CARACAS -- Vice PresidentNicolas Maduro was sworn inas acting president last night, the same day a state funeral isheld for Hugo Chavez.

Upon construction of Arti-cle 233 of the Constitution, asrequested by lawyer OtonielPautt on Thursday, the Consti-tutional Court, Supreme Tribu-nal of Justice, found that thesecond person in the govern-ment's hierarchy (the vice-president) shall step downfrom his current position totake office as acting president. In other words, Article 229 ofthe Constitution, which bansthe executive vice-presidentfrom being elected as presi-dent, is by no means an obsta-cle to run for president.

The government saidMaduro would both be actingpresident and the presidentialcandidate of the governingparty. Without stepping down,Venezuelan Acting PresidentNicolás Maduro may run forpresident in the next election tobe held in the weeks ahead.

Chávez loyalists and hisregime leaders face thedilemma of inheriting a gov-ernment whose strength is duelargely to love for Chávez, notthe regime. Now that Chávezis dead after 14 years in office,Maduro will have to convinceChávez's supporters that he iscapable of carrying Chavismobeyond its personality cultfoundation.

The child described in thecurrent report was born to anHIV-infected mother and re-ceived combination antiretro-viral treatment beginning 30hours after birth. A series oftests showed progressively di-minishing viral presence in theinfant’s blood, until it reachedundetectable levels 29 daysafter birth. The infant re-mained on anti-virals until 18months of age, at which pointthe child was lost to follow-upfor a while and, the re-searchers say, stopped treat-ment. Ten months afterdiscontinuation of treatment, the child underwent repeatedstandard blood tests, none ofwhich detected HIV presence

Specialists say the find-ing offers exciting clues forhow to eliminate HIV in-fection in children.“Maybe we’ll be able toblock this reservoir seed-ing,” Persaud said.

The finding, the investi-gators say, may help pavethe way to eliminating HIVinfection in children.

A report on the case waspresented Sunday at the20th Conference on Retro-viruses and Opportunistic In-fections (CROI) in Atlanta.

GENEVA (AFP) - Huge enginepower and speed records remainthe name of the game for themany luxury vehicles on promi-nent display at the InternationalGeneva Motor Show this week.

"In super-luxury, there is stilla tendency to try to reach newspeed records," explained Ger-man car specialist Stefan Bratzel.

Judging from the models un-veiled in Geneva, horsepowerwars still have plenty of roadahead of them.

Italian Lamborghini, celebrat-ing its 50th anniversary, unveiledits Veneno (Spanish for poison)model -- a name that hints at thewarrior nature of the sleek ma-chine.

With 750-horse power underthe hood and a whopping price-tag, the car turned more than afew heads at the show.

Only three models of thisbundle of concentrated technol-ogy have been made, and eachhas already been snapped up fora staggering 3.0 million euros($3.9 million).

Accelerating from 0 to 100kilometres an hour in just 2.8seconds, and with a top speed of355 kilometres (220 miles) anhour, the car is the fastest non-racer ever built by Lamborghini, company chief Stephan Winkel-mann said.

Ferrari's brand new hybrid su-

percar, LaFerrari, is another bigattraction at the show.

Car enthusiasts need a fairdose of patience to catch a mereglimpse of the dream machine, made by Italy's Fiat.

But once through the crowd, the firy red descendant of Fer-rari's famous Enzo is a heart-stopper, especially with itspromise to go from 0 to 200 kilo-metres an hour in less than 8.5seconds.

It has two engines: one elec-tric and one a thermic 12-cylin-der, allowing it to boast 963horsepower at short distances.

The 499 LaFerraris madehave already found buyers, eachwilling to pay more than onemillion euros to call the luxuryspeed dream their own.

LaFerrari's biggest rival on thefloor is called P1. The bright yel-low model with butterfly doorswas built by British McLaren, and is sold for the same price asits Italian competitor.

