the Salvation Army Broadway Youth and Family Center(later renamed South Mountain Youth Center) at13th Street and Broadway in Phoenix was dedicated on

Nov. 16, 1968. It was the Army’s entrance into the inner city,the beginnings of a relationship with South Phoenix that wouldchange lives forever.

Fulfilling a dreamMajor Gene Rice was the Army’s Southwest Divisional Commanderat the time. He assigned Captains Joe and Doris Noland tobring his vision, his dream, to fruition.They recruited Bud andSandra Fuqua to help lead the effort.These officers and citizens,including T.C. Dean, Bill Kennedy and Ed Stewart, still are revered,

generations later, forthe impact they hadon the communityat that time.

“We went door-to-door everyweek to hand outflyers, announceour programs,encourage participation,” Nolandrecalls. “We wanted to reach the community emotionally,mentally, spiritually. We asked what they wanted, neededand did our best to provide.”

Community gets involvedCommunity leaders significant in theearly efforts of the center included ClovesCampbell, Sr., Travis Williams, Laura Danieli,Karl Eller, Tom Fannin, Kax Herberger, HarryMontgomery, Gene Parker, George Taylor,members of the Army’s Phoenix AdvisoryBoard and Women’s Auxiliary. They ledthe charge, opening doors to help raise the$850,000 needed to build the 47,000-square-foot facility. Many gifts were anonymous.

During construction, administrative chores, tutoring andvarious programs were done in a large trailer on loan from SRP.Sunday School classes were held in parks, a nearby church gymused for sports. Boys’ and girls’ programs had to be separate.Girls’ athletic teams were formed along with cooking programs,arts and crafts, and other programs. Daytime sports activitieswere developed for adults and those physically challenged.

“There were no models to follow. We built and designedprograms along the way,” Noland remembers.

Where the pros playWhen the Center opened in 1968, the gym served as one of thefirst practice facilities for the Phoenix Suns. Athletic programs

were enhanced by volunteer coachesincluding Jesse Owens, ASU footballstar J.D. Hill and ASU/Oakland A’spowerhouse Reggie Jackson. Divinglegend Dick Smith oversaw theswim program the first year beforetransitioning to Ed Stewart.

The Crusaders, a semi-pro clubteam, included many who went on toplay professional basketball. Several

football players went on to play professionally.Boxing quickly became one of the cornerstones and through

the years has turned out a world champion, as well as multipleregional and local champs. In March, four boxers competed innational trials for the Olympics.

Nearly half a century after one Salvation Army officer feltcommitted to address the needs of a community in South Phoenix,a philanthropist in a neighboring state had a modern-day vision,with resources to expand the concept across America. TheSalvation Army Ray and Joan Kroc Corps Community Centerat Phoenix South Mountain, a 150,000-square-foot treasure,will continue to serve and fulfill the mission of the Army andbuild on the heritage of a place that has touched and changedlives for generations.

though Golden Arches worldwidemay be their trademark, the legacyof Ray and Joan Kroc surely rests

in The Salvation Army Corps CommunityCenters across America that bear theirname. Both loved the Army. He rang bellsat Christmas; she sought worldwide needsthey could support.

While driving with a former mayorthrough San Diego’s inner city in 1997,Joan determined she wanted to builda world-class youth facility. Today, SanDiego’s Kroc Center, located on 12 acres,includes three pools, an ice rink and stellareducation programs.

Before her death in 2003, Joan madeknown to the Salvation Army her desire

for another 26 centers, each tailoredrespectively to their community needs.

Through her estate, she left the Armyapproximately $1.6 billion, the largestsingle charitable gift ever given. Hermandates were explicit. The gift wouldbe evenly divided among the Army’s fourterritories for construction and endowmentof Kroc Centers. Communities also had tofinancially support the process.

Each center would be “world-class,pristine, a beacon on a hill” and incorporatefour pillars: education, fine arts, recreationand spiritual.

After an arduous application processand in competition with 15 cities in theWestern United States, Phoenix was one

of six cities awarded Kroc grant fundingin 2006, bringing $64 million into themarketplace while charged with raising$15 million.

Today, 18 Kroc Centers throughoutAmerica are operational, nine are underconstruction.

Activities include swim lessons,computer classes, financialmanagement seminars, leadershipclubs, art, drama, music, all typesof fitness and dance classes, andso much more. Programs will bescheduled to facilitate needs andconvenience of members.

Competitive sports programsinclude boxing, volleyball, soccer,basketball, softball and football onlocal, regional and national levels.

Academic enrichment programsinclude tutoring with ASU studentscomplemented with daily healthysnacks for children.

The Family Services program offersservices including food boxes,utility assistance and one-on-onecounseling.

The Kroc provides a venue for civicgroups and the general public tohost meetings and all types ofspecial events.

TedMcClurePROFILESALVATION ARMY HOLDSSPECIAL MEMORIES FORTHE COMMUNITY LEADERtedMcClure was 15 when his mother brought her eight children to Phoenix in 1969.

He remembers “tremendous responsibility in keeping love and unity in the family”without an active father in the household.The Salvation Army became an instant

place of refuge.“They showeredmewith guidance, gaveme hope as a person,” he said. “TheArmywas home.”Devastated by not making the cut for basketball at SouthMountain High, he honed his

skills at the Army. “It was the love of Christ they exemplified in the practices.They reallycared about individuals,” he said. McClure made varsity his senior year.

