The meeting was held after the premier officially opened the Boipatong Monument. The community appealed to the premier to deal with corrupt officials and councillors. In his response, Makhura said he is aware that the Emfuleni Local Municipality (ELM) is not doing enough for the commu- nity. Others said they are paying for services they are never provided with. He promised that the government will make sure all municipal officials and coun- cillors work towards meeting the needs of the community. Makhura, the provincial deputy chairper- son of the African National Congress, was accompanied by ANC regional Chairperson Simon Mofokeng and other officials. “When people pay for services, the mu- nicipality should render better services,” he said. The premier said he was worried about people renting out their businesses to foreign nationals: “Later the landlord complains that the government is doing nothing for them. The Vaal region has a very rich economy with lots of steel industries. We have an eco- nomic plan that features the Sedibeng Dis- trict Municipality which needs to be imple- mented.” He continued, “In the State of the Province Address in May last year, we told all MECs and MMCs that we needed a new economic plan to rebuild the economy of Sedibeng.” Makhura said the problem faced by govern- ment on housing is that most people have been on the housing waiting list since as far as 1996 and that this needs to be solved as soon as possible. “I want to do away with housing corrup- tion. We want to build 30 000 RDP houses as a once-off in a certain area. People should stop complaining they need houses in their area of birth or where their parents died. This will never help to ease the backlog experi- enced,” the premier concluded.     The regional head of the Gauteng Depart-ment of Justice and Constitutional Develop-ment, Elizabeth Dlamini, responded by let-ter to the youth. She said a steering commit-tee had been established to deal with theissues raised by the Greater Sebokeng AN-CYL.

    Dlamini said the committee requested tobe granted a further extension of 21 days inwhich to provide feed-back to the organisati-on as some of the issues will require conside-rable time to receive proper attention.

    She said the committee will reconvene onNovember 10 to further deal with the issueslisted in the memorandum.

    Racism in court - probe demandedLazarusDithagisoSEBOKENG. - The African National Con-gress Youth League (ANCYL) unitedagainst alleged racism experienced at the Se-bokeng Magistrates Court and the abuse ofcommunity members by police.

    They took to the streets marching to theSebokeng Magistrates Court on Wednesdaylast week.

    The youth said they had had enough ofthe negative attitude received from the stateprosecutors with respect to black people.

    They called for the stopping of youth-kil-lings, gangsterism, drugs and substance abu-se. The emphasis was particularly on the ra-cial attacks from officials.

    LazarusDithagisoVANDERBIJLPARK. - It seems the re-cent reshuffling of the regional AfricanNational Congress (ANC) members ofthe mayoral committees (MMCs) fromthe Emfuleni Local and Sedibeng DistrictMunicipality did not go down well withthe Democratic Alliance, DA.

    This emerged after the provincial sec-retary of the African National Congress,Hope Papo, announced this during theSedibeng Council sitting at the mayorsparlour, Vereeniging last Tuesday.

    The DA said the reshuffle is nothingbut a desperate PR exercise ahead of the2016 elections: This has nothing to dowith addressing the current financialmess at the Emfuleni Municipality. Theaim of the ANC, said Councillor SimonMollo, DA caucus leader Sedibeng Dis-trict Municipality, is nothing more thana desperate attempt to score some politi-cal points ahead of the upcoming elec-tions.

    The DA said, The reshuffling is toolittle too late when it comes to fixing thefailing municipalities.

    The ANC has failed an attempt topush the Municipal Demarcation Board(MDB) to create a new metro municipali-ty by merging the bankrupt Emfuleni Mu-nicipality with the financially stable DA-run Midvaal Municipality, said Mollo.

    The DA took the MDBs decision tomerge Midvaal with the ANC-governedEmfuleni to court because they recog-nised that the move would lead to the de-terioration of service delivery in Gaut-engs best- run municipality.

    The Pan Africanist Congress of Azania(PAC), Emfuleni Chief Whip, AppaPooe, said the reshuffling came at a timethat the ANC ship in Emfuleni is aboutto sink deeper,

    It was a good decision to deploy ANCregional Chairperson Mahole Mofokengto rescue Emfuleni, said Pooe. With thedeployment of the other MMCs to Sedi-beng, I am not sure, but I suspect theirfuture is doomed. They might not be ableto hold on.

    Pooe believes that it might be the strat-egy of the party to shift the deadwoodahead of next years election.

    VEREENIGING. - Two women have beenarrested and detained at Vereeniging Policecells after they were found to be in possessi-on of dagga with a street value of R1000.

    Vereeniging Police spokesperson CaptainFikile Funda says:

    On Sunday at about 12:40 two womenwere arrested with dagga at Leeuhof Correc-tional Centre.

    This happened when the two suspectswent to the centre to supposedly visit witharrested inmates.

    One of the rules at the centre is that allvisitors are subjected to a body search as partof safety procedures.