The symbol of refinement,Rolls-Royce, owned by GermanBMW, meanwhile unveiled anew four-seat coupe, the Wraith.

Boasting 633 horsepower, itaims for high-speed performanceand is clearly aimed to take onBentley's Continental GT.

The euro zone may needhigher inflation in countrieslike Germany and lower in-terest rates across the bloc toensure a sustained economicrecovery brings palpable ben-efits, the head of the IMF saidyesterday.

Speaking during a visit tobailed-out Ireland, ChristineLagarde said while Europehad come a long way sincelast summer and financialanxieties have eased some-what, more needed to be doneto deal with "depressingly fa-miliar" underlying issues.

Average to new all-time highsafter three straight days ofrecord-breaking closes.

The dollar immediatelygained more than one centagainst the euro, trading ataround $1.2980 to the euro-zone currency, and jumped to125.0 yen.

The private sector lastmonth once again drove jobsgrowth, adding 246,000 posts, led by gains in professionaland business services, con-struction and health care.

The government shed10,000 jobs, continuing cut-backs that could deepen afterthe March 1 launch of drastic"sequester" spending cutsaimed at reducing the govern-ment's deficit and debt due toa budget impasse in Congress.

The $85 billion in sequestercuts required over the nextseven months require govern-ment agencies to reduce tem-porary hiring and contracting, and that could begin showingup in March's employmentnumbers.

The unemployment ratewas the lowest since Decem-ber 2008, when it stood at 7.3percent as the rate was climb-ing in the depths of the GreatRecession.

The numbers were muchbetter than analysts expected. The average estimate was forthe jobless rate to stay stuck at7.9 percent for the secondmonth in a row and additionaljobs to total only 165,000.

But the January jobs growthnumber was revised down to119,000 jobs from an initial es-timate of 157,000.

"The data add to evidencethat momentum in the labormarket has strengthened fur-ther," said Jim O'Sullivan, chief US economist at HighFrequency Economics.

"Even without any furtheracceleration, the trend in jobgrowth has been strong enoughto keep unemployment comingdown."

The welcome news liftedthe dollar and sent stock mar-kets higher, pushing the blue-chip Dow Jones Industrial

WASHINGTON (AFP) - TheFebruary US jobs report deli -vered an encouraging surpriseyesterday, with the unemploy-ment rate slipping to a four-year low and jobs growthpicking up in the world'slargest economy.

The jobless rate fell to 7.7percent, from 7.9 percent inJanuary, and the US gained anet 236,000 jobs, the LaborDepartment said.

The uncertainty has notbeen reflected on stock marketsuntil now, but should Italy slipback into the debt mire it couldhave a knock-on effect on othervulnerable countries in the eu-rozone.

Italy's borrowing costs roseslightly to 4.599 percent on 10-year government bonds from4.596 percent just beforeFitch's announcement.

Fitch also noted that Italy'songoing recession "is one ofthe deepest in Europe," andwarned that "the increased po-litical uncertainty and non-con-ducive backdrop for furtherstructural reform measuresconstitute a further adverseshock to the real economy."

The agency also forecastthat Italy's public debt, one ofthe eurozone's biggest, wouldpeak this year at close to 130percent of GDP (gross domes-tic product), worse than Fitch'sprevious estimate of 125 per-cent.

It added that the economywas likely to shrink by 1.8 per-cent this year, in the wake of a2.4 percent contraction in 2012,and said that "a weak govern-ment could be slower and lessable to respond to domestic orexternal economic shocks."

Fitch's "BBB+" ratingnonetheless leaves Italian debtin the investment grade cate-gory, and on the bright side, itunderscored the country's "rel-atively wealthy, high value-added and diverse economywith moderate levels of privatesector indebtedness."

Rome has also made con-siderable progress with fiscalconsolidation in the past twoyears, the agency noted, esti-mating that Italy's public debtwould fall to around 2.5 per-cent of GDP this year.

