• Open Networks – difficult to secure

• At times low staffing levels

• Remote locations – Metrolink 93km, some old railway infrastructure

• Multi-modal (interchanges) – multiple operators

• Attractive locations:

• Vulnerable persons (vagrancy, mental-health, dementia, isolation);

• Meeting places; and

• Proximity to town centres – migration of issues.

Led by TfGM and Greater Manchester Police (GMP) with support from:

Partnership brought together to help support a safe and secure Transport Network:

1. Improve the perception of safety & security across public transport, offering reassurance to passengers;

2. Manage instances of Crime and Anti-Social Behaviour (ASB) occurring on the transport network; and

3. Discourage fare evasion.

• Total change in leadership = natural period of review

• Recent changes to our ‘ways of working’

• Move away from the traditional approach to ‘deployment’ of resource…not all about ‘boots on the ground’

• Move to problem-solve and tackle underlying causes vs. enforcement…in a joined-up, collective way

• Greater emphasis on prevention/deterrence

The impact of events on incidents on the transport network is dependent on the nature of the event.

Right Wing Demos + counter protests on two Saturdays led to almost double the number of incidents than a typical Saturday.

Passenger Perception

• Harbour City - Passengers felt the most unsafe at this location, but one of the safest stops

• Etihad - location where most likely to be involved in an incident, but higher than av. % of passengers felt safe or vey safe

• Conclusion – something about the infrastructure/environment making people feel unsafe
