EXECUTIVE DIRECTOR’S GREETING Welcome to the 2016 FCCLA National Leadership

Conference! On behalf of the FCCLA National Officers,

Board of Directors, and National Staff, it is my pleasure to

welcome you to the great city of San Diego, CA!

It’s time to participate in one of the most exciting events

with FCCLA, right here in sunny San Diego! We hope you

enjoy all of the fun activities this city offers and make

many lifetime memories with other FCCLA leaders. This

NLC offers some amazing opportunities for you to be

EMPOWERED as you enhance your MEPOWER. Explore all that NLC has to offer by

attending the general sessions and various workshops and trainings, visiting the exhibit

hall and participating in the college expo, attending the Visa Financial Football workshop

with NFL players, and checking out the Ford Driving Skills for Life event at QUALCOMM

stadium. Let your friends, family, and followers all know how proud you are to be a part

of FCCLA and this year’s conference by posting pictures and updates on social media,

tagging your posts with #2016NLC.

The theme of this year’s conference is “EMPOWER, MEPOWER”, recognizing that in

order to EMPOWER others, you first have to find your MEPOWER, what you’re truly

capable of. Through that, you can create real change. We are confident that this week

will provide countless occasions for you to learn how you can EMPOWER yourself and

others through great learning and networking opportunities.

This week I ask you to reflect on this quote from John C. Maxwell: “Leaders become

great, not because of their POWER, but because of their ability to EMPOWER others.”

The opportunities that you have at NLC to strengthen your leadership POWER can

begin to make a powerful wave of youth strength that can change our world. You are

our hope and inspiration, and I look forward to meeting many of you this week.

FUTURE HOMEMAKERS OF JAPAN (FHJ) WELCOMEThe Adult Chairman of FHJ,

Dear Family, Career and Community Leader of America,

Please let me introduce myself. I am Takashi Miyakawa, the adult

chairman of the Future Homemakers of Japan. Thank you for continuous support. On behalf of the FHJ, may I just say a few words on the 2016th FCCLA National Conference. Congratulations.

First of all, I really appreciate all the opportunities for the exchange students from Japan and your kind support. This year, two students, Yurina Sugano and Akari Nemezawa, will participate in this studying abroad program as representatives of the FHJ. We are very looking forward to seeing them with full of knowledge and experiences. Thank you for your cooperation always.

By the way, today’s Japanese lifestyle is based on what Japanese people learned from the American lifestyle in many years ago. I would like to express my respect to all the FCCLA members, who are solving issues as leaders of youth for the happiness of every individual, and would like to continually learn more things from you.

On the other hand, “Japonism”, such as Japanese cuisine, draws global attention. I think you might be interested in Japanese lifestyle, the spirit of hospitality, and manufacturing of Japan.

I hope that we make more opportunities for our interaction and pursue happiness together as global citizen. We appreciate your continuous cooperation.

CONFERENCE GUIDELINES

ADVISER / CHAPERONE RESPONSIBILITIES Advisers and chaperones are responsible for the behavior and discipline of their students

throughout the conference. Students causing a disturbance or displaying inappropriate

behavior will be asked to leave the conference and their hotel.

• The National Association of Secondary School Principals (NASSP) requires one adult

chaperone for every twelve high school or ten middle school students attending

NASSP sponsored conferences. Please be advised that your local school district may

have specific rules that require a higher adult chaperone to student ratio. You should

follow the rules of your school district if the requirements are higher than those set

forth by NASSP sponsored conferences.

• There is a 12 midnight in-room curfew each night for student attendees. This curfew

should be enforced by advisers/chaperones and will be strictly enforced by the hotel

security. This curfew is for the safety of the students and in respect of other guests

staying at the hotel(s).

• Advisers/chaperones are responsible for enforcing the Mandatory Dress Policy. The

Mandatory Dress Policy applies to delegates, advisers, guests, and all other attendees

at the National Leadership Conference. Thoroughly review and impress upon your

delegation the importance of adhering to the Mandatory Dress Policy. Emphasize

that any individuals not adhering to the Mandatory Dress Policy will not be admitted

into sessions, the Exhibit Hall, or STAR Events Recognition Sessions.

CONFERENCE GUIDELINESDelegates are expected to attend and participate in all sessions, workshops, and

activities so they gain as much as possible from the conference. Students who

disregard the rules will be subject to disciplinary action and may be sent home at their

own expense. Parents/guardians will be notified. All conference attendees should be

informed of the following:

• Behavior at all times should be such that it reflects a positive, professional image

of you, your school, your state, and the organization.

