1. The meeting was called to order by the chair, Marty Gresho, at 9:04 AM. 2. New members to the committee were introduced. There are five new members since our

last in-person meeting – • Brian Ladds, Calgary FD Enforcer, Haz Mat Specialist • Chris Radley. Altergy, Manufacturer • Nathan Weyandt, Southwest Research Institute, RT • Laurie Florence, UL, RT • Mardy Kazarians, Kazarians & Associates, Risk Specialist, Special Expert

2. The staff liaison, Susan Bershad, gave an overview of the new process and the schedule for public input.

• Public input is due January 4th, 2013 and can be submitted on-line or through the old paper system

• The first draft meeting will be held in Quincy, MA on June 4,5,6, 2013 3. Task Groups made presentations on the progress of their work to date. Copies of each

groups presentation are attached, along with the most recent list of task groups and members. The following task groups were represented:

• Oversight – Marty Gresho • Planning and Development – Carl Rivkin • Extracts – Larry Fluer • Refueling – Aaron Harris • Hydrogen Generation – Larry Moulthrop • Separation Distances – Al Unione • Reserved Sections – Larry Fluer • Explosions – Marty Gresho

4. The Tunnels, Blends, and Parking and Garages task groups were not represented, although Marty Gresho did provide a summary of the work on the Parking and Garages task group.

5. The Planning and Development task group has not met. There was no response to requests for meetings sent out to the members previously. Marty Gresho asked TC members if there was interest in continuing the efforts of this TG and if not should it be disbanded. The feedback was that this TG does need to continue its efforts and that they will be valuable but that the group may need some additional members to assist. This task group will be revisited at the 1st draft meeting in June 2013.

6. A separate and optional web meeting will be set up for Aaron Harris to present the results of the Emeryville Hydrogen incident.

7. An additional separate and optional web meeting will be set up for Susan Bershad to walk through the NFPA on-line public input process.

8. The next meeting will be the first draft meeting at NFPA headquarters in Quincy, MA on June 4, 5, and 6, 2013.

– This committee shall have primary responsibility for documents on the storage, transfer, production, and use of hydrogen. The use of hydrogen would include stationary, portable, and vehicular applications.

• NFPA2 Scope – 1.1 Scope. (Reserved) – 1.2 Purpose. The purpose of this code shall be to provide

fundamental safeguards for the generation, installation, storage, piping, use, and handling of hydrogen in compressed gas (GH2) form or cryogenic liquid (LH2) form.

Task Group Assignment Purpose: to assist other TGs with the administrative tasks of

submitting changes to other documents. Unique position due to NFPA 2 being an extract (mostly) document.

Scope: The extracts task group will review the items used as an

extract source to determine the need for revision and/or update and track source documents for the other TGs to assure that any needed proposals are developed in a timely fashion. The task group will also review the development of NFPA 55 currently engaged in the A2012 code revision cycle to coordinate changes in text that serves as the basis for extract into NFPA 2. Individual proposals will be prepared to correlate requirements in NFPA 2 with NFPA 55.

Review By Chapter Leads The TG Chapter Leads were asked to review the

DRAFT prepared by Paul and to perform the following: Identify the changes made in the source documents as

related to the use of extract material found in NFPA 2. Compare the revised text in the DRAFT with the revised

text in the source document and validate the changes. Where the extract text referred to a new source

document review the source document for applicability. For example, requirements previously under the purview of NFPA 1 may have reverted to NFPA 400. Impact – change in source document referenced.

TG Chapter Lead Review Cont’d. Where new provisions were added to the source document

related to the material extracted into the 2010 Edition of NFPA 2 identify those sections that should be considered for addition as extract text. For example, New definitions added Source document reformatted Conditions related to the original extract updated to include

additional text (usually part of a reformatting in the source document).

The task group work product will be submitted to the TC Chapter Leads in the Technical Committee no later than December 4, 2012. The work product will be in the form of a proposal on a Chapter by Chapter basis.

