Evelyn Benoit is not your typical horse breeder.Most buyers of a top-class, $850,000

Thoroughbred mare at public auction would plan a mating for the following breeding season to one of North America's fashionable stallions.

Not Benoit.At the Nov. 11 session of the Keeneland

November breeding stock sale, Grovendale's James Keogh won a bidding war to acquire the multiple stakes winner and graded stakes-placed mare Moment of Majesty for $850,000 from Hill 'n' Dale Sales Agency's consignment.

The 9-year-old daughter of Saint Liam was purchased in the name of Benoit's Star Guitar Inc., named after the Louisiana breeder's top homebred Star Guitar.

Keogh said Benoit bought the mare specifically to breed to Star Guitar, who stands at Clear Creek Stud in Louisiana for $4,000—a far cry from the $100,000 fee for Curlin, the Hill 'n' Dale Farm stallion to whom Moment of Majesty was bred this year.

Keogh said Benoit's decision to breed such an expensive mare to Star Guitar reflects her desire to give the stallion the best opportunity to succeed.

"It's not about the money with her. It's about the horses," Keogh, part of Benoit's team of advisers, said of the disparity between the mare's purchase price and the stallion to whom she will be bred. "It's family to her. She loves (Star Guitar) so much. He means the world to her."

Racing for Benoit's Brittlyn Stable, Star Guitar won 24 of his 30 starts, including 22 stakes, and retired as the all-time leading Louisiana-bred, earning over $1.7 million. In his only graded stakes placing and rare venture outside Louisiana, Star Guitar finished third in the Alysheba Stakes (gr. III) at Churchill Downs.

Represented by 36 juveniles of 2016, Star Guitar

has had two winners from six starters to date, and Keogh said Benoit is getting ready to send out several of her promising homebreds trained by Al Stall Jr.

Keogh said the breeder has supported Star Guitar since he entered stud, sending some 15 of her 22 broodmares to the stallion annually.

"He's a beautiful-looking horse. He's show-hunter pretty," Keogh said. "He's a fabulous-moving horse. He wouldn't break eggs, he's so light on his feet."

With his breeding and superb running ability, Star Guitar likely could have been gone to a farm outside Louisiana, but keeping him in the Bayou State fit with Benoit's support of the state breeding program. Star Guitar's fee will remain at $4,000 for 2017.

"It's everything to her to support Louisiana's breeders' program," Keogh said. "She had several offers to stand him in Kentucky, but she wouldn't consider it because she wants to support Louisiana racing and breeding. She is passionate about racing. She watches racing three hours a day."

Moment of Majesty was the highlight of a session with across-the-board declines from the comparable day a year ago and closed out Book 2 of the sale that continues through Nov. 20.

Keeneland reported 220 head sold for an aggregate $21,280,500, with a 13.4% decline in average from $111,665 a year ago when 224 horses grossed $25,013,000 to an average of $96,730 this year. The median fell 16.7% from $90,000 to $75,000.(continued on page 5)

After four sessions, the average is only down slightly from last year—$224,221 to $224,971—as 695 horses were reported sold for over $155.8 million, compared with nearly $164.7 at the same juncture in 2015. The cumulative median is down 9% from $137,500 to $125,000.

With 291 horses bought back this year, the RNA rate is 29.5%, compared with 27.5% though the first four sessions of 2015.

Geoffrey Russell, Keeneland's director of sales operations, said the Friday numbers reflected the same polarization seen in other markets this year.

"The quality brought top dollar, no mistake," he said. "There is a polarization and selectivity within the marketplace. Those who have been perceived as quality are very well rewarded and those who don't meet the market aren't."

Russell said one of the strengths of the day were the strong trade for foals of 2016.

"The foal market is very good at the moment," he said. "You have to have the sire power, a good physical. They're maybe a little forgiving on the pedigree."

Runway Ready, a half sister to grade II winner Corfu from the female family of multiple grade I winner Peace Rules, was bought by Three Chimneys as agent for Mike Repole's Repole Stables for $425,000 as the day's second-highest price.

From Eaton Sales, the 6-year-old daughter of Mr. Greeley, who placed in the Giant's Causeway Stakes at Keeneland, was sold in foal to Malibu Moon. Bred in Kentucky by AGS Thoroughbreds, Runway Ready was purchased by Gary Contessa for $75,000 from Sequel Bloodstock at the 2012 Fasig-Tipton Florida March sale of 2-year-olds in training.

Her dam, the winning Forest Wildcat mare Fashion Cat, produced Corfu, a son of Malibu Moon who won the Saratoga Special Stakes (gr. II) and was second in the Futurity Stakes (gr. II) at Belmont Park. Fashion Cat is a half sister to two stakes winners, including

$3 million-earner Peace Rules, winner of the Haskell Invitational, Toyota Blue Grass Stakes, and Suburban Handicap, all grade I events at the time.