All delegates should review these guidelines with their chapter adviser/chaperone.

• Be on time for all sessions and remain until sessions are adjourned.

• Name badges are required for admission and must be worn when attending

sessions. Replacement badges are $5.00 and can be purchased at the FCCLA

Registration Desk. All funds collected will be split between the IMPACT Fund and

Alumni & Associates.

• Any accidents, injuries, or illness should be reported to an adult chaperone

immediately. National staff should be informed of such incidents and an incident

form should be completed.

• If a student is found responsible for stealing or vandalism, the student and their

parents/guardians will be expected to pay all damages.

• Students may not purchase, possess, consume, or be under the influence

of alcohol or illegal drugs at any time. Violators will be subject to stringent

disciplinary action.

• Smoking is prohibited.

• Use of air horns or other noisemaking devices will not be permitted during the

general sessions or throughout the convention center or hotels.

• Be considerate of sleeping hours and the privacy of other hotel guests and FCCLA

members. All students will observe the 12 midnight in-room curfew.

• Check your room carefully before departure. Be sure all personal belongings have

been removed before checking out of the hotel.

CONFERENCE PHOTOGRAPHY RELEASEFCCLA photographers and videographers will be taking photos and video throughout

the conference for use in any manner FCCLA deems appropriate including, but not

limited to, FCCLA publications, use on the FCCLA website, and in connection with

Competitive Events. Names will not appear on photos or in videos. By attending the

conference, you grant FCCLA the right, without approval, to photograph, record, use,

and edit your photograph, video, image, likeness, appearance, performance, and any

other indicia of identity, in any format whatsoever, and to publish, disseminate, exhibit,

publicly display, give, sell, and/or transfer the same in any and all forms of media or

distribution now known or hereafter discovered or developed (including, but not

limited to, print media, internet, web casting, video streaming, television, or radio), for

the use of FCCLA, its affiliates, or any individual, organization, business, publication,

network or other third party, in perpetuity, without payment or any consideration.

CONFERENCE GUIDELINES

MEALSParticipants are expected to purchase meals on their own. There are many options at

a variety of price points within walking distance of the hotels and convention center.

For local restaurant suggestions, visit the Host State Hospitality Desk.

ELEVATOR ETIQUETTE• Students should be courteous to others in hotel and convention center elevators.

• Keep voices at low levels.

• Let people exit elevators before entering.

• Do not push buttons for unnecessary floors.

• Do not fill the elevators beyond posted capacities.

HOTEL SAFETY• Read the emergency instructions on the back of your hotel room door.

Familiarize yourself with the fire escape route.

• Count the number of doors between your room and the nearest exit.

• Do not leave your door open, and always use the dead bolt.

• Do not open your hotel door to anyone you don’t know. Call the front desk to

verify hotel staff, security guards, and others requesting entrance to your room.

• Do not say your room number in public.

• Do not leave valuables out in the open. Many hotels provide in-room safes or

lock boxes for the security of valuable items.

ESCALATOR SAFETY TIPS• Use care when stepping on and off escalators.

• Hold the handrail.

• No bare feet and avoid wearing floppy sandals and open-toed shoes.

• Do not run up or down the steps.

• Do not walk up the “down” escalator or down the “up” escalator.

• Keep feet away from the side edges of steps.

• No carts or strollers.

• Tie all shoe laces.

• Stand to the right when riding an escalator.

• Pass a person standing on an escalator on the left. (Stand to the right; walk to the left.)

GENERAL SAFETY• Go for the RED.

• R - REACT: Take information around you seriously. Pay attention.

• E - EVALUATE: Judge the level of threat to your safety or the safety of others.

• D - DECIDE: Decide if you need to take immediate action or seek help.

• Do not wear FCCLA badges or nametags outside of FCCLA events.

• Travel in groups and refrain from visiting with strangers.

• Students need to make sure your adviser knows where you are.

• Carry a cell phone. Make sure people closest to you know how to reach you.

Make sure you know how to reach other members of your group, including

chapter members, chaperones, and your adviser.

• Report emergencies immediately.

• Locate emergency exits and fire alarms.

• Download the FCCLA 365 App. In the event of an emergency, a push notification

will be sent to your phone through the app.

• FCCLA recommends that no FCCLA attendees visit Tijuana.

WHAT SHOULD I DO IF…

… I LOST MY ROOM KEY?

A new room key can be issued at the front desk of your hotel. Be sure to bring

identification, like a driver’s license or other photo ID.

… THE FIRE ALARM GOES OFF?

