OnbehalfoftheCouncil,IampleasedtosharethehighlightsoftheAssociation’sactivitiesfortheyearended31December2010.Theyear2010sawtheeconomyrecoveredimpressivelyfromthecrisis,bringingmuchrelieftotheindustry.Whilethevariedmarketandeconomicenvironmentwasbeyondourcontrol,theAssociationfocusedourattentiononelementswecouldinfluence.Wecontinuedinourpursuittolaytheinfrastructureandstrengthenourcapabilitiesforthelongterm.Tothisend,wedevotedoureffortincarryingoutseveraloftheelevenprojectsundertheLEADProgrammetofruition.Amongstthem,theonlineCapabilityDiagnosisToolwhichisaplatformforparticipatingcompaniestoself-diagnoseandbenchmarkagainsttheindustry,aswellastheSingaporeLogisticsCareerPortalwerelaunchedinMay2010.TheSLAPortaltoo,aftermonthsofintensiveconstruction,wentliveinOctober2010.Inthemonthsahead,amyriadofSaaS(Software-as-a-Service)applicationswillbeofferedthroughthisgateway.WehopethiswillhelpandenableourSMEcompaniestotaponcloudcomputingtechnology,whichiscosteffectiveandwithouttheneedforheftyinfrastructureinvestments,toadvancetheirbusinessoperations.Iamheartenedtolearnthattheeffortsputintotheseprojectswerewellreceived.Agood37significantindustrystakeholdersralliedbehindthelaunchoftheindustrybrandingmovement,“WeCan.Singaporelogisticsmakeseverythingpossible”inSeptember2010.TakingthepledgeofcommitmentwiththeAssociationinsupportofthismovementwereportandairport
operators,institutionsofhigherlearning,fellowindustry-relatedassociations,logisticsprofessionalbodiesandmember-companies.Amidsttheever-changingSingaporelogisticslandscape,theAssociationanditsinitiativesremainedrelevanttotheindustry.SincetheLEADProgrammewassetinmotioninlate2007,143newmemberssawtheneedandbenefittoberepresented.Thesenewmembersconstituted32%ofthetotal447membersasat31December2010.TheAssociationcontinuedtobeaconstructiveadvocateandproactivelyengagedvariousagenciesoverawidespectrumofissuesconfrontingtheindustry.TheAdvanceExportDeclaration,GSTpaymentonbehalfofimportersandthenegativeimpactontheindustrybroughtforthbythecurtailmentofforeignmanpowerpolicywerejustsomeofthemanyexamples.CorrespondingtotheAssociation’smissiontopromoteprofessionalismandexcellenceofthelogisticsindustry,TheLogisticsAcademyPteLtd(TLA)wasincorporatedasawhollyownedsubsidiary,incompliancewiththePrivateEducationAct.Slatedtobeacentreofexcellencefortrainingofsupplychainandlogisticsprofessionals,itscertificationasaPrivateEducationInstitutionon3August2010markedtherobusttrainingadministrationinsatisfyingthestringentrequirementsspeltoutundertheAct.TLAhasalreadygainedrecognitionandisaccreditedbytheMaritimeandPortAuthorityandMinistryofManpowertoconducttheCertificateinApplyingIMDGandLogistics&TransportSafetyOrientationCourserespectively.

