::2:: At the outset, Sr.DPO welcomed ADRM, President, Secretary and Members of SCRMU

and the Branch Officers for the 38th PNM Meeting. He narrated the major achievements made by the Personnel Branch which are as follows:

Ø 49 wards were appointed under LARSGESS. Ø 10 Goods Guards were promoted as Sr. Passenger Guards. Ø 52 Assistant Loco Pilots were promoted as Sr. Assistant Loco Pilots. Ø 11 Pointsmen were promoted as Goods Guard during this year after completion of

selection. Ø 85 ASMs were alerted under restructuring. Ø 147 Assistant Pointsmen were promoted as Pointsman’A’ Ø Against 33 1/3% quota, 3 employees were promoted as Office Clerks duly following

selection. Ø 20 Trackmen were promoted as Trackmaintainer Gr-I during August 2015. Ø First ½ year Pension Adalat was conducted on 26th June 2015. Ø Seniority lists of all departments were published during April 2015, Ø He informed the forum that Guntur Division is the first division in S.C. Railway in

implementing the restructuring orders.

While addressing the meeting, ADRM was very happy to say that the achievements made on account of GNT Division is with the collective efforts of organised labour, employees and officers. He is fully satisfied with the co-operation of SCRM Union in striving to work load for the welfare of the staff duly bring the issues to the management and solving them very amicably.

In regard to performance of the division, he said that even though the targets set by the

Railway Board could not be achieved in regard to earnings because of prevailing market conditions, he appreciated that the division is striving hard for achieving the targets. He satisfied with the performance of the punctuality as it is in the comfortable position. He assured that administration will co-operate with the efforts of the SCRM Union in achieving the targets to the extent possible. Divisional Vice-President while addressing the meeting said that SCRM Union will always extend co-operation to the administration in achieving the targets and requested to solve the issues represented by them as early as possible since success in staff welfare leads to encouragement in employees to work hard for attaining the targets.

DRM welcomed the SCRMU, Branch Officers for the 38th PNM Meeting and that the co-operation extended by the organized labour is appreciable. He said that the punctuality of Mail, Express and Passenger is upto the mark. As far as passenger and goods earnings are concerned, the division could not achieve the target, however, there is an increase in performance when compared to last year. In regard to loading, he said that there is a decline in loading front which ultimately leads to drop in earnings. However, continuous efforts are being made to achieve the targets set by the Railway Board. He was happy to say that safety performance is very well and there are no untoward incidents took place.

::3:: Vice President while addressing the meeting said that SCRM Union is co-operating the administration in all respects and resolving the issues. He assured that the same spirit will be continued in future also as the members of union works as a team regarding solving the problems of staff.

Divisional Secretary while addressing the meeting expressed dissatisfaction in regard to staff welfare, in which Colony Care Committees is the main important issue since the living conditions, such as drainage, floor level in kitchen in medical college road colony, water and current facility in Damancherla, Nadikude and Miryalaguda are not upto the mark. He mainly stressed that the condemned quarters should be demolished to eradicate anti-social elements which are taking place in the colonies. He said that nearly 1.35 crores have been sanctioned with their efforts for maintenance of quarters but the funds were not utilized productively which resulted in diverting the funds of SBF to other divisions. As such, he requested to concentrate on welfare of staff and their families since employees welfare leads to healthy working conditions in their work place.

28/38/15 Issue of PF Interest Slips: In the earlier PNM, Sr.DFM/GNT has agreed to issue PF slips indicating the annual contribution and the interest accrued there on. However, so far the PF Slip pertaining to the year 2013-14 is also not issued. Therefore, the Union requests the administration to arrange issue of PF Slip indicating the annual contribution and the interest credited to each employee for the period ending 31st March 2015 at the earliest.