If the fire alarm goes off and you are in your hotel room, you should refer to the

emergency instructions on the back of your hotel room door. Check the door for heat

before opening. You may want to designate a particular area outside the hotel for your

chapter/group to meet. If there are any attendees that need special assistance, please

compile a list for the front desk so that they can help.

… I NEED TO CALL SECURITY?

Simply dial “0” and the hotel operator will connect you.

… MY WALLET OR OTHER VALUABLES ARE MISSING?

Report missing items to security by dialing “0” from your hotel room. You should also let

your adviser know. In addition, you may want to check at the FCCLA Registration Desk.

ANNOUNCEMENTSOnly announcements that apply to the entire delegation will be made at general

sessions. Advance approval by FCCLA national staff is required.

CONTINUING EDUCATION UNITSAdults participating in the Continuing Education Credit program at the National

Leadership Conference may receive up to 1.5 Continuing Education Units (CEUs).

The CEU fee of $20 is nonrefundable, and required attendance verification forms for

participants will be available in the chapter registration packet if registered in advance.

You can also purchase onsite at the FCCLA registration desk. Check with your

certification office or degree-granting institution to determine if the CEUs will apply

toward your professional development program.

PROFESSIONAL DEVELOPMENT UNITSCertificates of Professional Development Units (PDUs) for individuals seeking

continued certification through the American Association of Family and Consumer

Sciences (AAFCS) will be available onsite. All participating individuals certified in Family

and Consumer Sciences are responsible for complying with AAFCS requirements

regarding annual reporting. Certificates of completion will be available at the

registration desk.

MANDATORY DRESS CODE POLICYApproved by FCCLA’s Board of Directors, September 2015The National Leadership Conference is an excellent opportunity for members to convey

to others the positive and professional image of FCCLA. Members’ behavior in the hotels

and throughout the National Leadership Conference is the only image that others in

the hotel and host city may ever have of our organization. Student conduct and dress

should contribute to the positive and professional image of FCCLA. The FCCLA official

uniform is always appropriate and strongly encouraged for student delegates. If not

wearing the FCCLA official uniform, the mandatory dress code below must be followed.

Thank you for your cooperation and support in putting forth a positive image of

FCCLA throughout the National Leadership Conference!

their students and guests. Delegates, advisers, and guests not adhering to the dress

Note - Guests who attend are required to follow the Mandatory Dress Policy

*Polo shirts and oxford shirts are not required to have the FCCLA logo, but FCCLA branded

shirts are strongly encouraged. All current and future attire with the FCCLA logo must be

purchased through the official FCCLA emblematic supplier. To purchase official FCCLA attire,

visit the FCCLA store at www.fcclastore.org or visit the FCCLA Store during the National

Leadership Conference.

STAR Events ParticipantsSTAR Events participants are expected to adhere to the published dress code

for all general sessions, workshops, and the STAR Events Recognition Session.

For participation in competition, follow event specifications for dress, and wear

appropriate clothing for the nature of the presentation. If attending conference

activities prior to or immediately after a STAR Events presentation, be prepared to

change into clothing that meets the conference dress code.

• Semi-formal – You are able to wear semi-formal attire to the Closing General

Session if you are attending the Gala.

Unacceptable Attire at NLC• Skin-tight or revealing clothing

• Midriff-baring clothing

• FCCLA-branded clothing that was not approved by National FCCLA

• Extremely short skirts or dresses (shorter than 2 inches above the knee)

• Clothing with printing that is suggestive, obscene, or promotes illegal substances

• Athletic clothing – including tennis shoes – except for tours and appropriate events

• Swimwear – except for use at the pools or beach

• Rubber, beach-type flip flops – except for use at the pools or beach

• Night wear (pajamas) should not be worn outside of your hotel room

FCCLA Ultimate Image AwardThe FCCLA Ultimate Image Award will be based on the vote of the FCCLA Board of

Directors present at NLC. Keep your eyes open for the state whose members most

exemplify the FCCLA image and display a professional appearance throughout the

conference. The state that is selected will be presented with the FCCLA Ultimate

Image Award at the Closing General Session.

