Joint DepEd Memorandum and STCW Circular No. 1 Series of 2016

Subject: Rules and Procedures in the Joint Assessment of School Applications, Monitoring and Evaluation of the Senior High School (SHS) Maritime Program for SY 2016-2017 by the Department of Education (DepEd) and Maritime Industry Authority (MARINA)

I. Statement of Policies Pursuant to Republic Act (RA) No. 10533 or the Enhanced Basic Education Act of 2013, the Department of Education (DepEd) will start the nationwide implementation of the Senior High School (SHS) Program with Grade 11 in School Year 2016-2017 followed by Grade 12 in School Year 2017-2018.

In Keeping with the DepEd's mandate to make the curriculum contextualized, global, learner-centered, and responsive to the needs of local industries and the labor market, it has undertaken consultations with other national government agencies and stakeholders to offer an effective and enhanced basic education curriculum. One such collaboration is with the Maritime Industry Authority (MARINA) because the DepEd acknowledges and sees the Increasing demand of seafarers in the international and local maritime industry: hence, it has collaborated with MARINA to offer maritime specializations in Senior High School.

Moreover, under Republic Act No. 10635, the MARINA serves as the single Maritime Adminislration responsible for the implementation and enforcement of the 1978 International Convention on Standards of Training, Certification, and Watchkeeplng (STCW) for Seafarers, as amended, and international agreements or covenants related thereto. Therefore, the monitoring of the S H S maritime specializations will be conducted jointly by the DepEd and MARINA in accordance with the rules and procedures as provided in this joint memorandum circular.

II. Application and Coverage This memorandum circular shall apply to all schools, public and private, intending to offer the SHS Maritime Specializations. The monitoring activity shall cover all ihe pertinent regulations under the 1978 STCW Convention Code, as amended, and the existing policies, standards, and guidelines of the DepEd.

III. Implementing Office The Bureau of Curriculum Development (BCD) shall be the implementing office of the Department for purposes of the joint monitoring of the S H S Maritime Specializations as herein provided and shall ensure close coordination with the MARINA.

IV. SHS Maritime Specializations A. Program Description, Exits, and Corresponding Assessments

Two Senior High School (SHS) Maritime Specializations were developed, a Technical-Vocational Livelihood (TVL) Maritime specialization and a Pre-baccalaureate Maritime specialization. The 1978 STCW Convention, as amended, was used as the basis for developing the curriculum for the TVL Maritime Specialization. Given this, the S H S graduates of the TVL Maritime Specialization may eventually take the assessment for Certification of Ratings Forming Part of a Watch (Deck and Engine). This will allow them to qualify for career opportunities in the maritime industry upon graduation and evaluation.

The Pre-baccalaureate Maritime Specialization is a modified program of the Science, Technology, Engineering and Mathematics (STEM) strand under the Academic Track. In this specialization, six specialized subjects of the STEM strand were retained and three were replaced with maritime-related subjects. The goal of the Pre-baccalaureate Maritime Specialization is to encourage S H S graduates to pursue maritime higher education. With this, the country will be able to produce more seafarers at the officer level

V. Requirements To ensure that the schools offering the maritime specialization can deliver the core, applied and specialized subjects of the S H S program, the DepEd and MARINA agreed to the following criteria:

A. Schools offering the TVL Specialization must: 1. have been granted a DepEd provisional permit to Implement any S H S track, strand, or

TVL specialization; and

2. have a recognized Ratings Program by (he MARINA (Enhanced Support Level Program or Ratings Forming Part of a Watch).

B. Schools offering the Pre-baccalaureate Program must: 1. have been granted a DepEd provisional permit to implement the S H S S T E M strand or.

have S T E M subjects currently being offered in their higher education courses; and 2. have been recognized by the MARINA to offer the Merchant Marine Officer Program.

C. Schools offering both the TVL Specialization and the Pre-baccalaureate Program must: 1. have been granted a DepEd provisional permit to implement the S H S STEM strand or

have STEM subjects currently being offered In their higher education courses; and 2. have recognized Ratings and Marine Officers Program by the MARINA.

D. DepEd Public high schools offering the SHS Maritime Program must: 1. have a partner school or institution recognized by the MARINA to offer a Ref^gs and

Marine Officers Program; 2. ensure that it is engaging in partnership with a school or institution that complies with the

requirements under V.A., V.B., and/or V.C. above, depending on the school's intended program offering.

VI. Joint Monitoring and Evaluation 1. The DepEd and MARINA will jointly evaluate the application of schools. 2. The DepEd will submit to the MARINA the list of schools that applied for the S H S

Maritime specialization with their indicated program offering/s. 3. The MARINA will vet, shortlist, and recommend to the DepEd the schools that can offer

the maritime specialization/s for final approval. Since these schools have existing S H S provisional permits for other program offerings and have been accredited by the MARINA, the DepEd Regional Office and the STCW office of the MARINA will no longer conduct an ocular inspection of the school or institution.

4. Upon receipt of the Hst of recommended schools/institutions from the MARINA the DepEd BCD will endorse to the Secretary of Education the results of the •vein lion of applications to implement the SHS Maritime Program. For qualified applicants, a provisional permit for the approved SHS Maritime specialization(s) shall be sic, ad and be Issued by the DepEd Regional Office with geographical jurisdiction of the school. This permit shall remain valid until revoked by the DepEd.

5. The MARINA and DepEd, through the DepEd Regional Offices (RO) end Schools Division Offices (SDOs) will monitor and evaluate the initial implementation of the SHS Maritime Program.

VII. Issuances, Advisories and Communications The MARINA and the DepEd jointly, or DepEd singly, shall adopt and disseminate further Issuances, advisories, and communications providing details of the S H S Maritime Program, Including, but not limited to, standards, criteria, and indicators for assess i ra school applications and for monitoring and evaluation of schools' initial implementation O: <d SHS Maritime Program.

VIII. Repealing Clause All issuances, circular orders, and memoranda which are inconsistent or contrary to the provisions of this Joint Memorandum Circular are hereby repealed or modified accocingly.

IX. Effectivity This Joint DepEd Memorandum and STCW Circular shall take effect immediately
