assisting in maintaining the high standards of Tappan Zee High School. TheSchoolDayBeginningattheBusStopTheschooldaybeginsatthebusstop.Studentswholive1½milesorfurtherfromthehighschoolareeligibleforschoolbustransportation.Studentsarerequiredtopresenttheir bus card (or postcard indicating bus eligibility) to the driver upon boarding theschoolbuseachday.WhenStudentIDcardsareissuedinthefall,studentswillusethisastheirbuscardandshowthistothedrivereachday.Becausesafetyisthefirstpriorityonthebus,studentscanenterorexitthebusonlywhenithascometoacompletestop.Allpassengersmustbeintheirseatswhenthebus ismoving.Thedriverhasauthorityonthebusandreportsanyunacceptablebehavior,whichcanresultinasuspensionofbusprivileges.StudentParkingThere is limitedon campusparking available for seniorsonly.On campusparking is aprivilegewith theunderstanding that any formof transportationbroughtonto schoolproperty is subject to a search when the district has reasonable suspicion. Parkingprivilegemayberevokedatanytime.Tobeeligibleforparkingprivileges,studentsmustattend a driver safety workshop provided by Tappan Zee High School, complete aParking Permit Request form, and obtain a parking permit. This permit must bedisplayedandstudentsmayonlypark inareasdesignatedforstudentuse. Withinthefirst few weeks of school and upon review of all senior parking applications, we willdetermineifadditionalparkingspacesareavailable.ParkingHardshipApplicationFormsareavailableforstudentstocompleteandsubmitforcommitteereview.

AccessforStudentswithHandicapsTappanZeeHighSchoolisaccessibletopeoplewithhandicaps.

Lockers(Hallway)Weencouragestudentstousealockertostoretheirpersonalitems.Inordertodoso,onthefirstdayofschooltheyshouldbringintheirschoolissuedlocks,placeitonthelockerofhisorherchoiceandcompletetheLockerRegistrationonline.Thelinktoregisterlockerswillbepostedonthehighschoolhomepageatthestartoftheschoolyear.Paymentmustbemadebycheckormoneyorderintheamountof$7.50,payabletoSOCSD.

Lockers(Gym) GymlockerswillbeassignedatthebeginningoftheschoolyearbythePhysicalEducationDepartment.Studentsmayuseanytypeoflock,purchasedinschoolorfromastore.ItisveryimportantforstudentstostoretheirbelongingsinalockersecuredwithalockduringPEclassesandforafterschoolsportspracticesandgames.

InclementWeatherWe encourage you to register for automated email or phone messages regardingchangestotheschooldayschedule.Intheeventofschoolcancellationordelayduetosnoworforanotheremergency,anannouncementwillbepostedonourwebpageandonWCBS(880AMor101.1FM),WFAS(1230AMand103.9FM),orHUD(100.7FM).

LostandFoundIfyou’velostsomething,checkintheMainOffice.Ifyoufindanythingonschoolpropertythatsomeonemighthavelost,pleasedeliverittotheMainOffice.

WorkingPapersStudentsbetweentheagesof14and18needworkingpapers toholdanafter-schooljob.ApplicationsareavailableintheMainOffice;theyneedtobesignedbyaparentorguardian. A necessary part of the application is a physical examination,which can bedonebyadesignatedschoolphysicianwithoutanycharge.Youalsohavetheoptionofusingyourowndoctor.

ResidencyandAttendanceOur students are residents of Blauvelt, Grandview, Piermont, Orangeburg, Palisades,Sparkill,andTappan—theSouthOrangetownSchoolDistrict.