    The two suspects were searched and theparcels of dagga were found stashed in theirprivate parts, Funda concluded, adding thatthe arrested suspects will be appearing in theVereeniging Magistrates Court soon.

    It is quite interesting to see the politicalscene that is playing itself out in the regionrecently. It was of course expected thatgoing to the elections next year, there willbe changes in administration what with amunicipality (Emfuleni) that was runningat a loss. Change was indeed expected alsotaking note that during its regional execu-tive committee elections earlier this yearthe ANC Sedibeng made changes. Oppo-

    sition political parties have been calling forEmfuleni Local Municipality to be placedunder administration which they say will bethe urgent intervention needed to save the ai-ling skeleton that is the municipality. I couldnot agree more as some members of the tri-partite alliance have also been calling for he-ads to roll, proving that they too could seethat the municipality is a patient in ICU.Continued poor performance, lack of com-munication with the public and lack of servi-ce delivery has been the demise of many poli-ticians, most of whom have been demotedfrom their high horses and must surely not

    see the doors of municipal offices come nextyear. The financial situation of the municipa-lity has reportedly deteriorated to such an ex-tent that service delivery has become almostimpossible. Reports also reveal that there isa major backlog when it comes to the impro-vement and maintenance of infrastructu-re.There is apparently at the moment a finan-cial backlog of R4.2 billion when it comesto the maintenance of road infrastructure.There is also a R1.6 billion storm water infra-structure backlog, a R723 million backlog forthe maintenance of waste water treatmentplants, a R1.1 billion sanitation backlog and

    in total, the municipality apparently needsR7.2 billion to eradicate the current infra-structure backlog and a further R10.7 bil-lion over the next ten years. Shooooo! Theformer administration had surely failed tomanage and it is clear that urgent interven-tion was required. Hopefully the incomingadministration will sort out this mess andmake sure that the people that electedthem receive the basic service deliveryand that the financial muddle it finds itselfin is resolved through employing compe-tent and qualified people, hopefully!

    LeratoSereroMEYERTON. - The mayor of DA ledMidvaal Local Municipality, BonganiBaloyi recently welcomed a memberand the treasure of SANCO (South Af-rican National Civic Organisation) Se-dibeng region to the party.

    Today I officially welcomed Ame-lia Tsukudu to the DA as a memberand activist. More and more peopleacross Midvaal are reaching out to mepledging their support to the DA andour campaign to retain Midvaal withan increased majority, Baloyi said.

    Tshukudu has apparently been anANC supporter for the last 30 years.She has come to realise that the ANCcannot deliver a better economy andbetter society for South-Africa any-more, Baloyi adds.

    According to Baloyi, Tshukudu willbe an activist in the Midvaal area andshare her skills and expertise to helpspread the message of the DAs delive-ry to all the people. Midvaal has thelowest unemployment rate in Gauteng18,8% - much lower than the provinci-al average of 28,6%.

    The Municipal Productivity Index,a survey of 226 municipalities acrossthe country, ranked Midvaal first inGauteng and 6th in the country for itsresponse to poverty, access to basicservices and municipal finances. Mid-vaal also won the award for The insti-tution doing the most to clean the envi-ronment at the 2014 Sedibeng Regio-nal Survey Business ExcellenceAwards, conducted by PMR Africa.

    LeratoSereroVANDERBIJLPARK. - Following Sedibeng Sters article about theundelivered books discovered by the Democratic Alliance (DA) atthe Vereeniging Library (Sedibeng Ster, 28 October- 3 November),the Emfuleni Local Municipality (ELM), through its acting manager:Communications, Marketing and Branding, Stanley Gaba has respon-ded.

    The article reported that the DA had discovered books stored atthe Vereeniging Library in massive stockpiles while libraries had nee-ded them since 2012.

    What we have here is a gross injustice and a human rights violationof the Emfuleni people, Kingsol Chabalala, DA Gauteng spokesper-son on Sports, Arts, Culture and Heritage and also a member of theGauteng Legislature had said at the time. In his response to the articleGaba said that all 15 libraries in the jurisdiction of Emfuleni are opera-ted by the municipality (ELM) and that the funding model is thatGauteng Province transfers funds from the ELM conditional grantto community libraries for the procurement of new books.

    These books are then procured from the service providers registeredon the municipalities database. All new books are delivered and sto-red in the Vereeniging Library.The challenge that Emfuleni experien-ced was not a distribution problem but a cataloguing problem.

    The reason for this was that the cataloguer had resigned and hadnot yet been replaced, Gaba said. On whether the department hasconducted an investigation into the matter, Gaba said the departmentis aware of the backlog in cataloguing and processing of books inEmfuleni, and that the matter has been prioritised.

    Chabalala said at the time that he would ask the South AfricanHuman Rights Com-mission (SAHRC) toinvestigate the se-ries of unfortunateevents that led to va-luable and costly re-sources (books) be-ing hidden in a stora-ge facility.

