Facebook comments cause a commotion at council

Travis Paterson News Staff

Katherine Whitworth was mid-sentence in repeating potentially libellous commentary that exists on Mayor Richard Atwell’s Facebook page (titled Richard Atwell Mayor of Saanich) when Atwell interrupted her during the public input portion of council on Monday night.

The topic of inappropriate comments, made by the public, not Atwell, but sitting the uncontested on Atwell’s mayoral Facebook page (not his personal page) led to a hotly contested debate over the responsibility of monitoring libellous and defamatory comments.

On Tuesday, Atwell added he’s not deleted anything from the page following requests from council to monitor it with a greater degree of accountability.

“I felt we covered the issue in council,” Atwell said. “There have been no complaints from staff about the comments. In the past, if someone crossed the line, you needed someone to come forward and say they’re being defamed (before it was dealt with).”

Atwell added the page is an extension of the transparent election platform he brought to Saanich in 2014.

Coun. Fred Haynes clearly sees things differently. He brought the item, titled “disparaging comments on the mayor’s Facebook,” to Monday’s agenda. Members of the community, including a local developer, expressed concern to him about what the mayor’s Facebook page

was doing for the District of Saanich’s image, he said.

“It’s not good to have these comments outstanding on Facebook, it doesn’t look good for staff, for the mayor, or for council,” Haynes said. “By leaving comments there, my impression is he’s endorsing them.”

When Haynes approached Atwell about removing defamatory comments last week, Atwell said he’d deal with it, but he didn’t do it fast enough for Haynes, and then agreed instead to debate it in council, Haynes said.

Whitworth, a Saanich resident, actually attempted to repeat specific comments from Atwell’s page when he stopped her to confer with staff. CAO Andy Laidlaw asked only that Whitworth refrain from repeating the posts, which she did.

The debate wore on, however, mostly over the nuances of moderating Facebook, including a declaration by Atwell that while his Facebook page is open to all, Coun. Judy Brownoff’s (personal

page) is not. He added he is not privy to hers, as she did not accept his request to be a “friend” on Facebook.

“I’m not as troubled with this as my counterparts are,” Atwell said. “Do I need to go on a comment-for-comment basis? I think that’s overkill. It’s an open page … but it’s also important that criticism be respectful.”

“At the root of this is, where do we decide the line, when do posts go too far?” asked Coun. Colin Plant. “When it’s defamatory to staff. When it’s attached to [the name of] Saanich. That’s when.”

Plant’s comments were echoed by most of council.

“If we let half truths and untruths go unchallenged we have a problem. It seems odd to discuss this issue here tonight,” said Coun. Leif Wergeland.

Riders make a mountain out of a hill climb

Travis PatersonNews Staff

Clay Webb and Fabian Merino were still realizing what they had done a few days later.

It’s called ‘Everesting,’ when cyclists turn a local hill climb into an ascent that matches that of Mount Everest.

Last month, 27-year-old Webb and 23-year-old Merino took the Observatory Hill Climb to new heights, conquering the already popular training ride for local cyclists by ascending it 68 times.

The popularity of the local Observatory Hill Climb was already becoming something of a legend before the duo put their permanent mark on it: the GPS documentation of their ride is forever posted beside other attempts made world wide on the website Everesting.cc.

“The response I’ve received from people has definitely been bigger than I thought it would,” Webb said. “We did it without really talking about it beforehand and a lot of people have commented on it who I didn’t realize knew about it: family members and other cyclists, they’re all stoked on it.”

The ride took 19 hours and 10 minutes, one of the faster times according to Everesting.cc

Sixty-eight is the amount of repeats needed to turn the 2.2-kilometre entry road to the Dominion Astrophysical Observatory at 5071 West Saanich Rd., which climbs 130 metres in altitude, and make it equal to the 8,848-metre altitude of Mount Everest. It meant a total distance of 149 kilometres up, and down, for a combined ride of nearly 300 kilometres.

It’s an extreme feat that started in Victoria, Australia, a hilly province that is home to the Hells 500, a group of hill climbing cycling Aussie nutters who bear the mark of either climbing 10,000 metres in two days, or Everesting.