ROME, March (AFP) - The in-ternational ratings agency Fitchsaid yeterday it had down-graded Italy's sovereign debtrating by one notch to "BBB+"from "A-" and added that theoutlook was negative.

Fitch pointed in particular to"the inconclusive results of theItalian parliamentary electionson 24-25 February" which"make it unlikely that a stablenew government can be formedin the next few weeks."

Italy's vote left the countryin a political deadlock, with noparty or coalition able to forma government on its own, andparty leaders have made littleprogress in talks so far.

While the centre-left coali-tion won in the lower house, itsfailure to take the Senate hasleft leader Pier Luigi Bersaniscrabbling to reach an agree-ment with the anti-establish-ment Five Star Movement(M5S) to form a minority go -vernment.

Bersani's refusal to form analliance with Silvio Berlus-coni's centre-right party --which came a close second inthe election -- has also leftmany analysts fearing thecountry may be forced to returnto the polls before long.

Mexico ended 2012 withan inflation of 3.57 percent. For this year the goal isaround 3 percent. As of Feb-ruary it was running at an an-nual rate of 3.55 percent.

It did so because inflationis under control and the bankwants to adjust to a scenarioof lower economic growth, the bank said.

There were strong suspi-cions, though, that the pre-served bodies of some Russiancommunist leaders were regu-larly switched to be restoredand freshened up, the scientistadded.

Russia boasts specialists onembalming who have workedon preserving the body ofLenin in the last decades butalso helped embalm leadersfrom the former Communistbloc who died in Soviet times.

Lenin’s body was em-balmed after his death in 1924and placed in the purpose-builtmausoleum on Red Squarewhere it still resides to thisday, although the mausoleumis closed for restoration.

His successor Stalin wasalso embalmed when he diedon March 5, 1953 -– ironicallythe same date as Chavez -– al-though his body was laterburied at the Kremlin wallswhen the Soviet Union recog-nised the extent of his crimes.

As well as Soviet bloc lead-ers, Russian specialists em-balmed the likes of BulgarianCommunist leader GeorgiDimitrov in 1949, Ho ChiMinh in 1969 and North Ko-rean leader Kim who died in1994.

HANOI (AFP) - Short, pot-bellied policemen will bebanned from traffic duty in Vietnam's capital Hanoi andgiven office jobs in a bid to improve the force's publicimage, police said. Details of the new height and weightrestrictions were not available but the head of Hanoi'straffic police said they were working on a list of copswho didn't measure up and would be redeployed out ofsight. Vietnam's traffic police -- which were voted the"most corrupt" institution in the communist country ac-cording to a recent World Bank-funded survey -- havelong been dogged by a poor public image. MADRID, March 08, 2013(AFP) - Hugh Chavez willenter a waxy afterlife when heis embalmed and put on per-manent display in Venezuela, giving his backers a powerfulpropaganda tool to ensure hispopulist movement surviveshis death.

Preserving Chavez's bodyand fixing his face in an eter-nally serene gaze will fill a po-litical void, analysts said, as itdid for earlier revolutionariessuch as Russia's Joseph Stalin,Vietnam's Ho Chin Minh orChina's Mao Zedong.

It is a way of ensuring"Chavismo" survives Chavez.

Importantly, it was Chavez'political heir, Vice PresidentNicolas Maduro, who an-nounced the decision to em-balm his leader, "like Ho ChinMinh, Lenin and Mao".

The body of the Venezuelananti-American firebrand, whodied Tuesday at the age of 58after a losing struggle againstcancer, will be preserved andkept in a glass casket to beseen "for eternity", he said.

"Chavismo wants to conferon him a kind of immortality,"said Juan Carlos Trivino, po-litical science researcher at thePompeu Fabra University inBarcelona.

Chavez's charismatic pres-ence filled the lives ofVenezuelans "for better or forworse," Trivino said.

