Sub : Sub-allotment of fund for on New Construction of Dwelling Units under Subsidized EWSHousing Scheme 'AMAR BARI' renamed as ,,Gitanjali,'.

An amount of Rs. 24650000.00 (Rupees Two Cores Forty Six Lakhs Fifty Thousand) only has been

sanctioned in favour of the Executive Officers of 6 (Six) Panchayat Samities as per quota in (Annexure-B) for

construction of Dwelling Houses under Subsidized EWS Housing Scheme 'AMAR BARI' renamed as

"Gitanjali". The sub-allotment copy is enclosed herewith in Annexure B. The amount will be released in cheque by

the Nazareth Deputy Col lector, Murshidabad Collectorate.

Therefore, the concerned Executive Officers are requested to collect the cheques from the Nazareth Section.

The Nazareth Deputy Collector is requested to debit the amount of Rs. 24650000.00 (Rupees Two Cores

Forty Six Lakhs Fifty Thousand) only from the amount of N.B No.-2882 t ll-12 for the Blocks i) Sagardighi

Panchayat Samity ii) Farakka Panchayat Samity iii) Samserganj Panchayat Samity i v) Burwan panchayat Samity

vi) Bharatpur-I Panchayat Samity vi) Bharatpur-Il Panchayat Samity.

For implementation of the programme "AMAR BARI" renamed "Gitanjali" by the beneficiaries himself /herself in the manner of IAY the following plan of action is suggested to enable us to submit utilization certificate to

the Govt. and to get further sanction of residual 50% Fund after utilization of the said Sub-Allotted Fund.

The Panchayat Samities will release the fund directly to the beneficiary for construction of his own house on

his own land in three installments @1't Rs. 40,000.00

2nd Rs. 4o,ooo.oo

3'd Rs. 36,000.oo

l. The fund will be disbursed to the beneficiary by AIC payee cheque or transfer of fund through advice to

Bank A/C of the beneficiary.

2. For informing the beneficiary about the details of the estimate of the scheme as well as the modalities ofpayments through three installments, a camp should be organized with the beneficiaries for handing over one

copy of the estimate as well as cheque or copy of advice.

The Camp must be organized before 1510412012.

3. The basic specification & requirements of the structure i.e. floor area, dimension of rooms, doors, windows,

roof, varandah, pillars, height, G.C.l sheets etc have to be intimated to the beneficiaries in details by

involving an Sub-Assistant Engineer of the block in presence of Prodhan & N.S of Gram Panchayats.

4. Total requirement of quantity & cost of bricks, sand, cement, steel rod, G.C.I sheet, wood (local), paint, nails

etc have to be intimated in details to the beneficiary for which an extract in Bengali may be made to facilitate

them, to implement the scheme smoothly.

5. The Sub-Assistant Engineer of the Block, responsible for construction of AMAR BARI renamed 66Gitanjali,,

should be provided with the list of beneficiaries, Gram Panchayat wise and should inform the beneficiaries,

the date & the programme of laying out of the scheme, if any, in a particular Gram Panchayat on which the

beneficiaries along with labourers must be available in his home for taking the lay out.

6. After construction upto plinth level, the beneficiary should inform the Sub-Assistant Engineer / Nirman

Sahayak in writing and claim the 2nd installment on which the Sub-Assistant Engineer / Nirman Sahayak

willhave to countersign after verification of site and satisfaction about the quality & quantity of the materials

used and work done.

7. After submission of this claim along with countersignature by Sub-Assistant Engineer / Nirman Sahayak the

2'd installment of Rs. 40,000.00 will be released to the beneficiary by NC payee cheque or advise to Bank,

for which the Sub-Assistant Engineer will have to prepare Measurement Book (M.B) in respect of the I'tinstallment and the same has to be passed by Executive Officer. This is to be completed by 28t5/2012 &Utilization submitted.

8. Similarly after fixing of roof by G.C.I sheet the beneficiary again submit a claim to the Sub-Assistant

Engineer about work done upto roof level demanding the 3'd installment.

9. The Sub-Assistant Engineer / Nirman Sahayak will then visit the site and after his satisfaction about the

quantity & quantity of the work done, should countersign the claim and submit the same to the panchayat

Samity.

10. After submission of this 2nd claim with signature of Sub-Assistant Engineer / Nirman Sahayak , the 3'd

installment will have to be released to the beneficiary for which Sub-Assistant Engineer / Nirman Sahayak

should also prepare the Measurement Book (M.B) justifying work done corroborating with the 2"d

installment, which has to be passed by Executive Officer of Panchayat Samity.

This is to be completed by 2810512012 & Utilization submitted.

ity' ,r. After completion of construction of the unit in full the Sub-Assistant Engineer / Nirman Sahayak ' will visit

all the units, obtain a certificate of completion of construction & full utilization of fund from the beneficiary

and complete the entry of work in Measurement Book (M.B) up to the full amount which has to be passed by

Executive officer of panchayat Samity finally, subject to his satisfaction'

This is to be completed by 2810512012

12. The remaining 50% of 2nd Installment shall be released after submission of utilization certificate of at least

70o/o of 1't Installment by 15/0512012

l3.Undernocircumstancesthebeneficiariesshallbechanged

In this modality we may construct the AMAR BARI, renamed "Gitanjali" sanctioned in Gram

panchayats presently within a period of 3 months maintaining quality & satisfaction of the beneficiaries'

ln case of any violation of procedure, or misutilization / defalcation of fund by the beneficiaries'

appropriatelegalactionshouldbetakenagainstthepersonresponsible.

For your information, the claim format for certification of work & demand for next installment of

fund is enclosed herewith'