Both cyclists race for Broad Street Cycles in Victoria and were there joking about the attempt one day with some

other cyclists in early July, recalled Merino, who works at Still Life clothing and lives on the border of Victoria and Saanich near Mayfair shopping centre.

“We looked at all the climbs [nearby] and the observatory was the only one mellow enough, but with enough elevation.”

Little did Merino realize, Webb had been eager to attempt the feat of Everesting. The adventure-seeking curriculum co-ordinator for Power 2 Be’s wilderness school had wanted to “Everest” since he learned about it during the 2014 cycling season.

And that was it. By the end of that week they had the

logistics together. On July 11, with what they thought was a “ton of food” packed, Merino’s girlfriend dropped them off at the bottom of the observatory at 5:40 a.m.

Within five minutes, they were nearly finished their first loop. The ride took 19 hours and 10 minutes, ending at 1 a.m. on July 12.

“We had a lot of support. Throughout the day people came to do a few climbs with us, it helped mentally and gave us a distraction,” Merino said. “Clay and I are good friends but at times we were just quietly staring at our handle bars.”

Other friends brought pizza and other food, which was welcome as Webb packed about one-third of what he ended up needing.

The climbs weren’t torturous but it was tedious.

They anticipated finishing by nightfall, at least Merino did. Luckily, Webb brought a second light which Merino borrowed.

There was also a lot of time spent descending, which was a challenge as they wanted to save time.

“But there was some off and on rain, which made for some sketchy corners, and obviously we didn’t want to crash, or do something stupid,” Webb said. “So we had to rein it in at the end of the day, making sure we were smart, and weren’t descending at max speed at all.”

After it was over the two were only sore for one day. However, both felt the knock of exhaustion.

“I went full swing back into normal life but it took a few days to feel normal again,” Webb said.

“It was relief at the finish, and it was kind of funny because we were asking ourselves why did we do it,” Merino added.

Friend Nick Kupiak, who rode some of the climbs and also documented it with pictures, brought a bottle of champagne.

The 300-km distance was the most either of them have ever done in a single ride. Both have done the 280-km venture to Tofino.

Merino will continue road racing and, like Webb, will hit the upcoming fall cyclocross season in full swing, staring with the Island-based Cross on the Rock series and hopefully provincials.

Saanich cop resigns while under investigationJacob ZinnNews Staff

A Saanich police officer who allegedly used unauthorized photos and training footage of tactical team members to promote a macho workout video is stepping down from the SPD.

Sgt. Todd Lamb, who is currently under investigation for the video, tendered his resignation from the department Tuesday, though spokesman Sgt. Steve Eassie noted his pending departure is not in response to disciplinary action.

“As far as any details relating to the personal choices made by Sgt. Lamb and his decision to tender his resignation, the only person that would be able to answer that would be him,” said Eassie.

“That resignation will be taking place in the next few weeks. It did not have anything to do with any discipline matters within the department, and that Police Act investigation is still ongoing.”

The workout program, Spec Force Alpha, made the news in June after the promotional video was found on YouTube, touting its ability to turn any man into a dominant male. The product promotes itself as a tactical fitness guide, promoting the threat of “silent feminization” to men as a

negative concept, as well as the “sissification” of men.

The video generated a public backlash, prompting Lamb to step back as president of the Saanich Police Association union and apologize in a letter to members for the hyper-masculinity of the product.

Lamb’s letter of apology puts blame on himself and the marketing company responsible for the ad copy, saying the company ran the copy past him.

“The marketing company responsible for the ad copy ran it by me and I checked with both males and females in the fitness industry who agreed it was not offensive,” he wrote. “If the product has offended you, I apologize.”

Lamb also referenced past efforts to stand up for female officers in the Saanich

workplace.“I will do what I can to make

(Spec Force Alpha) better and continue to work towards my personal goals of transforming people’s lives.”

While Saanich Police Chief Bob Downie has not commented on the video, the Saanich Police Board released a statement shortly after it was discovered.

