Reddy, against whom non-bailable warrants were pending in 20 cases, was involved in a total of 27 red sander smuggling cases in Kadapa, Kurnool and Tirupati Urban districts. PDP, BJP to form govt in Jammu and Kashmir with Sayeed at helm New DelhI The Peoples Democratic Party and BJP announced on Tuesday they would jointly form the next government in Jammu and Kashmir, the first time the BJP will be in power in the Muslim-majority state. The deal between the two ideologically divergent parties, which came about two months after assembly elections threw up a fractured verdict, paves the way for PDP patron and former chief minister Mufti Mohammad Sayeed to be at the helm for a second time. The common minimum programme that will be the basis of the alliance would be made public on Thursday, sources said. CBI registers case against MCI officials for energy sector, Rs 2766.68 crore industry & mines sector, Rs 38484.15 crore for social sector. The government announced Rs 1128.50 crore for development of five new medical colleges at Vadnagar, Junagadh and Himatnagar under Gujarat Medical Education and Research Society and up- gradation of hospitals at Palanpur and Nadiad. Rs 15 crore have also been allocated for Transplantation and allied Science University. A token fund for Public Health University was also allocated. The government announced allocation of Rs 15 crore for the grand celebration of the 125th birth anniversary of Dr Bhimrao Ambedkar, the architect of the Indian Constitution and dalit icon. A sum of Rs 562 crore for the micro, small & medium enterprises(MSME) was announced in the budget. The finance minister said the state government will pay special attention to each dimension of 'ease of doing business' in Gujarat. Total Rs 3623 crore allocation for the industry & mines department was announced. The Gujarat government allocated Rs 320 crore for textile sector development. It announced Rs 270 crore for critical infrastructure scheme and Rs 32 crore for logistic park and defense manufacturing park development. Establishment of Island Development Authority was announced in the state budget 2015-16 which will contribute for exploring the potential of tourism, its development and security of the island on the coastal line of the state. The government announced Rs 611 crore for the Ahmedabad Metro Rail project in the state budget. A primary provision of Rs 10 crore has also been made for the proposed Ahmedabad Regional Rail Project which will link Kalol-Kadi, Sanand- Viramgam-Katosana, Naroda-Prantij, Barejedi and Mehmadabad with Ahmedabad through dedicated rail services. New Delhi CBI has registered a case of cheating against the then Additional Secretary, Medical Council of India and five others including chairman of a Odisha based Medical college for allegedly giving clearance to the college by flouting norms. Coast Guard DIG shunted out for remarks on Pakistan boat, to face further action New Delhi THE government has removed Coast Guard DIG B K Loshali from the position of Chief of Staff, North West and attached him to the force’s Gandhinagar-based regional headquarters. The move on Monday came barely a week after Defence Minister Manohar Parrikar indicated that action would be taken against Loshali for comments that contradicted the government’s stand on the sinking of a Pakistani fishing boat off the Gujarat coast on New Year’s eve. “He has not been given any responsibility. A three-member inquiry board will take inputs from various agencies and individuals, and submit its report to the Coast Guard HQ in four weeks,” said an official from the Defence Ministry. While the government has claimed that the Pakistani boat had been set on fire by its crew, Loshali told an audience of Coast Guard and Larsen & Toubro officials on February 15 that on “31st December night. I was there at Gandhinagar, and I told at night, blow the boat off. We don’t want to serve them biryani”. According to the Defence Ministry official, the inquiry board, which will be headed by a senior officer of DIG-rank, was collecting inputs from those who were on duty at the time of the incident. “Based on the final report submitted by the BoI, the action on DIG Loshali could either be disciplinary or administrative,” the official said. Loshali’s remarks were first reported by The Indian Express on February 18 after which the officer claimed he was misquoted. However, this newspaper subsequently released a video of his speech following which the Coast Guard issued a showcause notice to the officer, giving him 48 hours to reply. His reply was “found unsatisfactory”, leading to the Board of Inquiry. Raman hails Finance Comm. Recommendations, thanks PM New Delhi Chhattisgarh Chief Minister Raman Singh today welcomed the 14th Finance Commission report recommending increase in states' share in the Union taxes from existing 32 to 42 per cent and said it was aimed at promoting cooperative federalism. "On behalf of the people of Chhattisgarh, I thank Prime Minister Narendra Modi for his vision to strengthen our federal polity and promote cooperative federalism," Singh said in a tweet. The 14th Finance Commission, in its report tabled in Parliament today, has recommended by majority decision that the the states' share in the net proceeds of the union tax revenues be 42 per cent. "The recommendation of tax devolution at 42 per cent is a huge jump from the 32 per cent recommended by the 13th Finance Commission. The transfers to the states will see a quantum jump. This is the largest ever change in the percentage of devolution. "In the past, when Finance Commissions have recommended an increase, it has been in the range of 1-2 per cent increase. As compared to the total devolutions in 2014-15 the total devolution of the states in 2015-16 will increase by over 45 per cent," according to a Finance Ministry statement. Unnecessary raids on traders to stop: Delhi CM Arvind Kejriwal New Delhi Delhi government has asked the VAT Commissioner to stop unnecessary raids on traders immediately. Noting that a there was a revenue deficit of Rs 4,350 crore after AAP stepped down last year, and attributing it to excessive raids by tax inspectors, Delhi Chief Minister Arvind Kejriwal today said that the Finance Minister Manish Sisodia has instructed VAT commissioner to immediately stop unnecessary raids on traders. "While we were in the government, there was a record collection of revenue. After our government stepped down last year, there was a decline of Rs 4,350 crore. Why was this? During the last 8- 9 months when the BJP was controlling the Delhi administration, there were many raids on the traders. The Finance Minister had a meeting with the VAT commissioner and asked him to stop unncessary raids on businessmen who are not in the defaulters list," Kejriwal told the House. "The traders need to be given confidence that if they pay us money, it will be utilised to the fullest and their children will get good education and quality life. Ahmedabad district collector invoked the CriminalProcedure Code's Section 144 in Ahmedabad onTuesday, prohibiting mass gatherings without priorpermission in order to prevent swine flu, an officialstatement stated. "It has come to our notice that swine flucases have been on the rise in Gujarat includingAhmedabad. The virus, which causes swine flu, iscontagious and generally infects people by enteringthrough nostrils and mouth mostly at crowded places,"the Ahmedabad district collectorate statement said.Themove has come after Gujarat registered more than 230swine flu deaths, which include more than 50 fatalities inAhmedabad, since January this year. The number ofpositive cases swine flu recorded in Gujarat is 3,527 andthe disease has caused the highest number of deaths inGujarat compared to other states in the country. However,the Collector has exempted people gathering at marriagesand death processions from Section 144. If public eventscannot be called off or postponed, organisers would haveto take prior permission also have to ensure that propercare is being taken to stop the spread of swine flu, likeproviding masks to all people as well as dispose off thesemasks after their use, the statement said. It added thatorganisers of such events should display big billboardswith swine flu prevention measures like washing of handswith soap at regular intervals. As per the Health Ministrydata, the highest number of casualties have been reportedfrom Rajasthan where 225 people have perished due tothe disease while 4,734 people are affected with thedeadly virus.

