After the completion of the Works of the Project Contractor is obliged to submit to DESFA the Final Technical Documentation Package (FDP) of the Project.

The Contractor is collecting and preparing on DESFA ’ s behalf , all the technical documentation related to the Project regardless of the documents issued by other parties.

The technical documents are submitted to DESFA in Final As Built Status. Those documents can be originated by contractor, study group, supplier, inspector , etc . and are submitted in volumes (Final Documentation Packages).

FDP are the Final Technical Documentation of a Contractor / vendor / engineer ,which is separated into volumes containing all types of document s necessary related to a specific activity such as Civil Works, Mechanical Works, Building constructions etc.

The final technical documents are separated into the following categories :

1. Documents for Operation and Maintenance - DFOM

“Documents for Operation and Maintenance - DFOM “are the technical documents with information regarding the operation of a system (operating manual ) . Included in this category are the documents that provide instruction for the operation of a project such as the maintenance manual .

2. Quality Records - QR

“Quality Records – QR” are the documents that verify the quality of equipment materials or constructed work . These documents are in conformance with approved standards ( material certificate , welding log book ) .

3. Final “ as built ” documents and drawings - FAB

“Final “ as built ” documents and drawings – FAB” are the final issue of drawings and documents of a project such as various equipment list and drawings regarding a specific section completed ( as - built drawings ) .

4. Retained documents – RD

“Retained documents – RD” are the technical documents regarding the basic study of a project (basic design ) . This category also includes contract articles , basic drawings of the network , calculations , environmental study , etc .

1. During the preparation phase of the FDP by the Contractor , the SUPERVISING ENGINEER carries out periodic audits and offers additional instructions to ensure the compliance of the FDP with DESFA Requirements under the responsibility of the Project Manager. The project ‘ s SUPERVISING ENGINEER is responsible for the completeness, correctness and acceptance of all final technical documentation from the Contractor.

DESFA ’s representative ( DCC Manager ) in cooperation with the Project Manager executes

periodic documentation audits during the construction phase of the Project and in

collaboration with the SUPERVISING ENGINEER give proper instruction to ensure

compliance with DESFA Requirements.

Contractor is obligated to adjust his documentation filing system in accordance to the

remarks and suggestions of DESFA’s DCC Manager, Project Manager and Supervising Engineer

and make available any information - documentation requested throughout the project .

2. Final Documentation Package Registers – Final Lists – Overall Indexes are submitted by Contractor in advance in electronic format for review and approval by DESFA.

3. The Project ‘ s Contractor delivers the volumes to the Supervision (1 original and 3 copies of the documents are submitted) . The Supervision signs all the detailed FDP Registers. TPI has the obligation to verify the completeness and the correctness of the FDP’s that are under the scope of work of TPI contract with DESFA. During the FDP Audits, DESFA DCC issue a report of which FDP files are according to DESFA Requirements.

4. Contractor submits the approved by Supervision, TPI and DESFA DCC FDP files in physical and electronic format to DESFA DCC . An acceptance protocol is signed by all parties. The delivery , control and acceptance of the FDP can be accomplished in cooperation with Supervision, Project Manager and DESFA / DCC representative for time conservation.

All Packages submitted are in binders (files) with transparency folders outside.

The FDP cover sheet identifies the Project, the section, the sub-section, the Contractor, the Supervision Engineer, the contract number, the contracts W.B.S, package description, package number, volume number, total number of volumes, copy number.

The front page is dated and is identifying the Project, the section, the sub-section, the FDP description, the FDP number, the FDP Revision, the FDP revision date

The index is dated and is identifying the Package description, package number, section, sub-section, volume number and for each document the Contractors document number, title, revision number, revision date, status, total number of pages per document and total number of pages per package. The Index is also identifying the computerised file number of each document, if this exists.

The As built drawings in paper are issued to DESFA like all other technical documents, that is in A4 binders (files) folded in A4 size.

For the submitted X-ray films a cover page and index is included. The cover page is dated and identifies the unit, section, sub-section, the Km, the number of the box and the first and last joint. The index is also dated and identifies the number of each weld, the X-ray report, the number of the films, the necessary re-shots and the total number of films.

The X-ray films is issued to DESFA together with a radiographic film register, which contains data of the weld, the NDT report, the result, date of test, welder, reference drawings, reference K points, Km, section, sub-section and the box number in which the X-ray is included.

All final technical documents that are required in a computer based format should be in accordance to contract specifications, procedures and agreements concluded between Contractor, Supervision and DESFA. The information in electronic format must always be easily accessible. The Contractor has to ensure that this form of final documentation (documents / drawings) has been properly tested for validity of data, for readability of media (CD – DVD –HARD DISKS) and that all system problems that may occur have been corrected. All technical documents / drawings in digital format have to be identical to the physical hard copy and their file name to reflect the contents so that by the file name for easy recognition of the document / drawing (traceability).

All drawings are in AutoCAD format (.dwg). The drawings are designed in original coordinates.

All Final Technical Documentation (Final Documentation Package) are also scanned by Contractor (structured according to the FDP Register) and digital files (TIFF format) are submitted by Contractor for review by Supervising Engineer / Project Manager and final acceptance by DESFA.

All approved Final “As-Built” drawings and the various Lists included in the Final Technical Documentation are submitted to DESFA / Project Manager also in a processable digital file format in standard DXF or DWG format for “AutoCAD” latest release in CD or DVD-ROM’s. The drawings are submitted in standard DXF or DWG format for “AutoCAD” latest release. The lists are submitted in “Microsoft Office Word/ Excel” files.

Final instructions for the type and structure of Final Documentation Packages are given by DESFA’s DCC.