“The (police) board is aware of concerns about activities constituting outside employment engaged in by an SPD officer that may conflict with the officer’s duties. The matter is under review by the SPD’s professional standards office to examine whether they comply with internal policies and the Police Act. The board cannot comment while this review is underway.”

Layout changes put council on new levelTravis PatersonNews Staff

Mayor Richard Atwell was the only person who stayed put in a rearranging of the Saanich council chambers seating layout tested on Monday.

It’s part of a plan to enhance the experience of council for residents and viewers of the new webcast.

All eight members of council have been elevated from the floor to a head-table that faces the room, similar to a wedding, with Saanich’s council-attending staff shifting from in front of the mayor to facing in from both sides.

“I like it, it makes for direct eye contact between councillors and residents,” said Haro Woods champion Deborah Dickson, who gave support to the new configuration during public input.

Dickson did, however, question the new “Welcome to our respectful workplace” signs that are posted in chambers.

“These signs are great but they also show a sign that there is disfunction, and by having them, perhaps this is not a respectful workplace.”

Saanich is evaluating several proposed seating designs for the council chamber in order to create a more effective space for its meetings and the interaction between council, staff and the public. The plan is to improve the visibility for council and the public, facilitate communication, and create a welcoming environment that will also accommodate future council meeting webcasts.

The temporary seating arrangement, which offers a practical demonstration for discussion purposes, works within the building constraints of the existing space and is intended to provide a general feel for the proposed design.

“We’re just in the training wheels stage of it,” said Coun. Fred Haynes, who now sits on Saanich Mayor Richard Atwell’s immediate left. “We can redo the chambers with more permanent furniture once we have the shape we like.”

I have a strong interest in music – of any kind, so that will be a priority for me when looking at activities in retirement communities. Is that a priority in retirement communities?

Absolutely. We all understand the importance and power of music.

As a result you will be pleasantly surprised to fi nd a wide variety of musical offerings at most communities. While activities such as reading, writing and painting stimulate some parts of the brain, scientists have now identifi ed that music affects more parts of the brain at one time than pretty well anything else. In fact, listening to music lights up more of the brain than any other stimulus. When we listen to music our brains release the chemical dopamine which makes us feel happy and pleased. The more we like a song, the happier we feel when we hear it.

Music helps us to be happy and has the power to draw people together, cross cultural and demographic boundaries, and provide opportunities to re-live past pleasant experiences and feelings.

Lorne Clayton will be the first to admit he doesn’t have a musical background, but the

square dance caller might just be up for a Juno award next year.

The Cordova Bay resident is hoping that his new album, Goldwing, will be

nominated in the dance category at the 2016 Junos, which will be hosted next spring in Calgary. While the Junos have categories for rock, pop, jazz and rap, square dancing doesn’t have its own category, which is why he’s pursuing a nod in the broader dance category.

If selected, this would be Clayton’s second Juno nomination: In 2012, his rendition of the traditional gospel song Robe of White was picked for the same category, but was later pulled for not meeting the criteria.

“At the time, they came back and said, ‘In the dance category, we only accept albums, we don’t accept singles,’” he said.

“After I did this album, I got contacted by [the record company] Gold Wing saying, ‘We’re going to resubmit you for a Juno in 2016.’ The nominations don’t open for six weeks, but they’ve already informed me they’re going to be nominating me in the dance category.”

Clayton has been square dancing since 1991 and got his start calling out dance cues shortly after taking up the dance form.

“At the time, they had what was called goofer’s night – it’s like a karaoke night – and people said once or twice, ‘Oh, you’d make a good caller,’” he recalled.

He started calling locally and was picked up 11 years ago by the Mavericks Square Dance Club, which operates out of the Royal Oak Hall, to call for them.

“Then, there was a really interesting opportunity,” he said. “After [Hurricane] Katrina happened, some callers in the States, they wanted to put together a record where all the proceeds

went to help Katrina.“I was one of the few

Canadian callers that they sort of knew, and they wanted it to be an international event. We got together, we went to Nashville and we recorded When the Saints Go Marching In as a fundraiser.”