Ourmostbasic school requirement isalso the simplest. Studentsmustattendclass inordertoachieveapassinggradeandearncredit.Becauseinteractionbetweenstudentandteacherisanintegralpartofeducation,activeparticipationin class counts as part of your grade. In order to participate in athletic events or co-curricular activities on any school day, nine-period attendance is expected. Studentswhoarriveatschoolafterfourthperiodmaynotparticipateinafter-schoolactivitiesorathleticactivitiesthatday(Seeminimumattendanceprocedureforfurtherinformationregardingattendancerequirements).Ifyouarelate:Attendance is taken each class period. Studentswho are late to schoolmust bring anote signed by your parent or guardian to the attendance office upon their arrival.Studentswhoarelatetoclassmustbringapassfromtheteacherofthepreviousclass.Eachlatenessinexcessof20minutes,foranyreason,countsasanabsenceagainsttheminimumattendanceprocedure.Ifyouneedtoleaveschoolearly:Ifyouneedtomisspartoftheschoolday,youmustsubmitawrittenrequestfromyourparentorguardian,withthereasonandthedate, to theattendanceofficebeforethefirstscheduledclassofthedayonwhichyouwanttoleaveearly.Youwillbegivenanearly dismissal pass to show your teacherwhen you are ready to leave. Again, earlydismissalscountagainsttheminimumattendanceprocedure.Ifyouareinjured:Ifyouarehurtinanyway,evenifitseemslikeaminorinjury,pleasebesuretoreporttothenursetofileanaccidentreport.Ifyouareill:Ifyouarenotfeelingwellandneedhelp,askyourclassroomteacherforapasstothenurse’soffice.Ifyouneedtogohome,thenursewillcontactyourparentorguardian.Ifyouhaveafieldtrip:Signed parental permission slips are required for field trips. There are no refunds formissed trips. Students are responsible to communicate with all of their teachers inadvanceofthetripandmustmakeupallmissedwork.

Ifyouareabsent:Ifyouaresick,uponyourreturntoschool,bringanotetotheAttendanceOfficefromyourdoctor,parentorguardiansayingthatyouhavebeenill.Alsoseeyourteacherandfindoutwhatworkyouhavemissed.Absencesformattersofconscienceorforfamilyreasons are excused if notification is received prior to the day of absence. However,these absences count towards minimum attendance requirements. TZHS does notpermita “senior cutday.”Students involved in suchanactwillbe regardedas truantandsubjecttodisciplinaryprocedures.Ifyouwouldliketotalk:Ifyouwanttoshareyourconcernsaboutyourself,yourfamilyoryourlifeinschoolwithanotherpersonwhoistrainedtolistenandhelp,pleasestopinandseeoneofourtwoschoolpsychologistsatTZHS.SchoolPsychologistshaveofficeswithin theguidanceofficeandcanhelpyouthroughissues including depression, anxiety issues, school attendance, drug and alcohol use,eating disorders, and behavioral or interpersonal related concerns. All work withstudents and families is confidential. You can make an appointment through yourcounselor,oryoucanjuststopinandvisit.

MinimumAttendanceProcedureInordertoreceivecreditforacourseatTZHS,studentsmustearnanaverageof65%orhigher(includingafinalexamorassessment). Inaddition,studentsmaynotmissmorethanthenumberofclassperiodsforanyclassasoutlinedbelow.

Absences such as illness, lateness in excess of 20 minutes, class cuts, early dismissal,truancy, etc. all count towards themaximum absence allowed. SchoolRecordsEvery student has a permanent transcript and a permanent file. This file includes theresults of any testing in the SouthOrangetown Schools, aswell as fromany previousschool systemattended. Thenursealsomaintains ahealth record. Studentsunder18years of age need parent permission to review their academic records. Parents orguardians are also permitted to view these records. For more information, see yourguidancecounselor.

PRIVILEGESFORUPPERCLASSMENSouthOrangetownisresponsibleforprovidingaschoolenvironmentinwhichstudentscanbecome successful andproductivemembers of their communities. Students canmake themostoftheirhighschoolyearsbytakingadvantageofalltheeducationalandsocialactivitiesofferedbyTZHS.Thishappensbestwhenstudentsare“full-time”students,takingadvantageofallopportunitiestoenhancetheireducationbygettingadvicefromguidancecounselors,gettinghelpfillingoutcollegeapplications,doingin-depthlearningandinquiry,andgettingextrahelpfromteacherswhenthat isneeded.Ourcommitmenttohigherexpectationsforeveryoneofourstudentsisreflectedinouropencampuspolicy.