Theyear2010markedanothersignificantmilestone.AttheFIATAWorldCongress2010inBangkok,theAssociationbidedforandwontherighttohostthe2013CongressinSingapore.TenstrongsupportlettersfromgovernmentagenciesandindustrypartnersbolsteredourbidandthepresenceofHisExcellencyMrPeterChan,SingaporeAmbassadorforThailand,wasastrategicbooster.ThelandmarkwinwasatestimonyofgoodteamworkbyallindustrystakeholderswhohadputinmonthsofhardworkinpreparingthebiddocumentandpromotionactivitiesinBangkok.Wearelookingforwardtoenthusiasticparticipationfrommembersatthe2013Congressandtheadjoiningexhibition.ItwillbeanexcellentopportunitytoshowcaseSingaporelogisticscapabilitiestothedelegatesfromacrosstheworld.Toourindustrystakeholdersfromgovernmentagencies,academiaandpartners,thankyouforyourclosecollaborationandunreservedsupportallthroughtheyear.Withhumility,IwanttoextendmydeepestappreciationtomyfellowCouncilMembersforyourardentsupport,wisecounselandcollaborativeeffortthusfar.Reluctantly,webadefarewelltoMrJohnLimandMrWolfgangLaube,whodidnotstandforelectionthisterm,duetotheirworkcommitments.Ontheotherhand,renewaloftheCouncilwasinitiatedwith3newlyelectedmembers-MrLimChengHoo,MrRajasekharandMrRaymondOng.NotlongaftertheAGM,MsAnndelynOhwasco-optedtotheCouncil,thefirstladymemberinalmostadecade.
OnbehalfoftheCouncil,IwouldliketoexpressourheartfeltgratitudetotheSecretariatteamforyourdedication,hardworkandenduringcommitment,forwithoutyou,itwouldbedifficultfortheAssociationtocarryonwiththetask.Lastbutcertainlynotleast,Iamgratefultoallourdearmembersforyourcontinuedconfidenceandtrustinus.TogetherwithmyfellowCouncilMembers,welookforwardtoyouractiveparticipationinshapingnewfrontiersforSingaporelogistics.Quek Keng Liang Chairman

Company outreach TheAssociationadoptedanewmissioninyear2010,thatis,torepresentSingaporelogistics.Effortstooutreachcompaniesremainunabated.Thenumerousactivitiesandprojectsrolledouttotheindustrydrewtheirinterestandparticipation,withagoodnumberofthemjoiningthemembership.Allyearround,theSecretariatvisitedorganisationscomprisingbothnon-membersandmembers,including38companiesthatwerenewlyadmittedduringtheyear.Asidefromestablishingagoodrapport,thesepersonalengagementsenabledSLAtobetterunderstandtheircapabilityandtrainingneeds.Atthesametime,companieswerebriefedontheon-goingworksoftheAssociation,variousprojectsandtrainingprogrammestailoredfortheindustry,fromwhichtheycouldparticipateandbenefitdirectly.In2010,atotalof46companiesjoinedSLA,bringingtoatotalof447membersatthecloseoftheyear.Ofthesenewadmissions,29qualifiedasOrdinaryMembersandanother17wereadmittedasAssociationMembers.ThenumbersreflectagrowingnumberofancillaryserviceprovidersjoiningSLA.Amongthe50AssociateMembersintheyearended2010,18organisationsormorethanathirdweredrawnfromthefieldsoftertiaryeducation,financeandinsurance,aswellasinfocommtechnology.

The“WeCan”movementforthelogisticsindustrymadeitssoftdebut,inconjunctionwiththelaunchoftwootherLEADProjects,namelySingaporeLogisticsCareerPortalandSingaporeLogisticsCapabilityDiagnosticTool.TheeveningalsosignaledthebeginningofthedevelopmentofanintegratedlogisticsportalwiththesigningofastrategicpartnershipagreementbetweentheAssociationandSingTel.
Withthepast2-yeartermoftheCouncilcomingtoanend,thegeneralmemberspresentnominatedandelectedatotalof14member-representativestothenewterm2010/2011.ThemeetingalsoapprovedtheAnnualReport2009andFinancial
Statementsfortheyearended31December2009,aswellasre-appointedHTKhoo&CompanyasAuditoroftheAssociationforyear2010.TheChairman,MrQuekKengLianginhisclosingstatement,acknowledgedhisdeepappreciationtotwooutgoingCouncilMembersnamely,MrJohnLimofK.C.Dat(S)andMrWolfgangLaubeofLogwinAir+OceanSingapore.

Both the Association and government agencies have long recognized the different roles played by the public and private sectors. the underlining difference is that the industry is subjected to market forces and intense competition, both locally and internationally whilst the government is concerned with wider socio-economical developments, regulations and compliance and its impact to the nation. In juggling multiple policy considerations, the SlA represents and engages in numerous government consultations, trade advisories and working groups to safeguard the interest of the logistics industry.