The song brought in more than $100,000 and led to Clayton being contacted by two studios: Fine Tune/Gold Wing Productions out of California and Shindig Productions in South Africa.

“One of the people who was associated with (Fine Tune/Gold Wing) was on the Katrina record, and they thought my voice would be appropriate for recording,” he said, “and [Shindig was] looking for a bit of an international flavour for their label.”

Clayton said the use of pre-recorded calling tracks has grown as some smaller clubs no longer have callers. But, he did say square dancing music with vocals is a bit odd

for the Junos’ dance category.

“It’s quite unusual because most of the nominations in the dance category are instrumental – waltzes and tangos and that sort of stuff.”

Nonetheless, he’s keeping his fingers crossed that the nomination will stick this time around.

For more information about Clayton and the Mavericks Square Dance Club, visit themavericks.org.

Restoration efforts have been announced for several fish habitats in Saanich, thanks to a financial boost from the Pacific Salmon Foundation.

The Vancouver-based non-profit has promised to provide more than $42,000 through its Community Salmon Program to fund improvements to fish habitats in Douglas Creek, Swan Creek and Colquitz River. The improvements will be taken on by the Friends of Mount Douglas Park Society and the Peninsula Streams Society.

“For Colquitz, the main thing is doing the groundwork and establishing a citizens group that’s going to be a lot of the volunteer work and to help educate them,” said Ian Bruce, executive co-ordinator of the Peninsula Streams Society.

“Hopefully we’ll have some opportunities to build some viewing areas so they can watch salmon spawn on the spawning beds they helped build.”

Bruce noted the donation is a tremendous help to the society’s efforts on the Island.

“We couldn’t do nearly all that we do without their support,” he said.

Additionally, funding will also go toward the Stewards of the Future Conference, a series of seminars and training sessions for 120 secondary students who are studying sustainable resource management.

“We are pleased to support the Stewards of the Future Conference because of its focus on training and educating students about the management of our resources,” said Dr. Brian Riddell, president and CEO of the Pacific Salmon Foundation.

The majority of funds were raised through sales of the federal Salmon Conservation Stamp, a $6 decal that anglers must purchase annually to keep Pacific salmon caught in saltwater off of Canada’s west coast. The stamps generate an estimated $1 million for community grants every year.

Money is also raised through fundraising dinners, auctions and donations from individuals, foundations and businesses.

Let me get this straight, a gang of Calgary LNG salesmen have come to Bamberton to promote a high-risk venture. They’ve taken their pitch to a First Nation’s property with a high rate of unemployment. It will be a floating platform, three football fields long and one football field wide. Then, six huge floating tankers will visit the area per month.

The billion dollars of real estate that overlook the pristine inlet now have the opportunity of having their homes blown from their foundations if just one explosion occurs. However,  it could be an opportunity to remove the derelict boats that are abandoned in Brentwood Bay, faster than the federal Ministry of Transport.

Pro side of the equation:  A few well-paid jobs and a chance to exploit an underachieving B.C. resource.

Con side of the equation: The risk to pristine salmon habitat at Goldstream Park, Victoria International Airport, Coast Guard and Helicopter Rescue Centre, the Mill Bay ferry route, Victoria’s weather station, an earthquake fault zone, whale watching adventures and the world

famous tourist attraction, the Butchart Gardens.

The facts are LNG is a high-risk venture, with the profits going everywhere but B.C. Taxpayers will pay for the environmental damage when the floating barge pulls up anchor looking for another village in recession.

B.C. can not supply the world indefinitely with this non-renewable, explosive gas. The northern fracking process has been associated with contaminating drinking water and left the area susceptible to earthquakes.

The idea is just another federal and provincial government attempt to promote fool’s gold and snake oil. The floating platform is a trial balloon that is full of hot air. It is time the Good Ship Lollipop set sail. B.C. residents are fed up and an intelligent lot of people, not a group of voters to be suckered in on a get-rich scheme.

Flushing out a responseThis goes out to those letter writers

and opinion piece contributors

who readily jump on the “...science-based evidence that the receipt of screened sewage offshore in the Strait of Juan de Fuca is a uniquely non-contaminating system...” bandwagon.