    And according toGaba the Departmenthas transferred fundsto ELM to appoint anAcquisitions Librari-an for the procure-ment of new books aswell as to assist withthe cataloguing ofbooks. The officialcommenced serviceon October 1.

    It should be notedthat during this timethe new BoitumeloLibrary had just beenhanded over aftercompletion andbooks were still be-ing delivered, as wellas the Evaton Librarythat had undergonemassive upgrades,and the Sebokeng Li-brary that was exten-ded and upgraded.

    All 13 of these li-braries did get booksunder severe staffshortages, Gaba en-ded.

    Last weekend some coaches and offici-als chanted war slogans, saying EmfuleniLocal Football Association ChairmanMondli Nkosi should step down. To makethings worse, they demanded the return ofPhilip Ndlovu, who was acting as the EL-FA chairman before he was removed bythe same coaches and officials. How

    things have changed!Those coaches and officials or, should I

    say, hooligans who sang that Nkosi mustgo, were quite vocal prior to the election, tel-ling everyone who cared to listen that Nkosiwas the right man to lead ELFA. Now theysing a different tune altogether. This can onlybe hypocrisy at its best!!!

    TOUCHLINEs message to those hooli-gans is gentlemen, behave like responsiblepeople or else our football wont go anywhe-re. It was irresponsible for those coaches andofficials to act in that manner, especially infront of players.

    Coaches and officials are supposed to leadby example because these youngsters look upto them. There is no way we can run our foot-ball like we run shebeens or taverns. There

    must be respect in football because this sportplayed a significant role in fighting for free-dom in this country.

    The problem with some of the coaches andofficials is that they just flash their moneylike someone throwing bones to his dogs. Itis high time somebody stopped what is goingon. It is interesting how things can changein a short space of time.

    This is probably the reason why, at one sta-ge, PSL Chairman Irvin Kholza said, Foot-ball people must never be trusted! His mes-sage read as follows; Trust But Not TooMuch. The fact of the matter is that somepeople did the wrong thing prior to the ELFAelections and now their sins are catching upwith them. They must come out with the truthand tell us what happened because - until re-

    cently - they were inseparable, to say theleast.

    ZachariaNaleEVATON. - VUT FC coach Geelbooi Goma Mas-ango was a heartbroken man when his team lost 2- 0 to Orange Vaal Professionals in the boring ABCMotsepe League derby match.

    This derby, which failed to live up to expectati-ons, took place at the Qedilizwe Secondary Schoolin Evaton North on Sunday. Despite the win, thisgame didnt look like it was a local derby with bothsides huffing and puffing for the better part of thegame.

    Speaking to Sedibeng Ster Sport after the game,VUT Coach Masango said losing the game cameas no surprise.

    The fuming Masango claimed that the playersdidnt want to honour the fixture and he had to begsome of them to play. Other players simply failedto pitch up: Look, Sedibeng people must knowabout this. These boys wanted to boycott the game

    because they demand to be paid for playing for theinstitutions soccer team. I find it very strange becausethose who are behind this are the same individualsthat were awarded scholarships by VUT. Why do theythink they should be paid while they study with schol-arships?

    Masango believes it is high time VUT managementshould sort out this atrocity - players from outside ma-king demands and threatening to boycott the games.Masango says it is every youngsters dream to playin the ABC Motsepe League in this region. Meanwhi-le, VUT FC team manager Dolfas Tsotetsi will meetwith the players this week and they will decide whe-ther to suspend all those players who failed to honourthe game.

    It is true that some players failed to honour thegame and the coach had to beg those who came. Itis also true that this is not good for the image of theinstitution, said Tsotetsi.

    It was the a day well spent for localschools'learners when they participatedin the Emfuleni Primary School SoccerandNetballTournament.Photo:ZachariaNale.

    ZachariaNaleVANDERBIJLPARK. - It was a fun-fil-led day for learners when they participa-ted in a soccer and netball tournament atShakespeare Stadium over the weekend.The central purpose of this one-day tour-nament organised by Emfuleni PrimarySchool was to expose these learners ta-lent. The event featured schools fromBophelong, Boipatong, Sebokeng and Sa-solburg. Mnqiniswa Primary School wascrowned the champions in the netball u/11category.

    Lesedi-La-Thuto Primary School smi-led all the way to Sebokeng after beingcrowned the champions in both u/11 andu/13 soccer boys category.

    As if this was not enough, the schoolalso scooped individual awards for the

    Best Player of the Tournament in both net-ball and soccer.

    Speaking after the tournament, EmfuleniPrimary School Sports Chairperson Mirri-am Makhalemele hailed the tournament asuccess. She believes that the tournamentachieved its objective by giving those ta-lented learners a platform from which toshowcase their talent in the field of play.

    There are learners who struggle in classbut excel when it comes to sports and theaim was to evaluate how they performedoutside a classroom.

    I want to thank all the participatingschools, their educators and principals forsupporting the initiative, she concluded.The tournament was sponsored and suppor-ted by the Vanderbijlpark Spur and Sedi-beng West District.
