Malherbe by021 883 9692 bel.

‘Communityled’ upgrade in LangrugANinnovativecollaborationbetweengov-ernment, academia, civil society and a lo-cal community in the Boland is showcas-ing how it is possible for people to taketheir futures into their own hands.

Inthecaseof theproject inLangrug,asettle-ment near Franschhoek, it’s more aboutworking together – for the benefit not only ofone community, but also of similar settle-ments in the region.

A partnership between the University ofCape Town (UCT), the Community Organisa-tionResourceCentre (CORC),ShackDwellersInternational (SDI) and the Stellenbosch Mu-nicipality, the project hinges on communityinvolvement and aims to improve living con-ditions for Langrug’s population of 4 088residents.

“We believe community-centred and -driv-en development – in partnership with localmunicipalities, other non-governmental or-ganisations and stakeholders – is the best ap-proach to upgrade informal settlements,” ex-plainsAdityaKumar,CORCtechnical coordi-nator and Langrug project manager.

The CORC piloted its unique approach inLangrug, where strong community leader-

ship has emerged. “The Langrug residentshave generated their own developmentalagenda that has shifted the community mind-set from ‘free state-subsidised housing’ to‘community-led settlement upgrading’,”Kumar says.

Community members conducted extensiveresearch to determine their main concernsand probe possible solutions, explains com-munity chairperson Trevor Masiy.

“We’ve come up with solutions, and nowwe’re taking them to the [Stellenbosch] mu-nicipality,” he says.

Some solutions have already been imple-mented. “Theyhaveopenedaccess streets, re-located several families who blocked accessto the settlement, built grey-water channels, provided play parks for children, paintedablution facilities and set up health forumsto assist with HIV/Aids counselling,” Kumarelaborates.

Masiy and his team of community leadersarealsoproposingawalking tourof thesettle-ment to increase its visibility among touristsand other visitors.

“We’re taking our proposal to theFranschhoek Tourism Bureau and the mu-nicipality, and we hope that part of the im-

provement will also involve better road sig-nage to Langrug,” Masiy says.

A certain amount of funding has been se-cured for the project, thanks in part to a mem-orandum of understanding signed with theStellenbosch Municipality late last year.

UCT’s involvement with the Langrugproject adds another distinctive dimension –by bringing research and planning rigour tothe initiative.

Twenty-six masters students from UCT’sSchool of Architecture Planning and Geo-matics have put work into the project overa 16-week period as part of a course. Duringsix formal visits to and a number of informalinteractions with the community, the stu-dents were required to conduct an in-depthanalysisofLangrugandpropose“appropriatespatial development frameworks”.

Masiy’s dream is for the Langrug commu-nity to develop skills to help themselves andbecome self-sufficient.

“If the poor people come together and speakwithonevoice, itgivesstrengthtoallourcom-munities,” he says. “Each and every one ofthesecommunities facesthesameissues–andwe have to see how we can help each otherto improve all our lives.”

Where toafter matric?MATRICS have to make many stressfuldecisionsduringtheir lastyearatschool, and they are often neither qualified norable to access the correct information.

One of these decisions – whether to studyat a college, university or private higher-education institution – can be particularlyconfusing, especially when pupils continueto be told that certain kinds of institutionsare “better”, or chances of finding workwhen studies are completed are “better”.

Dr Felicity Coughlan, director of the Inde-pendent InstituteofEducation, sayschoosingwhere to study is a personal decision thatmust be taken with care, as the various insti-tutions arenot the sameandone size doesnotfitall.“Whenyouaremakingadecisionaboutwhat to study and where, it is important toremember that there are different opportuni-ties, and that the decision is your own.

“You need to think about what you need, whatyoucanafford, andwhatyouwouldliketo get froma learning space, and thenchooseyour institution based on these answers.”

Higher education and training ministerBladeNzimande recentlymotivatedmatricsto think not only of universities, but all theopportunities available to them within theafter-school education and training system.

Dr Coughlan welcomes the greater focuson options outside the original offering.

“Always make sure that the institution isregistered with the Department of HigherEducation and Training, but also speak tostudents and find out the reputation of aninstitution before spending money andtime,” she recommends.

Withall theafter-school institutionsavail-able, Coughlan says the following needs tobe understood when choosing.

There are two broad types of institutionavailable to future students:

) public institutions (approved by thestate); and

) private institutions (no state approval). Both the public and private types cover

two different kinds of institution:) further education and training (FET)

colleges, at which qualifications are linkedto a specific range of jobs or work possibili-ties (for instance beauty therapy, plumbing,IT or business studies); and

) higher education institutions,whichof-fer qualifications such as degrees, certifi-cates and diplomas from NQF 5 to 10.

Onlypublic institutionsareallowedtocallthemselvesuniversities inSouthAfrica.Pri-vate higher education institutions can offerthe exact same range of qualifications, butmay not use the term “university”.

Private and public higher-education insti-tutions are bound by the same regulationsand have the same commitment to quality.

“Each institution – whether public or pri-vate, FET college or higher-education insti-tution–hasacharacterandfocusof itsown,”says Coughlan. “Many are general, and youcan follow a range of study options, whileothers are focused, and offer only a limitedrange of specialist qualifications.”

Future students must look at which insti-tution best caters to their chosen field of in-terest. “It is thus important that, when youare making a decision about what to studyand where, you are aware that there is a webof opportunity available to you. The deci-sion, in the end, is your own, based on whatyou need, what you can afford and what youwould like to get from a learning space.”