Civil Aviation Authority of Singapore (CAAS) e-freight@SingaporeThee-freight@SingaporeinitiativemootedbyCAASandtheInternationalAirTransportAssociation(IATA)wassetinmotionwiththesigningofa6-partyMOUamongstCAAS,IATA,IDA,SLA,SingaporeAircargoAgentsAssociationandSingaporeNationalShippers’Council(SNSC)on29January2010.ThesigningceremonyeventwasgracedbyMrRaymondLim-MinisterforTransportandMrLeeHsienYang-ChairmanofCAAS.
Thee-freight@SingaporeSteeringCommitteewasthenestablished.TheAssociationisrepresentedbyMrGerryTan-Chairman,AirCargo.Thecommitteemeetsonceeveryquarterwiththeinauguralmeetingbeingheldon15July2010andthesecondmeetingon29October2010.

Asafollowup,CAAShostedatea-sessionon4August2010where23representativesfrom16member-companiesjoinedinthediscussionheldatCAASBoardroominChangiAirportTerminal2.ApanelofCAASofficerssharedseveralupcomingaviationinitiatives,suchase-freight@Singapore,theAviationDevelopmentFund,andtheAviationOpenHouse.Theinitiativesgeneratedinterestsandthepanelfieldedqueriesfromparticipantsthroughoutthesession.
We are Aviators - Aviation open house 2010TheinauguraleventorganisedbyCAASon18-19November2010attheSingaporeAviationAcademypresentedaseriesofprogrammestoshowcasetheindustry.Aimedtopromoteaviationcareersandopportunitiestomorethan1,600tertiarystudentsmajoringinaviationrelatedstudies,theeventwassupportedbySLAasanindustrypartner.
TheSLAboothitselfwasahiveofactivitieswiththe“WeCan.Singaporelogisticsmakeseverythingpossible”themeasthebackdrop.Visitorswereguidedthroughtheattractionsduringthe2-dayevent.AmongstthesewerethenewlydesignedSLAPortalandthelinkagestoTheLogisticsAcademy,SingaporeLogisticsCareerPortalandWeCansites.
Aspartoftheprogramme,MrThomasSim-1stDeputyChairmanpresentedatalktoencouragevisitingstudentstopursueacareerintheexcitingandchallengingindustry.TheywerealsointroducedtoseveralrelatedtrainingprogrammesofferedbySLA.
Competition Commission of Singapore (CCS)high Landed CostTheAssociationcontinuedtoengageCCSontheperennialissueoframpantandhighlandedcostatKeppelDistripark,whichappearedtobeanti-competitivepracticesandruncontrarytothebasicaimtoprotectconsumersandbusinesses.Thediscussionconvenedon11February2010demonstratedthelittlesuccesstocurtailrampantrateincreasesdespiteeveryefforttakenbySLAfollowingtheabolishmentofitsguidelineratesin2006.Onefundamentaldifficultyisthatsmallerimporterswhichduetotheirlackofbargainingpowerareneitherabletonominatetheirfreightforwardersnordictatethetradingterms.MakingFCLarrangementsforLCLshipmentstooarenotpracticalinmostcircumstances.

Development
The Logistics Academy (TLA) is established under the aegis of SLA on 25 February 2010. It is registered as a Private Education Institution (PEI) from 3 August 2010 to 2 August 2011 under the provisions and regulations of the Private Education Act 2009 in Singapore. TLA’s success in obtaining the PEI status attributes to the robust training administration of the academy in compliance with the mandatory registration requirements and legislative obligations spelled out under the Enhanced Registration Framework. The framework is administered by The Council of Private Education. It aims to ensure that PEIs in Singapore are of a certain acceptable standard to protect the interests of the students enrolled in their institutions. The Trustees for the Association in the incorporation of TLA are Council Members, Mr Stanley Lim and Mr Poh Key Boon. The SLA Training & Development Committee (TDC) will continue to act as an advisory role to the Board of Directors and to ensure that TLA activities are in line with the Association’s mission to promote professionalism and excellence in logistics industry.