AHMEDABADGujarat high court onMonday gave three monthsto the state government toframe proper rules or toamend the rules prohibitingadmission of a kid belowthree years of age in pre-primary schools and to takeaction against the schoolsthat violate the Right toEducation laws. InNovember last year, thestate promised the HC thatit would amend the law andadd a provision to actagainst the erring schools tostrictly implement the centralact that prohibits entry ofchild below three in any kindof school. The stategovernment gave assurancein response to a PIL filed in2012 by one KamalPandya. Further hearing iskept on August 13 and thestate government has beenasked to make a statementby then about its action.This happened afterpetitioner's counselhighlighted that thegovernment did not amend

rules, but only issued acircular. The petitionerargued that Rule 8 of theRight of Children to Freeand Compulsory EducationAct, 2012 prohibits suchadmission. The court hadalso noticed that there is nomechanism in these rules totake action against a schoolor organization, if it violatesthe norms and giveadmission to children lessthan three years of age.There is no provision ofwithdrawal of recognition ofschools because such pre-primary schools do notrequire government licenceto operate. In this PIL, thepetitioner claimed that theprohibition is provided in aguideline issued in 1996 bythe government. It also saysthat at the time of admissionin pre-primary school(playgroup or nursery), thechild should not be less thanthree years on or beforeAugust 31 of the respectiveyear. The RTE law passedin 2012 also has got similarprovisions.

Gujarat Budget: govt topurchase 1050 new ST buses

Gandhinagar,Finance Minister SaurabhPatel today in his budgetspeech proposed purchaseof about 1050 new STbuses in next year andallocated Rs. 205 crore forthat.

“The Gujarat StateRoad TransportCorporation whichprovides facility oftransportation toapproximately 24 lakhpeople every day. Rs. 205crore for purchasing about1050 new ST buses in nextyear,” he said in his budgetspeech. Finance Ministerproposed Rs. 33.72 crorefor modernisation of theexisting bus stations, and aprovision of Rs. 301.14crore for subsidy to provideaccess of bus facility toremote villages. stations of about 14 DistrictHead Quarters on basis ofPPP is also planned, he said.Apart from that, provision ofRs. 456.03 crore for givingrelief in ST bus fare tostudents at concessional rateand a provision of` Rs. 25crore to issue travelling passto persons with disabilities,are made under therespective Departments.“With a view to making thetransport management moreadvanced, and resolving theproblems of overload andenabling speedy inspectionof vehicles, a provision of

Rs. 2 crore towards theimplementation of thetechnology of Weigh-in-Motion. A provision of Rs.1 crore for ElectronicSurveillance System for theimplementation of TrafficRules. An amount of Rs 5crore towards Road Safetyactivities.Rs. 18 crore forimprovement in check postin the state and a provisionof Rs. 2.5 crore for worksof driving track forcommercial vehicles andconstruction of RTO officesat new districts, ” he said inbudget speech.

Gujarat Budget: Wi-Fi indistricts and taluka on PPP basis