SeniorPrivilegesSeniorsarenotassignedtostudyhallsandarepermittedtogotothecafeteriaduringopenperiods.Ifstudentshaveworktodoorwishtostudyorread,theycanalsogotothelibraryorcomputer lab if space isavailable. Students need to wear sneakers, athletic shorts,sweats,andt-shirtorsweatshirt. ExtracurricularCodeofConductParticipation in extracurricular activities is a privilege and carries with it certainresponsibilities. Participants represent Tappan Zee High School, and they shoulddemonstrate pride and respect for our school. Participants shouldmodel citizenshipandfollowthedistrict’sCodeofConductbothinschool-relatedactivitiesandoutsideofschool throughout the school year. Each extracurricular activity and club may havemore specific guidelines to supplement thedistrict’sCode. Student violationsof thiscodewillbesubjecttoreview.Participation in anyextracurricularprogram requiresa time commitment. If a studentcannotmakethefullcommitmentordecidestowithdrawfromtheprogram,heorsheshoulddiscussthesituationwiththefacultyadvisor(s).Attendance:Students are expected to have strong school and class attendance. • Courtyard: The courtyard is a “common area,” and students must respect other

• Hallways: When moving through the halls, students must not distract teachers,

classesor other students.At the latebell, anyonewho is not scheduled for a classmust be in any of the following areas: classroom, cafeteria, library, career center,computerlab,guidanceofficeorcourtyard.Anystudentinthehallafterthesecondbell must have permission from his/her teacher. BoardofEducationPolicyTobaccoUseTheSouthOrangetownCentralSchoolDistrictisasmoke-freedistrict.Studentsfoundtobeusingorinpossessionoftobaccoorsmokingparaphernaliaonschoolgroundsoratschool-sponsoredeventswillbesubjecttothefollowingdisciplinarymeasures:• First Offense: Saturday morning detention, one counseling meeting, and parent

notification.• Second Offense: Two Saturday morning detentions, one counseling meeting, parent

notificationand/ormeetingwiththeadministration.Ifthisbehaviorcontinues,furtherdisciplinaryactionswillbetaken.

PolicyonSexualHarassment• It is thepolicyof theSouthOrangetownCentral SchoolDistrict toprovidea learning

andworkingatmospherefreefromsexualharassmentforallstudents,employees,andvisitors.

• Further,thedistrictshallprovideallemployeesandstudentswithappropriatetrainingconcerning the policy and procedures addressing matters relating to sexualharassment.

• Title VII of the 1964 Civil Rights Act and Title IX of the 1972 Federal Education Actprohibit discrimination on the basis of race, color, sex, age or national origin. Sexualharassmentisaformofdiscrimination.Sexualharassmentcanbeblatantorsubtle. Itcancomeaboutduetoconsciousintentorasaresultofingrained,improperpatternsofbehavior.Sexualharassmentofanyonebyanypersonwhileondistrictproperty isabsolutely prohibited andwill not be tolerated. “Any person” shall include, but shallnotbelimitedto,students,employees,andvisitors.

DefinitionofSexualHarassmentSexual harassment shall consist of unwelcome sexual advances, requests for sexual favorsand other inappropriate verbal or physical conduct of a sexual naturewhenmade by anymemberoftheschoolstafftoanotherstaffmember,whenmadebyanystudenttoanotherstudent,whenmadebyastudenttoastaffmember,orwhenmadebyastaffmembertoastudent.• Submissiontosuchconductismadeeitherexplicitlyorimplicitly,atermofconditionof

anindividual’semployment• Submission to, or rejectionof, such conduct by an individual is used as thebasis for

academicoremploymentdecisionsaffectingsuchindividual.• Suchconducthasthepurposeoreffectofsubstantiallyinterferingwithanindividual’s

academic or professional performance, or of creating an intimidating, hostile, oroffensiveemploymentoreducationalenvironment.

AllParties:Sexualharassmentassetforthanddefinedabove,mayincludebutisnotlimitedtothefollowing:• Verbalharassmentorabuse.• Pressureforsexualactivity.• Unwelcometouching.• Suggesting or demanding sexual involvement accompaniedby implied or explicit

threatsconcerningone’sgrades,job,etc.

Students: Unlike the case of harassment of one employee by another, where thepossibilityofaconsensualrelationshipbetweenadultsnecessitatestheuseoftheword“unwelcome”as in theEEOCdefinition,nosuchwordcanexistwithrespect tosexualharassmentofastudentbyanemployee.Notonlyaremoststudentsbelowtheageofconsent, but even in the case of an older student, use of the school setting for suchpurposesisentirelynotpermissible.Neitherwouldbeanemployeetakingadvantageofhis/her superiorpsychologicalposition,and/orpositionofapparent control, to coerceor intimidate students for suchwrongful purposes. Therefore, sexual harassmentof astudentbyanemployeeshallbedefinedasfollows:“Any sexual advances, request for sexual favors, and any other verbal written or

physicalconductofadirectorindirectsexualnature.”

