POLICE are tring to trace a blac VW Passat which has been lined with a number of

thefts in rural Cheshire. The car was seen before Christmas around the reclamation ard/

industrial estate area in Huxley shortly before a van was stolen.

MBE for hospice founder

LITTLE Budworth resident Rosie Speigelberg, a founder member of St Lues Hospice, in

Winsford, has been awarded the MBE.

Parking ban

A PARKING restriction on Milleld Lane, Tarporley, at the junction with the High Street, has

come into force. The order prohibits paring on both sides of the road and there is also a no

waiting restriction on the High Street between 7am and 10am and 4pm and 7pm.

Bunbury Parish Plan

The Bunbur Parish Plan Steering Group has now completed drafting the questionnaire

Brook Road consultationTARPORLEy parish councillors were dismayed by the late notication and short period

of opening of the public consultation event for the Talor-Wimpe proposals for the Broo

Road housing and leisure development.

Parish councillors were only notied a week in advance, whilst a leaet drop advising

residents of the event was made onl four das before it too place on 11th Januar. A

representative of HOW Planning, organisers of the consultation, apologised for the poor

organisation.

The consultation event too the usual form of publicit displas for Talor-Wimpe and

schematic views and montages of the current design concept. Again, parish councillors

and man residents were concerned that the proposals deviated from their understandingof the site development principles previousl agreed with CWaC planners. At the following

parish council meeting, it was agreed that a meeting should be sought with the prospective

developers in an attempt to resolve the matter. It is hoped that the meeting will have been

held b the time ou read this.

In the meantime, residents who missed the consultation event ma view the draft proposals

Police SurgeryTarporles PCSO, Sheena Arton, will be holding an informal surger at The Old Fire

Station Coffee Shop on Wednesda 30th Januar between 10.30 and 11.30 a.m.. The

aim is for members of the community to meet their local ofcers and to discuss any

issues that the ma have. Please feel free to call in. If the event is successful, Sheenaintends to hold further surgeries on a regular basis.

CHESHIRE West and Chester planners

gave the go-ahead for 70 homes in

Tattenhall.

The proposed development b Redrow isfor land at the rear of Harding Avenue.

Three other planning applications for

housing development in Tattenhall 110 at

Chester Road, 137 homes at Greenlands

and 68 homes at land opposite Broo Hall

Cottages have all previousl been refused

b the Strategic Planning Committee. These

have all been appealed and will be heard at

a joint inquir held b the Secretar of State.

Local Councillor Mie Jones said: We have385 dwellings plus 145 that have alread

been agreed. That is a total of 530 in a

village of 847 houses.

This is against a projected target of 300

over 20 ears and means the 145 alread

agreed amounts to 10 ears of baclog.

In addition to that 33 houses are being

built at the nearb village of Milton Green

and the Planning Committee agreed lastweek a further 24 in Beeston.

The Strategic Planning Committee had

originall refused the Harding Avenue

application on landscape grounds but the

application had been resubmitted with

comprehensive landscape and visual impact

assessment.

Councillor Jones continued: Having

refused the same application before it would

be irrational to support the application,

especiall as the are going to be heard at

a joint appeal. It would be unfair to the other

applications.

However Councillor Angela Cladon: I

voted in favour of it last time because I now

we are looing at them all individuall but of

all the plans that we have seen, this is the

one which is most contained in the village.

And to m mind if ou were going to have

one of them then this would be the most

acceptable to me.And what I couldnt nd last time and

I continue to not to be able to nd are

an good reasons on planning grounds to

refuse it. Whatever we do toda it will win on

appeal.

A motion to refuse the planning application

on the same grounds as last time was

defeated.

Councillor Jill Houbroo said she put

forward a motion to grant outline permission

with a heavy heart.

Voting was ve for granting outline planning

permission and four against. The resolution

to approve will now be referred to the

National Planning Casewor Unit.

heir firs year of office IHt receips rose by 14%

The days are long gone when IHT could reasonably be

regarded as a tax only for the very wealthy. Many of us still

think that we are unlikely to be affected by it, but many of

us would be wrong. The IHT threshold officially known as

the nil rate band currently stands at 325,000. Consider

what your house is worth today. For many people, this alone is

enough to exceed the threshold.

Married couples and civil partners can pass assets to each

other without paying IHT, while they are alive or on their

death. A fairly recent change of rules also allows them to

transfer any unused portion of their nil rate band when they

die. So its now possible for the surviving spouse or partner to

leave assets of up to 650,000 before IHT becomes payable.

(Its important to remember that the full nil rate band of

650,000 is not available to unmarried couples.)

Thankfully, there are a number of things you can do to reduce

any liability. A good place to start is with your Will. Everyone

should consider having a Will and, just as important, one that

is IHT-efficient. If you dont, or if there are mistakes in the

drafting, the laws of intestacy may distribute your assets in ways

that you never intended, or your estate may be taxed in ways

that could otherwise have been avoided. Its estimated that UK

taxpayers waste 448m a year in IHT payments which could

have legally been avoided by simple tax-planning measures

when drawing up a Will.

If you own a business, your Will should cover your businessassets unless you have made appropriate succession plans

with your partners. And you should review it whenever your

circumstances change a subsequent marriage, for example,

automatically invalidates a Will.

There are some well-proven methods to reduce IHT, and one

is making gifts during your lifetime. These reduce the size of

your estate and therefore the size of any IHT bill.

Some gifts depend on you surviving at least another sevenyears before they officially move outside your estate. There are,

however, some very useful exceptions to this rule which mean

that the assets move outside your estate, and beyond the reach

of IHT, immediately.

Every tax year, for example, you can make gifts totalling

3,000. On top of that, each year you can make small gifts of

up to 250 to any person and to as many people as you like.

Investing that sum annually into a Junior ISA for a grandchild

or godchild would accumulate into a much-appreciated sum

by the time they turned 18. Potentially the most generousexemption for IHT purposes, however, is the one that allows

you to make regular gifts as part of normal expenditure from

your income. These payments must be par t of a regular pattern

and may not come out of your capital. You must also keep

enough income to maintain your standard of living, so you are

unable to make gifts out

of your salary or pension

if you then have to raid

your capital to pay the bills.

Gifts that qualify as normal expenditure out of income

have no specified maximum, though they will be limited

automatically by the size of your surplus income. While the

exemption doesnt have to be claimed during your lifetime,

keeping records of any gifts will help your representatives to

claim it retrospectively.

Remember that IHT is a complex area and, without

professional help, it can be very easy to get things wrong.

THE School Council is currentl being

relaunched under the name Inspire.

Last month the students launched

their campaign to raise mone for a

debrillator to be kept at Tarporley

High School. Events will be taing

place in school to help raise mone

for this worth cause.

A debrillator is a life-saving machine

that gives the heart an electric shoc

in some cases of cardiac arrest. This

is called debrillation and can save

lives.

Cardiac arrest is when the heart

stops pumping blood around the

bod. When someone has a cardiac

arrest, debrillation needs to be

prompt.For ever minute that passes without

debrillation, chances of survival

decrease b 14 per cent. Research

shows that appling a controlled

shock within ve minutes of collapse

provides the best possible chances of

survival.

Mo bros and sistas raise over 5,500THE partners and team at Afford Bond LLP Chartered Accountants became Mo Bros and

Sistas for the month of Movember and raised in excess of 5,500 for local and national

charities.

Following the sad loss of a long serving and valued colleague earlier in 2012 and also

through supporting staff and clients with similar conditions, Afford Bond saw this as a ver