Top price for a weanling Friday was the $350,000 bid from Mayberry Farm for a Curlin filly from the Hill 'n' Dale offerings. Produced from the grade III-placed Jungle Tale, the filly bred in Kentucky by SF Bloodstock is from a solid black-type female family that includes stakes winner Mary Kies and Italian stakes winner and group I-placed Flying Girl.

"She was one of the better-looking fillies that was going to walk up here in the whole catalog," said agent David Ingordo, who signed the ticket. "We tried on some earlier ones but didn't get them, so she kind of the last ones that fit the parameters." BH

CHC BUYS MARES FOR US BREEDING PROGRAMBy Bob Kieckhefer

Jumping heavily into both the Fasig-Tipton and Keeneland November sales, the China Horse

Club has spent more than $9 million in a matter of days on mares to support its interests in U.S. stallions.

China Horse Club bought five mares at Fasig-Tipton's November sale for a total of $5,520,000. For $2.4 million it purchased Embellish the Lace, a Super Saver mare out of Expanse who won the 2015 Alabama Stakes (gr. I) at Saratoga Race Course; and Tapas, a Tapit filly out of General Jeanne, for $1.3 million.

In the first two days of Keeneland November breeding stock sale, China Horse Club also paid $1.3 million for She's Not Here, a grade I-winning Street Cry mare from the same family as Zenyatta, among eight fillies and mares purchased for $3,625,000.

The purchases included mares by 12 sires, with Tapit being the one repeat sire. Among the other sires of mares purchased were Uncle Mo, War Front, Unbridled's Song, and Pivotal.

Eden Harrington, vice president and head of partnerships and membership for the CHC, said all of the fillies and mares will become part of an expansive breeding program in the United States.

"These mares have been purchased to help support our growing interests, which include breeding interests in Exaggerator, Flintshire, Daredevil, and others, and to grow a quality broodmare band that includes grade I winners Iotapa and Last Full Measure as well as Cozze Up Lady, Bajan, and Flattermewithroses," he said.

"We have recently begun partnerships with Hill 'n' Dale with Flintshire and with Taylor Made Farm and Perry Martin with California Chrome, and these are world-class operations and world-class stallion prospects that we are very excited to be involved with," Harrington said.

No specific breeding decisions have been made for any of the mares, he said, adding, "We are very aware of the elite band of sires Kentucky houses."

Harrington said the mares will join CHC stock already at WinStar Farm and the Club is "delighted to be able to support Mr. Troutt, Elliott Walden, and the team in this way."

Ultimately, he said, the Club hopes to grow involvement in the breeding and racing industry in the United States while it works separately to build commercial racing in China and elsewhere.

"We hope to be able to make a meaningful contribution to the U.S. industry both as commercial buyers and sellers and, under the banner of the China Horse Club, to introduce new participants to this wonderful industry," Harrington said.

He emphasized China Horse Club's partnerships with American breeding operations, including WinStar, which was a sponsor of this year's CHC race meeting in Ordos, China; and Keeneland's sales operation, which also provided support in Ordos. BH

FRANKEL'S FEE UNCHANGED AT £125,000By BloodHorse Staff

Multiple champion and European freshman sire sen-sation Frankel will have his stud fee held steady

at £125,000 (US$157,500) for 2017, according to Nov. 11 announcement by Banstead Manor Stud.

The son of Galileo, who was first horse to win successive Cartier Horse of the Year titles in 2011 and 2012, has gotten off to a remarkably strong start at stud.

"Few horses have made such a global impact as Frankel," said Banstead Manor stud director Simon Mockridge. "His sublime racing career, physique, and pedigree provided the catalyst for the outstanding worldwide support he received since retirement.

"To date he has yielded five group winners and 18 individual winners—an explosive start and one that augurs well for the future. This success was further cemented in commercial markets with a global average of £560,000 ($705,000)."

Though ranked third on the Racing Post's leading freshman sire list by progeny earnings with £364,346, he is the leading sire by percentage of winners from runners (54%) among sires with 10 or more starters and is the only sire among the top five ranked by earnings with more than three runners with Racing Post ratings of 100 or more.

Banstead Manor, which is Juddmonte's operation in Great Britain, did lower the fees on two of its marquee stallions: Dansili and Oasis Dream. Dansili's fee was lowered to £65,000 from £85,000, while Oasis Dream's fee will be £50,000 for 2017, down from £75,000. BH

Calumet Farm will introduce four new stallions in 2017, led by 2015 champion turf male Big Blue

Kitten.The winningest son of Kitten's Joy, Big Blue Kitten

won four grade I stakes and placed in six other top-level stakes. He raced as a homebred for Ken and Sarah Ramsey until after the 2015 Breeders' Cup, when Calumet Farm took ownership.

