Treasurer’s Report – Paul (Not in Attendance)

General Fund $ N/A, Education Fund $ N/A, Local Education Fund $1374.50 Reported to secretary that an evaluation of our financial balances and trends show that our recovery plan is working and we

are heading towards financial stability.

Secretary’s Report – Tony Quarterly Report has been sent to State CLSA Newly licensed Land Surveyors have been invited to our next Chapter meeting. Another Candidate from San Diego has

passed on appeal and will also be invited. This brings the total of successful Candidates in our area to 6.

Education Committee – David Johnson LS Review Class Subcommittee – Jack Gechter

Sign ups for next year already coming in. Pricing will be the same. Finalized schedule and payment options being worked out. Notice will be sent to ACEC, (old CELSOC) for outreach and possible students Location already reserved with Caltrans. Workshop Committee – Don Woolley Railroad Retracement workshop. Investigation shows he does a longer seminar not a workshop, He needs at least 3

months notice and his charges are expensive, therefore not able to coordinate with his scheduled seminar in Phoenix. Board is willing to revisit to put on a seminar at a later date.

Education Foundation \ Scholarship Subcommittee – Dave Ambler

A discussion on the dollar amounts to commit this year to the Foundation Scholarships, “Curt Brown, Dana Seguin and Vance Breshears,” was held. A Motion to set the amounts at $2000, $1000 and $1000 respectively for a com-mitment of $4000 to be sent for scholarships to the CLSA Foundation out of the education fund and transfer the difference from last years commitment of $750 from the Education fund to the Local Education fund to support lo-cal community colleges was made and seconded. Motion Passed. The Secretary will send the commitment to the Foundation.

Community College Report – John Butcher .No Report

Ad Hoc Committee – Junior College Programs– David Johnson Next meeting with Cuyamaca is this fall.

Annual Golf Tournament Subcommittee – David Johnson Course change (Pulled together in 8 days!)was due to Meadow lake having conflict with a casino night Huge Success, 70 + Golfers. Consensus from golfers is that Vineyards is a better venue! Less than $600 Total expenses, Only a few outstanding receipts need to be collected. Estimates that we clear $2000 after expenses for Education Fund.

Nominating Committee – Pat McMichael, Andy Karydes Slate is set. Great Job!

GIS Committee – Karen Koklich, Jimmy Elmore GIS Study Group met 9/17/2011 and will be meeting once a month for the following 5 months. Class size is currently

New Business .Jack Gechter would like to see a change in the 2010 BPELS Guide to Engineers and Land Surveyors for City and County

Officials. Says guide is missing language that requires survey documents be checked by or under the supervision of a licensed Land Surveyor per the LS Act the same as it is in the Engineering section where it spells out that Engineering plans or documents must be checked by a registered Engineer. He invites Chapter members to read the Guide on the BPELS website and view or support his discussion in the Land Surveyors Forum of the State CLSA Website.

CLSA San Diego Survey Student Stipends The Stipend program’s goals are to: provide funding for local students taking college level survey related classes. They will receive $100 for an A, $75 for a B, $50 for a C. It will be limited to one survey class per stu-dent per semester. The Class must have been com-pleted within the last 6 months. Applicants must be cur-rent members of the San Diego Chapter of CLSA. Li-censed Land Surveyors are ineligible. All applications are subject to approval by the executive board. CLSA, along with other surveying associations and representatives of a wide variety of other industries, has joined the Coalition to Save Our GPS. The Coalition was formed to resolve a serious threat to the reliability and viability of the Global Positioning System (GPS). To safeguard GPS, the Coalition seeks a number of remedies from the Federal Communications Commission (FCC), which recently granted a waiver to a company called LightSquared that allows them to repurpose the satellite spectrum immediately neighboring that of the GPS. LightSquared plans to transmit ground-based radio signals that would be one billion or more times more powerful as received on earth than GPS's low-powered satellite-based signals, potentially causing severe interference impacting
