Agency : New Delhi, Mar 24 In a major relief to city's traders, Delhi government today passed an amendment to the Value Added Tax (VAT) Act which will allow them to carry forward their credit for successive financial years. While presenting the proposal of the amendment, Deputy Chief Minister Manish Sisodia said that traders were forced to claim refund, if any before the end of each financial year on March 31, on the Input Tax paid by them. Agency : Hyderabad, Mar 24 Seven fresh cases of swine flu have been reported in Telangana, where 75 people succumbed to the H1N1 virus so far since January. "From January 1 till March 23, as many as 6,931 samples were tested, of which 2,177 found to be positive. The number of deaths because of swine flu and other complications stood at 75 as on date," a bulletin on swine flu issued by the state government said here Tuesday. France's junior transport minister said there were "no survivors" from the crash of the Germanwings Airbus A320, a low-cost subsidiary of Lufthansa, in a remote part of the Alps that is extremely difficult to access. Civil aviation authorities said they lost contact with the plane, which was carrying 144 passengers and six crew, and declared it was in distress at 10:30 am (0930 GMT). "The distress signal showed the plane was at 5,000 feet in an abnormal situation," said Alain Vidalies, minister of state for transport. Spanish King Felipe VI cut short his state visit to France on news of the tragedy, with a number of Spanish nationals believed to be among the dead along with Germans and possibly Turks. "We decided to cancel this trip" after discussions between French President Francois Hollande and Spanish Prime Minister Mariano Rajoy, the king said on the steps of the French presidential palace just moments after the visit had officially begun. Spanish Prime Minister Mariano Rajoy said on Twitter, "Shocked by the air accident in the Alps. A tragedy. We are cooperating with the French and German authorities in the investigation." Hollande said the plane crashed in an area very difficult to access and rescuers would not be able to reach the site for several hours. Addressing a brief press conference he said, "When in May 2014 I took over as minister, I was aware of my duties and responsibilities. I am also a loyal soldier of the party. Attending the Pak Day dinner was a protocol and just a diplomatic exercise that every Minister of State of External Affairs has followed in past. This was no different from what had happened in previous years." He added, "The only difference was the optics as a former Army chief was attending the Pakistan Day dinner. Even though my party and government understood the issue, certain sections of the media was hyperventilating. Also my tweets on duty and disgust was twisted." Singh went on to add, "My tweets were only aimed at those sections of the media who had questioned my presence at the dinner. I felt it is important for me to clarify that. I am fully committed to my government and especially my PM. I stand in unison with my party in working for a better India. Nation comes first." On being asked as to why he had left the venue in 15 minutes or so, Singh said, "I have attended a lot of national day celebrations but haven’t eaten at any of these events, that my set schedule. One because I don’t have time, and second because I am not very fond of eating." Earlier speculation was rife that Singh may resign after it was reported that that a high-level meeting was taking place at 7, Race Course Road, attended by Prime Minister Narendra Modi and Union Ministers Sushma Swaraj and Rajnath Singh. War of words in the House to extend Gujarat assembly session Sunvilla News, Gandhinagar Congress MLAs on Tuesday objected to the proposal by the Gujarat government not to extend the ongoing session for two more days to accommodate discussions and voting on 12 bills admitted in the House. During a joint meeting of legislators yesterday, it was proposed by the Gujarat government that instead of extending the session ending on March 31, two extra sittings should be added to sessions on March 26 and March 31. Thus, the session would begin from 8:30 am on these days instead of 12 pm. However, this suggestion did not go down well with the Congress, who termed it mismanagement by the Gujarat government and called for discussion on this matter today. During today's discussion, Congress chief whip Balwantsinh Rajput put forward the views of Congress legislators and requested the state government to add two days instead of adding sittings on existing days. He proposed that the ongoing session should be extended till April 2. Echoing Rajput's views, senior Congress MLA Shailesh Parmar said that MLAs may have to miss the India-Australia semi-final match if the session on March 26 is a full-day affair. However, Gujarat state parliamentary affairs minister Pradeepsinh Jadeja rejected Congress's demand and stated that it is not advisable to extend the session, since April 2 is a public holiday. He also assured that enough time would be given to discuss new bills to be taken up during the two sessions. Unhappy with his reply, Leader of Opposition in the Assembly Shankersinh Vaghela said that the Gujarat government should have known that these many bills are to be tabled in the session. "This shows that you have not done your homework. DAYBringing Freedom tothe Internet in IndiaThe Supreme Court has finally struck down thenotorious Section 66A of the Information TechnologyAct, often misused by police against innocent citizensexercising free speech on social media. In a landmarkjudgment on Tuesday, the Indian Supreme Court hasrecognised the immense importance of free expressionin the development of India in the 21st century. In itsjudgment, Supreme Court has restructured India'sconstitutional law of free speech for the Internet age.We [at the Software Freedom Law Centre] aredelighted by this judgment where the judges have onceagain shown why Indians have so much faith in thejudiciary. They are committed to the constitutionalprinciples, able to adapt with the changing times, deftlyunderstand technology and will provide a conducivebusiness environment for a digital India to become areality. The judgment quotes Shakespeare and excerptsfrom older case law and very firm on covering thebreadth of free speech cases from the United States toolder Indian judgments. The court's measured andcareful treatment of the differences among the threetypes of speech regulations at issue will secure to Indiancitizens the right to speak out freely on public issues;without any fear of retaliatory criminal prosecution. Thisjudgment will also prevent the use of governmentcensorship as a weapon in commercial competition. Thepower of government, under appropriately carefuljudicial review, to impose constitutionally permissible"reasonable restrictions" on speech in the interest ofnational security and public order through narrowlyspecific website blocking orders is however left intact.The Court's judgment properly disposes of the generallyfearful, anti-Internet tone taken by the Government ofIndia's law officers. These officers' treatment of theInternet as a zone of "individualistic" and thereforedangerous speech is as incompatible with government'senthusiasm for Digital India as it is in conflict with themost basic principles of democracy. The Court'sjudgment, in contrast sets a high standard to be emulatedby other democratic societies around the world, as theywork to enable their citizens to have the full benefit ofthe democratization of communications that the Internetmakes possible. Today, the Supreme Court alsoreminded us that the freedom of speech and of the pressis the Ark of the Covenant of Democracy. Intermediarycompanies like Facebook, Twitter and Mouthshut havefound great relief in this judgment, as now a Court orderis mandatory for any content takedown. Section 66Ahas been struck down in its entirety as unconstitutionaland that is a victory for free speech. It identifies theInternet as marketplace of ideas and correctly describesthe expressions used in 66A as completely open-endedand undefined. Recognizing the chilling effect of Section66A, it strikes a blow at it on the ground of over-breadthand vagueness. Companies like Facebook, Twitter,Mouthshut also have found great relief in this judgment.