Procedures• Anyemployeebelievinghim/herselftobeavictimofsuchharassment,orbelievingtohave

witnessed same, should immediately notify either his/her supervisor, supervisor’ssupervisor, the personnel department or anyone in administration with whom saidemployeefeelscomfortablespeaking.

• Anystudentbelievinghimself/herselftobeavictimofsuchharassment,orbelievingtohavewitnessedsameshould immediately reportall complaints to thebuildingprincipal,oranystaffmemberwithwhomsaidstudentfeelscomfortablespeaking.

• Therighttoconfidentiality,bothofthecomplainantandoftheaccused,willberespectedconsistentwith the schooldistrict’s legalobligationsandwith thenecessity to investigateallegationsofmisconductandtotakecorrectiveactionswhenmisconducthasoccurred.

Sanctions• A charge against an employee, if substantiated, will provide grounds for disciplinary

action including the possibility of dismissal from employment. A charge against astudent, if substantiated, will provide grounds for disciplinary action including thepossibilityofsuspensionorpermanentremovalfromschool.

• Thispolicyand itsaccompanyingregulationsshallserveaspartofthedistrict’spolicymanual.

to any course offerings, athletics, counseling, employment assistance or co-curricularactivities.

WhatisBullying?Bullying isdefinedasanegativeact,orseriesofnegativeacts,whetherphysical,verbalorpsychological, by one student or a group of students, directed at one or more students,where there is a real or perceived imbalance of power that cause the latter to feeluncomfortableorthreatened.Thedistrictseekstomaintainasafeandsupportivelearning,social, and educational environment that is free from harassment, intimidation, and/orbullying committed by students against other students on account of race, color, creed,ethnicity, natural origin, citizenship/immigration status, religion, gender, gender identity,gender expression, sexual orientation or disability. Such bias-based harassment,intimidation,and/orbullyinginallitsformsisprohibited.Districtpolicyalsorecognizesandprohibitsthefollowing:

“internetbullying,”alsoreferredtoas“cyber-bullying,”includingtheuseofinstantmessaging, e-mail, web sites, chat rooms, and text messaging, when such useinterfereswith the operation of the school or infringes upon the general health,safety,andwelfareofDistrictstudentsoremployees.

Any student who believes that he/she is being bullied, or any student or otherindividual who has knowledge or witnesses bullying of a student,must inform astaffmemberoradministrator.(BoardPolicy7551)

WhatisHazing?Hazing isdefinedasanybehaviorexhibitedbystudentsorotherpersonstowardsstudentsarisinginthecontextofso-calledinitiationritesfornewcluborteammembers,orstudentsnewtoaschoolorthedistrict,oractivitiesofasimilarnature,whose intentoraffect istodegrade,demean,humiliate,placeat riskofphysicaloremotionalharm,causephysicaloremotionalharm,orplaceatriskofpunishmentbyschoolorcivilauthorities.

WeaponsinSchoolThefollowingisfromtheBoardofEducationPolicyonDangerousWeaponsintheSchools,as approved in January of 2003, in accordance with the Gun-Free Schools Act Section3214(3)(d)oftheEducationLaw.

“No student shall bring or possess any “firearm,” as defined in federal law, onschool premises (including school buildings and grounds, District vehicles, schoolsettingsand/orschoolsponsoredactivitiesunderthecontrolandsupervisionoftheDistrict, regardless of location). A “firearm” includes any weapon (including a“starter gun”whichwill or is designed to ormay readily be converted to expel aprojectilebytheactionofanexplosive,theframeorreceiverofsuchweapon;anyfirearmmufflerorsilencer;oranydestructivedevice.(seeBoardPolicy7361)

Any student who is determined to have brought a weapon to school will be subject toautomaticsuspension,afterahearingpursuanttoEducationLaw3214,foraperiodnotlessthanayear.ThissuspensionmaybemodifiedbytheSuperintendent,withBoardReview.

