    The membership of the State Advisory Panelmust consist of members appointed by the

    Governor or any other official authorizedunder State law to make theseappointments. CFR 300.168(a)

    concerned with, the education of children

    Special Rule

    The majority of the members of the panelmust be individuals with disabilities and

    parents of children with disabilities (ages birth

    Representation

    One of the most significant contributions eachPanel member makes is that of representing

    their stakeholder group. The federalregulations requires that the specific

    stakeholders be represented by membershipon the State Advisory Panel. This requires thatthe SAP consider methods that can facilitate

    ongoing communication between SAPmembers and their stakeholder group.