Agency : New DelhiAdani group, Ruchi Soyaand Amrapali are among thecompanies that have baggedprojects to develop 17 megafood parks that envisage aninvestment of over Rs 6,000crore. To boost foodprocessing in the country, theCentre today approvedsetting up of 17 mega foodparks by allocating 10 suchparks to private companiesand the remaining 7 projectsto state government PSUs.The project cost to set upthese 17 mega food parks,which provide variousinfrastructure and otherfacilities for setting up offood processing units,would be Rs 2,300 crore,of which the central grantwould be Rs 850 crore. Anestimated investment ofanother Rs 4,000 crorewould be from foodprocessing units to be set upin these parks. “TheMinistry received 72

proposals both from stategovernments and privateplayers for the 17 foodparks. Seven mega foodparks have been allocatedto state governments and 10to private players,” FoodProcessing MinisterHarsimrat Kaur Badal toldreporters here. Under thescheme (2008-09) of megafood parks, the FoodProcessing Ministry hadsanctioned 42 projectsthroughout the country. Ofthese, 25 parks havealready been allocated.“The total project cost ofthese 17 mega food parks

is estimated at more than Rs2,000 crore, of which thegovernment’s contributionwould be to the tune of Rs850 crore. Correspondent, VadodaraGujarat Transport MinisterVijay Rupani Tuesday saidthat procuring a drivinglicence in the state is set tobecome more difficult asthere is a proposal tointroduce a sensor-basedautomated driving test in allthe major cities and RTOs.“Getting a driving licence isset to become more difficultin the coming days as thestate Transport Departmenthas decided to introduce asensor-based automateddriving test in all the majorcities and district RegionalTransport Offices (RTOs) inthe state,” Rupani said. Hewas speaking afterinaugurating an RTO officebuilt at a cost of Rs 10 croreat Darjipura on the outskirtsof the city late last evening.“The new system will helpin quality practical test for

