFebruary were staying with family inHillcrest in Kwa-Zulu Natal after theirordeal.The couple were asleep when theywere attacked in the early hours ofFriday, 28 February by five men whoallegedly broke into their home.Their daughter, Linda de Beer, said

that Manie had to undergo twointensive operations - one to cleanand repair the skull fractures andanother to replace his jaw withtitanium plates.He had also contracted a bacterial

infection due to the nature of hisinjuries. Rachel suffered severe backinjuries as she had gone for a backoperation two weeks prior to theattack.Rachel spoke about how it feels to

be back home for the first time sincethe attack.

A child has died after drowning in adam on a farm on Stockpoort Road inLephalale, after he and a friend wentswimming.According to ER24 spokesperson,

Russel Meiring, paramedics receivedthe emergency call to meet the fatheron the roadside.Upon their arrival at the scene, they

immediately assessed the boy but nosigns of life were found.

Two DUI arrests in one nightcourt appearance on Monday 7 July atthe Bela Bela Magistrate court.The case was remanded to Monday 3

November and Sithole was released onbail of R1000.A second case of intoxicated driving

was opened after Takalani Mampeeallegedly drove past a stop sign at topspeed. Manamela said that a patrolvehicle stopped Mampee and added thathe struggled to move out of the vehiclehe had been driving in, allegedly due tohis intoxication, before being arrested.Mampee made his first court appear-

ance on Monday 7 July at the Bela BelaMagistrate court and was released onbail of R1 000.He is expected to make a second

appearance on Monday 10 November.

Child drowns in damMeiring said that advanced life

support and CPR was performed onthe boy for 30 minutes but the boycould not be revived. The boy’s friendwas assessed and treated for herinjuries and was thereafter trans-ported to a nearby hospital for furthertreatment.The girl later told paramedics that

they had been swimming in the damwhen the boy apparently becamefatigued.The exact cause of theincident is still unknown.

inspiration”Mayor: A long time ago when I was still

attending Bela Bela High School beforethe 1986 strike. Comrades such as thelate Sam Makhubela, Sam Matlaisane,Mike Moatshe, Zakes Moeletsi, MatildaRadebe, Chris Hani and mostly PeterMokaba inspired me, with their vibrantleadership. I was the secretary of thethen Bela Bela ANC Youth League Sub-Region and got elected treasurer of theANC Bela Bela branch after the un-banning of the ANC in those years.The BEAT: What are you bringing to

the table for your people and whatkind of relationship do you wish toestablish with them and municipalstakeholders such as the businesscommunity and government depart-ments, in a quest to better the livesof the residents?Mayor: My experience in the local

government sphere and politics. I workedas a junior official in the TLC Offices ofthe Waterberg District, assistant man-ager for council committees and thenbecame manager in the ExecutiveMayor’s office. I also became one of thefirst ANC councillors after the 1994elections. I worked in the finance officeat the Bela Bela Local Municipality so Igained experience with finance issues. Ihave always had a passion in thatdepartment.The BEAT: The municipality has

been in the news many times in thepast few years with issues such asinfightings and corruption You werealso among those in the recent courtcase that dragged on for weeks. Howdo you plan to retain its status andregain the people’s trust?Mayor: People should just understand

their roles in a workplace. They mustknow what it means to be a leaderbecause even if you do not involveyourself in any infighting, others whowant to settle some scores will causechaos in your department to prove a

point. Those in our municipality werejust misunderstandings and not infightingbecause sometimes when council has toappoint managers, some people differ.As the municipality’s PMT, we will be

meeting with the community andstakeholders on a regular basis andexplain to them to make them under-stand how a council functions. We aregoing to work at promoting the image ofthe town because some people taintedthe name of our municipality so we haveto apply some policies and legislation toavoid any mishaps.The BEAT: How do you plan to deal