Remarks The interest on PF for the financial year 2013-14 had been generated as per schedule in June 2014 and keeping in view of the hardship being faced by employees for coming and getting the print of PF pass books, a new system was designed as per the instructions of DRM/GNT. In the new system, PF slips were printed on a sticker paper (same to be pasted to pass book by the employees) and all the PF slips printed in July, 2015 were handed over to respective Bill Unit clerks for outside units. The PF slips pertaining to staff under the control of Sr.DPO office have been handed over to Despatch section for distribution to Bill Clerks and onward transmission to employees. Further it is also learnt that outside units have distributed PF slips to employees also. PF slips for the current year i.e. 2014-15 will be generated as per schedule after closure of accounts in June 2015. Subject may be closed.

Raising of floor level in transhipment point (Parcel Office) on PF-4: At present low level flooring in the transhipment point (Parcel Office) is causing stagnation of rain water. High value consignments kept on floor are getting damages. The Union requests the administration to arrange raising of floor level in transhipment point (Parcel Office) on Plat Form No.4.

Remarks There is a proposal for shifting of parcel office. Further new FOB lading will come in front of parcel office, the area will be developed alongwith ‘FOB’ work. Subject may be closed.

05 13/38/15 PGRL –Water problem for Railway Quarters No.22A to 22F & Drainage problem for Railway Quarter Nos. 38A& 38 B. The Union requests the administration to arrange to solve the water problem in Railway Quarters No.22A to 22F and drainage problem in Railway Quarter Nos. 38A & 38B at the earliest for the convenience of the occupants of these Railway Quarters.

Remarks Water problem attended and residents are getting sufficient water. Separate estimate at Rs. 31.5 Lakhs prepared for repairs to drains in the quarters of PGRL and the same is under process at Divisional Office.

06 15/38/15 PRCA – Condemnation & Dismantling of Railway Quarters: Staff are unwilling to occupy the railway quarters at PRCA as they are unfit for human dwelling. The Union requests the administration to arrange condemnation and dismantling of Railway Quarters at PRCA at the earliest.

Remarks Details of quarters like year of construction, type of quarters etc. are asked from SSE/W/NRT. Follow up action will be taken on getting the information.

Minutes Union have represented that heavy dust pollution is existing in the quarters. Hence it is decided that a Committee of CMS & DEN/West, Sr.DPO will inspect the quarters and decide further course of action to be taken.

::5:: 07 16/38/15 Provision of ventilator/exhaust fan and drinking water in newly constructed

medical college quarters: 3 Units newly constructed, without ventilator/exhaust fan and the drinking water provision is also not made. DS SCRMU visited and noticed totally unsafe, if any unwanted gas leaks or fire accident. The Union requests the administration to arrange provision of ventilation/exhaust fan and drinking water in newly constructed railway quarters in Medical College Road, Guntur. The Union also suggests the administration to ensure enough cross ventilation & natural illumination in day to avoid occupants falling in sick.

Remarks Window is provided in the kitchen which will facilitate ventilation. A separate GLR of 30,000 capacity was constructed and NLPD water is only being supplied to 36 units of newly constructed quarters. During the summer, drinking water is being supplied through tanker. Subject may be closed.

17/38/15 Provision of Private Security Guards: Previous contract for provision of private security for guarding/protecting the track from the public has been closed. Arrangements for fresh contract have not been made so far. Quick arrangements for provision of Private Security Guards is essential to keep away the public using track as a public toilet. The Union requests the administration to provide security guards between GNT – MIX cabin & REP – Manipuram Gate.

Remarks In DEN/W section, an agency has already been finalised and the work will be started shortly. In Sr. DEN/N section, tenders will be invited by the end of this month for this work.

SSE/W/O/NDL, SSE/P.Way/NDL(G) & SSE/P. Way/O/GID is inconvenient and needs replacement with new. Therefore, the Union requests the administration to arrange replacement of old furniture with new for the conveniently working of staff.

Remarks No proposal from the above said units received in this office till date for procurement of new furniture. On receipt of proposals from field units, action will be taken for procurement of new furniture on replacement account. Advised field officers/supervisors to submit indents.

