STRUCTURE OF THE UNITED NATIONS

THE GENERAL ASSEMBLY

The General Assembly is composed of all the Membersof the United Nations. (For delegations to the twelfthregular session, see APPENDIX IV.)President, twelfth regular session: Sir Leslie Knox

Munro (New Zealand).Vice-Presidents, twelfth regular session: Ceylon, China,

France, Paraguay, Spain, Tunisia, USSR, UnitedKingdom, United States. Spain was elected on 8October 1957, to serve on an ad hoc basis as theninth Vice-President for the duration of the twelfthregular session of the General Assembly.1

The Assembly has four types of committees : ( 1 )Main Committees; (2) procedural committees; (3)standing committees; (4) subsidiary and ad hocbodies.

MAIN COMMITTEES

Seven Main Committees have been established un-der the rules of procedure of the General Assembly,as follows:Political and Security Committee (including the

regulation of armaments) (First Committee)Special Political CommitteeEconomic and Financial Committee (Second Com-

mittee)Social, Humanitarian and Cultural Committee (Third

Committee)Trusteeship Committee (including Non-Self-Govern-

ing Territories) (Fourth Committee)Administrative and Budgetary Committee (Fifth Com-

mittee)Legal Committee (Sixth Committee)

In addition to these seven Main Committees, theGeneral Assembly may constitute other committees,on which all Members have the right to be re-presented.

At the Assembly's twelfth session the officers of theMain Committees were as follows:

PROCEDURAL COMMITTEES

There are two procedural committees: the GeneralCommittee and the Credentials Committee.

GENERAL COMMITTEE

The General Committee at the Assembly's twelfthsession consisted of the President of the Assembly,the nine Vice-Presidents (Ceylon, China, France,Paraguay, Spain, Tunisia, USSR, United Kingdom,United States) and the Chairmen of the seven MainCommittees of the Assembly.

At future Assembly sessions, the membership of theGeneral Committee will be increased to 21, because of

the decision taken on 12 December 1957 by resolu-tion 1192(XII) to increase the number of Vice-Presidents to 13.

CREDENTIALS COMMITTEE

The Credentials Committee consists of nine Mem-bers appointed by the Assembly on the proposal ofthe President. Its members at the twelfth sessionconsisted of Burma, Canada, Iceland, Liberia, Nica-ragua, Panama, USSR, United Kingdom, UnitedStates.

STANDING COMMITTEES

Two standing committees have been established bythe General Assembly's rules of procedure: the Ad-visory Committee on Administrative and BudgetaryQuestions and the Committee on Contributions. Eachconsists of experts appointed in their individualcapacities.

UNITED NATIONS EMERGENCY FORCE (UNEF)

On 4 November 1956, the General Assembly, byresolution 998(ES-I), asked the Secretary-Generalfor a plan for establishing, with the consent of thenations concerned, an emergency international forceto secure and supervise the cessation of hostilitiesresulting from the penetration of Israel armed forcesinto Egyptian territory and the military operationsconducted by France and the United Kingdom againstEgyptian territory. On 5 November 1956, by resolu-tion 1000(ES-I), the Assembly established a UnitedNations Command for the United Nations EmergencyForce (UNEF) to secure and supervise the cessationof hostilities. It was to act in accordance with allthe terms of General Assembly resolution 997(ES-I)of 2 November 1956 which, inter alia, called for: acease-fire and the halting of the movement of militaryforces and arms into the area; the withdrawal of allforces behind the armistice lines and the observanceof the armistice agreements; and, upon a cease-firebeing effective, the reopening of the Suez Canal andthe restoration of secure freedom of navigation.

In accordance with the Assembly's resolution 1125(XI) of 2 February 1957, following the withdrawalof forces, UNEF was stationed on the Egyptian-IsraelArmistice Demarcation Line.

On 5 November 1956, the General Assembly ap-pointed Major-General E. L. M. Burns as the Chiefof the Command.

As of 31 December 1957, the Force was composedof units voluntarily contributed by the followingUnited Nations Member States: Brazil, Canada,Colombia, Denmark, India, Norway, Sweden andYugoslavia. A contingent from Indonesia was with-drawn in September 1957 and a contingent fromFinland in December 1957.