the drivers as tracks will befitted with sensors. If adriver comes close to thetracks or hits the sensor, itwill lead to negativemarking,” he said. Thetracks (two for two-wheelers and one for four-wheelers) will have morethan a hundred censor-embedded near curves andspeed-breakers. “The resultwill be given immediatelyafter the test. If a persondoes not score 70 per centin the practical test, licencewill not be given,” he said.The sensors are to be fittedto tracks in Ahmedabad,Surat, Rajkot, Vadodaraand other major RTOswhere the number ofapplicants is high. This willbe made mandatory for allthe offices, Rupani said,adding that “automated testwill reduce human

interference and ensure thatno wrong driver getsthrough the practical testwithout actually performingon the minimum teststandards. The rains which playedhide and seek with the statelast year during the monsoonhad resulted in less incomeof water in the dams andaccording to the latest dataavailable as on March 21, isonly 41 per cent of the totalstorage capacity and thiswas 62.05 per cent on thesame day in 2014.According to officials whatis worrying is that the damsin Saurashtra and Kutchhave only 17 and 3 per centwater against their storagecapacity. According toKutch Collectorate theregion where scarcity hasbeen declared right in Marchthere are over 101 villagesand suburbs where waterwas supplied throughtankers. The daily trip of 220are made by 45 tankersowned by the stategovernment and another 12

tankers by the privatetankers. The Collectorateofficials said that this was justmid-march and by April midthis number would almostdouble. The officials said thaton an average the stategovernment was forced torelease 250 million cubicmeter of water daily from thedams. Officials further saidthat the in Saurashtra regionthere are district like Amreli,Jamnagar, Botad andMorbi. Even the water levelin North Gujarat was veryscary. The water in the 15dams in North Gujarat wasonly 21.56 per cent. Theofficials said that on March21, 2015 the water in thedams was 6736.54 MCMand this was 9772.52MCM on the same day in2014. The officials said thatthe water in 2013 was alsomore than what it is thisyear. In 2013 there wasaround 55 per cent water inthe dams across the state.

Gujarat has 19000 million units surplus powerSunvilla News, Ahmedabad

Gujarat government hasclaimed that the productionfrom January 1, 2014 toDecember 12 2014 was951010 million units. TheGovernment in the replystated that after supply thepower the state had over19000 million units assurplus. Officials said thataround 33 per cent powerwas supplied for industry,while 25 per cent wassupplied for domestic usageand around 22 per cent wasused for agriculture.

Meanwhile in another Theincreasing in thetransportation cost for thecoal has resulted in theincreasing the power tariff inthe state in form of fueladjustment cost. BetweenApril 2014 and January2015 the fuel adjustmentcost per unit has increasedfrom Rs 1.05 per unit to Rs1.65 per unit. 30 officials suspended after SabarmatiJailbreak attempt: state government

straight outside the main wallof the jail. 89 farmers have committedsuicide: Gujarat Government

Sunvilla News, AhmedabadThe State government whichhas been claiming that nofarmer in Gujarat hascommitted suicide hasadmitted that in the state 89farmers have committedsuicide in the state since2010. However of these 11suicide were directly relatedto failure of crop of increasein debt due to farmer. Inreply to the question ofViramgam MLA

Tejashreeben Patel, the stategovernment said that of the11 death in three and halfyears there were threesuicide related to increase indepth due to agriculture,while another eight deathwere due to increase in debtand 78 suicides were due toother reasons. TheGovernment has stated thatno farmers had committedsuicide due to crop failure.The Government said that the

three suicide which werecommitted due to increasingin debt due to Agricultureone each death was reportedfrom Amreli, Bhavnagar andSurat district. These threesuicides occurred in sevenmonths of July. Also due toincrease in debt the eightdeath were reported fromthree from Jamnagar, twofrom Porbandar and oneeach from Surendranagar,Gandhinagar and Dang.