AWhitworth University business graduate, he now owns a 7-11 franchise and Spee-D-TeesBBQ in South Phoenix. He has provided a freeThanksgiving dinner formore than 10,000people over the past 12 years. More than four decades after first relying on the Army forguidance and hope, the community leader now chairs the Army’s Kroc Center Advisory Council.

“The Kroc extends the Army’s tradition of saving and shaping the lives of thousandsof kids who desperately need a safe place of guidance, refuge and care,” McClure said.“Education is the key to our future and the Army is doing it exceptionally well throughthe Kroc Center. This is an extraordinary gift to our community.”

Kroc Center: At a glanceWhat it takes to build a 150,000-square-foot community center:• More than 600 total construction days

• 360,000 construction man-hours, averaging 75 workers on-site daily

• Center has 18,600 lineal feet of wall (just over 3.5 miles of walls)

• 134 miles of line-voltage wire

• 28 miles of low voltage cabling

• There are 227 doors in the center

• The building contains 2,056 light fixtures

• Swimming pool has a surface area of approximately 5,000 square feet,107,328 gallons of water

• 410 tons of air conditioning equipment (enough to heat and cool146 regular-size homes)

• The Kroc Center is striving for a Gold LEED certification

The Center has a Salvation Army shield logo, 46’ x 54’, on the roof ofthe chapel/performing arts center. This may be the largest Army shieldin the world.

There were 4,686,000 pounds of waste generated from constructiondiverted to recycling centers by using methods outlined through LEED.

Some 660 submittals were produced during construction at anestimated average of 25 pages per submittal (more than 16,000 pagesto be reviewed and approved). By doing this electronically, saved26.5 trees and $57,908 in reproduction costs, 8,355 days of shippingtime plus fuel costs, rather than printing and sending.ting and sending.

MarkWestPROFILEFORMER SUNS CENTERMARK WEST GIVES BACK

mark West has a place in NBA history, ranking second in field goalpercentages during his career. But ask kids from economically challengedfamilies who have been part of his free basketball camps during a near-

quarter century and one quickly realizes his off-court victories are beyond measure.When West was traded to the Suns in 1988, he and wife Elaina sought out The Salvation

Army as a place to hold annual camps for South Phoenix youth.Today, they also bus in kids from the reservation.“Basketball is the carrot,” he said. “We really recruit them for a week to talk about life

skills, the importance of education. We mentor, expose them to neighborhood successstories. Our message: it doesn’t matter where you’re from, you can be successful.”

Coaches from across the Valley volunteer and the generation factor is apparent.“It’s amazing to me that as the kids got older, they’ve come back to help,” West said.

“To give back, to help us coach their kids.”West credits his wife for their 23 years of success with the camps. “She’s the true center

of the family,” he says. “Volunteer coaches, a generous business community step up everyyear. We are blessed.”

ClovesCampbell,Sr.PROFILE

EARLY SUPPORTER OFSALVATION ARMY, SOUTH PHOENIX

he was legendary in Arizona history,remembered as one of the state’s greatestand most powerful Black leaders.

Cloves Campbell, Sr. served four years in theArizona House of Representatives before becomingthe first African-American in the Arizona Senate.He worked tirelessly to improve the quality of lifein segregated neighborhoods and was a supporterextraordinaire of The Salvation Army’s BroadwayYouth and Family Center.

The Center was a family affair for all theCampbells.

Nephew Roland remembers the Center as aninvaluable resource for the neighborhood. “It wasn’t

just a place to hang out. It was organized, disciplined.Captain Noland, T.C. Dean and others ran a tightship. They imposed the values and life skills weneeded to move forward.”

Cloves Jr. recalls “spending all my life there.My dad was on the board when they turned thefirst shovel.”

The Campbell connection is now in its thirdgeneration. Cloves Jr. played Pop Warner and clubbasketball there and has coached Cloves III in clubbasketball for the past five years.

“The Center has been a real part of our familysince its existence,” he says. “To be part of TheSalvation Army is real special to us.”

from vision to reality, the Kroc Center has been a workin progress for 97months. Committeemeetings beganin July 2004 under the leadership of Salvation ArmySouthMountain corps officers, Majors Guy and

Denise Hawk.With the support of the Army’s City and Southwest

Division, Phoenix Advisory Board and South MountainCouncil (now Kroc Center Advisory Council), meetingsbegan with consultants and contractors. Focus groups wereheld with citizens of the South Mountain community todevelop an outline of their desires for the center.

The two-year application process resulted in thePhoenix Salvation Army receiving $64 million from theKroc estate, one of six grants given in the west. The taskof raising $15 million locally took five years. Rich Boals,president and CEO of Blue Cross Blue Shield of Arizona,

served as honorary chair of the capital campaign.The groundbreaking was held in August 2010 when 75

percent of the local fundraising goal had beenmet. Nearly900 sub-contractors, vendors, local designers, builders andengineers have been involved with the project.

The centerwas physically built around the original facilitywith the intention ofmaintaining asmany programs as possibleduring construction. Last September, when 75 percent ofthe new facilitywas complete, the original buildingwasrazed and the area designated for parking.The educationand tutoring programswere temporarilymoved toRoseLinda School. Familymemberswere directed to theYMCA in a partner program. A local Safeway providedtheir parking lot for the Army’s annualThanksgivingdinner in South Phoenix.Theboxing programwasrelocated to a smaller facility. Volleyball and basketball

programs lost portions or all of a season.Twenty-twomonths after the groundbreaking, Joan