I invite them, one and all, to demonstrate which part of “non-contaminating” applies to the discharge of micro-plastics and pharmaceuticals, which can no longer be conveniently disregarded because they are not “organic.”

Bamberton LNG facility not worth the risk

Facebook commentsa contentious issue

In council as in anything else, there will be high points and there will be low points.

Item D2 on Monday night’s agenda was certainly a case of the latter, as the nuances of Mayor Richard Atwell’s Facebook page (called Richard Atwell Mayor of Saanich) were deconstructed in a public forum.

It was contentious to say the least. The current Saanich council has faced its

challenges and accusations of disfunction. And while there is a saying you have to hit rock bottom before you can rebuild, certain members of council not only hit the rocks on Monday night, they started throwing them.

Coun. Fred Haynes brought the page in question to council out of concern for the “disparaging comments” that existed there.

It should be stated they were not written by Atwell. His posts are built around the accomplishments he and Saanich have encountered since beginning his term as mayor in December. Many of them are mobile uploads, a grassroots approach to being mayor that is a fabric of Atwell’s style.

However, unlike other councillor’s Facebook pages, anyone is free to post whatever they like, and among the many responses on the wall are defamatory accusations of incompetence in Saanich, including comments directed loosely at the staff in general. And that in particular is where Haynes took issue.

But for all the progressive work that Saanich council has done since December, including working through more distractions than arguably any other municipality in B.C., the resulting discussion was cringeworthy.

Yet between all the snide, side and underhanded comments there was more than enough silver lining. Atwell agreed he will better manage his Facebook account.

In the words of Coun. Colin Plant, any social media account attached to the name of Saanich must be held to the same degree of responsibility as the chambers of council and the rest of municipal hall.

So close the (face) book. After all, next week is a new week. And we

can continue to expect a grounded, yet high-level approach from Saanich council. Because even on circus night, it can put the chair down, look into the lion’s eye, and make a unanimous decision that benefits all concerned.

HURRY! LAST WEEKEND for $34,000End of SUMMER BONUS PRIZE~DEADLINE midnight Sept. 4

Saanich will play a supporting role in the final night of the Victoria Film Festival’s popular Free B Festival.

The made-in-Victoria B Film, Murder is News, will be screened Saturday night at Broadmead Village. The curtain rises at 9 p.m. for the film that will be shown in the

breezeway area of Broadmead Village Shopping Centre, on Royal Oak Drive just off the Pat Bay Highway.

Filmed in 1937, Murder is News is a glamourized look at the newspaper business in the 1930s. The story follows Jerry Tracy, a charismatic reporter

for The Daily Planet whose beat is the personal business and shady secrets of the local captains of industry. He also has a regular radio show where he summarizes the most salacious news of the day.

“Most of the nighttime exterior shots you do see the tell-tale arrow of Victoria’s streetlights so I think people will get a kick out of that,” said Donovan Aikman, festival programmer. “With most of the scenes taking place

at night, Victoria isn’t really recognizable outside of that. It’s an early example of Victoria standing in as an American city.”

Murder is News will be preceded by a short film, Kali, le petite vampir,  and a Max Fleischer Superman cartoon, The Underground World, where The Daily Planet funds an expedition to mysterious underground caves in exchange for an exclusive story to be reported by Clark

Kent and Lois Lane. Moviegoers will also see Chapter Two, The Tunnel of Terror, in the Universal pictures Flash Gordon serial.

Movie goers are encouraged to bring chairs and blankets. Broadmead Pharmasave will provide a concession selling popcorn and water. Funds raised are contributed to the Canucks For Kids Fund in support of charities that support children’s health and wellness.

Visitors to Broadmead Village are invited to enter a Movie Magic prize package from Marlin Travel valued at $250. It includes a popcorn bowl, popcorn, candies, beverages and a $200 travel voucher to visit a movie magic destination. Enter at Marlin Travel or at the screening of Murder is News until 8:30 p.m.

Run by the Victoria Film Festival, the Free-B Film Festival is Victoria’s longest-running outdoor screening series.