Big Blue Kitten retired with a 14-8-5 record in 33 starts and collected earnings of $2,983,350. He will stand 2017 for $15,000.

Grade I winner Slumber is also new to the roster, along with War Correspondent and Optimizer, who are both grade III winners and grade I-placed.

Slumber is by Cacique, a full brother to European stallions Dansili and Champs Elysees, and gives U.S. breeders access to the Danehill sire line. He won the 2015 Knob Creek Manhattan Stakes (gr. IT) and placed in four other grade I stakes, including the Joe Hirsch Turf Classic and the United Nations.

War Correspondent is by War Front and a full brother to multiple group I winner and first-crop yearling sire Declaration of War. He won the 2015 Appleton Stakes (gr. IIIT) at Gulfstream Park and finished third in the Gulfstream Park Handicap (gr. II) a length behind Slumber, who was a nose behind Mshawish at the wire.

Optimizer is a grade III winning son of English Channel, who finished second in the Woodford Reserve Turf Classic Stakes and the Woodford Reserve Manhattan Handicap (both gr. IT) in 2013. He started in 30 graded stakes in which he won or placed 12 times.

The new additions bring Calumet's total roster in Central Kentucky and around the country to 21.

"We support our stallions in the breeding shed and at the track," said Eddie Kane, Calumet's general manager. "Without this support it is impossible for the breeder to get full value for their investments."

Among the sires to see fee changes is Preakness Stakes (gr. I) winner Oxbow, whose fee has risen to $20,000 from $17,500 based in part on the good reception of his first yearlings this year. He is the fourth-leading first-crop yearling sire with a $111,125 average.

Calumet's top sire English Channel will have his fee remain at $25,000.

"Our roster features a wide variety of bloodlines possessing soundness, conformation, and a propensity to win classic two-turn races on both dirt and turf," Kane said. "We are focused not only on building long-term relationships with breeders but also sharing in the commercial and racing success of our stallions." BH

The top two morning-line choices for the $1 million Delta Downs Jackpot (gr. III) pit east vs. west, but

the connections of each of the 10 juveniles entered have reason for optimism.

Every horse in the field has won at least one of his past two starts and seven enter off victories.

Delta Downs drew its Jackpot card early, as the 1 1/16-mile race will be contested Nov. 19. The card also features the $400,000 Delta Downs Princess Stakes (gr. III) for juvenile fillies and seven other stakes. Last year's Delta Jackpot winner Exaggerator went on to win this year's Preakness Stakes (gr. I).

As for that coast vs. coast battle in the Jackpot, Saratoga Special Stakes (gr. II) winner Gunnevera, the 5-2 favorite who made his first three starts at Gulfstream Park, will face Hot Sean, a fast-improving son of Flatter for trainer Bob Baffert. Hot Sean is the 7-2 second choice.

Peacock Racing Stables' Gunnevera will be making

his first start since finishing fifth in the Oct. 8 Claiborne Breeders' Futurity (gr. I) at Keeneland. Trained by Antonio Sano, Gunnevera entered that 1 1/16-mile race off back-to-back wins sprinting, taking a July maiden race at Gulfstream before registering a clear victory in the Saratoga Special.

Gunnevera, by Dialed In, will get the services of multiple Eclipse Award-winning rider Javier Castellano, who guided him to victory in the Saratoga Special.

Karl Watson, Michael Pegram, and Paul Weitman's Hot Sean won at second asking Oct. 1 at Santa Anita Park, where he secured a clear victory in a 6 1/2-furlong maiden race. He then successfully stretched out to two turns, winning an allowance optional claiming race by 1 1/4 lengths Oct. 27 at Santa Anita.

Trainer Doug O'Neill, who won the 2012 Delta Jackpot with Goldencents, has entered W. C. Racing and Zayat Stables' Dangerfield, a son of Into Mischief who picked up some respect with a 4 1/2-length score in the Oak Tree Juvenile Stakes Oct. 1 during the Oak Tree at Pleasanton meet in Northern California.

The field also includes two-time stakes winner Line Judge, who secured a second stakes score in the local prep to the Jackpot, the one-mile Jean Lafitte Stakes

Oct. 22. The other stakes winner in the field is New York-bred Pat On the Back.

Thirstforlife earned a grade II placing in this year's Best Pal Stakes (gr. II) and enters off an Oct. 20 allowance win at Keeneland.

