    Introduction

    LATEX OR EMULSION PAINTS.

    Introduced Europe/States late 1940s RSA 1951.

    2 Distinct Advantages

    Lower in odour

Application equipment could be washed withwater.

This opinion remained in place for over 30years until late 1980s early 1990s.Whenpressure to cut the Environmental / VOC impactof even latex based paints was felt.

    NP-9 APEOS

    Wetting, dispersing additives.

    Improve tinter acceptance.

Have been used for 40 years plus

    1980s European movement

    Against their use.

Adverse effects on film Properties. Break down products.

    From 1995-96 EU labeling.

    AMP 95 FALAMINE,

ADVANTEX One of the first replacements for

    Ammonia/NP9.

    Multipurpose also partially replace

Coalescent, Dispersant, Biocides,Defoamers, Flash rust inhibitor.

    Dominated USA/EU from 1980s to late1990s .

Late 1990s began to be replaced by solidAlkalis in the EU but it is still widely used. Some people are moving to even lessvolatile amines like Vantex T

    BIOCIDES

Up to the late 1980s early Mercurybased in Can Preservativesdominated the paint industry

Then CMIT/MIT Formaldehyderelease agents took over

    Then in the mid 1990S

Formaldehyde release agents beganto be removed- which Meant thatCMIT/MIT levels had to be raised tocompensate

    EU VOC REGULATIONS 1

From 2007 in the EU very strictVolatile Organic Compound

(VOC) limits were set for variouspaint types

In 2010 the limits will belowered even further

Most EU Paint Companies goingstraight for the 2010 VOC limits

    EU VOC REGULATIONS 2

Unlike most of the States in the

US the EU 2007/2010 limits are

set as g/Litre on total paint asused by the customer- not

    removing the water from the

calculations as the Americanstend to do

    EU VOC REGULATIONS 3

As the 2007/2010 EU VOC limits

are set for the paints as used by

the customers any VOCintroduced from the tinters

    must be included

    EU VOC REGULATIONS 4

The Main Sources of VOC in Water

    Based Decorative Sheen Paints are

as follows: The wet Edge or lapping solvent

The Carrier Glycols from the Tinters

The Free Monomers or Co solventsfrom the polymers or any of the

    additives used

    EU VOC REGULATIONS 5

You are going to say what about

the Coalescent that is used to

Lower the MFFT? Well at present the EU

    considers any material with a

Boiling point of more than 250Deg C to be zero VOC

  • 7/22/2019 Sheen paints.ppt

    11/29

    EU VOC REGULATIONS 6

    Which effectively means that

    NX795 and Texanolthe main

Coalescents used in RSA forSheen paints are classed as

being zero VOC, so their levels

dont have to be included in anyVOC Calculations- For the EU

  • 7/22/2019 Sheen paints.ppt

    12/29

    EU VOC REGULATIONS 7

However in the EU and especially

the States even higher boiling point

very low odour Coalescents- are nowbeing preferred

    Examples are NX 800, Optifilm

300/400, Coasol A and Ser Ad FX 510

But as these tend to be more

expensive they have not really begun

to be used in RSA yet

WRT Wet edge/lapping solvents inthe Northern EU they went fromMEG to PG and then total removal

In the Southern EU the PG levelshave been minimized and a lot ofpeople are looking for Zero VOCLapping/wet edge solvents

From Experience they will be a mustfor our hot Climate if low VOCproducts are ever to become verywide spread in Southern Africa

Latices/Liquid Thickeners andDispersant- Free Monomers, Co

Solvents Up to mid 1980s free Monomer

    levels high (0.5-1.0%).

USA/Europe/Australia started tomove to lower free Monomerlevels. (0.05% max).

