Tangerine Improving the quality of Literacy Boost reading assessments In partnership with Save the Children, World Vision is currently implementing Literacy Boost 1 , a proven literacy programme which strengthens the reading and writing skills of primary school children. A key component of Literacy Boost programming is the assessment of children’s reading levels in order to identify learning needs, tailor programming to meet those needs and estimate programme impact. During reading assessments, early grade students are assessed on: Alphabet knowledge Ability to read words in isolation Ability to decode words Oral reading fluency Oral reading accuracy Comprehension The results of the baseline assessment allow for the programme elements to be contextualised and tailored to the needs of the community and the students. Students are reassessed after one year of programming, which allows World Vision to measure programme effectiveness and to improve programming for future years of implementation. To carry out Literacy Boost assessments,World Vision staff in Burundi, Democratic Republic of Congo, Ethiopia, India, Kenya, Nepal, Rwanda, Senegal, Swaziland and Tanzania have used the electronic data collection software Tangerine. Tangerine was developed by RTI International specifically for education assessments such as the Early Grade Reading Assessment (EGRA) and the Early Grade Mathematics Assessment (EGMA). These assessments require unique electronic data collection functionality, such as the ability to measure a student’s accuracy and fluency while reading a passage. SinceTangerine was developed three years ago, it has been used in over 30 countries and 50 languages. Tangerine is a vital tool for Literacy Boost assessments, improving data quality and shortening the time between data collection and analysis. Local programme staff have quickly learned how to create electronic survey forms using the Tangerine Wizard. Once created, the survey is downloaded onto Android-compatible tablets and runs offline. Results are later synced to the cloud and downloaded for data cleaning and data analysis. 1 Literacy Boost is a copyrighted tool designed, developed and owned by Save the Children. The benefits of using Tangerine for Literacy Boost assessments include:

spreadsheet.• Tangerine allows for international staff to monitor data collection progress and offer assistance

from anywhere in the world with an internet connection.

WorldVision and Save theChildren’s Partnership for Literacy has assisted in further testing and developmentofTangerine.As Literacy Boost assessments have slightly different requirements from a traditional EGRA, bothorganisations have contributed insights aswell as programming additions to ensure thatTangerine is a flexibleandadaptable tool.TheorganisationsareactivemembersofabroadernetworkofgroupsusingTangerine thatcontinuallysharefindingsandadvancetheuseofTangerine.

TangerinehasvastlyimprovedthequalityofLiteracyBoostassessmentsandhasbeeninstrumentalinhelpingWorldVisionmeasurereadingskillsthroughouttheworld.