Since 2000 Free-B has been screening family-friendly films on Friday and Saturday nights throughout August at

locations such as the Cameron Bandshell in Beacon Hill Park, the Legislature Lawn and Broadmead [email protected]

London, England – Rollers, Bentleys and Lambos are as plentiful as shopping carts at the local Morrisons supermarket in this exclusive and expensive residential area of the old country’s capital city.

The posh wheels in which I tooled around Primrose Hill for a week was not to be found anywhere but the drive of my temporary city home, blocks away from where the late, great Amy Winehouse spent her final sad days. The 2016 BMW M6 Gran Coupe, the base price here in Canada is $129,000, distracted well-dressed locals from their window-shopping. Some shed the coolness and stroked the ‘bonnet’ of the machine, which conceals the massive 4.4-litre M turbocharged, 560 horsepower, V8 engine. It’s sporty looks, racy carbon fibre roof and large air intakes had signalled to them its power.

A few guys, one of whom looked like one of those famous Brit actors whose name you

can never remember, broke silence and asked me what it was. Well, they knew it was a Bimmer but wondered at its length.

“It’s like one of those darn Yankee cars…too damned long for my coach house,” he chuckled and strode off into the book store before I could comment.

Yes, at almost five metres in length it was one heck of a challenge to park at the aforementioned food emporium, protruding considerably into the space behind. But it was worth the effort because that cavernous trunk, I mean ‘boot’ was ideal for stashing the huge quantity of sweet confectionary my kids insist I purchase every time I visit the land of my birth.

I then headed over to the less than elite area of Camden Town, where hippies still roam. That was a mistake.

Traffic wasn’t stopped but all four lanes were chock-a-block and merely moving one block took seemed to take an eternity. Thank goodness for the ‘creep on demand’ feature, which kicks in with a light touch of the accelerator and takes the car smoothly up to 14 km/h. I should have been so lucky to reach such a top speed.

Time to get out of town and put those 560 horses to better use on the motorway. Where would the local gentry spend the weekend? Ah yes, the British Grand Prix at Silverstone, a drive of around 90 minutes. It was a chance to renew my acquaintance with F1 driver Sebastian Vettel, as a guest of Ferrari team sponsor Shell. Having him at the wheel might have been more thrilling but while I didn’t push the pedal to the metal, I did cause the horses to break into more than a gallop – zero to 100 km/h in just over 4.2 seconds. The Gran Coupe purrs along and effortlessly breezes by anything you choose it to pass. The

seven-speed Steptronic tranny offers seamless movement between the gears. I’m not the biggest fan of gearshift paddles but it was fun playing with them on a busy stretch close to my destination.

Approaching the track, traffic slowed and for the first time I had time to admire the beautifully stitched leather interior and controls layout, all of which are definitely all ergonomically correct.

The cockpit display takes its cues from the driving mode selected using the Driving Dynamics Control switch, the graphics and colors of the displays indicating clearly which of the COMFORT, ECO PRO and SPORT settings has been engaged. Very cool.

And it’s loaded with every safety warning system you can think of: lane departure, pedestrian and collision warning.

Satirist ushers in return of RON TalksTravis Paterson News Staff

Ryan Levis is not your everyday male health advocate.

The local author and satirist brings his foul-mouthed take on men’s health to Saanich as one of two speakers at the Tuesday, Sept. 1 RON Talk.

It’s the first RON Talk (Royal Oak Neighbourhood) as the free monthly series, which takes place on the first Tuesday of every month at Crumsby’s Cafe, returns after a summer hiatus.

Also speaking is Andrea Paquette, the executive director of the Bipolar Disorder Society of B.C.

Known as the Bipolar Babe, Paquette will focus on mental health advocacy

including “stigma stomping.” Levis will talk about his fresh approach on being a good man in the modern era and the conversation about domestic violence.

RON Talks was started by Saanich Coun. Colin Plant in January 2014, before he knew he would run for council.

“It’s not part of my political agenda,” Plant said. “RON Talks has no political affiliation. It’s to create an environment of getting a bunch of people out to talk. It’s a positive place, and we get a lot out of it.”