11 24/38/15 Provision of toilet facility at LC Gates between GNT – MAG: The Union requests the administration to arrange provision of toilet facilities at LC Gates between GNT and MAG at the earliest.

13 26/38/15 Reconstruction of boundary wall: While construction of apron on Road 1, a portion of boundary wall of SSE/C&W/O/NGNT was removed for the access for trucks &tractors. However, the same was not rebuilt, which is causing security problems. Therefore, the Union requests the administration to reconstruct the demolished portion of boundary

14 27/38/15 Stop allotment of Railway quarters to trackmen where no proper infrastructure facilities available: Railway quarters at NRDP, SRMR & NKPL are not provided with proper infrastructure facilities. Staff & their family members allotted to such quarters are facing inconvenience. Therefore, the Union demands the administration to cancel all such allotments at NRDP, SRMR & NKPL.

Remarks The existing minor repairs are being attended and other required infrastructure facilities will be provided in the Zonal contracts of 2015-2016.

Minutes Sr.DEN/N/GNT will inspect the quarters and decide whether to make repairs or to condemn the quarters based on the condition of the quarters.

15 29/38/15 Provision of minimum facilities @ unmanned level crossings over GNT Division: Unmanned level crossings are being manned by the contract staff in the day time and by the engineering staff in the nights at many places. DS SCRMU GNT Division visited many unmanned level crossing gates and noticed that personnel deployed for duties are left to the mercy of god in the difficult weather conditions. No light, no shelter provided at these gates. And further difficulties added by not providing the minimum facilities. Thus, engineering staff refrain to perform the duties at the unmanned level crossings unless booked forcibly. Engineering staff booked forcibly for night duties are facing much difficulties. Therefore, the Union requests the administration to provide minimum essential infrastructure such as shelter, furniture and drinking water at all the unmanned level crossings over Guntur Division.

::7:: Remarks Torch lights are already provided to these staff for manning duties. No work

was sanctioned for providing minimum facilities to gate safety counsellors at Unmanned LC Gates. However, some facilities will be provided by means of quotation powers / Zonal contracts etc. – Sr.DEN/Co-Ord.

09/37/14 NDL: Provision of R.O Plant at Nandyal Railway Colony: SCRMU demands to install a R.O Plant for the usage of occupants of Nandyal Railway Colony for Drinking Potable Water to avoid Water-borne diseases, since now supplying water is not potable.

Remarks As per the medical report, the water samples were tested and found suitable for drinking. Hence no provision of RO is required.

Minutes However, assistance of the local MP will be taken. DEN/West along with some of the local office bearers will make a request for the RO plant.

17 19/37/14 GNT: Repairs to the SCRMU Divisional Office: SCRMU Guntur’s Divisional Office building situated in the 1st Line, Arundelpet near to the Rail Mahal requires major repairs including proper wiring. The necessity of its major repairs has been brought to the notice of all concerned from SSE/Works level to Sr DEN/Co-Ord level. However, so far no action is taken in this regard. The Union requests the administration to arrange repairs to the SCRMU Divisional Office at the earliest.

Remarks Work will be taken up in the Zonal agreement 2014-15 and work will be completed by 31-03-2015.

26/37/14 SAP: Maintenance of Railway quarters: a) Railway Quarters at NDKD end drainage completely damaged. Despite several requests, repairs were not attended. b) Bushes/wild vegetation around the Railway Quarters be removed.

Occupants of these quarters are suffering from insects & mosquitoes. The Union demands the administration to arrange to repair drainage system of above quarters and also arrange to remove the wild vegetation around the quarters for the convenience of the occupants.

21 29/37/14 GNT: Provision of tool box at REP Goods Shed: Points men are facing lot of difficulties for carrying the tools to REP cabin for securing purpose. The Union demands to provide a tool box at REP Goods Shed for the use of points men at the earliest.

Remarks No where, tool boxes are provided for the Points men. Hence it is not required. Subject may be closed.

Minutes Released 2 location boxes will be handed over from SE/signal/GNT office to Engineering Department.