with issues of unfinished projects,irregular awarding of tenders, disap-pearing money and other politicalills within the municipality?Mayor: On the issue of projects, we aregoing to visit all the incomplete ones andcome up with a plan on how to completethem. Continuous monitoring will bedone to ensure they complete. We willimplement the Service and DeliveryImplementation Plan strategy signed byheads of departments to ensure nohiccups. We will continue monitoringand get regular feedback.The issue of irregular awarding of

tenders is hearsay and we encourageall who contract that kind of informationor have proof to come out and report it.The premier’s office hotline is alsoavailable for those who would want toreport anonymously.The BEAT: What goals do you set

for yourself in this short office termand is it enough to achieve them?Mayor: We want to focus on the

beautification of the town, make it atourist attracting town. We want topromote tourism and make Bela Belaattractive visitors and residents. Thetownship has a problem of roads butthat will be attended to, though it willnot bring a quick solution. The projectfor road maintenance on all roadslinking to R101 is worth R10 million. By

beautifying the place we first have toeradicate informal settlements. We willallocate stands to qualifying beneficiar-ies, some for RDP and some for middleincome stands. Informal settlementsaffect investment very badly and themore investment we get the more jobopportunities are created.We are busy in developing sports and

recreational facilities and that will fallunder capital projects in the IDP report.We will be working around combatingthe abuse of drugs and substances byyoung people.The BEAT: What do you think is the

mistake that most leaders do thatleads to their dismissal?Mayor: They do not take decisions

without fear or favour and that makes astrong leader. People were not dis-missed but redeployed in order tostrengthen the capacity to deliver betterservices to the people.The BEAT: Who are the councillors

appointed to new positions andwhat are their portfolios?Mayor: Myself as chairperson of the

Executive Council (EXCO) and themayor of Bela Bela, forMunicipal Property Assessment Corpo-ration (MPAC) Chairperson MatildaRadebe as the new Chief Whip andformer Chief Whip Elizabeth Malulekaas the new Speaker, together withcouncillors Kobus van der Merwe andJeremiah Ngobeni also as EXCO mem-bers.The BEAT: Can we expect any

restructuring within the municipal-ity?Mayor: Yes. Committees will be restruc-

tured and councillors serving at the districtwill be deployed to the local municipality.The BEAT: What would you like to tell

the people of Bela Bela as you getsettled in your mayoral chair?Mayor: That I am going to work together

with my collective to give them betterservices.

Bela Bela resident wins caseagainst municipality

pality to calculate our water billscannot continue unless there is asystem in place to regulate it,” hesaid. “I am pleased with the results ofthe case.The municipality has reportedly been

ordered to pay the amount over toMills. Unless the money is paid, themunicipality will have to pay interest.Mills said that the money has not yet

been paid over to him.In an interview with the national media

earlier this week, Mills spoke of plansto help other residents with similarcases.Basic services such as water and

electricity are going up in the newfinancial year, with electricity going up16% and water 7,4%.Lerato Pasha, head of accounting at

the municipality, said at a meetingearlier in the year that municipalofficials should leave a report at anyproperty they visit to prove the datesthat they visited.“The small claims court is a wonderful

Johan Mills, a resident of Bela Bela,recently won a case against hismunicipality in the Bela Bela SmallClaims Court.Mills took the municipality to court

about their inconsistent and inaccuratebilling of his water account. Themunicipality was ordered to repayR6 887.87 back to Mills which wasincorrectly billed during the previousyears.The court found that due to incorrect

meter readings on Mills’ account, themunicipality was at fault in the matter.Mills earlier told The BEAT that his

household’s water usage is consistent,and that they use the borehole on theproperty for gardening. The boreholewater is naturally not billed for by themunicipality.Mills accused the municipality of

sucking the figures out of their thumbs.Mills told The BEAT that water usage

on his property has been irregularlymeasured, and that penalty taxes havebeen applies to his account in amanner contrary to law. The interestcharged on his account, Mills says,amounts to exploitation.He said that the municipality has