ThreatsofViolenceInSchoolThe School District is committed to the prevention of violence against any individual orpropertyintheschools,onschoolgrounds,oratschoolactivities,whethersuchactsand/orthreats of violence are by students, staff or others. Accordingly, while acknowledging anindividual'sconstitutionalright,theDistrictwillnottolerateactsand/orthreatsofviolencewhichaffectthesafetyandwell-beingofstaff,studentsandtheschoolenvironment.Anyactsand/orthreatsofviolence,whethersuchthreatsaremadeorally,inwriting,orbye-mail, shall be subject to appropriate disciplinary action in accordancewith applicable law,Districtpoliciesandregulations,andtheStudentCodeofConduct.Allstaffwhoaremadeawareofactsand/orthreatsofviolencedirectedtostudents,stafforthe school building are to report such incidents to thebuildingprincipal,who shall reportthese occurrences to the superintendent. In cases that involve students, the buildingprincipalwillalsoreportoccurrencesofviolence,whetherinvolvinganactualconfrontationor a serious threat of potential violence, to the student’s parents/guardians, the schoolpsychologistand/orcounselor,andtheDirectorofSpecialEducation,ifapplicable.Locallawenforcement agencies may also be called as necessary, upon the determination of theSuperintendent/designee.

Anyindividualwhoisknowledgeableofanactorthreatofviolenceshouldalerttheschoolbycallingthebuildingprincipalorschooloffice.Studentsaretoreportallactsand/orthreatsof violence, including threats of suicide, by notifying a faculty member or the buildingprincipalorbycallingtheschool.

TheDistrictreservestherighttoseekrestitution,inaccordancewithlaw,fromtheparent/guardianand/orstudentforanycostsordamageswhichhadbeenincurredbytheDistrictasaresultofthethreatsoractsofviolenceintheschools.Procedureswillbedevelopedtoaddresssafetyconcernsintheschools.AppropriatesanctionsforviolationsofthispolicybystudentswillbeaddressedintheStudentCodeofConduct.

DisciplinaryProceduresInmostcases,teacherswillberesponsibleforstudentdisciplinethroughtheirowneffectiveclassroommanagement. Theywill refer to the administration any studentwho commits aseriousbreachofschoolregulationsorwhoisacontinualdisruption.Non-certifiedpersonnelwillreferstudentstocertifiedpersonnelfordisciplinaryaction.Parentalinvolvementwillberequested, whenever possible, in the early stages of any problem handled by anadministrator.Theguidancedepartmentandschoolpsychologistswillassistinworkingwithstudentshavingcontrolproblemsonafollow-upbasis.When possible, discipline will be applied in the area where the violation occurred, forexample,violationofbusregulationsmayresult incurtailmentofbusprivileges.Eachcaseof a violation of district or school ruleswill be reviewed individually, and appropriate andreasonablepenaltieswillbedeterminedbytheadministrativestaff.Co-curricular clubsandathletic teams fallunder theauspicesof theCodeofConduct.Anyreportsofschoolmisconductthatresult inschoolconsequencesmayresult inco-curricularand/or athletic consequences as well. Any misconduct that takes place in co-curricularactivities or athletics may result in a school consequence in addition to any co-curricularconsequencethatisassigned.Participation in the prom and graduation ceremony is a privilege and can be jeopardizedbasedonastudent’sdisciplinerecord.

Studentlockers,carsparkedonschoolproperty,andstudents’cellphonesmaybesearchedby school personnel if there is reasonable suspicion of a violation of the District Code ofConduct.

AfterSchoolDetention/SaturdayDetention/In-SchoolSuspensionAfterschoolandSaturdaymorningdetentionwillnotbescheduledforanystudentbasedonconvenience. The student’s responsibility to serve detention should override otherresponsibilities,includingwork,athleticsandco-curricularactivities.Thefollowingviolationsqualifyfordetentionorin-schoolsuspension:

EnforcementofRules&RegulationsTheprincipal isresponsiblefordecidingifarulehasbeenbroken.Studentswhobreakrulesmaybe suspended for up to fivedays and/or referred to the SuperintendentofSchools,which can result in a long-term suspension from school.Hearings before theSuperintendent are closed to the general public and all records of them are keptconfidential.