Remarks SSE/W/GNT has collected 2 location boxes from SSE/Sig./GNT. These boxes will be fixed as per the required of operating department.

22 18/01/14 Dismantling of traffic pool Railway Quarters at MAG: On the pretext of availability of Traffic pool quarters, points men & YP’C’ are not being given double rest. But the fact is that these railway quarters have been abandoned long back. Not fit for dwelling & even the doors and windows were removed. Therefore, the Union requests the administration either the traffic pool railway quarters or consider revising the duty roaster of Pointsmen & YP ‘C’ ignoring the abandoned railway quarters at MAG.

Remarks These quarters, though 40 years old, the quarters are suitable for dwelling and recently (3 years back), remodelling made and an amount of Rs.10 lakhs spent. 34 29/38/15 Provision of minimum facilities @ unmanned level crossings over GNT Division: Unmanned level crossings are being manned by the contract staff in the day time and by the engineering staff in the nights at many places. DS SCRMU GNT Division visited many unmanned level crossing gates and noticed that personnel deployed for duties are left to the mercy of god in the difficult weather conditions. No light, no shelter provided at these gates. And further difficulties added by not providing the minimum facilities. Thus, engineering staff refrain to perform the duties at the unmanned level crossings unless booked forcibly. Engineering staff booked forcibly for night duties are facing much difficulties. Therefore, the Union requests the administration to provide minimum essential infrastructure such as shelter, furniture and drinking water at all the unmanned level crossings over Guntur Division.

04/37/14 GNT: Non implementation of Duty Roster in Train Lighting Depot, /Guntur: Duty roaster issued by Sr. DPO/BZA in the year 1999 is still being used in the Train Lighting Depot, Guntur. When it was discussed in the last PNM Meeting, it was announced in the meeting that the duty roaster issued by Sr. DPO/GNT is being implemented. Therefore, the Union demands the implementation of the duty roaster issued by Sr. DPO/GNT in the Train Lighting Depot, Guntur. Moreover recently one more train / rake was allotted to GNT, hence in these conditions the existing staff are not enough to maintain the rakes without increasing the staff.

Remarks The roster has been reviewed and implemented which is being followed by other Divisions. The same will be 13egularized shortly. Regarding increase in staff strength, CEE/SC has been already requested for transfer of 14 additional posts vide lr. Since New Stores Building & New O. T have been inaugurated at Railway Hospital, Guntur, the area to be cleaned by the safaiwalas has been increased resulting in continuous working. Thus, in the light of continuous working of safaiwalas in the Railway Hospital, placing them in the Essentially Intermittent category is not appropriate. Therefore, the Union demands the administration to change the category of safaiwalas of RH/Guntur from E I to Continuous. Moreover there is no safaiwala is posting to RH / GNT whenever Safaiwala of RH/GNT proceeds on leave.

Category of LC Nos. 46, 52 & 63 have been changed from Essential Intermittent to Continuous. Orders issued accordingly have not been implemented, which is causing much inconvenience to the staff. Remarks In the year 2012, “EI” roster was issued for 62 hours treating the LC No. 46 and 52 as B1 and B2 respectively based upon the classification of the list of gates issued by Sr. DEN/Co-Ord./GNT. The classification of roster of LC Nos. 46, 52 & 63 is ‘Essentially Intermittent’. No change has been made from ‘Essentially Intermittent’ to ’Continuous’ as represented by SCRMU in the PNM Agenda. Also the roster cannot be changed even now since the classification of these gates are ‘C’ class as per the latest working time table No. 70 which is effective from 01-09-2014. As per extant rules, the classification of roster at ‘C’ class gates is “EI” only and the staff shall be required to perform 72 hours duty per week.

Even though Sr. DPO /GNT had issued the duty roster in the year 2010, unfortunately the same is not implemented so far. The Union requests to implement the duty roster for ESMs at NLPD immediately.

Remarks Still there are so many vacancies available. As and when the vacancy position improves, the roster will be implemented.
