Evolution of Maturity criteria “expected completion time” (%)

Since the first Project Implementation Report, further 151 ScanMed relevant projects have been added to the Project List; increasing from 666 projects up to 817 projects;

Since the first Project Implementation Report (project status 11/2017), further 92 projects were completed (project status 06/2019); the number of completed projects thus increased from 74 (11% share) to 166 projects (20% share);

The number of projects for which the completion time is unknown, decreased by 12 projects from 151 to 139, taking into account that 151 projects were added to the project list;

The number of projects, for which the completion time is beyond 2030, increased from 11 to 22 projects;

Projects with late (2026-2030, after 2030) finalisation particularly refer to transport mode rail (Rail+ Rail ERTMS) with 86 projects in these time clusters, followed by Road (39) and Maritime (28)

Most projects where the finalisation is unknown are Road projects (33), followed by Rail + Rail ERTMS (29) and Maritime (26)

Evolution of Share of Total Cost by Completion Time Cluster (in %)

Since the first Project Implementation Report, costs of completed projects doubled from about €14bn to €31,7bn, increasing its share from 7% to 14%;

The project costs in the several timeframes from 2014 to 2025 decreased, there while the project costs in the timeframes from 2016 to “after 2030” increased;

The project costs allocated to projects of which the completion time is not known increased from €21,4bn to €28,0bn; it is still a high amount of projects where it is not known when they will be finished, but, in comparison with the 2017 list, taking into account that there are 151 projects more in the 2019 project list, it has not increased that much;

Projects with late (2026-2030, after 2030) finalisation particularly refer to transport mode Rail + Rail ERTMS with 86 projects in these time clusters, also representing the biggest share with €94,6bn costs, followed by Road (€11,4bn costs) and Multimodal (€7,2bn costs)

Most costs allocated to projects where the finalisation is unknown are Rail + Rail ERTMS (€12bn costs), followed by Road (€6,3bn costs) and Airport (€4,6bn) Date: 07 November 2019 103

Evolution of “approved” Finance by Source

The picture presents the costs of all ongoing and planned projects per financing source and for which the “highest” category “approved” of the financing is reached by the reporting time and the projects where total costs were provided

From the €220.5bn of total project cost included in the 2019 list,~ €31,7bn were already completed by June 2019 and thus~ €188,3 are for ongoing or planned projects

Out of these costs, ~€137,8bn have an indicated financing source

For another ~€112,5bn, the finance is already approved

“State”, “EU” and “Other” financing sources already show very high approval rates, meanwhile costs of IFI financed projects are in particular not well approved yet with about 5% of the envisaged costs

Further Working Groups (proposal) – „Resilience“

Date: 20 November 2019 141

14th RestrictedMeeting

“During infrastructure planning, Member States and other project promoters should give due consideration to the risk assessments and adaptation measures adequately improving resilience to climate change and environmental disasters.”(TEN-T Regulation, Iteration 34)

General Priority shall be given to “improving or maintaining the quality of infrastructure in terms of safety, security, efficiency, climate and, where appropriate, disaster resilience, environmental performance, social conditions, accessibility for all users, including elderly people, persons with reduced mobility and disabled passengers, and the quality of services and continuity of traffic flows;”(TEN-T Regulation Article 10 lit e)

“During infrastructure planning, Member States shall give due consideration to improving resilience to climate change and to environmental disasters. “(TEN-T Regulation Article 35)

„The Workplan shall include an analysis of: …the possible impacts of climate change on the infrastructure and, where appropriate, proposed measures to enhance resilience to climate change “(TEN-T Regulation Article 47 lit e)

The role of new technologies to „improve resilience to climatechange“; TEN-T Regulation Article 33 lit. h)

Further Working Groups (proposal) – „Resilience“

Resilience of the infrastructure towards the impact of climate change

Reliability of (passenger) mobility and (freight) logistics reduced in case of major disruptions of the transport infrastructure, due to

– climate change, weather impact, land use

– bad condition, maintenance and other works

– incidents, accidents

Develop countermeasures

– for that infrastructure

– within that mode of transport -> e.g. contingency plans of the Rail Freight Corridors after the „Rastatt incident“

– within one core network corridor -> redundancy, multimodal re-routing connections

– Beyond one corridor -> network