The average attendance is about 30 people, though it varies widely, Plant said.

“The very first event was 55 people, and it was going to be too small a venue but it’s been

anywhere from two people (on a really bad night) to an average of about 30.”

The idea is as simple as allowing people to speak about their passion, with a question and answer period. They don’t have to be from Saanich or the Royal Oak area, although some are, and it is not affiliated with the Royal Oak Neighbourhood Association.

RON Talks starts at 7 p.m., Sept. 1, at Crumsby’s Cafe, 4525 West Saanich Rd. Doors open at 6:30 p.m., the first presenter starts at 7, and the event ends by 9 p.m.

For more information visit Facebook.com/rontalk, Twitter @ron_talks or email [email protected].

Council receives final budget reportTravis Paterson News Staff

A report on what, where and how Saanich can possibly cut costs in the municipal budget was presented to council on Monday.

It was the third in a series of three reports that also seek to bring better public input into the future of the budget process.

Coun. Vic Derman and Coun. Fred Haynes are among the key supporters of the reports. Derman had previously stated he is keen to have a greater say from Saanich taxpayers as to which services could be cut, perhaps by showing which services are optional, and which aren’t, such as mandatory wage increases.

Haynes complimented Derman for helping to “ignite” the initiative and said staff have been working hard on it for many months now.

“It’s a complicated document, trying to bring the full [budget] process online so that people can be better informed, but it’s going to take a couple of years,” Haynes said.

“Perhaps by showing the set increases, we can then ask residents, where should we put sidewalks, what road work should be prioritized, etc. What if we could engage the residents and ask, how much [new] sidewalk do you want.”

The first report came to council in June, with a second report received in July.

I used to deliver the Goldstream Gazette in Colwood when I was a teenager. The best part of delivering the Saanich News is that I get fresh air and exercise twice a week, rain or shine. My hobbies include gardening and Aquaponics, swimming and learning how to play the violin. I like cats, too!Congratulations Melissa being on “Carrier of the Month” and for always delivering your papers with a smile

Saanich cyclist Erin Attwell leads the way this weekend at the 2015 B.C. Track Cycling Provincials, Aug. 28 to 30 at the Greater Victoria Velodrome Association in Colwood.

Attwell has spent many a day cycling at the velodrome in the past few years and has gained prominence as a top athlete for her age group in road and track cycling.

This weekend B.C.’s top track cyclists will race for the championship jersey in the standard track events – the endurance and sprint omnium, team sprint and team pursuit – as well as a match sprint tournament and the always exciting keirin.

Earlier this month, Attwell, a 16-year-old from Victoria’s Tripleshot Cycling team, won two gold and a bronze (and nearly more) at the Western Canada Summer Games in Wood Buffalo, Alta, the individual time trial and the road race, and was bronze in the overall. She came fifth in the mountain bike cross-country race.

“She’s pretty dominant in her age group, we expect more success at the provincial track championships,” said her coach Lister Farrar.

Attwell is a product of the same Tripleshlot youth team that helped develop 2015 Pan Am Games gold medal winner Evan Carey of Oak Bay. Carey was part of the individual team sprint where three teammates sprint one lap each.

Farrar says Attwell’s biggest competition is likely Maggie Coles Lyster of Maple Ridge.

What makes Attwell special is her willingness to ride at any level, Farrar said.

“You don’t want to take anything for granted but [Attwell] should do well. And she’ll compete on different teams, riding at whatever the level of her teammates is. She’s a very committed teammate.”

Attwell is also focused on the upcoming national track championships in Milton, Ont., Oct. 7.

Phone scam surfaces in area

Pamela RothBlack Press

Police are asking the public to be vigilant following a spike in phone scams that’s left some Victoria residents in tears at police headquarters.

Victims of the scam typically receive a phone call from an angry caller, claiming to represent the Canada Revenue Agency (CRA) about taxes that are owed.

The caller requests immediate payment by credit card or convinces the victims to purchase a prepaid credit card, and call back immediately with the information. If they don’t, the victims are often threatened with court charges, jail or deportation.