    EU VOC REGULATIONS 10

    As free monomer and Co

    solvents were lowered a lot

    more microbiologicalcontamination problems were

    experienced and biocide

packages had to be beefed up

Late 1990s pressure to removeAmmonia and APEO from Polymers-move mostly complete in Europe- in

RSA move much slower but most ofthe R+H polymers/Additives offeredby Servochem are Ammonia andAPEO freethere are even somePolymers available (Primal SF-016

and Avance 412) that require noCoalescent (Normally referred to asCoalescent Free Binders)

    EU VOC REGULATIONS 12

    For most deep coloured

    Decorative water based paints

the biggest source of VOC is thetinters used- most people in

RSA are still using MEG based

tinters with high levels of VOC

    18/29

    EU VOC REGULATIONS 13

In the EU Paint Companies went

from MEG to PG based Universal

tinters in Early Mid 1990S andare now moving towards Zero

    VOC tinters-for most EU Paint

Companies it is only way theywill meet the 2010 EU VOC

    limits

    EU VOC REGULATIONS 14

ICC do have EU proven Zero

    VOC, Glycol free tinters

available but as yet they havenot been sold locally-this

    situation could change

    dramatically in the next 2-3years

    EU RULE 43-1

    Governs the CMIT level (15

    PPM) above which consumer

warning labeling is required (Inthe most of the EU have such a

    label on your Decorative water

based product is tantamount tocommercial suicide)

  • 7/22/2019 Sheen paints.ppt

    21/29

    EU RULE 43-2

Also the 15 PPM Max Limitthe

limit for the final paint as

received by the consumer so allsources of CMIT (Paint,

    Polymer, Microvoid Opacifier +

Additives) have to be includedin the calculation

  • 7/22/2019 Sheen paints.ppt

    EU RULE 43-3

At first most people reacted toRule 43 by removing all CMIT

based biocides from theirproducts- they then battled toobtain sufficient in canprotection cost effectively so

now people tend to use CMIT(Just below the 15 PPM limit) incombination with MIT and BIT

    23/29

    EU RULE 43-4

    Also remember no Formaldehyde

    releasers are allowed which means

head space protection can be aproblem

Biocide packages to meet EU Rule

    43 and still provide adequate

protection are now not only complexbut expensive

    EU RULE 43-5

One large Middle Eastern but EU

    Controlled Multi National was

forced to apply Rule 43 to theirWater Based Products- their

    Yearly Biocide bill increased by

more than USD 1 Millionwithan increased customer

    contamination complaint rate

    DRY FILM BIOCIDE

LABELING-1 The Labeling limit for paints

    containing Dry film Biocides is

now 1000 PPMwhich againmeans that it is difficult with

    Conventional DFBS to obtain

adequate long term dry filmprotection and not have to label

    your product

  • 7/22/2019 Sheen paints.ppt

    26/29

    DRY FILM BIOCIDE

LABELING-2 This has led to people changing

    away from the traditional DFBS

like Rocima 363/363N , ActicideEPW/S or Nipacide DFS/X on tomore powerful and more waterleaching biocides like Rocima

350 which give adequate longterm protection at levels farbelow the EU labeling limits

    MINERAL OIL FREE

DEFOAMERS 1 Due to some evidence that some of

the Long Term effects of sick

building syndrome can be traced tothe presence of Mineral Oil

Defoamers in the wall Coatings used

on the interior of buildings there is a

slow but growing move (mostly inGermany) away from using Mineral

    oil Defoamers in Decorative Paints

  • 7/22/2019 Sheen paints.ppt

    28/29

    MINERAL OIL FREE

DEFOAMERS 2 Fortunately if required there

    Silicone and Silicone Free

alternatives available if theremoval of Mineral Oil

    Defoamers is required- but as

with biocides cost to treat doesincrease

    CONCLUSIONS 1

    EU/American regulations on paint

Labeling and what can and can not

be used is changing almost dailyand it is a battle to stay current

As can be seen from the above

solutions to meet the very stringent

EU VOC, Biocide requirements areavailable here in RSA but they come

    with fairly hefty cost premiums