The Delta Princess will see Golden Mischief, by Into Mischief, put a three-race win streak on the line, a stretch that includes a score in the Oct. 21 My Trusty Cat Stakes at Delta. Golden Mishief starts from the rail in the field of 11. Breaking from the outside will be Donald Dizney's Florida-bred Dude Fantasy, who enters off a victory in the Florida Sire My Dear Girl Stakes Oct. 1 at Gulfstream. BH

A balanced field of nine Ontario-bred juveniles, including stakes winner Pachi Cruze, is set for the

$250,000 Coronation Futurity going 1 1/8 miles over the Woodbine main track Nov. 13.

Pachi Cruze has run exclusively in stakes races since winning his debut at Laurel Park April 16. Trained by Neil Morris, the son of Valid N Bold captured the June 26 Frost King Stakes going 5 1/2 furlongs at Woodbine and was third in the Oct. 10 Bull Page at six furlongs.

Woodbine mainstay Roger Attfield won last year's edition with Shakhimat and contends again with Robert Harvey's homebred Escondera. The gelded son of Eskendereya broke his maiden third time out Oct. 22, rallying from ninth to get his nose down over Moon Over Montana at 1 1/16 miles.

Veteran broadcaster Tom Hammond will be feted by the Kentucky Thoroughbred Owners with the

Warner L. Jones Jr. Horseman of the Year Award.Hammond, the anchor of NBC's Breeders' Cup

coverage since its 1984 inception, is the honoree at the KTO's annual awards gala Nov. 19 at Big Spring Country Club near Louisville, Ky.

The Warner L. Jones Jr. Horseman of the Year Award recognizes individuals for outstanding contributions to Kentucky racing and a passion exemplified by Jones, founder of Oldham County's renowned Hermitage Farm, who spent 50 years on the Churchill Downs board. Jones was the inaugural winner in 1988, six years before his death.

Hammond graduated from Lafayette High School and the University of Kentucky. He started out reading race results at radio station WVLK. He went on to become sports director at NBC affiliate WLEX-18, leaving after 10 years to form Hammond Productions, leading to his role as play-by-play man for Southeastern Conference basketball telecasts.

Hammond also started a long association with Keeneland as an announcer at its famed Thoroughbred auctions. His voice and knowledge of horse racing

As the U.S. will soon welcome a new president and Congress, it will be important to make sure

lawmakers understand the economic importance of horse racing and breeding. Fortunately groups like the National Thoroughbred Racing Association and American Horse Council are ready to inform.

On Nov. 9 the NTRA announced 51 of 54 federal candidates it supported during the 2015-16 election cycle won their races Nov. 8. Horse PAC disbursed $579,000 to candidates during the two-year congressional cycle, supporting both Democratic and Republican candidates.

If you need a reminder of the industry's many legislative areas of interest, look at the types of candidates Horse PAC backs. Supported lawmakers serve on committees that oversee livestock and agricultural issues, Internet gaming, taxation, immigration, and the Interstate Horseracing Act. They have racetracks, off-track betting, or advance-deposit wagering facilities in their states or districts. Or they may have breeding farms, training centers, or other equine venues.

"The non-partisan NTRA Horse PAC continues to promote Thoroughbred horse breeding and racing interests in Washington, D.C.," said NTRA president Alex Waldrop. "Its size, as measured by donation totals and election cycle contributions, compares favorably to the largest sports leagues and gaming organizations in the United States. We will continue to focus our resources on supporting members of key congressional committees and on candidates who have significant horse racing constituencies."

Also working hard to support equine interests is the American Horse Council. Last month the AHC Foundation selected The Innovation Group to conduct a National Economic Impact Study of the U.S. Horse Industry. It will be the first such study

conducted for the AHC since 2005."We are very pleased to have The Innovation

Group undertake this study. They have done numerous economic studies in the gaming, recreation, and leisure segments of the U.S. economy and have extensive experience in the horse industry," said AHC president Julie Broadway. "Their proposal suggested several avenues to approach the industry to get as much information and as broad a sampling as possible. We hope that the industry participates and responds, as we are confident the study results will be extremely valuable."

The 2005 National Economic Study established that the horse industry in all its segments, including racing, showing, and recreation, had a $102 billion effect on the U.S. economy, involved 9.2 million horses, and supported 1.4 million full-time jobs.

As you might imagine, those kind of numbers—especially those job numbers—catch the ear of most lawmakers.

"This will truly be a complete re-study of the entire industry and its impact," Broadway said. "Especially since we will now be including demographic information of 18 years and under; as well as expanding to include equine welfare and therapeutic organizations. We anticipate data collection to start in March of 2017, with a completion date of October 2017." BH
