HR-1776The Older Driver and Pedestrian Safety and Roadway Enhancement Act of 2011
• Authorizes $500 million annually for 6 years for older driver and older pedestrian roadway safety infrastructure upgrades
• Points states back to the FHWA’s Highway Design Handbook for Older Drivers and Pedestrians for a reference of suggestions of safety infrastructure upgrades
• Funds are expended through a formula 1/3 based on total VMT in the state as it bears to total VMT in all states 1/3 based on total per capita population of 65+ in each state as it bears to total per capita
of 65+ in all states 1/3 based on total number of fatalities and serious injuries of drivers and pedestrians who
are 65+ as it bears to that number in all states
• Federal share of the funds will be 90%
• Directs FHWA to update Handbook
• Appointment of a Special Assistant to the DOT Secretary focused on Older Driver and Pedestrian Safety
• Directs the DOT Secretary to revise the MUTCD to include a minimum standard for retroreflectivity in pavement markings
