Hello fellow members of the HBADOC.

I can?t believe we are nearly half way through another year. I hope the past months have been productive, busy and fun for all of you.

I wanted to take this opportunity to share some of the fantastic events we have experienced already this year and make sure to highlight some upcoming events you will not want to miss.

The High Performance Building Council just wrapped up the 12th Annual Green Building Tour! Yes, the GHBT is now known as the HPBC. This year the tour was expanded to include Eco-Select and Energy Star certified homes in addition to NGBS and LEED. It consisted of 30 fantastic homes built by 21 talented builders. Congratulations to the DOCHBA staff and the HPBC council for another successful tour in the books.

In April, our HBA once again had the pleasure of awarding college scholarships to 10 amazing students. Each student, after being chosen from a pool of well deserving applicants, was awarded a $1000 scholarship. Since the birth of the scholarship program in 1996 your HBA Scholarship Foundation has assisted 246 students with their college degree.

The Durham Bulls Outing, which is

always a fun event, will take place on Friday June 23, so make this your company event for the summer and hang out with fellow HBA members.

Make Plans forNAHB's Leg Con

Builders looking to send a message to Congress that it needs to take action to keep housing and the economy moving forward should mark their calendar for the most important grassroots event of the year ? the 2017 NAHB Legislat ive Conference.

The day-long conference is on Wednesday, June 14, and coincides with the NAHB Midyear Board of Direct ors Meeting in Washington, D.C.

Law Reverses OSHA Recordkeeping Rule

General Assem bly Takes on School Im pact Fees

In a victory for NAHB and small businesses, President Trump on April 4 signed into law legislation that forces the Occupational Safety and Health Administration to reverse a recent recordkeeping rule that would harm small employers.

NAHB vigorously opposed OSHA for overstepping its authority when it unilaterally extended the explicit six-month statute of limitations on recordkeeping violations to five years.

Under the new law, OSHA can still issue a citation for recordkeeping paperwork violations up to six months after they occurred, and employers will still have the exact same obligation to record injuries as before.

The difference: OSHA will no longer be able to play ?gotcha? by issuing a citation up to five years after the occurrence, which would do nothing to minimize workplace hazards but would subject small businesses to needless fines and excessive paperwork requirements.

This year is a long session for the North Carolina General Assembly and they are not wasting any time! Representative Sarah Stevens, who is also Speaker pro tem introduced House Bill 406, Repealing Orange County School Impact Fees. The bill passed the the third reading in the House by a vote of 80-40. If passed in the Senate Builders will save over

$11,000 per single family home built in Orange County.

Representative Stevens also introduced House Bill 436 which sets out to eliminate regulatory fees paid on new construction. This bill will not be heard as it has been converted into a study bill. May return on 2018 agenda.

Final estimates of fourth quarter 2016 gross domestic product growth show that housing's share of GDP is now 15.6%.

NAHB research shows that building 100 single-family homes in a typical metro area creates 297 full-time jobs and generates $28 million in wage and business

income and $11.1 million in federal, state and local tax revenue.

Over the last 12 months, home builders and remodelers have added 136,000 jobs on a net basis, and residential construction employment now stands at 2.7 million.

Roughly 22 percent of single- family builders always or almost always have their homes certified to a green standard, according to a recent NAHB poll.

The poll consisted of special questions in the January survey for the NAHB/Wells Fargo Housing Market Index. A total of 337 single-family builders responded to these questions, one of which asked if builders commonly used any of 21 specif ic green product s and practices on homes they built during the past year. The top 5:

- Low-e windows- High efficiency HVAC systems- Programmable thermostats- ENERGY STAR appliances- Duct systems designed to minimize leakage.

HBA of Raleigh- Wake County .

Our green building program was launched in 2006 with the primary purpose of promoting building techniques and materials that produce homes which consume less energy and other resources, facilitate better indoor air quality, and provide a more durable product requiring less maintenance.

The monthly meetings and opportunities for committee involvement offer an interchange of ideas that become a valuable tool in your professional life.

Our 2017 Triangle Green Home Tour was a great success! We are proud to be the largest Green Home Tour in the nation! Our Green Home Tour, an annual event of the High Performance Building Council, featured 30 homes throughout the triangle which were certified by an independent third party to meet rigorous building practices.

While we recognize that each of the four types of certification featured in our tour set builders apart from their competition, the most rigorous of them is the National Green Building Standard (NGBS). The NGBS certification program just reached a major milestone with certification of the 100,000th home to meet its requirements!

Since the NGBS Green Certification Program startedin 2009, it has provided builders with a national standard to define and measure sustainable multifamily and single-family homes, developments and remodeling projects. It also offers consumers a level of confidence that they are purchasing an independently verified green property.

What most people don't know is that the NGBS was modeled after a regional certification program created and administered by our very own HBA! And this year 's High Performance Building Council Chair, Michele Myers, was instrumental in the development of the NGBS.