upon occasion billed him for “months”of longer than 50 days, resulting in

Parking meter tariffs in Bela Bela’sCentral Business District (CBD) areahave officially increased by 5.4%.Motorists are now expected to pay;R2.11 for 6 to 30 Minute’s usage, R 3.13for 31 to 45 Minutes and R 5.27 for 40 to60 minutes usage of these meters.Monthly rental of the parking meters has

increased to R527 per month.Bela Bela municipal spokesperson,

Matome Sebelebele, has noted that thereare many challenges that the municipal-ity faces in this regard.“On a weekly basis, traffic officers are

conducting foot patrol with the purposeof encouraging payments, howevervandalism is affecting the machinesbadly. There are parking meters which

engaging car guards and police to en-hance the relationship in to order to have agood coordination.Motorists chose to pay car guards

because payments to them will be donewhen the motorist leaves the parking bay. Ithas been alleged that car guards will be onthe lookout for traffic officers and makepayment to the meter only when they seethe officer and if not, payment will not bemade.It is also alleged that there are some

motorists who are experiencing theftchallenges from inside their cars wherethey lose their valuable items and theysuspect the same car guards who wereguarding the vehicles.Sebelebele did not mention that more

parking meters are confirmed to be imple-mented in the Bela Bela area as indicatedin September 2013.

leaders are tasked to ensure thatthey do not disappoint the peoplewho have reaffirmed their faith in theANC government. He added that thelow voter turnout should serve as areminder that the people expect morefrom their leaders.“We are fortunate enough to be

building on the success of the pasttwenty years, which provides arigorous account of successes andfailures. Our Program of Action inthe next five years must mirror theruling party’s manifesto. Mosana says that he has met withrepresentatives several times and visitedthe offices, with no result.The sunflowers planted in the field

under discussion did not deliver a goodcrop, as grass and shrubs hindered theplants’ growth.“What they did was play with state

money,” he said. “If they had done theirjobs, the community would have ben-efited greatly during harvest time.”The provincial department allocated

funds to help farmers become self-sufficient in farming but according toMosana the farmers are feeling cheated.“They are robbing us,” he said.Towoomba was not available for com-

A week from now, on 18 July, SouthAfrica will join the rest of the world incelebrating Mandela Day.Nelson Mandela was the only

person whose birthday was acknowl-edged as a holiday by the UnitedNations, and that organization will joinevery radio station, television channeland politician in South Africa in callingfor 67 minutes of activism.It’s a sound enough idea, in theory.

If every human being on the planetspends just 67 minutes helping eachother, how much can we accomplish?The very idea of what we can do isawe-inspiring.On the other hand, the fact that

there is a need for a day like this, aday where we must all be remindedto do good deeds and to help eachother, is just another piece of evi-dence showing how far the humanrace has yet to come.Why is there only one day, one

month, where people are expected todo good? Isn’t that a little bit likebeing a Christian on Sundays?After all, every holy book in the

world has its version of the story ofthe Good Samaritan. Somewhere inthe holy book of every religion there isa story of a person who did good,despite the odds, and those peopleare heroes in our eyes. The womanwho gave water to Jesus as hewalked with the cross, the Samaritanwho helped a stranger…those are theheroes of the Bible.Nelson Mandela was a true hero to

the South African people. He led usinto freedom. He was a great man.It is doubtful that he managed to do

all he had to do in 67 minutes a year.We should all be emulating people

like Nelson Mandela, not for 67minutes a year, or a month. If yougive 67 minutes of your time everyweek to making the world a betterplace, that’s 52 hours a year – sixand a half working days. Imaginewhat you accomplish in a week atwork. Now imagine that you arespending that effort, spread out over ayear, to making the world a betterplace.Imagine what we all could accom-

plish, with 67 minutes a week.The will of man is the strongest

force in creation. It can level moun-tains, or build them. It can take meninto the sky, into space, to the moonitself. The will of man has built thecities that shimmer like stars whenyou see our world from space.The will of man has changed the

face of our planet forever.Perhaps it is time to start making

sure that we are changing the face ofour world into something our childrenwill want to live in.