"Venezuelans are losing avery powerful presence withhis departure. The idea of em-balming allows you to con-serve that material andtangible presence," he added.

Chavez's body, which lay instate will be taken to the"Mountain Barracks", which isbeing converted into a Mu-seum of the Revolution,Maduro said.

But there is popular pres-sure for Chavez one day to liealongside Latin American in-dependence hero Simon Boli-

var, who inspired his revolu-tionary, socialist movementthat promised to help the poorby redistributing the country'shuge oil wealth.

Authoritarian regimes typi-cally use personality cults tomaintain legitimacy, and em-balming allows them to pro-long the cult beyond death, said Joseph Cheng, a profes-sor of politics at Hong Kong'sCity University.

"With a personality cult, you can create a lot of mythsto strengthen people's supportfor the existing regime and theexisting policies of theregime," Cheng said. "It helpsto mystify politics to the ad-vantage of the regime."

In North Korea, for exam-ple, the body of Kim Il-Sung,the country's "Great Leader",remains under a spotlight inan enormous glass-enclosedtomb at his presidential palaceon the outskirts of the capital,Pyongyang.

The embalming process it-self is not simple, saidPhilippe Charlier, Frenchforensic scientist, anthropolo-gist and historian.

"The body is pretty muchcompletely preserved with aninjection of formalin, disinfec-tant and dehydration products, and the body is then coveredin wax," Charlier said.

Dutch basketball is one ofthe front-runners in Dutchsport in terms of possible co-operation with gambling par-ties. The Federation EredivisieBasketball (FEB), which or-ganises the top league, offersthe national league matchesthrough online streaming tobetting companies worldwide.

Jeroen van Veen, director ofcommercial affairs of the FEB,acknowledges that the combi-nation of a small sports organ-ization and large amounts ofgambling money could betricky.

Van Veen is aware of thedangers, but focuses on thepossible positive aspects, likerising revenues. The onlyquestion is how much revenueit would bring.

"Maybe 50 to 100 euros perbetting operator per match. But with a multitude of opera-tors and competitions it can bevery lucrative, because there islittle or no investment at-tached. We can offer 200matches, with for example 50euros per match and 100 oper-ators to deliver the images,"stated Van Veen.

Small federations, smallclubs struggle to survive amidthe financial crisis.

Some Dutch soccer clubsare also facing financial prob-lems and all are looking fornew sources of income. JelleBeuker of the CooperationEerste Divisie, does not con-sider cooperation with thegambling industry as a solu-tion for financial problems.

"I do not believe that," hesaid. "To be financially healthyshould be achieved throughother areas. We will not get100 million euros or so for theleague, that is an illusion."

THE HAGUE: More andmore sports organisations inEurope are concluding agree-ments with international onlinesports betting operators, withthe Netherlands now also inthe start-up phase of debatingopportunities and threats.

Betting companies are cur-rently familiar names on theshirts of Europe's top soccerclubs, like Spanish giants RealMadrid.

However, with the recentrevelations of Europol onwidespread match-fixing inEuropean soccer still a freshmemory, some Dutch sportsofficials are wary of doingbusiness with betting organisa-tions, including legal ones. The fear of loss of reputationof the sport is great.

During a meeting at theTMC Asser Institute in TheHague, a center for interna-tional and European law, thisweek the advantages and dan-gers of cooperation betweenthe Dutch sports and bettingworld were discussed.

In general the need for newrevenues is great in sports, es-pecially now that the sponsor-ship revenues have declined asa result of the financial crisis.

For this reason, cooperationbetween sports organisationsand online betting operatorsfor sponsoring their organisa-tion or licensing their audiovi-sual rights might be a greatopportunity.

"What does it bring us andwhat not? What can we do andwhat shouldn't we do? Wemust also pay attention to thedark sides, which are match-fixing and gambling addiction. We must talk about that to-gether, for me that's more im-portant than the commercialside.
