S T R U C T U R E OF THE U N I T E D N A T I O N S

THE GENERAL ASSEMBLY

The General Assembly is composed of all the Mem-bers of the United Nations. (For delegations to thefirst and second emergency special sessions and theeleventh regular session, see APPENDIX IV.)President, first and second emergency special sessions:

Seven Main Committees are established under therules of procedure of the General Assembly.Political and Security Committee (including the regu-

Social, Humanitarian and Cultural Committee (ThirdCommittee).

Legal Committee (Sixth Committee).Each Member may be represented by one person

on each Main Committee.

1 On 15 November 1956, the General Assembly

decided to establish an eighth vice-presidency electingItaly as the eighth Vice-President.

2 On 12 November 1956, the General Assembly

established an Ad Hoc Political Committee. Later,however, by decisions taken on 15 November and 18December 1956, the Assembly made this Committeeone of its permanent and Main Committees, renamingit the "Special Political Committee" and thus bring-

GENERAL COMMITTEE

In accordance with the rules of procedure, theGeneral Committee consists of the President of the

General Assembly, as Chairman, the eight Vice-Presi-dents and the Chairmen of the seven Main Commit-tees.

CREDENTIALS COMMITTEE

This Committee consists of nine Members appointedby the Assembly on the proposal of the President. Itsmembership for the first and second emergency specialsessions consisted of the representatives of Afghanistan,Australia, Colombia, the Dominican Republic, France,Indonesia, Iraq, the USSR and the United States,with the representative of Iraq as Chairman. At theeleventh session it was composed of Argentina, Brazil,Burma, Iraq, the Netherlands, New Zealand, Spain,the USSR and the United States, with the representa-tive of New Zealand as Chairman.

STANDING COMMITTEES

Two standing committees are established by therules of procedure: the Advisory Committee on Ad-ministrative and Budgetary Questions and the Com-mittee on Contributions. Each consists of experts ap-pointed in their individual capacities.

The Committee was established by the first emer-gency special session of the General Assembly, on 7November 1956 (by resolution 1001 (ES-I)), toundertake the development of those aspects of theplanning for the United Nations Emergency Forceand its operation not previously dealt with by theGeneral Assembly and which did not fall within thearea of the direct responsibility of the Chief of Com-mand of the Force. COMMITTEE ON THE FINANCING OF THE UNITED

NATIONS EMERGENCY FORCE

(As Appointed under General Assembly Resolution1089(XI))

The General Assembly established this Committee,on 21 December 1956 (by resolution 1089(XI)), toexamine the question of the apportionment of theexpenses of the United Nations Emergency Force inexcess of $10 million. It was directed to take intoconsideration, among other things, the discussionson this matter at the General Assembly, and to studythe question in all its aspects, including the possibilityof voluntary contributions, the fixing of maximumamounts for the expenses of the Emergency Forcewhich, with prior approval by the General Assembly,could be established on each occasion, and the prin-ciple or the formulation of scales of contributions dif-ferent from the scale of contributions by MemberStates to the ordinary budget for 1957. SPECIAL COMMITTEE ON THE PROBLEM OF HUNGARY

(ECLA) convenes once every two years. It did notmeet in 1956. In the years when the Commission doesnot hold a session, the Committee of the Whole ofthe Commission meets.

The Commission established two committees: (a)The Committee on Economic Co-operation in CentralAmerica, which set up a Sub-Committee on CentralAmerican Trade and a Sub-Committee on StatisticalCo-ordination; and (b) the Trade Committee.

The latter Committee was established at the Com-mission's sixth session in 1955 to prepare and recom-mend specific proposals for the solution of the pro-blems analysed in the Study on Inter-Latin-AmericanTrade11 presented by the secretariat, together withothers relating to trade policy, payments, maritimetransport and trade in specific commodities.

On 19 November 1956, the Trade Committeeset up two Sub-Committees, one to examine pro-blems of payments and agreements, and the other tostudy those connected with products and the re-gional market These Sub-Committees establishedvarious working groups.

The Trade Committee, the membership of which isthe same as that of the Commission, held its firstsession in Santiago, Chile, from 19 to 29 November1956.
