Assisting the growth of small, minority and women-owned business

enterprises (S/M/WBEs) in construction and related industries is the

primary objective of the Regional Alliance for Small Contractors.

As a premier construction industry partnership headquartered in New

York and led by major construction firms and public agencies, the

Regional Alliance was created in 1990 to:

Promote the representation of minorities and women in the

ownership, management and work force of construction and

related businesses.

Promote and support the development of small, minority

and women-owned construction and related businesses.

Promote policies and practices that improve the competitive

position of small, minority and women-owned businesses.

Promote, develop and implement building capacity programs

for S/M/WBEs to expand their contracting abilities.

Provide marketing and networking opportunities for S/M/

WBEs with private and public sector firms.

The New York City Department of Buildings (DOB) authorized construction of 56,528 residential units in 1,998 buildings in 2015, an increase from the 20,329 units in 1,513 buildings that were permitted in 2014, according to a New York Building Congress analysis of U.S. Census data. This marks the sixth consecutive year in which the number of permitted residential units has risen from the prior year. The total dollar value of all construction projects initiated in the five boroughs reached $40.9 billion in 2015, a jump of 53 percent from 2014 when construction starts totaled $26.7 billion and more than double the $19.9 billion in starts realized in 2013.

There has never been a more favorable time for M/WBEs in the New York City area to step up to the plate. Almost all sectors in the local construction market are teeming with business: public, commercial, residential, institutional, cultural, and healthcare. The City’s capital budget is primed for affordable housing projects pending new 421A type legislation. As can be observed, the Regional Alliance members have been outstanding performers in the construction industry and are undoubtedly thriving in these boom times. Both veteran and emerging firms alike must now rely on their marketing, pitching their competitive advantages (cost, quality, safety, reliability) to book new business and create a work portfolio.

A marketing plan and strategy is critical to success. As with most issues involving construction businesses, planning and preparation are paramount. Whether the objective is to increase market share or gross revenue, a review of the firm’s strengths, weaknesses, opportunities, and market trends (SWOT Analysis) is worthwhile. Marketing strategies that have a fairly quick return on investment (ROI) and where investment is easily absorbed by the company should also be pursued.

The Wall Street Journal has reported the City could be facing the biggest building boom in a generation. This year, Governor Cuomo has launched a legislative initiative to extend his 30% statewide M/WBE utilization goal beyond contracts issued by state agencies and authorities to include state funding given to localities such as cities, counties, towns, villages and school districts; an additional $65 billion annually. Hopefully, these efforts will be effectively monitored to ensure that City and State spending is done transparently and with accountability to track whether the money spent on M/WBEs actually goes to those vendors.

In light of this promising business climate, M/WBEs should redouble their outreach efforts across the board, networking and engaging procurement staff throughout the public and private sectors.