Status November 1, 2012 Paul May completed a first draft revision (Rev 3) for

extract text from source documents for NFPA 1, 55, and 400 on October 31, 2012.

Task Group Leads will forward requests for revision for Paul to work into the draft (Rev 4) which will then be reviewed by the Task Group and forwarded to TC Chapter Leads no later than December 4, 2012.

Updates of extract text for other source documents will be prepared by Susan Bershad.

safe deployment of H2 systems. However, purely deterministic approach to establishing separation distance requirements leads to unnecessary constraints on system capitalization and operation.

• Risk-informed approach to establishment of minimum separation distance requirements ensured that separation distances can be established on combination of what can happen and what can credibly happen (risk); integrated into a prescriptive format for implementing deployed systems.

Why Reserved Sections? The term reserved is normally used by a technical

committee to recognize that the committee that developed the material has an awareness that there is a need in that area, but do not feel that there is significant justification to create requirements on the subject for the time being with the justification being for any number of reasons, including: 1) a lack of existing data, 2) a limited amount of applied practices in the field, or

3) an inability to reach consensus.

Why Reserved Sections? Cont’d. During development a template approach was used to structure

occupancy or use specific Chapters where text may have been extracted from existing source documents where a condition raised by the outline was not addressed by the source document. In these instances the term reserved was used to bring the matter to the attention of the committee so that future consideration would be given to the development of requirements. For example, Section 10.3.1.3.4 was reserved to establish

requirements for the use of “Composite Containers, Cylinders and Tanks” as it was recognized that such tanks are encountered in practice, and requirements for their use are limited at this time. The “reserved” designation for this subject keeps attention on the issue until such time as consensus is reached by the committee on the need, the content, or input from a member of the public at large.

Suggestions were offered in areas where there was a common approach needed in use/occupancy specific areas where “storage” of hydrogen indoors/outdoors was specified (by the template). The suggestions included examples of how supplemental requirements could be used to augment the fundamentals where needed.

Task Group Name Purpose, Scope and Roster Oversight This task group will provide schedule oversight and monitor

progress of all the task groups established. TG Scope: Monitor progress of each task group established and provide assistance as needed to assure that the goal of each task group is reached in time for the ROP submittal date. Planning and Development Purpose is to look forward toward new technologies and ID code barriers to progress and resolve them or fill gaps as needed. TG Scope: Identify and resolve code issues relative to developing and emerging technologies. Develop proposals for code changes and any needed research as needed. Retain the structural layout of NFPA 2 as code development progresses. Roster: Carl Rivkin (Chair), Al Unione, Rich Craig, Aaron Harris, Robert Wichert.

Extract Coordination Purpose is to assist other TGs with the administrative tasks of submitting changes to other documents. Unique position due to NFPA 2 being an extract (mostly) document. Scope: The extracts task group will review the items used as an extract source to determine the need for revision and/or update and track source documents for the other TGs to assure that any needed proposals are developed in a timely fashion. The task group will also review the development of NFPA 55 currently engaged in the A2012 code revision cycle to coordinate changes in text that serves as the basis for extract into NFPA 2. Refueling Previously TG3 responsible for Ch 10 & 11. This TG should address issues created by the change in NFPA 52 scope. NFPA 2 needs to assume primacy here. Previous scope: This task group shall have responsibility for the portions of NFPA 2 pertaining to the handling and transfer of hydrogen related to the support of vehicle systems. This TG shall address the needed changes to NFPA 2 relative to the NFPA 52 scope change to remove hydrogen content. Scope: Review the items to be deleted from NFPA 52 to determine whether or not there are gaps that exist in NFPA 2 relative to the use of hydrogen as an alternative vehicular fuel. The task group will determine the applicability of deleted provisions within the context of NFPA 2 and prepare proposals to address any gaps discovered in NFPA 2 as a result of the removal of hydrogen from NFPA 52.