ADVISORY COMMITTEE ON THE UNITED NATIONS

EMERGENCY FORCE

The Advisory Committee on the United NationsEmergency Force, established by the General Assemblyon 7 November 1956 (by resolution 1001 (ES-I) ), wasto develop those aspects of the planning of the Forceand its operation not already dealt with by theAssembly and not falling within the area of the directresponsibility of the Chief of the Command. It wasempowered to request the convening of the Assemblyand to report to the Assembly whenever matters arosewhich, in its opinion, were of such urgency andimportance as to require Assembly consideration.Members: Brazil, Canada, Ceylon, Colombia, India,

ON THE HUNGARIAN PROBLEM

On 14 September 1957, by resolution 1133(XI),the General Assembly asked the President of itseleventh session, Prince Wan Waithayakon, as itsspecial representative on the Hungarian question,to take such steps as he deemed appropriate to achievethe objectives of the United Nations in accordancewith the General Assembly's resolutions on theHungarian question (resolutions 1004(ES-II), of 4November 1956; 1005(ES-II), of 9 November 1956;1127(XI), of 21 November 1956; 1131(XI), of 12December 1956; 1132(XI), of 10 January 1957. Italso asked him to consult with the Special Committeeon Hungary and to report and make recommenda-tions to the General Assembly.

PANEL FOR INQUIRY AND CONCILIATION

Commissioner's Programme to replace the UNREFExecutive Committee. This new body was to consistof representatives of between 20 and 25 Members cfthe United Nations or members of any of thespecialized agencies, elected by the Council. Itstasks, briefly, were set forth as follows: to givedirectives to the High Commissioner for liquidatingUNREF; to advise him, at his request, on theexercise of his functions and on the appropriatenessof international aid through his office to help solvespecific refugee problems unsolved or arising after31 December 1958; to authorize him to appeal forfunds for solving these problems and approve assist-ance projects in this regard; to give him directiveson the use of an emergency fund not exceeding$500,000.

AD HOG COMMITTEE ON A SPECIAL UNITED NATIONS

FUND FOR ECONOMIC DEVELOPMENT

This Committee, set up by General Assembly reso-lution 923 (X), ceased to exist after submittingits final report to the twelfth session of the GeneralAssembly and so completing the task assigned to it(resolution 1219(XII), of 14 December 1957).

PREPARATORY COMMITTEE FOR THE SPECIAL FUND

On 14 December 1957, by resolution 1219(XII),the General Assembly decided that a Special Fundbe established as an expansion of existing technicalassistance and development activities of the UnitedNations and the specialized agencies so as to providesystematic and sustained assistance essential for theintegrated technical, economic and social developmentof the less developed countries. The operations of theFund were to be directed towards enlarging thescope of United Nations technical aid programmesso as to include special projects in certain basic fields.

Looking forward to the Fund's establishment asof 1 January 1959, the Assembly set up a PreparatoryCommittee with the following functions: to definethe basic fields for assistance which the Special Fundshould encompass, and, within these fields, the typesof projects eligible for assistance; to define the adminis-trative and operational machinery to be recommendedfor the Fund, including any changes required in thelegislation and procedures of the Expanded TechnicalAssistance Programme ; to ascertain the extent towhich Governments would be willing to contributeto the Fund. It was to undertake these tasks, takinginto account the various principles laid down by theAssembly for the Special Fund and the views andsuggestions put forward by Governments. The resultof the Preparatory Committee's work were to bereported together with recommendations to the mid-1958 session of the Economic and Social Council,which would transmit the report with its owncomments to the Assembly later in 1958 for finalaction.Members of the Preparatory Committee: Canada,

UNDER FRENCH ADMINISTRATION

The Commission was established by the GeneralAssembly on 23 January 1957 (by resolution 1046(XI)) . Its purposes were to examine in the lightof discussions in the Assembly's Fourth Committee,the entire situation in the Trust Territory of Togo-land under French administration resulting from thepractical application of a new Statute and theconditions under which the Statute is being applied,and to submit a report, with its observations andsuggestions, to the Trusteeship Council for its con-sideration. The Commission reported to the Trustee-ship Council's seventh special session in September1957, after which it ceased to exist.

The General Assembly, on 29 November 1957, byresolution 1182 (XII), decided to elect a UnitedNations Commissioner to supervise the elections tothe Legislative Assembly of the French-administeredTrust Territory of Togoland to be held in 1958.Assisted by observers and staff appointed by the Secre-tary-General in consultation with him, the Com-missioner was directed to report the results of theelections to the Trusteeship Council for transmissionto the General Assembly's thirteenth session. On14 December 1957, the General Assembly electedMax H. Dorsinville (Haiti) to this position.