Lately, police in Victoria have been flooded with calls from citizens that have been traumatized by the scam, and in some cases, attempted to turn themselves in for what they believed to be non-payment of their taxes.

One woman who attended police headquarters to face arrest was visibly upset, crying and shaking. Police said it took several minutes for an officer to calm her down and learn what happened.

“I am so furious. The fraudsters

claiming to be with the CRA have left many of our residents scared and confused,” said Victoria Police Chief Frank Elsner on Twitter.

“The CRA will not call you threatening arrest. If you or someone you know gets such a call, hang up and please call your Victoria police.”

In mid August, the CRA issued a public warning about the scam after seeing an increase in reports.

When the CRA calls, it has established procedures in place to make sure personal information is protected. The CRA said it never requests prepaid credit cards or asks for information about a passport, health card or driver’s licence. It also doesn’t share taxpayer information with another person, unless they have provided the appropriate authorization, and never leaves personal information on an answering machine or asks for personal information to be left on theirs.

Since the scam surfaced last summer, the Canadian Anti-Fraud Centre said it’s received more than 10,000 calls from across Canada. In one case, a woman paid $13,000 for prepaid credit cards.

For more information on scams or to report deceptive telemarketing, contact the centre online at antifraudcentre-centreantifraude.ca or toll free at 1-888-495-8501. Those who believe they may be a victim of fraud or have given personal or financial information unwittingly should contact their local police service immediately.

It’s been a hot summer in Saanich, and as a result of water restrictions, lawns throughout the district have been drying up, despite homeowners’ best efforts to beat the heat.

Your lawn won’t go green no matter how much you preen, but a mid-summer drought is no reason to pout, according to Illarion Gallant of Rusnak Gallant Ltd. The landscape architect said homeowners shouldn’t worry about their lawns drying up three months of the year – it’s only natural for grass to dehydrate in this kind of weather.

“A lawn doesn’t die when it goes brown, it just goes dormant,” he said. “If a client was coming to me and asking me, I’d say, ‘Go with the reality of nature and allow your grass to go dormant.’”

While he admits it’s not the nicest thing for some homeowners to hear, Gallant said it’s really the only option in this severe heat, with the current drought in B.C. prompting harsher restrictions for the most green-thumbed citizens.

“Usually what happens in a drought situation, you’re allowed to water new lawns, water new plants – you can’t even do that in Vancouver now. The drought situation’s very serious.”

Gallant said attitudes about how a lawn should look are somewhat generational, with older homeowners seeing lush lawns as a status symbol while younger residents more or less go

with the flow (or lack of).“The 1960s middle class

esthetic was green lawns, and that meant fertilizer and a lot of water,” said Gallant. “The new middle class esthetic is either long grass or you go brown.”

When designing a garden, Gallant said homeowners can opt for longer grass that tends to withstand drought better because it provides more shade on the soil surface and has a lower rate of evapotranspiration, the process by which water is transferred to the atmosphere by evaporation from soil and by transpiration from plants.

“If you’re out in the sun and you have long hair, your scalp is

a little cooler than if you had a shaved head – it’s the same thing when you have a mowed lawn. You don’t really have shade on the soil surface, so you have a higher rate evapotranspiration.”

When preparing to lay down a new lawn, Gallant said it’s better to have 12 to 18 inches of soil to create optimum conditions for water retention.

“It creates enough of a planting medium to hold moisture, but also gives it an opportunity for rooting,” he said. “Eighteen inches is luxury, 12 inches is achievable.”

Gallant also recommended against using a lot of clay, noting homeowners should opt for a larger amount of sand.

“In soil, you have to have some percentage of clay, like 18 or 19 per cent,” he said. “But in my lawns, I like to have 60 to 65 per cent sand to give it structure.”

However, for existing lawns, the options are limited short of tearing up the lawn and putting in more drought-resistant grass. For the practical gardener, Gallant said it’s best to just ride out the heat wave.

“Of course you can water it as much as you can before you get into water restrictions, but what happens is with the heat, the water table goes down and it goes brown. For established gardens… there’s not much you can do.”