BY-LAW AMMENDMENTS

Bylaw Change Proposals The Board of Directors propose the following bylaw changes: ARTICLE VII Section 4. C. One regular meeting of the board shall be in conjunction with the National Leadership Conference. One regular each meeting each year shall be at the site of the national headquarters or at a nearby location determined by the executive committee. Location: The location(s) of regular meetings will be determined by the executive committee. Special meetings shall be designated by the board or executive committee. Rationale of the Board of Directors for this proposed Bylaw amendment is to provide the necessary flexibility of the Board of Directors to determine the best locations for Board of Director meetings without binding the actions necessitated to comply with the restrictions of the current bylaw. ARTICLE VII Section 4. D. Notice. The board shall establish a calendar of regular meetings at least six months in advance upon the recommendation of the executive committee. Rationale of the Board of Directors for these proposed Bylaw amendments is to provide the necessary flexibility of the Board of Directors to determine the best timing for Board of Director meetings without binding the actions necessitated by the Board to calendar deadlines that could cause necessary delay of the meeting schedule to comply with the restrictions of the bylaws. Currently, the previous Board needs to establish the calendar for the future Board in order to meet the six month timeline. ARTICLE VII Section 2. Membership The National Board of Directors shall consist of members elected by related organizations and groups, members ex officio, youth members, and members elected by the board, the total number of which shall not exceed 19 12. A. Members Elected by Related Organizations and Groups. There shall be seven five (5) directors elected by related organizations and groups (according to their election procedures) as follows: Family and Consumer Sciences teacher educator who shall be elected by the Family and Consumer Sciences Education Association; two one (2) (1) state administrators of Family and Consumer Sciences who shall be elected by the National Association of State Administrators for Family and Consumer Sciences; two (2) state advisers of Family, Career and Community Leaders of America who shall be elected at the State Advisers Management Meeting; and two (2) local advisers elected by the local advisers attending the National Leadership Conference, of which one shall

There shall be six five (5) ex officio members of the board as follows: a United States Department of Education representative from the Office of Vocational and Adult Education who is Family and Consumer Sciences education program specialist with primary responsibility for Family and Consumer Sciences education programs; vice-president of the Family and Consumer Sciences Education Division of the Association for Career and Technical Education; executive director of the American Association of Family and Consumer Sciences; the National Executive Council president; the National Executive Council Vice President of Finance, the immediate Past National President, the immediate past National Vice President of Finance, the immediate past chairperson of the board of directors; and the executive director. C. Youth Members. In addition to the current president of the National Executive Council, there shall be three youth members as follows: the most recent past president of the National Executive Council, the current National Executive Council vice-president of finance and the most recent past National Executive Council vice-president of finance D. Members At-Large. There shall be two one (1) member representing business and industry and one (1) secondary school administrator. Rationale for these proposed changes follows: The current Board of Directors is comprised of 24% state and chapter advisers, 23% youth leaders, and 53% affiliated group members such as business and industry, NASAFACS, ACTE, AAFCS, FCSEA, OVAE, and school administrators. The proposed new Board of Directors would be comprised of 36% state and chapter advisers, 37% youth leaders, and 27% affiliated groups including NASAFACS, business and industry, and a school administrator. This proposed Board will provide higher governance representation by those who are more directly impacted by the strategic guidance provided by the decisions of the Board of Directors and still include a balance of guidance from partner experts.

The proposed reduced size of the FCCLA Board of Directors will save FCCLA funds and/or provide opportunities for the Board of Directors to convene more frequently. Currently FCCLA spends approximately $80,000 in travel and lodging for the Board to convene twice a year. On average, the organization spends approximately $4,000 per FCCLA Board member per year. The cost savings is estimated at $32,000 which can be redirected to other membership services or provide an opportunity for the FCCLA Board to convene for a third meeting each year. The positions of affiliated members that the bylaw proposal reassigns will be encouraged as partners to serve on FCCLA Advisory Councils. These affiliated groups do not currently offer an equal position for FCCLA on their Boards. FCCLA serves in roles of advisory positions or partners. The proposed makeup will provide an equal partnership relationship with these affiliated groups. These members will instead be able to join more of their counterparts on FCCLA Advisory Councils to advise FCCLA direction on areas that directly relate to topics within their expertise such as career pathway alignment, professional development options, partnerships, and advocacy efforts. The Advisory Councils will be established if this bylaw proposal passes and will be based on data and information of other successful advisory roles. Advisory Council members will provide support from their respective organizations or companies to participate in meetings that may be electronic or in person. This investment of time and resources by affiliated partners on the FCCLA Advisory Councils will strengthen FCCLA and provide an opportunity for FCCLA partners to assist in advising the Board of Directors on non-governance matters. This bylaw proposal will allow the voice of our expert affiliates to guide FCCLA in a role that better provides guidance in their prospective areas of expertise but still keep a balance of advice on the proposed new Board makeup in addition to allowing FCCLA to be governed by those who are most impacted by the decisions of the governing body.
